The ROW along Foster Road and Strong Road does not appear to be formally established. Provide a quit-claim deed to the Town from the existing center of the pavement on these roads to the property lines indicated on the plans to be monumented, to establish a ROW for these roads along both sides of these parcels. See TOSW Subdivision regulations Chapter 4, Section C.3.a(6) 2. Currently stormwater runs off of both Foster Road and Strong Road onto this property and will continue to do so after these lots are developed. To facilitate this, the swale shown along Foster Road should have side slopes of 4H:1V or less and be established to carry runoff from the road at the south end of Lot 2 to the existing wetland area on lot 1 at the intersection of Foster and Strong Roads. 3. Provide a 15 foot wide drainage easement to the Town along the Foster Road and Strong Road sides of the proposed lots to allow storm run-off to continue to drain off these roads onto these parcels and to allow for the establishment and maintenance of drainage swales on the sides of these roads as needed. 4. Change the size of the culvert under the driveway for lot 2 to 12 inch diameter or larger and move it away from the road onto Lot 2. This culvert will need to be maintained by the owner of Lot 2, as it will not be maintained by the Town. 5. Consider moving the driveway for Lot 2 about 35-40 ft south where there is a high point in Foster Road. 6. Proposed water wells on these two lots need to meet the required separating distance from the sanitary sewer laterals and any storm drainage pipes. 7. Provide sump pits in the basements of houses on both lots for future sump pumps with a discharge toward the wetlands to the east. 8. The proposed sanitary sewer laterals for both these lots need to meet the town standards, for example minimum 2% slope. 9. These plans needs to be submitted to the WPCA for review and approval, and establishment of sewer assessments for both lots. Please contact me if you have any questions. 1 P.O. We offer the following as well as the attached revised plans in response to same. For your ease of review, we have attached the comments received from Mr. Doolittle and have numbered our responses to coincide with those noted in the comment letter Engineering Comments : 1. Attached is the quit claim deed that establishes the R.O.W along Foster Road. 2. The plans have been modified to provide side slopes within the proposed Swale at or less than (flatter than) the requested 4:1 slope. 3. A 15 foot drainage easement is proposed on both lots running the entire lengths of their frontages along Foster Road and Strong Road. • 4. The culvert under the proposed driveway servicing lot 2 has been relocated to be with the limits of lot 2, and within the proposed drainage easement. The pipe size has also been increased to 12 inches. • 5. At this time, the driveway has not been relocated. Upon property conveyance and final building plan development, additional consideration will be given. If changes are made to the location, the town will be afforded the opportunity to review. • G:\jobs\1433.C\Docs\Correspondence\P&Z Response to Eng Comments Itr 02-19-16.docx • 6. The well for lot 2 has been relocated to provide the appropriate separation to the sewer line. Additionally, a note stating that the final locations (once determined) are to meet the applicable CT DOH codes. 7. A note was provided on the plans and has been updated to state that sump pits and pumps are to be provided for all buildings with a discharge directed to the wetland located to the east. 8. The proposed sanitary sewer lines have been evaluated and update to provide the minimum slopes as required by the Town. 9. Acknowledges, plans will be provided to the WPCA for reviewed and approval for the establishment of sewer assessments. We believe that the above as well as the attached addresses the comments noted in the Engineers letter.
