The building pad site contains approximately 1.61 acres of the entire development parcel with a total area of approximately 48.35 acres. This project is a re-design of an area previously designed and approved in the master plan layout. The site to be developed currently consist of bituminous concrete parking and lawn area. The ground generally slopes from east to west. Stormwater is currently collected by two existing catch basins; the structures of which are proposed to remain with the frames reset to proposed elevations. The western most catch basin has one inlet pipe and one outlet pipe; a portion of the inlet pipe is proposed to remain and be re-used while maintaining its existing invert elevation, the outlet pipe is also to remain and be unaffected by development to tie the stormwater discharge into the existing system. As a master planned development, the existing stormwater management system has been designed to convey they stormwater discharge from the previous developed site conditions. The current proposed site development will not increase the amount of impervious ground cover on- site, which shall remain at 0.91 acres of impervious area and 0.70 acres of pervious area, in an effort to ensure that the existing stormwater management system will be adequate in the fully developed condition subsequent to the master plan approval. The proposed building is to have domestic water, sanitary sewer, natural gas, electric, and telecommunications services connections. Domestic water shall be connected from an existing 2"ductile iron service installed beneath Hemlock Avenue at the intersection with Buckland Road as part of the master plan construction activities. Sanitary sewer laterals shall be 6" PVC pipe and intersect the existing sanitary sewer system with a new sanitary manhole on the western side of the site. A natural gas connection is to be connected to an existing service line to the east, beneath Buckland Road, the size and exact location of the proposed service lateral are to be coordinated with the local service provider. Electrical and telecommunications services shall be connected at an existing transformer and telephone box located adjacent to the existing eastern curb of the existing parking. This report has been prepared to complement the submitted project plans as well as to represent the technical basis for the stormwater management system designs presented herein. In consideration of the overall project, we conclude that all technical drainage requirements and design parameters set forth by the Town of South Windsor under the master plan approval and the State have been met. Water Quality Best Management Practices (BMP's) have also been incorporated in this design and include catch basins with deep sumps and hooded catch basin outlets which will connect to the existing closed drainage system previously sized and installed under the master plan. 3 P 1. Existing Site Conditions and Master Plan The project site is located in South Windsor, Connecticut. The coordinates for the approximate center of the project are Latitude 41.81458 N and Longitude 72.55443 W. This project consists of on p e buildingad site building ad 500E f p g p , o the master planned retail development"The Promenade Shops at Evergreen Walk". The building pad site contains approximately 1.61 acres of the entire development parcel with a total area of approximately 48.35 acres. This project is a re-design of an area previously designed in the master plan layout. The site to be developed currently consist of bituminous concrete parking and lawn area, and is bordered by Buckland Road to the east. The ground generally slopes from east to west. Stormwater is currently collected by two existing catch basins; the structures of which are proposed to remain with the frames reset to proposed elevations. Aerial Image of existing site conditions As part of the Promenade Shops master plan developed in 2003, this site was proposed to accommodate a retail building with a footprint of 7,000 square feet and required parking. The previously proposed ground coverage was 56.5% impervious; 0.91 acres of impervious area and 0.70 acres of pervious area. A subsurface stormwater drainage system was developed to convey water under these conditions, and was installed on-site. 4 ' ( 2. Developed Site Conditions The proposed site condition accommodates a 7,385 square foot retail building, including a Panera Bread bakery-cafe and two retail tenant spaces, and associated bituminous concrete parking area. In an effort to utilize the existing stormwater drainage system without the need to replace pipes or structures downstream from the project site, the effective imperious area currently proposed matches the impervious area proposed in the 2003 master plan. The 1.61 acre site shall be 0.91 acres of impervious area and 0.70 acres of pervious area, being 56.5% impervious overall. This will ensure that stormwater volumes and flow entering the existing system from the newly developed site will not surcharge the system or have any downstream impacts. In addition to the two existing basins, 3 additional catch basins shall be installed onsite to adequately collect and drain stormwater from all surfaces. 3. Summary of Utilities Water Distribution —Domestic water shall be connected from an existing 2" ductile iron service installed beneath Hemlock Avenue at the intersection with Buckland Road as part of the master plan construction activities. Sanitary Sewer System —Sanitary sewer laterals shall be 6" PVC pipe and intersect the existing sanitary sewer system with a new sanitary manhole on the western side of the site Storm Sewer System - Stormwater is currently collected by two existing catch basins; the structures of which are proposed to remain with the frames reset to proposed elevations. The western most catch basin has one inlet pipe and one outlet pipe; a portion of the inlet pipe is proposed to remain and be re-used while maintaining its existing invert elevation, the outlet pipe is also to remain and be unaffected by development to tie the stormwater discharge into the existing system. The storm sewer system shall be designed in accordance with the Connecticut Department of Energy & Environmental Protection (CTDEEP) "2002 Connecticut Guidelines for Soil Erosion and Sediment Control" and the CTDEEP "2004 The Connecticut Stormwater Quality Manual". Natural Gas System — A natural gas connection is to be connected to an existing service line to the east, beneath Buckland Road, the size and exact location of the proposed service lateral are to be coordinated with the local service provider. Electric/Communication/Cable TV— Electrical and telecommunications services shall be connected at an existing transformer and telephone box located adjacent to the existing eastern curb of the existing parking. Service will require (8) 4" PVC SCH. 80 conduits for CATV and (2) 4" PVC SCH. 80 conduits for electric. 5 4. Storm Water Management A. Master Plan Drainage Patterns Under the 2003 master planned conditions, stormwater runoff flows in a southwesterly direction across the site, starting from the top of slope at Buckland Road. The impervious parking area runoff is collected by two existing catch basins and conveyed into the development's main stormwater management system. Runoff from the lawn area infiltrates or flows into adjacent interior development roads and then into roadside catch basins. The total drainage area studied totals 1.61 acres and has an impervious cover percentage of approximately 56.5% based off of the master planned condition. The soils in the area of the site are classified by United States Department of Agriculture Natural Resources Conservation Service and consist primarily of type"B" rated soils. B. Proposed Drainage Patterns The proposed site construction and study still encompass the same tributary drainage area of the 1.61 acres as mentioned in the previous master plan conditions section and has an impervious cover percentage of approximately 56.5%. In order to mimic the master plan conditions the site generally slopes in a southwesterly direction and utilizes existing stormwater drainage structures to tie into the development's existing system. All impervious area drains to one of five proposed catch basins. Lawn area on the western side of the proposed parking lot slopes towards the existing development interior roadway, where runoff from the lawn area will be collected in roadside catch basins. The proposed stormwater drainage system was modeled and analyzed using the 10-year storm event. Refer to Appendix C for StormCAD hydraulic reports. C. Pipe Sizing Calculations The hydraulic study of the on-site drainage system has been designed to comply with the requirements set in the State of Connecticut Department of Transportation Drainage Manual. The proposed drainage systems have been sized to convey the 10-year storm event to their respective discharge points without ponding or surcharging above the catch basin/manhole grates. Connecticut Rainfall Intensity-Duration (Table B-2.1)was utilized. The site drainage system improvements have been designed to comply with the requirements set forth in the State of Connecticut Department of Transportation Drainage Manual, dated 2000, as amended. Drainage areas contributing to each catch basin have been determined and are found in Appendix B. Tailwater elevations for the stormwater management areas and flared end sections is based on the 10-year design storm. StormCAD version 8i by Haestad Methods, utilizing the Rational Method, was used to model the proposed drainage system. Calculation data can be found in Appendix C. 6 i c The minimum pipe size maintained onsite is 12" under pavement and lawn areas. D. Summary of Storm Water Impacts With the implementation of the drainage system designed for this project, there will be no negative impacts on downstream properties or off-site storm drainage systems from the proposed development. Existing runoff discharge points will be maintained in the proposed design and appropriate measures are included to ensure that drainage will continue to flow to existing locations. The on-site drainage collection system is sized for the 10-year storm to operate without ponding or surcharging and numerous measures have been implemented to improve stormwater quality including catch basin sumps and hooded outlets. Conclusions This report, as noted above, has been prepared to compliment the submitted project plans as well as to represent the technical basis for the designs presented herein. In consideration of the overall project we conclude that all technical concerns and design parameters set forth by the Town and State, as presently identified, have been fully met. 7 x Appendix A: Figures & Reports Figure 1: USGS Site Location Map Report 1: Site Operations and Maintenance Plan Report 2: Stormwater Pollution Control Plan 8 Y err L 't ,f {, --......-' ! / S Y k Y '•i O -: y. .:^ c ' d. The building pad site contains approximately 1.61 acres of the entire development parcel with a total area of approximately 48.35 acres. This project is a re-design of an area previously designed in the master plan layout. The current proposed site development will not increase the amount of impervious ground cover on- site, which shall remain at 0.91 acres of impervious area and 0.70 acres of pervious area, in an effort to ensure that the existing stormwater management system will be adequate in the fully developed condition. The following Operations and Maintenance Plan was prepared specifically for this site development in South Windsor, Connecticut. The Plan was developed to satisfy the South Windsor Inland Wetland and Watercourse and Zoning Commissions. Purpose & Goals The purpose of this Manual is ensuring that the site is operated in accordance with all approvals and permits. The primary goal is to inform all the property managers about how the system operates and what maintenance items are necessary to protect downstream wetlands and watercourses. The secondary goal is to provide a practical, efficient means of maintenance planning and record keeping to verify permit compliance. Responsible Parties The property owner will be responsible for implementing the Plan on the entire property. The party may retain a management company to oversee the maintenance of the site. Some utilities located on the site will be owned and maintained by the various utility companies in accordance with their standards. The property owner may maintain the service connections. List of Permits & Special Conditions The site will receive a number of permits, which may contain special conditions that require compliance by the owners and maintenance contractors. These permits may include the following: Page 1 Operations&Maintenance Plan November 12, 2015 Evergreen Walk Tenant Space at Pad 500E South Windsor, Connecticut Town of South Windsor: Planning and Zoning Commission: Site Plan Approval. State of Connecticut: There are no anticipated State of Connecticut permits necessary. Maintenance Logs and Checklists The property owner will keep a record of all maintenance procedures performed, date of inspection/ cleanings, etc. Copies of inspection reports and maintenance records shall be kept on site in the facility manager's office once it is established. Forms The following forms will be developed for annual maintenance. Copies of the forms will be kept on-site as part of the Storm Water Management Plan. • Annual Checklist • Quarterly Checklist • Monthly Checklist Employee Training The site will have an employee-training program, with annual up-dates, to ensure that the employees charged with maintaining the site do so in accordance with the approved permit conditions. All sub-contractors (Vactor, landscaping, snowplowing, etc.) will be informed of requirements and responsibilities. Spill Control The tenant will have a spill control program. That program will be updated annually and incorporated into the employee-training program. Storm Water Management System Components The storm water management system has several components that are shown on the Grading and Drainage drawing (GD-1), and they perform various functions in treating storm water runoff: Catch Basins are inlets, which trap road sand and floatable debris prior to draining through the storm sewer system. The proposed catch basins (CBs) are equipped with deep sumps with sump depths 4' below the outlet pipe, and hoods over the outlet pipes. Page 2 , r Operations &Maintenance Plan November 12, 2015 Evergreen Walk Tenant Space at Pad 500E South Windsor, Connecticut Catch Basins and Manholes The property owner is responsible for cleaning the catch basins and manholes on the property. A Connecticut Licensed hauler shall clean the sumps, and dispose of removed sand legally. The road sand may be reused for winter sanding, but may not be stored on-site. As part of the hauling contract, the hauler shall notify the property owner in writing where the material is being disposed. Each catch basin shall be inspected every four months, with one inspection occurring during the month of April. Any debris occurring within one foot from the bottom of each sump shall be removed by Vacuum "Vactor"type of maintenance equipment. During the inspection of each of the catch basin sumps, the hoods (where provided) on each of the outlet pipes shall also be observed. In the event that a hood is damaged or off the hanger, it shall be reset or repaired. Site Maintenance Parkina Lots Parking lots, driveways and sidewalks shall be swept regularly by the property owner to clean trash and other debris. The property owner will sweep parking lots on its property in the spring to remove winter accumulations of road sand. Landscaping The property owner will maintain landscaped areas. Normally the landscaping maintenance will consist of pruning, mulching, planting, mowing lawns, raking leaves, etc. Use of fertilizers and pesticides will be controlled and limited to minimal amounts necessary for healthy landscape maintenance. Soil tests, possibly by the Connecticut Cooperative Extension Service, will be performed prior to fertilization. Trees, shrub and lawn fertilization will be done according to the recommendations of the soil test report. Liming of lawn areas to control pH will be done in the spring if testing indicates that it is necessary. The detention basin, drainage channels, and low-maintenance slopes will not be fertilized following initial planting and stabilization. The lawn areas, once established, will be maintained at a typical height of 2'/2"-3". This will allow the grass to be maintained with minimal impact from weeds and/or pests. The low- maintenance slope areas will be maintained as a meadow or allowed to revert back to natural conditions. Pesticides will only be used as a control method when a problem has been clearly identified and other natural control methods are not successful. All pesticide applications shall be by licensed applicators, where necessary. Topsoil, brush, leaves, clippings, woodchips, mulch, and other material shall be stored off site. Page 3 1 r Operations&Maintenance Plan November 12, 2015 Evergreen Walk Tenant Space at Pad 500E South Windsor, Connecticut Trash Collection All trash will be contained in a self-contained trash compactor on site with access to an exterior door. The self-contained trash compactor will be enclosed. All trash will be collected on a regular basis and disposed of legally off-site. Outdoor Storage There will be no outdoor storage of hazardous chemicals, fertilizer, pesticides, or herbicides anywhere in the site. Clean wooden pallets and baled cardboard may be stored outside periodically. These items will be removed from the site on a regular schedule. Snow Removal & Storage Snow shall be shoveled and plowed from sidewalks, driveways and parking areas as soon as practical during and after winter storms and stormed in snow storage areas on site where practical. I I 1. Site Description Site Description This project consists of the construction of one building pad site, building pad 500E, of the master planned retail development"The Promenade Shops at Evergreen Walk". The building pad site contains approximately 1.61 acres of the entire development parcel with a total area of approximately 48.35 acres. This project is a re-design of an area previously designed in the master plan layout. The purpose of this project is to develop a previously master planned, but not constructed portion of a retail complex. Site work includes the demolition of the existing pavement in this area and the construction of a retail building and associated parking areas and utility infrastructure. Estimated Disturbed Area The total area for this project site is 1.61 acres. Of this area, 1.20 acres will be disturbed by construction activities. Estimated Runoff Coefficient The runoff coefficient assumed for building and pavement is 0.9. For the pervious areas,a coefficient of 0.3 was assumed. Master Plan Condition (0.70 ac.x 0.3)+(0.91 ac.x 0.9)=0.64 0.70 ac. +91 ac. Current Site Design Condition (0.70 ac.x 0.3)+(0.91 ac.x 0.9)=0.64 0.70 ac.+91 ac. Receiving Waters 1 S 1 The stormwater discharge from the site was included in the approved (2003) and previously constructed master plan for the Promenade Shops at Evergreen Walk. This development will connect to the existing stormwater management system Extent of Wetlands on Site The overall Master Plan area for the Promenade Shops at Evergreen Walk is adjacent to existing wetlands on site, however the portion of the site that is being constructed is not adjacent to any wetlands. 2. Construction Sequencing The contractor will be given approximately 9 months for the construction of all phases of the project. The suggested sequence of construction is as follows: 1. Conduct a preconstruction meeting. 2. Install construction fence to minimize disruptions to existing occupants on the site and separate construction activities from the remainder of the site to allow data center to remain open for business. 3. Construct construction entrances/exits and wrap filter fabric around grates of catch basins or install silt sacks on catch basin inlets on adjacent roads which could be impacted by the construction activities. Install silt fence and other erosion control devices indicated on these plans at perimeter of proposed site disturbance and install all erosion control measures and tree protection indicated on these plans. Install sediment traps/basins where required at low areas of site or as ordered by the engineer or as shown on these plans. 4. Clear and grub lot area. 5. Stockpile topsoil. Install erosion controls at stockpiles. 6. Site demolition and removal. Pavement removal as noted within limits of the construction fence. Protect other pavements while within this construction stage. 7. Install subsurface utilities. 8. Prepare subgrade for lot and install crushed/processed stone at lot. 9. Construct building pad and associated sidewalks. 10. Immediately upon discovering unforeseen circumstances posing the potential for accelerated erosion and/or sediment pollution, the operator shall implement appropriate best management practices to eliminate the potential for accelerated erosion and/or sediment pollution. 11. Throughout construction sequence, remove sediment from behind silt fences, hay bales and other erosion control devices, and from sedimentation basins and sediment traps as required. Removal shall be on a periodic basis (every significant 2 t a rainfall of 0.5 inch or greater). Inspection of erosion control measures shall be on a weekly basis and after each rainfall of 0.5 inches or greater. Sediment collected shall be deposited and spread evenly upland on slopes during construction. 12. Grade grass slopes and immediately stabilize. Establish turf, per plan, on all remaining disturbed areas. Install landscaping. 13. Remove erosion controls when it is determined that disturbed areas have been stabilized. (This determination will be made by the Engineer). 14. All post-construction stormwater structures shall be cleaned of construction sediment and any remaining silt fence shall be removed prior to the filing of the "Notice of Termination Form". 15. Perform project cleanup. The overall construction sequencing activities are to create approximately 1.20 acres of disturbance. If the construction sequencing activities create an area of disturbance between two (2) acres and five (5) acres per discharge point, the Contractor must submit to the Engineer a revised SWPCP for review and approval. The SWPCP must include locations of the temporary sedimentation trap per discharge point with a capacity to contain 134 cubic yards per acre of material in accordance with the 2002 Guidelines. The Contractor shall provide an inspection and maintenance plan for the temporary sedimentation trap as part of the amended SWPCP. 3. Control Measures Erosion and Sedimentation Controls The contractor will assign a party responsible for the oversite and compliance of the erosion and sedimentation control measures to ensure compliance with the provisions of the Standard Specifications. The following timelines will be followed for the proposed construction activities: • If construction activities are complete or have been temporarily halted for more than seven(7) days, stabilization activities will be implemented within three (3) days. • Areas that remain disturbed but inactive for at least 30 days shall receive temporary seeding or soil protection within seven (7) days. • Disturbed areas that do not establish a vegetative cover within 30 days of seeding shall have erosion control blankets installed. Prior to the erosion control blanket installation, the soil would be prepared with the application of lime, fertilizer, and seed. • Areas that will be disturbed past the planting season will be covered with a long-term, non-vegetative stabilization method that will provide protection through the winter. 3 f • Stabilization practices will be implemented as quickly as possible in accordance with the Guidelines. • The Contractor shall stabilize disturbed areas with temporary or permanent measures as quickly as possible after the land is disturbed. Requirements for soil stabilization are detailed in Form 816 Section 1.10.03,Best Management Practices. Soil Stabilization and Protection Temporary Stabilization Practices • Erosion Control Matting: On slopes steeper than 3:1 erosion control matting shall be used to stabilize the topsoil. • Silt Fence: Silt fence shall be placed at the base of embankment • Wattles: Sediment from areas receiving minimal amounts of disturbed ground runoff shall be intercepted with wattles. • Catch Basin Protection (Silt Sack): Silt sacks shall be install in all existing and proposed catch basins receiving runoff from disturbed areas. • Anti-Tracking Pads: Construction entrances (gravel anti-tracking_pads) shall be constructed at truck access points to off—road route. • Dust Control: Routine sweeping and application of dust suppression agents including water and calcium chloride, over exposed subbase shall be completed for dust control. Stabilization practices shall be implemented no more than three days after completion, as final grades are reached, or if work has been suspended for more than seven days. Temporary seeding shall be spread over any disturbed areas which will remain inactive for at least 30 days. Areas to remain disturbed through winter shall be protected with non-vegetative stabilization measures. The Contractor must provide an Erosion and Sedimentation Control plan for each winter season during construction operations. The Contractor may use other controls in the project as necessary if they conform to the 2002 Connecticut Erosion and Sedimentation Guidelines and are approved by the Engineer. The contractor will be required to provide the necessary details for any erosion controls not specifically called for on the project plans. During construction, all areas disturbed by the construction activity that have not been stabilized, structural control measures, and locations where vehicles enter or exit the site shall be inspected at least once every seven calendar days. These areas shall also be inspected within 24 hours following any storm in which 0.5 inches or greater of rain occurs. Permanent Stabilization Practices • Permanent seeding: All exposed disturbed area is to be permanently seeded as specified. 4 M • Erosion Control Blankets: On slopes steeper than 3:1 erosion control blankets (aka erosion control matting) shall be used to stabilize the topsoil. All new embankments disturbed by construction and unpaved areas that are graded or disturbed by construction will receive erosion control matting, topsoil and/or turf establishment. The Contractor may use other permanent stabilization practices approved by the Engineer and conforming to the 2002 Connecticut Guidelines for Erosion and Sedimentation Control. As shown in the landscaping and erosion control plans, all exposed disturbed area is to receive the specified seed mix as soon as practical. Temporary seed mix shall be utilized to stabilize sediment prior to clearing operations as well as stockpiled top soil. Permanent seeding is to commence as soon as practical after final grading operations. Maintenance The proposed project has been designed in accordance with, and complies with the 2002 Connecticut Guidelines for Soil Erosion and Sediment Control (the Guidelines),the 2004 Connecticut Stormwater Quality Manual and Public Act 83-388. Best Management Practices (BMPs)will primarily consist of E&S controls during construction. Maintenance shall be performed in accordance with the contract special provisions, permits, and Connecticut Guidelines for Soil Erosion and Sedimentation Control. The guidelines provide descriptions of the general maintenance activities required for each of the erosion and sedimentation controls and structures controls as well as inspection recommendations. However, the contract special provisions and permits may require more stringent inspection and maintenance intervals than those specified in the guidelines. In all cases, the more stringent requirements shall govern. During construction, the Contractor is bound by the conditions set forth in CTDOT's "Standard Specifications for Roads, Bridges and Incidental Construction",Form 816 (2004). Specifically Section 1.10 -Environmental Compliance addresses the need for the Contractor to maintain a stable work area and to coordinate with the National Oceanic and Atmospheric Administration (N.O.A.A.)weather service for information pertaining to storms. These provisions are fully described under Items 9 and 10 of the 'Best Management Practices." CTDOT can invoke the "24-Hour Rule" as prescribed in Section 1.10 of the Standard Specifications in order to force the Contractor to correct any deficiencies found on the project affecting environmental issues. The following Maintenance practices will be completed as part of this contract: • All E&S controls will be inspected daily as well as within 24 hours of storm events to ensure they are still properly located, anchored, and in good working condition. All necessary repairs and/or replacements shall be made promptly by the Contractor as needed. Sediment and debris build-up will be removed by the Contractor as required based upon the outcome of inspections. • Perimeter sediment control systems will be inspected daily to ensure they are properly secured and functioning as designed. Cleaning will occur when accumulated sediments reach %2 the original height of the silt or haybale fence or as directed by the Project 5 M Engineer. If perimeter fencing is breached at any location, the breach will be immediately repaired by the Contractor and the repair will be verified by the Project Engineer and/or the inspecting agent. Following the completion of construction, the Contractor shall repair any eroded areas as directed by the Project Engineer. The Contractor shall repair all eroded slopes, displaced rip rap or geotextile matting, and shall clean any sediment from exposed rip-rap surfaces. 4 Dewatering Wastewaters Dewatering Guidelines If encountered, dewatering wastewaters will be infiltrated into the ground unless otherwise directed by the Engineer. When dewatering is necessary, pumps used shall not be allowed to discharge directly into a wetland or watercourse. Prior to any dewatering, the Contractor must submit to the Engineer a written proposal for specific methods and devices to be used, and must obtain the Engineer's written approval of such methods and devices, including, but not limited to, the pumping of water into a temporary sedimentation basin, providing surge protection at the inlet or outlet of pumps, floating the intake of a pump, or any other method for minimizing and retaining the suspended solids. If the Engineer determines that a pumping operation is causing turbidity problems, the Contractor shall halt said operation until a means of controlling the turbidity is submitted by the Contractor in writing to the Engineer, approved in writing by the Engineer and implemented by the Contractor. No discharge of dewatering wastewater shall contain or cause a visible oil sheen, floating solids or foaming in the receiving water. If required, all activities are to be performed in compliance with the Connecticut Department of Energy and Environmental Protection General Permit for the Discharge of Stormwater and Dewatering Wastewaters from Construction Activities. 6 5. Post-Construction Stormwater Management Post-construction Guidelines After the project is complete, the Department will perform the following maintenance and restorative measures: • Litter/debris will be removed from the site regularly. • Mowing and maintenance of the turf areas and vegetated areas will occur as needed. Post Construction Performance Standards This site was previously permitted for the development of this portion of the site. The impervious cover peak flow increase mitigation and stormwater treatment standards were constructed under that Master Plan. 6. Other Controls Waste Disposal Construction site waste shall be properly managed and disposed of during the entire construction period. Additionally, • A waste collection area will be designated. The selected area will minimize truck travel through the site and will not drain directly to the adjacent wetlands. Waste collection shall be scheduled regularly to prevent the containers from overfilling. • Spills shall be cleaned up immediately. • Defective containers that may cause leaks or spills will be identified through regular inspection. Any found to be defective will be repaired or replaced immediately. • Any stockpiling of materials should be confined to the designated area as defined by the engineer. Washout Areas Washout of applicators, containers, vehicles and equipment for concrete shall be conducted in a designated washout area. No surface discharge of washout wastewaters from the area will be allowed. All concrete washwater will be directed into a container or pit such that no overflows can occur. Washout shall be conducted in an entirely self-contained system and will be clearly designed and flagged or signed where necessary. The washout area shall be located outside of any buffers and at least 50 feet from any stream, wetland or other sensitive water or natural resources as determined or designated by the Town of South Windsor. r it The designated area shall be designed and maintained such that no overflows can occur during rainfall or after snowmelt. Containers or pits shall be inspected at least once a week to ensure structural integrity, adequate holding capacity and will be repaired prior to future use if leaks are present. The contractor shall remove hardened concrete waste when it accumulates to a height of '/2 of the container or pit or as necessary to avoid overflows. All concrete waste shall be disposed of in a manner consistent will all applicable laws, regulations and guidelines. Anti-tracking Pads and Dust Control Off—site vehicle tracking of sediments and the generation of dust shall be minimized. Temporary anti-tracking pads from the active work site to the existing pavement will be installed and maintained at the locations shown on the plans. The contractor shall: • Maintain the entrance in a condition which will prevent tracking and washing of sediment onto paved surfaces. • Provide periodic top dressing with additional stone or additional length as conditions demand. • Repair any measures used to trap sediment as needed. • Immediately remove all sediment spilled, dropped, washed or tracked onto paved surfaces. • Ensure roads adjacent to a construction site are left clean at the end of each day. If the construction entrance is being properly maintained and the action of a vehicle traveling over the stone pad is not sufficient to remove the majority of the sediment, then the contractor shall either: • Increase the length of the construction entrance, • Modify the construction access road surface, or • Install washing racks and associated settling area or similar devices before the vehicle enters a paved surface. For construction activities which cause airborne particulates, wet dust suppression shall be utilized. Construction site dust will be controlled by sprinkling the ground surface with water until it is moist on an as-needed basis. The volume of water sprayed shall be such that it suppresses dust yet also prevents the runoff of water. Post-Construction Upon completion of construction activities and stabilization of the site, all post-construction stormwater structures, including all catch basin sumps, shall be cleaned of construction sediment and any remaining silt fence shall be removed prior to acceptance of the project by the owner. Sediment shall be properly disposed of in accordance with all applicable laws, regulations and guidelines. Maintaining and Storing Vehicles and Equipment The contractor shall take measures to prevent any contamination to wetlands and watercourses while maintaining and storing construction equipment on the site. All chemical and petroleum containers 8 stored on site shall be provided with impermeable containment which will hold at least 110%of the volume of the largest container,or 10%of the total volume of all containers in the area, whichever is larger, without overflow from the containment area. All chemicals and their containers shall be stored under a roofed area except for those stored in containers of 100 gallon capacity or more, in which case double-walled tanks will suffice. 7. Inspections Inspection Guidelines All construction activities shall be inspected initially for Plan implementation and then weekly for Routine Inspections. During construction, all areas disturbed by the construction activity that have not been stabilized, all erosion and sedimentation control measures, all structural control measures, soil stockpile areas, washout areas and locations where vehicles enter or exit the site shall be inspected for evidence of, or the potential for, pollutants entering the drainage system and impacts to receiving waters at least once every seven calendar days and within 24 hours of the end of a storm that generates a discharge. For storms that end on a weekend, holiday or other time in which working hours will not commence within 24 hours, an inspection is required within 24 hours only for storms that equal or exceed 0.5 inches. For lesser storms, inspection shall occur immediately upon the start of subsequent normal working hours. Where sites have been temporarily or finally stabilized, such inspection shall be conducted at least once every month for three months. Items to be inspected:the following items shall be inspected as described below: Item Procedure Silt Fence Silt fence shall be inspected to ensure that the fence line is intact with no breaks or tears. The fence shall be firmly anchored to the ground. Areas where the fence is excessively sagging or where support posts are broken or uprooted shall be noted. Depth of sediment behind the fence shall be noted. Catch Basin Protection Protective measures shall be inspected to ensure that sediment is not entering the catch basins. Catch basin sumps shall be monitored for sediment deposition. Hay bales shall be inspected to ensure they have not clogged. 9 Vehicle Entrances/Exits Locations where vehicles enter or exit the site shall be inspected for evidence of off-site tracking. General Construction areas and the perimeter of the site shall be inspected for any evidence of debris that may blow or wash off site or that has blown or washed off site. Construction areas shall be inspected for any spills or unsafe storage of materials that could pollute off site waters. 8. Keeping Plans Current Revisions to Stormwater Pollution Control Plans: The contractor shall amend the Plan if the actions required by the Plan fail to prevent pollution or otherwise comply with provisions of the General Permit. The Plan shall also be amended whenever there is a change in contractors or sub-contractors at the site. If the results of the inspections require modifications to the Stormwater Pollution Control Plan, the plans shall be revised as soon as practicable after the inspection. Such modifications shall provide for a timely implementation of any changes to non-engineered controls on the site within 24 hours and implementation of any changes to the plan within 3 (three) calendar days following the inspection. For Engineered measures, corrective actions shall be implemented on site within 7 (seven) days and incorporated into a revised Plan within 10 (ten) days of the date of inspection In no event shall the requirements to keep the Plan current or update a Plan, relieve the permittee and their contactor(s) of the responsibility to properly implement any actions required to protect the waters of the State and to comply with all conditions of the permit. 9. Monitoring Requirements Turbidity monitoring is not required as part of the Small Construction activities with a total disturbance of between 1 and 5 acres where local land-use commission approval is gained from the municipality. 10. Contractors 10 i y General This section shall identify all Contractors and Subcontractors who will perform on site actions which may reasonably be expected to cause or have the potential to cause pollution of the waters of the State. Request for site plan approval to construct a 7,358 sf retail building, including the provisions for a drive0though facility, on property located on the northerly side of Hemlock Ave, westerly side of Buckland Road, Buckland Gateway Development zone. 2. The General Plan originally showed a restaurant and parking in this location and the parking area had previously been installed. The parking configuration is slightly different; however conforms with the desired Gateway Zone parking objective of distributing the parking and including the 10% interior landscaping within the parking areas. 3. In the Gateway zone, the entire project is treated as one lot for development purposes, so the cumulative impervious coverage on the entire 232-acre site. Since the entire Evergreen Walk site is a consolidated lot, individual yard setbacks do not apply except around the perimeter of the site. This site is subject to a 65 foot front yard setback. 4. This site will be accessed solely from Evergreen Walk's internal road network, off of Hemlock Avenue. 5. The PZC recently adopted a text amendment for drive thru restaurants in Buckland Gateway Development Zone including specific design criteria. One of the primary considerations for such facilities is that the primary access to the drive through facility is not permitted directly from Buckland Road. 6. Other design criteria included: Demonstration that the traffic flow and pedestrian flow had minimal conflicts; the incorporation of the drive through into the building design and specific requirements for the menu and preview signage boards; include architectural features, including lighting, roofs/canopies to be similar to the building in form and style and that service area be off set from the property lines to prevent noise and lighting impacts. 7. Specific requirements are screening of the drive thru land from public views; limited the number of queue lanes to two with a by-pass lane, defines minimum widths, striping how separation of the lanes is handled; and the requirement for i queuing of at least 7 vehicles form the order board. / 8. Internal sidewalks are shown to be extended from the existing sidewalk south of this site leading to the main entrance of the buildings. i r a 9. Lighting pole height is X feet. Luminaires are full cutoff fixtures of the same type used for than the shorter, decorative light poles used in the remainder of Evergreen Walk Lifestyle Center. 1 O.Architectural and Design Review Committee reviewed this plan on December 3 and forwarded a favorable recommendation of the design. 11.There are no regulated wetlands on site. IWA/CC approved an erosion and sedimentation plan on Dec 2 with a bond in the amount of$5,000 to ensure compliance with the erosion and sediment control. 12.Public water and sewers are available in Hemlock Avenue. Water Pollution Control Authority approval is required. 13.There is show on a dumpster on a concrete pad with screening. Staff would request the applicant consider upgrading the dumpster screening as it will be a visible part of their site. 14.If this site plan is approved, the Planning Dept. requests d. 2 y TOWN OF SOUTH WINDSOR ZONING REGULATIONS ARTICLE 4—COMMERCIAL AND INDUSTRIAL ZONES 4.2.5 Permitted Uses This text amendment shall henceforth introduce drive-through facilities as a permitted use by adding the following language: E. Queue lanes shall be designed to achieve maximum efficiency of the functioning of the stacking lanes as well as the overall site. The queue lane(s) shall be effectively separated from the parking field through the use of curbing, raised islands,and/or landscaping improvements. I apologize I haven't until now. A few things to note in this report: 1. The report was created for an existing Panera in Newington and used sales and drive-through data from the Panera stores in Wethersfield and Southington. Based on the sales projections for our Panera, the Wethersfield and Southington locations are comparable to our site which is why this study is a strong indicator of what our drive-through will experience. 2. Based on the report, the queue will experience a maximum of 10 cars in the stack during the peak times (Thursday/Friday lunch and Friday dinner). The Wethersfield location can only accommodate 6 or 7 cars,so our 10 car capacity will be more than enough. Even if it hits capacity, it will be brief and only occur once or twice a week. When it does occur, the stack would be quickly handled. In the unlikely event that the queue exceeds 10 cars, it will only spill over on to interior roads that have little to no traffic. 3. Under normal operations, the queue will only have 6 cars. Panera and we have strong confidence that this report supports the site plan we are discussing tomorrow night. Look forward to talking more about this and finalizing our site plan with you tomorrow night. Maureen Chlebek,P.E.,PTOE RE: Traffic Assessment Proposed Panera Bread Drive-Thru Newington,CT Dear Tom: McMahon Associates has reviewed the expected operational characteristics of the proposed Panera Bread drive-thru located at 3120 Berlin Turnpike in Newington,Connecticut. The results of the review are summarized below. Project Description The existing site contains a 5,094 square foot Panera Bread restaurant located within the Walmart shopping center. The redevelopment proposes to add a drive-thru operation to the existing Panera Bread restaurant. No major changes to the size of the existing restaurant are planned. The drive-thru travel lane would originate at the site entrance to the southeast of the building, continue around the back of the building, and the pick-up window would be located on the southwest corner of the building. Based on the current site plan for the proposed project, the proposed drive-thru is expected to accommodate a maximum of ten queued vehicles. Data Collection To estimate the expected drive-thru volumes and queues at the Panera Bread restaurant in Newington, the following two comparable Panera Bread restaurants were reviewed: • 1129 Silas Deane Highway,Wethersfield, CT • 365 Queen Street,Southington,CT These two restaurants were selected because they are similar in operations to the Newington restaurant and both are part of a shopping center complex where shared trips between land uses are expected. Vehicle queue counts were conducted at the two comparable Panera Bread restaurants on Thursday, November 5,2015 during the weekday midday peak period(11:30 AM to 1:30 PM) and Friday,November 6,2015 during the weekday evening peak period(5:00 PM to 7:00 PM)when the restaurants are expected to be at peak operation.Maximum vehicle queues entering the drive-thru at each restaurant were recorded in five minute intervals during the observation periods. Corporate Headquarters: Fort Washington, Pennsylvania Serving the East Coast from 13 offices throughout the Mid-Atlantic, New England, and Florida Tom Howley January 12,2016 Page 2 of 5 As shown in Table 1 below, during the weekday midday peak hour, there were 49 vehicles utilizing the Southington drive-thru with a maximum observed queue of six vehicles, and there were 54 vehicles utilizing the Wethersfield drive-thru with a maximum observed queue of 10 vehicles. During the weekday evening peak hour, the drives thru volumes were significantly less. The Southington facility had a total of 32 vehicles with a maximum observed queue of three vehicles, and the Wethersfield drive-thru had 28 vehicles with a maximum observed queue of six vehicles. The data shows the number of in-store and drive-thru transactions per hour for each hour of operation during the day. Additionally, data for the total number of in-store transactions for the existing Newington facility was also provided for the same time period. The number of daily and peak hour in-store and drive-thru transactions for each of the three sites are shown in Table 2. In comparison, the Wethersfield restaurant experiences the largest number of average in-store transactions per day with 851,while the Southington restaurant experiences an average of 627 in-store transactions per day.During the two peak hours, both Wethersfield and Southington are shown to have a higher number of in-store transactions than Newington. The Wethersfield restaurant has a higher daily and peak hour drive-thru volume than the Southington restaurant. The Wethersfield restaurant has an average of 300 drive-thru transactions per day while Southington has an average of 256 drive-thru transactions per day. There appears to be several factors that contribute to the proposed trip generation for the Panera restaurants, such as location of facility to nearby shopping and/or office uses and the location of the restaurant in comparison to other competing restaurant facilities. The number of drive-thru transactions appears to be related to the number of in-store transactions as evidenced by the relationship between in-store and drive-thru transactions at Wethersfield and Southington. The Wethersfield site has a greater number of both in-store and drive-thru transactions than the Southington site over the course of the average day and during the peak hours of operation. As shown in Table 2, at the Wethersfield restaurant, the number of drive-thru transactions is approximately 35%of the number of in-store transactions. At the Southington restaurant, the number of drive-thru transactions is approximately 41%of the number of in-store transactions. The Newington site has fewer in-store transactions over the course of the day and during the peak hours of operation than both the Wethersfield and Southington restaurants, and is therefore expected to have fewer drive-thru transactions than either comparable facility. As seen in Table 2,using an average of the drive-thru to in-store ratios for Wethersfield and Tom Howley January 12,2016 Page 4 of 5 Southington results in an expected ratio of 38%for Newington. The proposed Newington drive-thru is therefore expected to generate an estimated 200 daily transactions with approximately 38 vehicles using the drive-thru during the weekday midday peak hour and 22 vehicles using the drive-thru during the weekday evening peak hour. As a result of lower number of drive-thru vehicles expected at the Newington restaurant, the maximum vehicle queue is also expected to be lower than the six vehicle queue that was observed at Southington. Conclusions The following conclusions have been drawn for the proposed Newington Panera Bread drive- thru based on the analysis: • Based on the comparable facility transaction data, the maximum drive-thru queue at the Southington facility is six vehicles, and the maximum queue at the Wethersfield facility is ten vehicles during the weekday midday peak hour. • Based on a review of the transaction data for the three restaurants, the Wethersfield facility generates approximately 55-60%more in-store transactions during the average day and during the peak hours of operation than the Newington facility. The Southington facility generates approximately 15-20%more in-store transactions during the average day and during the peak hours of operation than the Newington facility. • Based on the in-store transactions at the three Panera Bread restaurants and the correlation between the number of in-store transactions and drive-thru transactions, the Newington site would be expected to have fewer vehicles in the drive-thru and a shorter vehicle queue than either site. The Newington drive-thru is expected to generate an estimated 200 daily transactions with approximately 38 vehicles during the weekday midday peak hour and 22 vehicles during the weekday evening peak hour. • The Newington Panera Bread drive-thru is currently proposed to provide queue storage for ten vehicles which is more than adequate based on our analysis. Overall, the proposed Newington drive-thru is expected to generate fewer vehicles than the Southington facility, which had a maximum observed queue of six vehicles. Tom Howley January 12,2016 Page 5 of 5 Based on the collected data for the comparable facilities performed as part of this memorandum and a review of available transaction data, the proposed Panera Bread drive-thru in Newington, CT is currently designed to more than adequately accommodate the expected number of queued vehicles.
