Dear Michele,
We are in the process of planning for our Fourth of July tent sale for 2016. This
year we will be at 395 John Fitch Boulevard in the Town of South Windsor. In
2014 we received a two year permit for this sale and would like to do the same
for 2016. I have included in this package everything that I believe is necessary
for the purposes of applying for our permits. In this envelope I have included
the following:
• Completed Application for Zoning Permit Application
• Letter of Permission from Landowner
• Copy of Site Plan
• Copy of interior Tent Layout
• Copy of Flame Resistance Certificate
The set-up will be for the period from June 23 through July 5. The tent will be
put up a few days in advance and removed as soon as possible after July 5. Of
co,z_rse, we have "No Smoking„ signs placed at the entrance and will have an
ABC fire extinguisher as well as a Water only fire extinguisher. Due to the fact
that we have not had a tent set up here in the past we are not positive about the
amount of traffic in and out of the tent, but on average we believe there will be
about 2-3 cars at a time in the parking area and 5-10 people in the tent at any
given time.

Please be advised that the above referenced matter has been scheduled on the
Planning & Zoning Commission Regular Meeting agenda for Tuesday, March 22,
2016 in the Madden Room of the South Windsor Town Hall, 1540 Sullivan Avenue.
The Regular Meeting will follow the Public Hearing which begins at 7:30 p.m.
Someone must be present at the meeting to represent the application.
One sign advertising the meeting must be posted on the property for ten (10)
consecutive days prior to the meeting and must be clearly visible from a town street.
The sign must be posted on John Fitch Boulevard by Friday, February 26, 2016.
Signs can be obtained in the Planning Department, Monday through Friday, 8:00

T & C Permit Renewal

1 . Request for renewal of a temporary and conditional permit to allow the sale
of fireworks from June 23 - July 5 on property located at 395 John Fitch
Boulevard, GC zone. The T&C permit was originally issued in 2014.
2. The applicant is proposing to erect a 20' x 40' tent. The tent will have 2 exits,
and be posted with "No Smoking" signs. In addition, there will be an ABC fire
extinguisher and a water only fire extinguisher in the tent.
3. The applicant is estimating 2-3 cars at a time in the parking area and 5-10
people in the tent at any given time.
4. The wording of the T & C permit regulation is that, "Temporary and
conditional permits may be granted by the Commission for a period not to
exceed 2 years. Such approval may be given after a public hearing if, in the
judgment of the Commission, the public convenience and welfare will be
substantially served, and the appropriate use of neighboring property will not
be substantially or permanently injured, and traffic and other hazards will not
result from such use." Renewals may be permitted without a public hearing.

Please be advised that the Planning and Zoning Commission at its March 22, 2016 meeting
approved the above-referenced request for renewal of a 2 year temporary and conditional
permit (Section 2.13.a) to allow for `tent' sale of fireworks from June 23 2016 — July 5, 2016
on property located at 395 John Fitch Boulevard, GC zone. This approval is subject to the
following terms and conditions:
1. The Temporary and Condition permit will expire on May 27,2018 and must be
renewed if the use is going to continue.
2. This approval is for sale ofFireworks at 395 John Fitch Boulevard from June 23 —July
5, 2016. If the applicant decides to sell from this property next year,the dates must be
submitted to the Planning Department.
3. Building.Department and Fire Marshal's office must be consulted and proper permits
obtained to for the outdoor storage tent.
4. If there are buildings, structures, signs or other items that require a building permit or
other Town approvals/permits, all such approvals or permits must be obtained prior to
construction or use of the site. All free standing signs and/or building signs require the
issuance of a sign permit before they are erected.
The permit will expire in two (2)years, May 27,2018, and will have to be renewed at that time.
