The proposed driveway is located so an existing catch basin would be in the middle of the driveway apron. This is not acceptable and changing the top of this catch basin is not a good solution. The proposed driveway needs to moved away from the existing catch basin in the road. Alternately, the existing catch basin could be relocated away from the proposed driveway but that would mean relocating drainage pipes in and out of the existing catch basin also. 2. The plan shows a 4 ft high retaining wall to the east of the proposed distillery that is about 2 feet off the property line. How will this wall be built and maintained from the subject property? An easement may be needed from the abutting property owner to build and maintain this wall. 2. The plan shows parking spaces that are labeled 19 feet but scale 18 feet. This needs to be checked. 3. Label the width of the main driveway on the site. 4. How will garbage trucks access the dumpsters to empty them where they are shown on the site? Dumpsters need to be located so they are easily accessible. 5. Label what appear to be guide rails between the driveway/parking spaces and detention basin. 6. The stormwater pond needs to have an outlet structure and pipe to the existing drainage system in the road. 7. Provide copies of all drainage calculations. There is not enough information on the drainage plans to check the drainage design. How are flows being reduced from into the pond, to the swale, to 'but the gate"? Where are 'but the gate" flows going? How much stormwater may infiltrate into the ground? All the post development flows need to be less than the pre- development flows. 8. Clearly show the drainage swale down the entire east side of the site to carry roof runoff and other stormwater flows. A small basin or yard drain is needed near the road to capture stormwater flow in the eastern swale and convey it into the storm water drainage system in the road. 9. Show where roof leaders from the buildings will discharge. 10. Label the elevations of the top and bottom of both proposed walls at the ends, and high points in the middle. 11. The main parking lot is sloped to the west at 5% but has a 1% slope to drain to the south. These slopes should be more even to allow for good surface flow of stormwater off the parking lot and avoid puddles. 12. Additional catch basins are needed in the driveway entrance to catch stormwater from the site before it enters the road. 13. Provide a spec for "special riprap". 1 Page 2 of 2 14. The anti-traking apron detail needs to be changed to show 20 ft width and 50 ft length as minimum dimensions. 15. The pavement cross section detail should be changed to show 6 inches of process aggregate base on 6 inches of gravel, gradation B under the 3 inches of pavement. 16. The wood guiderail detail should be modified to include steel backing plates and larger wood posts and beams to keep cars and trucks from going through this guiderail. 17. There should be a stone strip along the edges of pavement where stormwater will directly run off the pavement to avoid erosion and provide some stormwater treatment. 18. The stormwater pond should have some plants and micro-topography to provide stormwater treatment and residence time. Please pass these comments along to the applicant. They can contact me with any questions. Thanks Jeff JAN 12 N16 SOUTH WINDSOR PLANNING DEPT. Re: Town Comments Town Application #15-63P Memo from Director of Planning to Ken Pudeler dated 12/24/2015 Planning Department 1. Please title the plans with project name: John Fitch Distillery Ok done. 2. What is the intended use of the new barn proposed? The applicant mentioned aging of product "cold storage". Conjecture: Brewing and distilling equipment storage prior to phase I1 completion, site maintenance equipment. 3. The plans are incomplete: please provide a landscape plan including locations types, size of plant material; lighting plan including lighting types and isometric drawings of light distribution; and architecturals of the proposed buildings. Landscaping Plan: to be provided by others Lighting Plan: The lights on building depicted are for area lighting near the building. Applicant has viewed site at night and feels that existing lighting is otherwise adequate. Architecturals: to be provided by others Is there an erosion hazard? The grass will be a better filter. Stones don't filter anything except cigarette butts. Then try to clean the stone. In fact,we're considering matching the lawn finished grade with the top of binder rather than the top course so that the junk doesn't create a lip and deflect flow along the edge of pavement. 18. The storm water pond should have some plants and micro-topography to provide storm water treatment and residence time. Infiltration pond—residence time? There may be a level spreader slot in the berm at the 100-year volume elevation above the new catch basin to the west of SNET Pole#4492. As Mr. Jacobaccio and I discussed the site plans it became obvious he wanted a site more environmentally friendly and not a hot patch of asphalt and roof. Asphalt can be recycled but is an environmental expensive product. It is made from "mined" oil and transported long distances before being mixed with material at 350 degrees to 375 degrees Fahrenheit and delivered to the site hot. The resulting smooth black surface creates warm air in direct sunlight. The South Windsor regulations do require breaking up large parking areas with vegetated islands but the parking spaces and traffic lanes are still required. Zoning Section 6.4.4 J 1. All parking shall be paved with bituminous concrete, concrete or other suitable surface material A check with staff revealed that "other suitable surface material"could be used. The use of a processed aggregate surface eliminates the asphalt cementing agent and the high heat required for maxing and delivery. The resulting surface is not solid black and thus not as hot in the sun. The revised plans also show"NO"retaining wall between Mr. Jacobaccio and Mr. Charbonneau property. The area is now shown on the plans as sloped and planted. Please do not hesitate to contact me if you have any questions. Very truly yours, Kenneth J. Engineering has reviewed revised plans received 2/11/16 for the above application and has the following comments: 1. The proposed driveway is still located where there is an existing catch basin in the road and the plans proposed to convert this catch basin to a manhole. This is not acceptable to the Public Works Department, as it will likely cause future problems and additional expense for both the Town and property owner. The driveway needs to be moved to the west or east of this basin. Alternately, the existing catch basin can be moved to the west but this will also necessitate replacing the pipe across the street to a existing catch basin and running a new pipe along the curb to the east of the driveway to a new catch basin and replacing the pipe from the catch basin in the driveway on Charbonneau's property to the east to this new catch basin. The cost of this drainage work would be substantial and it is easier and cheaper to move the driveway west and alter the infiltration pond that have not yet been built. 2. There needs to be a small detention basin or depression with a yard drain installed on the east side of the driveway to catch water from the roof of the proposed new barn and swale to the east. A basin could also catch runoff from the Distillery and swale to the east of this building. A basin would need to have an outlet structure piped into the existing catch basin in the road. A yard drain would also be piped into the existing catch basin. 3. The grading plan shows the swale to the east of the distillery directing water across the parking lot and driveway, over the wall into the storm water infiltration pond which is not a good idea. Carrying the eastern swale south past the new barn to a basin in the south east corner of the site (as described above) would be better. 4. Any additional runoff from the proposed driveway needs to be collected before the road so it does not cause problems from additional storm water runoff in the road creating wet areas that can ice up in winter. Include a pair of catch basins to be installed. one on each side of the driveway on the site before the road and pipe these into the existing catch basin in the road or to the basin(s) next to the driveway. 5. The storm water infiltration pond and any additional detention basins need to have emergency outlet structures piped into the existing storm drainage in the street. The elevation of outlet pipes should be high enough that they would serve to drain large storm events or as an emergency overflow if the infiltration pond and other basins gets flooded. 1 6. The grading plan needs to show elevations of the top and bottom of any proposed retaining walls at the ends, high points and key spots between. 7. With regard to "Special Riprap", the ConnDOT has updated their drainage manual and standard specifications forms several times since 1978 and 1985 and no longer have a specification for Special Riprap. I suggest this rip rap be changed to meet current ConnDOT specifications. 8. A 20 foot long stone anti tracking apron is not enough to keep trucks from tracking dirt and mud out onto Town roads. I strongly suggest this be 50 feet long. The developer and contractor working on this site will be responsible for sweeping up any dirt that is tracked into the roads from the site. 9. The wood guiderail along the top of the retaining wall or a steep slope is not just a visual indicator but should be strong enough to stop vehicles from going over the wall or slope. This includes passenger cars, trucks, snow plows, service and delivery trucks, etc. The wood posts and rails need to be thicker than 8" x 8" and should have steel backing plates like the DOT specified wood guiderail. 10.There should be a stone strip along the edge of pavement where there is no curb, so the topsoil does not erode along the edge of pavement from storm water runoff. Stone will also be easier to maintain under the guiderail than grass. Please contact me if you have any questions. 2 Appl #15-63P, John Fitch Distillery Planning Department Report 2-23-16 1. Request for a site plan of development for a two new buildings: an 1,440 sf storage barn and a 9,012 sf manufacturing building for a distillery, including a tasting room, on property located at 51 Glendale Road, I zone. The Commission may recall that in December you ruled that this use would be treated similarly to a brewery as it relates to inclusion of a tasting room and is subject to the additional provisions listed in the regulations related to tasting rooms. 2. Maximum impervious coverage allowed is 65%, 42.7% proposed. Front yard setback is 57 feet, 35 feet required. Lot coverage 16.1%; 50% allowed. 3. The applicant intends to use 900 sq ft of the space as a tasting room with the remainder of the space to be used for the distillery area, warehouse and storage of product, and for wholesale distribution. There will also be an outside area associated with the tasting room. 4. The production operations will generally take place Monday through Friday from 9 - 5. The hours for the tasting rooms would be Friday-Saturday 2-9; but will be adjusted as demands change or events are held. The plan is to be closed on Sundays. 5. Parking requirements based on the proposed uses of the distillery and tasting room are 32 spaces. Thirty two spaces have been provided. 6. The applicant went to the ADRC on February 18. The members present were pleased the architectural and landscaping plans as presented. The only signage proposed at this time will be on the building. 7. Site lighting will be provided by wall pak units on the buildings. One concern expressed was to ensure that there was adequate lighting on site for evening customers. Adequacy of lighting should be demonstrated prior to the issuance of a certificate of occupancy. 8. The site will be serviced by an on site septic system and public water. The State Department of Health has been consulted regarding the on site requirements for the on site and has been involved in reviewing and approving this design. 9. There is a small area of regulated wetlands on the property. This application was heard by IWA/CC on December 4 and approval was granted including a bond in the amount of$2,000 to ensure proper placement and maintenance of erosion and sediment controls and stormwater structures. If this application is approved, the Planning Dept has no additional modifications to request.
