Introduction
CLA has investigated the inland wetlands and watercourse (delineated by others) shown on plans
prepared by BL Companies titled "Proposed Development, Evergreen Walk, South Windsor, CT"
submitted to the Inland Wetlands Agency on December 15, 2015. This report documents the wetland
and soil types found at the site. This report also describes the existing site conditions and wetland
resource values present and provides a context for evaluating the impacts from the retail development
plans at the site prepared by BL Companies. This report specifically examines two areas of direct
wetland/watercourse impact that are proposed. The first is more northerly and includes filling a
narrow intermittent watercourse/wetland that receives piped storm water drainage. The second, which
is near the southern limits of the project,is a roadway crossing of an intermittent watercourse. Both of
the proposed areas of impact were previously approved by the USACOE and CTDEEP under
Category 11 PGP number: 2003-01538 during the planning process for the Evergreen Walk
development.
ExistinLy Conditions
As shown on the plan coversheet, the site is located in the north central section of Evergreen Walk,in
South Windsor, CT. It is currently predominantly inactive agricultural land within an established retail
shopping and office/commercial development. The site has open fields that have been mowed
annually, tobacco barns, and a manmade storm water basin. The lands surrounding north, east, and
south sides of the site have been developed for retail and commercial use while the westem side has
both wooded upland and wooded wetland. The topography generally slopes downward gently to the
west and surface water flow follows this pattern. The topography around the two watercourses slopes
down steeply into the watercourse in the form of gullies that are typically over six feet deep. Past
erosion was noted around each watercourse.
The northern watercourse has a dense border of vegetation including multiflora rose(Rosa multi flora),
sumacs (Rhus spp.) and weed species such as golden rod (Solidago spp.) and Queen Anne's lace
0 Page 2
i
(Daucus carota). Within the watercourse, Red maples (aver rubrum) are the dominant tree while
multiflora rose is mixed with spice bush(Lindera benzoin)in the shrub layer. This is a limited subset
of the typical vegetation of the large down gradient wetland system which is included in Appendix A.
The southern watercourse is surrounded by upland forest consisting predominantly of oaks
(Quercus spp.) beeches (Fergus graandifolia) and maples(Ater spp). Within the watercourse,
red maples are the dominant tree while multiflora rose is mixed with spice bush in the shrub
layer. Sections of the channel have been stabilized through past installation of stone gabions.
As part of previous local, federal and state permitting processes, conservation areas and areas for
development have been designated. During that process, both a narrow finger of wetland and a
portion of a water course, shown on the project plans, were identified as being acceptable to
impact for site development. The northern finger of regulated area that CTDEEP and USACOE
indicated could be impacted is a watercourse that is formed from the discharge of a reinforced
concrete pipe(RCP). This watercourse has been incised by erosion and has been used for
dumping of bulky waste. Its functions are very limited and it serves mostly to conduct water to
the larger wetland system down gradient. The water discharged at this location apparently
originates to the east, from LA Fitness and Buckland Road.
This functional assessment describes the limited functions served by that wetland as a context for
developing a mitigation plan of measures to be taken to benefit remaining down gradient
wetlands.
Wetland and Soil Types
Robert Russo, C.S.S. and Rob Sonnichsen P.E. Of Waldo and Associates LLC investigated the .
wetlands on four separate occasions in 2014 and 2015 to obtain an understanding of the vegetation
hydrology and soils at the site and gather information for this assessment. The table below provides
information regarding the soils mapped byNRCS and described in further detail in Appendix B,Soils.

Southerly Watercourse Haven and Enfield Eroded watercourse
As shown on the project plans, both eroded watercourses flow into larger wetland systems located on
the west side of the site and associated with Plum Gully Brook. The upland soils, into which the

Websoil site. These soils are mapped as a combination of Haven and Enfield soils. These soils are
typically of silt loam texture in the surface horizons, and sandy and gravelly below.Field investigation
with a hand held auger revealed that the soils on site are consistent with those mapped by the NRCS.
The wetland soils found in the larger wetland down gradient of the watercourse is Saco silt loam. This
soil is formed in deep very poorly drained alluvium alongside the stream These soils occupy wide,
flat areas that flank Plum Gully Brook. These soils are not found in the areas of proposed impact..

a larger wetland system that continues off site to the west. Observations relevant to wetland functions
and values include_
1. The watercourses are narrow, incised channels that projecs into and in upland soils formed in
glacial outwash.
2. The channels have mineral soils.
3. The channels hydrologies are supported in part by water discharge from pipes.
4. The watercourses are bordered by past disturbance for agricultural use.
0 Page 4
f
5. The watercourse channels do not provide significant floodwater storage.
6. The watercourse channels serve as a conduit to move water into the large down gradient
wetland.
7. The watercourse channels have one cover type, wooded.
8. The watercourses do not flow year round and support fish.
9 Wild life use occurs within the watercourses but in the northern watercourse, it typically
limited to disturbance and pollution tolerant facultative species.

10. Recreational use is not evident in and along the channels.
The channels were not observed to settle sediments or provide dense plants to take up

nutrients.
12. The watercourses have very limited aesthetic value.
Based September 2015 CTDEEP NDDB maps, there are no know populations of protected

species on the site.
14. The northerly channel has been subject to dumping of refuse.
15. Sections of southerly channel have been stabilized through use of stone gabions.
Based on these data, the northerly watercourse supports a single primary wetland function: that of
conducting water to downstream wetlands. The southerly system has primary functions of
conducting water downstream and providing some wildlife habitat values.
• Page 5
Potential Impacts
CLA has examined the potential for wetland impacts both construction related and post-construction.
The main concern during construction is for water quality. In order to protect the aquatic life within
the larger wetland, the construction at the proposed crossing will occur during low flow conditions.
BL Companies has provided a site-wide erosion and sedimentation control plan This plan includes
measures consistent with the CTDEEP 2002 Manual such as construction entrances, perimeter erosion
barriers, temporary sediment basins, catch basin protection, and regular inspections. If properly
implemented, this will properly protect the regulated resources during construction.
BL Companies has also provided the design of a treatment system for post construction storm water
runoff. This system includes best management practices such as catch basins, use of the previously
constructed storm water basin and use of proprietary swirl technology pollutant removal units. The
system has been designed to meet the standards of the CTDEEP 2004 Water Quality Manual and thus
will be protective of down gradient water quality.
The plans call for filling a total of approximately 6255 square feet wetland and 110 linear feet of
watercourse. The project has been designed to accommodate the proposed development with minimal
fill (Limited to that previously approved by CTDEEP and USACOE) and will result in minimal loss
of wetland function. The primary function to be altered is that of conducting water to downstream
wetlands. This function will continue to be served as the proposed culverts will carry the similar flows
into the downstream wetland, but with the benefit of erosion protection and erosion repairs as outlined
in the mitigation plan. CLA believes that the proposed filing will not detract from the existing wetland
functions and will not constitute a significant impact.
Mitigation
CLA and Waldo and Associates LLC have worked together to provide a mitigation plan to
compensate for lost functions. In studying the site for suitable mitigation, the project team identified
ongoing erosion in location within each intermittent watercourse (Refer to photographs in Appendix
0 Page 6
Q. These eroded areas contribute to the sediment load of the larger downstream wetland and also
limit the habitat values of the eroded locations.
As shown on the plan submitted to the Inland Wetland Agency, the proposal consists of:stream bank
stabilization using a "soft" engineering approach. The proposed stabilization will be accomplished
using coconut fiber(coir) logs, jute mat and plantings. The plantings will be tubelings, as shown on
the plan, and they will be species such as locally raised willow and dogwood that are readily grown
and transplanted. These species grow rapidly and generate a significant root mat that quickly
stabilizes a stream bank. These species also provide wildlife habitat and cover. The coir logs and jute
mats will provide temporary stability while the shrub plantings grow. Beyond approximately 5 years
the coir and jute will bio-degrade,leaving natural vegetation to stabilize the watercourses.
The applicants will also work with Town staff to develop a plan for control and selective eradication
of invasive species such as common reed (Phragmites communis). This plan will first identify
presence of invasives at locations within Evergreen Walk, then identify location where
management/eradication is feasible and desirable, and finally develop a program specific to that site.
Based on the type of opportunities present, the site specific plan could include cutting and applying
herbicide, hand removal, replanting, ongoing monitoring or a number of other options.
Summary
CLA has evaluated the wetlands on the Evergreen Walk site. The previously provided delineation is
shown on the project plans. The on-site wetlands include two incised channels and a wooded swamp
system. The surrounding ecological communities show alteration, and the incised channels continue
to provide very limited wetland functions. The proposed development calls for filling previously
approved locations and when taken with the proposed mitigation, will not result in significant loss of
wetland functions.

Dear Mr. Folger:
CLA Engineers has previously prepared a report and worked with the project team on the
referenced application for retail development at Evergreen Walk. This letter is meant to add
information to that application. On review of the project plans and mitigation plans presented as
part of the application, CLA feels that the submission is consistent with Section 11 of the Town

Re: Appl. 15-64W,Evergreen Walk,LLC-Commercial Development Unit#12
Fueling Station Operation
Dear Mr. Folger:
At the February 3, 2016 Inland Wetlands Agency/Conservation Commission meeting, several questions
were asked about the fueling station operations. I have talked to one of the prospective tenants and below
further describes the fueling station operations.
A gasoline trained employee is on site during all hours of operation. The employees attend a training
program which includes an interactive test that they must pass before working at the station. Employees
are trained to identify maintenance requirements and physically inspect the fuel islands regularly. Their
training includes the proper spill clean-up and emergency response procedures. Employees check for
leaking hoses, malfunctioning nozzles, fuel spills and physical damage to the dispensers multiple times
throughout the day.
The following safeguards that are noted below will provide key safety measures and assurances to prevent
spills and leaks:
• The entire fueling station is designed to the State of California standards for gas stations which
are the strictest in the U.S. and include earthquake design standards.
• The tanks and piping system is certified to meet the Federal UST leak detection standards. The
underground storage tanks(USTs)and all containment sumps, including the dispenser sumps at
the fill ports of each tank are double walled fiberglass. Fiberglass is used for its corrosion
resistance. The double walled UST system includes a sensor that monitors the primary and
secondary tank walls. If a tank wall is compromised, the sensor will immediately shut down the
system and activate a visual/audible alarm.
• The USTs and containment sumps are secured in place with anchoring straps connected to
concrete deadmen. The entire tank excavation hole is backfilled with pea gravel and capped with
an 8-inch reinforced concrete slab. The tie downs and the overburden overcome buoyancy
factors and resist buckling under hydrostatic pressure.
• All product piping is monitored with a pressure line leak detection. All piping is double wall to
provide secondary containment. All product piping is sloped back to the UST. If a leak is
detected and alarm will sound and the system will automatically shut down.
355 Research Parkway • Meriden,CT 06450 • T(203)630-1406 • F(203)630-2615• www.blcompanies.com
Companies
• The UST monitoring system incorporates automatic shutoffs. If gasoline is detected in the sump
at the fuel dispenser, the dispenser shuts down automatically and an alarm is sounded. If a
problem is detected with at tank, the tank is automatically shut down and an alarm is sounded.
• Each gas dispenser is equipped with an automatic shutoff valve to protect against vehicle impact.
Each fuel hose includes a breakaway device that will stop the flow of fuel at both ends of the
hose in event of an accidental drive off. All dispensers include leak detection sensors that are
connected to the alarm system.
• A petroleum resistant sealant is installed in the concrete slab control joints to prevent petroleum
products from entering the underlying soils at the concrete joints.
• During the filling of the USTs,the fill hose is connected to the tank with a locking mechanism.
The fuel truck cannot dispense fuel if the hose is not locked in place. In event of an accident
where the fill hose from the tank dispenses fuel on the ground,a shut off switch located on the
truck is immediately turned off by an attendant that is at the truck during the tank filling process.
The maximum tank fill rate is 400 gallons per minute. Based on this fill rate, even if the hose
dispensed to the ground for 5 minutes,2000 gallons of fuel would be collected in the catch basin
system and contained in the underground oil water separator. It is recommended that a 3,000
gallon oil water separator be installed to ensure containment of any catastrophic spills.
• In the event of any spills, leaks or alarms,a local environmental company will be on call to
respond and clean up. Absorbent pads, booms and chemical that renders gasoline inert is kept at
the station to clean up small spills and assist to contain larger spills until the local company
arrives on site.
• Emergency shutoff switches are installed in locations near the dispensers and controller
enclosure.
• During non-operating hours, the power to the dispensers is turned off and each nozzle pad is
locked.
• Emergency shutoff switches are installed in locations near the dispensers and controller
enclosure.
Please do not hesitate to contact me if you have any questions or need additional information.
Sincerely,
Michelle Carlson,P.E.

FEASIBLE AND PRUDENT ALTERNATIVES
During the design of the Evergreen Walk Unit 12 commercial development plan several
alternatives to the project design were considered. This is a review of the project
alternatives that were considered in the process of selecting the plan that became the
basis of design for the project. Modifications that have been made to the design during
9 p J 9 g
the regulatory review process to date are also reviewed.
Evergreen Walk Unit 12 proposes the commercial development of Unit 12 with a
150,000 square foot retail facility with a fueling station and associated parking,
driveways, roadways, retaining walls and other supporting infrastructure.
In preparing the pending application, Evergreen Walk, LLC investigated feasible and
prudent alternate development plans. To be "feasible" an alternative must be capable
of being implemented. To be "prudent' an alternative must be economically reasonable,
wise and judicious. If an alternative is not both feasible and prudent, it is not an
acceptable alternative.
Project Plan Impacts
The inland wetland impacts related to the construction of the Evergreen Walk Unit 12
project include:
• Clearing, grading, and building parking areas, driveways, roadways, retaining
walls and other associated infrastructure resulting in filling approximately 6,250
square feet of inland wetlands and approximately 110 linear feet of watercourse
and impacting approximately 95,000 square feet of the upland review area
adjacent to the wetlands.
Alternatives Consideration
Initially, various building orientations on the site were schematically designed and
evaluated. The best orientation from a retail development and constructability
perspective was determined to be an orientation with the building located at the western
edge of the site facing Buckland Road. Unfortunately this design would have required
filling approximately 25,000 square feet of wetland in the area of the currently proposed
6,250 square foot fill, with greater impacts to wetlands and watercourses than the
proposal submitted. This alternative is shown on drawing SK-1 (attached).
Layouts with the building facing south and west were also attempted but those layouts
similarly required substantially more direct wetland fill in the area of the proposed
project design. The alternative shown on drawing SK-9 (attached) shows the building
facing south.
The final layout that was the basis of the current Inland Wetland permit application was
selected as the least impacting, feasible and prudent alternative that allowed the project
to attain its development goal. Most importantly, the submitted development proposal,
when combined with the wetlands mitigation and invasive species management plan
proposed, does not result in unmitigated adverse impact to the wetlands or
watercourses.
During the course of the review of the inland wetland regulated activity application staff
raised questions regarding stormwater runoff in the project's western parking area and a
triangular section of parking at the extreme southern limit of the parking area.
The applicant reevaluated the project design based on these comments and redesigned
the site to greatly reduce upland review impact in the triangular parking area and to
include grading adjustments and add landscaping features that will provide
supplemental water quality benefits.
These revisions are less impacting, feasible and prudent alternatives to the original
application's project design.
A "no action" alternative was also considered. No action would leave the wetlands and
watercourses in their existing condition. This alternative is, however, considered neither
feasible nor prudent because the applicant's development goal could not be realized by
exercising a no action alternative in this location. In addition the applicant does not
have an alternate location either on the Evergreen Walk property or elsewhere that
would allow the retail development that is being proposed.
In summary, based on the applicant's review it is our position that there is no less
impacting feasible and prudent alternative to the currently proposed project at
Evergreen Walk Unit 12 that will meet the applicant's basic development goal.
In the applicant's opinion, the improvement of the inland wetlands on the site by
construction of a wetlands mitigation project, with an extensive plan will balance and
compensate for any negative impacts to the inland wetlands that will result from the
project.

INTRODUCTION
During the Inland Wetlands Regulated Activity Public Hearing on the Evergreen Walk
Unit 12 commercial development questions were raised regarding the operation and
maintenance of both the project's wetlands mitigation and invasive species
management areas. This report describes the operation and maintenance procedures
to be employed for both. During construction installation and maintenance of all
sedimentation and erosion controls will be the responsibility of the project construction
contractor and will be inspected by the project design engineer and environmental
consultant. After completion of project construction all management, repairs and
operation of the systems will be the responsibility of a professional landscaping or
property management company that will be employed by the project owner. A qualified
professional will complete all inspections, and all repairs that may be required will be
completed as directed by the qualified professional.
WETLANDS MITIGATION and INVASIVE SPECIES MANAGEMENT AREA
INSPECTION AND MAINTENANCE PROCEDURES
The following are the inspection and maintenance practices that will be used to maintain
the wetlands mitigation areas and the invasive species management areas.
• After project completion the areas will be regularly inspected at least once every
two months.
• An inspection report will be made after each inspection. All reports shall be kept
on file in the office of the professional who prepares the report.
• An environmental specialist will conduct an annual inspection and inventory of
the mitigation and invasive species management area vegetation once a year
following the completion of construction. The annual inspection will include both
photographic documentation, a detailed inventory of the plants growing in the
areas, and recommendations for improvements or modifications if required. At
the time of the annual inspection should less than 80% of the areas be vegetated
with species contained in the original mitigation area or invasive species
management area plan reseeding and replanting of the area will be required.
Additional tubelings will be planted to replace any dead plants.
• One co of the annual environmental inspector's re ort will be submitted to the
copyp
town of South Windsor and one copy will be kept on file in the office of the
professional who completes the inspection.
The wetlands mitigation and invasive species management areas will be
maintained in good condition. If a repair or modification to the mitigation area
design is necessary, it will be initiated in a timely manner.
• Replacement of vegetation that may be required as a result of the annual
environmental consultant's report will be initiated within one month of the report
or as soon as possible contingent upon the appropriate planting season.
• Built up sediment will be removed from areas throughout the mitigation area
where excessive accumulation of sediment may occur.
• Temporary and permanent seeding and planting will be inspected for bare spots,
washouts, and healthy growth of vegetation.
• Trash and debris will be cleared from the site; no evidence of dumping of trash or
other inappropriate material will be present.
• There should be no evidence of poisonous or invasive vegetation that constitutes
a hazard to maintenance personnel or the public.
• If there is any evidence of rodent holes that cause damage to the mitigation
areas, the rodents should be removed and any damage repaired.
• When insects such as wasps or hornets interfere with maintenance activities, the
insects should be eliminated.
• Care should be taken to ensure that trees do not hinder maintenance activities or
maintenance access. If trees are not interfering with access, periodic pruning of
dead branches and removal of nuisance brush is acceptable.
• Any erosion of channel slopes should be stabilized with appropriate erosion
control practices, seeded, and mulched as appropriate.
• Replace rocks missing from splash pads or channel if there is any exposed soil
or if there is only one layer of rock above native soil.
Annual Stormwater Evaluation and Inspection
Once a year, a qualified professional will conduct a comprehensive annual evaluation
and inspection of all aspects and provisions of the mitigation and invasive species
management areas. The purpose of the evaluation and inspection is to assess the
overall management practices for effectiveness and to identify shortcomings of the
practices and implement changes and improvements.
A written report of the evaluation and inspection will be prepared and a copy will be
maintained in the files of the professional who prepared the report. The report will
include a summary of findings of the evaluations, and procedural changes which will be
made to improve management practices. A copy of the annual inspection report will
also be submitted to the Town of South Windsor for review.
Construction Methods Wetlands Mitigation
Conventional construction equipment will be utilized, including an excavator to remove
and stockpile excavated channel slope material from the wetlands mitigation area. The
excavator will be used to remove surplus material which will be stockpiled outside of the
wetlands area and utilized for fill elsewhere. The majority of the work in the wetlands
mitigation and invasive species management areas will be conducted by hand using
hand tools and equipment.
Construction Sequence
The following construction sequence will be followed. Additional details of individual
sequence elements can be found on the relevant mitigation area drawings. A project
environmental consultant will be on-site at all times to monitor all work within the
wetland mitigation areas and invasive species management areas to ensure compliance
with the approved plan.
1. A pre-construction meeting will be held prior to any earth moving activities or
vegetative clearing. The pre-construction meeting will be attended by the project
environmental consultant, the contractor, and all other parties involved with the
wetlands mitigation areas and the invasive species management program.
2. The project surveyor will mark the proposed mitigation and invasive species
management areas in the field. Boundaries will be clearly marked by wooden
stakes, plastic flagging, orange construction fencing, or other highly visible means.
3. Sediment filter fencing or other appropriate sediment barrier will be established
along the limits of the mitigation areas.
4. The final extent of the mitigation areas and invasive species management areas
will be determined in the field by the environmental consultant.
5. The environmental consultant will approve all final grades established within the
mitigation areas before any re-vegetation work begins. The environmental
consultant will notify town staff of the completion of excavation activities.
6. Proposed plantings /tubelings will proceed to completion under the direction of the
environmental consultant, who will inspect all plant materials and mark the location
for planting prior to placement in the ground.
7. The environmental consultant will prepare a written report to be submitted to all
required land use agencies at the time of project completion.
8. All sediment filter fencing will be removed from the wetlands mitigation and
invasive species management areas after ground cover vegetation is established.
Maintenance Plan
Upon completion of all vegetation work in the wetlands mitigation and invasive species
management areas, the environmental consultant will inspect all plants to determine
plant survival and vigor. A minimum survival threshold of 80 percent has been
established. for all plantings and .ground cover vegetation. Beginning with the first
annual inspection the 80 percent threshold must be met or additional plants and
seedings will be required. An annual inspection will take place each year for a five-year
period.
An important part of the success of the wetlands mitigation areas will be proper
maintenance of the stormwater measures to prevent siltation of the mitigation area
Monitoring Requirements
Inspections shall be conducted on a schedule of 60 days for 6 months, and annually for
years 1 to 5 from the date of the completion of all plantings. Inspection dates will be
seasonally adjusted to conform to a growing season of April 15th through October 15tn
The environmental consultant will prepare and provide a written report annually to
document the monitoring inspections. Copies of the written inspection report along with
photographs of the mitigation and invasive species management areas will be
forwarded to the Town of South Windsor. The report will include: (1) the percent
establishment of ground cover or herbaceous vegetation; (2) the types and numbers of
any dead or failing plants as well as document their replacement to maintain the
minimum 80% survival threshold and (3) an evaluation of the overall condition and
effectiveness of the wetlands mitigation and invasive species management areas.
Long Term Management Plan
The performance standard of 80% survival of plantings has been noted above. If
monitoring of other information indicates that the wetlands mitigation and invasive
species management projects are not progressing towards this performance standard
or if the wetlands mitigation area design is not effective in preventing streambank
erosion, the previously specified reporting by the environmental consultant to the Town
of South Windsor will disclose that fact. The determination of the environmental
consultant and the Town will be used to identify corrective actions to cause the wetlands
mitigation and invasive species management projects to achieve the functions targeted
by the projects.

Re: Appl #15-64W Review of the Evergreen Walk retail project, - Unit 12, 151 Buckland Road, plans dated
10/04/13.
I have reviewed the site plans for the proposed Evergreen Walk office project with the following initial
comments:
o The re-located northern stone-lined drainage channel should be extended farther down slope to
prevent erosive scour
o The mitigation plan should show, precisely on the plans, the location of the soft armoring
activities. The plan should also quantify the amount of area involved in the mitigation.
o The mitigation plan lacks detail on the types, amounts, and precise locations of proposed
plantings.
o Areas proposed to be involved in the invasive species management should be located on the plan.
o Currently, the entire area of the northwest parking lot drains to the perimeter catchbasins located
along the western side. Structures located within the parking lot to further compartmentalize the
drainage shed should be considered.
o The triangular parking area along the southern end of the rear parking lot has several parking
places that, in the estimation of the Town Engineer, are questionable. The presence or absence of
these parking spaces will affect the amount of disturbance within the URA.

' Executive Summary
The proposed project is to develop Unit 12 at Evergreen Walk with a retail building and
associated driveways and parking. The building pad site consists of approximately 15.1 acres of
the entire development parcel with a total area of approximately 240 acres. Unit 12 is part of the
Evergreen Walk Master Plan Area.
The site to be developed currently consists of predominantly grassed area. The ground
generally slopes from east to west. Stormwater currently flows either to the existing stormwater
management basin (Detention Basin #7) or the existing wetlands system west of the site. The
existing developments to the east (LA Fitness) and northeast (ECHN ll) both have existing
stormwater conveyance pipes that transverse the site although they do not collect stormwater
runoff from the proposed development area. They will continue to function in their current
capacity with some minor relocation due to the proposed site layout.
' As a master planned development, the existing stormwater management system has been
designed to convey the stormwater discharge from the previous approved developed site
conditions. The current proposed site development will not increase the amount of impervious
ground cover on-site in an effort to ensure that the existing stormwater management system will
be adequate in the fully developed condition subsequent to the master plan approval.
The proposed 150,217 SF building will have public water, sanitary sewer, natural gas, electric,
and telecommunications services connections. Domestic and fire protection water shall be
connected from an existing 8" service main installed beneath Evergreen Way at the intersection
with Cedar Road as part of the master plan construction activities. This service will also loop to
an existing 8" stub to the site installed as part of the master plan construction activities.
' Sanitary sewer laterals shall be connected to the existing 6" sanitary sewer stub installed to the
site during the master plan construction. A natural gas connection is to be connected to an
' existing service line to the east, beneath Evergreen Way, the size and exact location of the
proposed service lateral are to be coordinated with the local service provider. Electrical and
telecommunications services shall be connected at an existing electrical and telephone service
located within Evergreen Way. Two new transformers will be located on site.
This report has been prepared to complement the submitted project plans as well as to
represent the technical basis for the stormwater management system designs presented herein.
In consideration of the overall project, we conclude that all technical drainage requirements and
design parameters set forth by the Town of South Windsor under the master plan approval and
the State and ACOE have been met.
Water Quality Best Management Practices (BMP's) have also been incorporated in this design
and include catch basins with deep sumps, hooded catch basin outlets and hydrodynamic
separators which will connect to the existing closed drainage system previously sized and
installed under the master plan.

' 1. Existing Site Conditions and Master Plan
' The project site is located in South Windsor, Connecticut. The coordinates for the approximate
center of the project are Latitude 41.817912 N and Longitude 72.555691 W.
I
This project consists of one building pad site, Unit 12, of the master planned retail development
"Shops at Evergreen Walk". The building pad site consists of approximately 15.1 acres of the
entire development parcel with a total area of approximately 240 acres.
i
' Aerial Image of existing site conditions
' As part of the master planned development for the entire 240 acre property, the area within the
proposed development area that is part of this application was to accommodate two 145 room
hotels and three office buildings totaling 172,500 s.f. with associated parking lots and two
parking garages. The proposed development site area is located within three sub-watershed
' areas. The current proposed site development will not increase the amount of impervious
ground cover within these sub-watershed areas (master plan total impervious coverage = 24.26
acres, proposed development impervious coverage = 20.84 acres).
2. Developed Site Conditions
' The proposed project is to develop a 150,217 square foot retail building, a fueling facility, and
associated bituminous concrete parking area. The existing internal roadway system to the north
4
(Tamarack Avenue) and east (Evergreen Way)will remain essentially unchanged with only
minor modifications in the vicinity of the proposed fueling facility.
In an effort to meet the design I f h goals o the original master Ian, the effective impervious
9P P
coverage currently proposed is less than that outlined in the original master plan. This will
ensure that stormwater volumes and flow leaving the site from the newly developed area will not
have any adverse downstream impacts.
Some modifications to existing on-site facilities will be required to accommodate the new
' development. An existing stormwater pipe originating from the ECHN II development north of
the proposed development will be rerouted around the new fueling facility. The existing gravel
maintenance access road to detention basin #7 will be relocated north of the proposed fueling
facility. The existing stormwater pipe originating from Buckland Road and traversing the
proposed site will be realigned and extended beyond the new proposed parking lot and will
discharge to the same wetlands channel west of the site as it does under existing conditions.
' 3. Summary of Utilities
Water Distribution — Domestic and fire protection water shall be connected from an existing 8"
service main installed beneath Evergreen Way at the intersection with Cedar Road as part of
the master plan construction activities. This service will also loop to an existing 8" stub to the
site installed as part of the master plan construction activities.
' Sanitary Sewer System —Sanitary sewer lateral shall be connected to the existing 6" PVC
sanitary sewer stub installed to the site during the master plan construction. A duplex pump
chamber will be constructed on site.
Storm Sewer System — No formal stormwater collection system exists in the proposed site
development area. A new stormwater collection system with water quality structures will be
installed on site and will be directed to discharge in a manor consistent with that of the master
plan.
The storm sewer system shall be designed in accordance with the Connecticut Department of
' Energy & Environmental Protection (CTDEEP) "2002 Connecticut Guidelines for Soil Erosion
and Sediment Control" and the CTDEEP "2004 The Connecticut Stormwater Quality Manual".
' Natural Gas System — A natural gas connection is to be connected to an existing service line
to the east, beneath Evergreen Way, the size and exact location of the proposed service lateral
are to be coordinated with the local service provider.
Electric/Communication/Cable TV— Electrical and telecommunications services shall be
connected at an existing electrical and telephone service located within Evergreen Way. Two
new transformers will be located on site.
5
' 4. Storm Water Management
A. Master Plan Drainage Patterns
Under the master planned conditions, stormwater runoff flows in a southwesterly direction
across the site. The proposed site area is part of three sub-watershed areas.
The northernmost sub-drainage areas (depicted as area EDA-1 on Map ED-1 included in
appendix B)were designed to convey stormwater to Stormwater Management Basin #7
(already constructed). This area included the two ECNH II office buildings and parking lots
(already constructed as well as three office buildings and a hotel n -
I', ( y ) g (not constructed). This sub
drainage area totals 17.82 acres and has an impervious coverage of 12.25 acres (68.7%) based
on the master plan.
The southern two sub-drainage area (depicted as area EDA-2 and EDA-3 on Map ED-1
' included in appendix B) was designed to convey stormwater un-detained to the stream channel
just south of the proposed site area. This area included the LA Fitness building and parking lot
(already constructed) as well as two office buildings, a hotel and four retail buildings (not
constructed). These sub-drainage areas total 18.25 acres and have an impervious coverage of
12.01 acres (65.8%) on the master plan.
The soils in the area of the site are classified by United States Department of Agriculture Natural
Resources Conservation Service and consist primarily of type "B" and "C" rated soils. Refer to
soils map and report located in Appendix A.
B. Proposed Drainage Patterns
The proposed site construction and study still encompass the approximately same tributary
drainage areas of the three sub-watershed areas mentioned in the previous master plan
conditions section.
' The northernmost sub-drainage area (depicted as area PDA-1 on Map PD-1 included in
appendix B)will convey stormwater to Stormwater Management Basin #7. The two ECNH II
office buildings and parking lots already constructed will continue to convey stormwater to the
' existing detention pond with only minor modifications to the existing piping network. The
portions of the new proposed development, mostly consisting of the parking areas to the north
and west of the proposed building, will connect into the existing storm piping system just east of
the existing outlet into stormwater management basin V. Two new water quality structures will
be installed prior to discharge to the basin. This sub-drainage area totals 18.68 acres and has
an impervious coverage of 10.89 acres (58.3%).
' For purposes of this analysis, the two southern sub-drainage area depicted as area EDA-2 and
EDA-3 on Map ED-1 have been combined into area PDA-2/3 on Map PD-1. This area conveys
stormwater un-detained to the stream channel just south of the proposed site area. This area
' includs the LA Fitness building and parking lot as well as the proposed 150,217 SF retail
building and the parking areas just west of the building and pavement areas south of the
building. This sub-drainage area totals 17.75 acres and has an impervious coverage of 9.95
acres (56.1%).
The proposed stormwater drainage system was designed to mimic the master plan conditions.
' Areas designed to drain the stormwater management basin in the master plan condition will
6
r
' continue to do so with no increase in the originally designed impervious coverage (12.25 acres
pre vs. 10.89 acres post). The same is true for the areas designed to be released un-detained
(12.01 acres pre vs. 9.95 acres post).
The proposed stormwater drainage system was modeled and analyzed using the 10-year storm
event in accordance with the regulations. Refer to Appendix C for StormCAD hydraulic reports.
C. Pipe Sizing Calculations
The proposed drainage systems have been sized to convey the 10-year storm event to their
respective discharge points without ponding or surcharging above the catch basin / manhole
grates. Connecticut Rainfall Intensity-Duration (Table B-2.1)was utilized. The site drainage
system improvements have been designed to comply with the Town regulations and the
requirements set forth in the State of Connecticut Department of Transportation Drainage
Manual, dated 2000, as amended. Drainage areas contributing to each catch basin and are
' found in Appendix B.
Tailwater elevations for the stormwater management areas and flared end sections are based on
' the 10-year design storm.
The intermittent stream channel crossing to the south of the proposed building has been sized
to convey the 25-year storm and checked for the 50-year storm event.
StormCAD version 8i by Haestad Methods, utilizing the Rational Method, was used to model the
proposed drainage system. Calculation data can be found in Appendix C.
rThe minimum pipe size maintained onsite is 15" under pavement and lawn areas.
' D. Water Quality
Three separate hydrodynamic water quality structures will be located onsite. Two of these units
' will be installed prior to connection to the existing pipe outlet into stormwater management basin
#7. The third unit will be located south of the proposed building prior to discharging onsite
stormwater to the existing stream channel.
The site will also incorporate other best management practices such as catch basins with deep
sumps and hooded outlets as well as regular parking lot and street sweeping. These combined
measures will allow an overall treatment efficiency of 83%.
These measures have been designed to meet CT DEEP's 2004 Stormwater Quality Manual.
Refer to appendix D for water quality and proposed treatment train calculations.
rWith the implementation of the proposed drainage system designed for this project, there will be
no negative impacts on downstream properties or off-site storm drainage systems from the
' proposed development.
Existing runoff discharge points will be maintained in the proposed design and appropriate
' measures are included to ensure that drainage will continue to flow to existing locations.
7
r
' The on-site drainage collection system is sized for the 10-year storm to operate without ponding
or surcharging and numerous measures have been implemented to improve stormwater quality
including catch basin sumps and hooded outlets and hydrodynamic water quality structures.
Conclusions
This report, as noted above, has been prepared to compliment the submitted project plans as well
as to represent the technical basis for the designs presented herein. In consideration of the overall
project we conclude that all technical concerns and design parameters set forth by the Town and
State, as presently identified, have been fully met.

Soil Features
This table gives estimates of various soil features. The estimates are used in land
use planning that involves engineering considerations.
A restrictive layer is a nearly continuous layer that has one or more physical,
chemical, or thermal properties that significantly impede the movement of water
and air through the soil or that restrict roots or otherwise provide an unfavorable
root environment. Examples are bedrock, cemented layers, dense layers, and
frozen layers. The table indicates the hardness and thickness of the restrictive layer,
both of which significantly affect the ease of excavation.Depth to top is the vertical
distance from the soil surface to the upper boundary of the restrictive layer.
Subsidence is the settlement of organic soils or of saturated mineral soils of very
low density. Subsidence generally results from either desiccation and shrinkage,
or oxidation of organic material,or both, following drainage.Subsidence takes place
gradually, usually over a period of several years. The table shows the expected
initial subsidence, which usually is a result of drainage, and total subsidence, which
results from a combination of factors.
Potential for frost action is the likelihood of upward or lateral expansion of the soil
caused by the formation of segregated ice lenses(frost heave)and the subsequent
collapse of the soil and loss of strength on thawing. Frost action occurs when
moisture moves into the freezing zone of the soil. Temperature, texture, density,
saturated hydraulic conductivity(Ksat),content of organic matter, and depth to the
water table are the most important factors considered in evaluating the potential for
frost action. It is assumed that the soil is not insulated by vegetation or snow and
is not artificially drained. Silty and highly structured, clayey soils that have a high
water table in winter are the most susceptible to frost action. Well drained, very
gravelly, or very sandy soils are the least susceptible. Frost heave and low soil
strength during thawing cause damage to pavements and other rigid structures.
Risk of corrosion pertains to potential soil-induced electrochemical or chemical
action that corrodes or weakens uncoated steel or concrete. The rate of corrosion
of uncoated steel is related to such factors as soil moisture, particle-size
distribution, acidity, and electrical conductivity of the soil. The rate of corrosion of
concrete is based mainly on the sulfate and sodium content, texture, moisture
content, and acidity of the soil.Special site examination and design may be needed
if the combination of factors results in a severe hazard of corrosion. The steel or
concrete in installations that intersect soil boundaries or soil layers is more
susceptible to corrosion than the steel or concrete in installations that are entirely
within one kind of soil or within one soil layer.
For uncoated steel, the risk of corrosion, expressed as low, moderate, or high, is
based on soil drainage class, total acidity, electrical resistivity near field capacity,
and electrical conductivity of the saturation extract.
For concrete, the risk of corrosion also is expressed as low, moderate, or high. It
is based on soil texture, acidity, and amount of sulfates in the saturation extract.

' Operations&Maintenance Plan December 14, 2015
Retail Development at Evergreen Walk, Unit 12
South Windsor, Connecticut
General Overview
This project consists of developing Unit 12 of the master planned retail development at
Evergreen Walk". The building pad site consists of approximately 15.1 acres of the entire
development parcel with a total area of approximately 240 acres. This project is a new
development of an undeveloped area in the master plan layout.
As a master planned development, the existing stormwater management system has been
designed to convey the stormwater discharge from the previous approved developed site
conditions. The current proposed site development will not increase the amount of impervious
ground cover on-site in an effort to ensure that the existing stormwater management system will
be adequate in the fully developed condition subsequent to the master plan approval.
' The following Operations and Maintenance Plan was prepared specifically for this site
development in South Windsor, Connecticut. The Plan was developed to satisfy the South
Windsor Inland Wetland and Watercourse and Zoning Commissions.
Purpose & Goals
The purpose of this Manual is ensuring that the site is operated in accordance with all approvals
and permits. The primary goal is to inform all the property managers about how the system
operates and what maintenance items are necessary to protect downstream wetlands and
III watercourses. The secondary goal is to provide a practical, efficient means of maintenance
planning and record keeping to verify permit compliance.
Responsible Parties
The property owner will be responsible for implementing the Plan on the property. The party
may retain a management company to oversee the maintenance of the site.
Some utilities located on the site will be owned and maintained by the various utility companies
in accordance with their standards. The property owner may maintain the service connections.
List of Permits & Special Conditions
The site will receive a number of permits, which may contain special conditions that require
compliance by the owners and maintenance contractors. These permits may include the
following:
Town of South Windsor:
Planning and Zoning Commission: Site Plan Approval.
Inland Wetlands and Water Course Commission: Inland Wetlands Approval
State of Connecticut:
There are no anticipated State of Connecticut permits necessary.

' South Windsor, Connecticut
Maintenance Logs and Checklists
The property owner will keep a record of all maintenance procedures performed, date of
inspection/ cleanings, etc. Copies of inspection reports and maintenance records shall be kept
on site in the facility manager's office once it is established.
Forms
The following forms will be developed for annual maintenance. Copies of the forms will be kept
on-site as part of the Storm Water Management Plan.
• Annual Checklist
• Quarterly Checklist
• Monthly Checklist
Employee Training
The site will have an employee-training program, with annual up-dates, to ensure that the
employees charged with maintaining the site do so in accordance with the approved permit
conditions. All sub-contractors (Vactor, landscaping, snowplowing, etc.) will be informed of
requirements and responsibilities.
Spill Control
The tenant will have a spill control program. That program will be updated annually and
incorporated into the employee-training program.
Storm Water Management
System Components
The storm water management system has several components that are shown on the Grading
and Drainage drawing (GD-1), and they perform various functions in treating storm water runoff:
Catch Basins are inlets, which trap road sand and floatable debris prior to draining through the
storm sewer system. The proposed catch basins (CBs) are equipped with deep sumps with
sump depths 4' below the outlet pipe, and hoods over the outlet pipes.
' Catch Basins and Manholes
The property owner is responsible for cleaning the catch basins and manholes on the property.
A Connecticut Licensed hauler shall clean the sumps, and dispose of removed sand legally.
The road sand may be reused for winter sanding, but may not be stored on-site. As part of the
hauling contract, the hauler shall notify the property owner in writing where the material is being
' disposed.
Page 2
Operations &Maintenance Plan December 14, 2015
Retail Development at Evergreen Walk, Unit 12
South Windsor, Connecticut
Each catch basin shall be inspected every four months, with one inspection occurring during the
' month of April. Any debris occurring within one foot from the bottom of each sump shall be
removed by Vacuum "Vactor" type of maintenance equipment.
During the inspection of each of the catch basin sumps, the hoods (where provided) on each of
the outlet pipes shall also be observed. In the event that a hood is damaged or off the hanger, it
shall be reset or repaired.
Hydrodynamic Separators
' The hydrodynamic separator manholes will be cleaned periodically during construction, and at
the end of construction once the landscaped areas are fully stabilized.
For the first year of operation following construction, inspect each manhole once each month for
the months of January, February, March and April, and once every four months thereafter. A
graduated measuring device (stadia rod) shall be inserted into each grit chamber and
' measurements of any accumulations shall be recorded. Any debris, which has accumulated to
within one foot of the water surface inside the grit chamber portion of each tank, shall be
removed by vacuum "Vactor"type of equipment.
After the first year of operation, each manhole shall be inspected at a minimum, three times
yearly with one inspection occurring in the month of April in the same manner as described
above for the first season of operation. Any accumulations found to be occurring within one foot
of the water surface shall be removed from the manhole and properly disposed off-site. Also,
any floating material discovered during inspections shall be removed from the tank.
A detailed maintenance logbook shall be kept for each manhole. Information is to include, but
not be limited to, the date of inspection, record of grit depth, condition of baffles, observation of
any floatable, and date of cleaning performed.
Site Maintenance
Parking Lots
' Parking lots, driveways and sidewalks shall be swept regularly by the property owner to clean
trash and other debris. The property owner will sweep parking lots on its property in the spring
to remove winter accumulations of road sand.
Landscaping
The property owner will maintain landscaped areas. Normally the landscaping maintenance will
consist of pruning, mulching, planting, mowing lawns, raking leaves, etc. Use of fertilizers and
pesticides will be controlled and limited to minimal amounts necessary for healthy landscape
maintenance.
Soil tests, possibly by the Connecticut Cooperative Extension Service, will be performed prior to
fertilization. Trees, shrub and lawn fertilization will be done according to the recommendations
Page 3
Operations &Maintenance Plan December 14, 2015
Retail Development at Evergreen Walk, Unit 12
' South Windsor, Connecticut
of the soil test report. Liming of lawn areas to control pH will be done in the spring if testing
indicates that it is necessary. The detention basin, drainage channels, and low-maintenance
slopes will not be fertilized following initial planting and stabilization.
The lawn areas, once established, will be maintained at a typical height of 2'/2%3". This will
allow the grass to be maintained with minimal impact from weeds and/or pests. The low-
maintenance slope areas will be maintained as a meadow or allowed to revert back to natural
conditions.
' Pesticides will only be used as a control method when a problem has been clearly identified and
other natural control methods are not successful. All pesticide applications shall be by licensed
applicators, where necessary.
' Topsoil, brush, leaves, clippings, woodchips, mulch, and other material shall be stored off site.
Trash Collection
All trash will be contained in a self-contained trash container on site with access to an exterior
door. The self-contained trash container will be enclosed. All trash will be collected on a
' regular basis and disposed of legally off-site.
Outdoor Storage
There will be no outdoor storage of hazardous chemicals, fertilizer, pesticides, or herbicides
anywhere in the site.
Clean wooden pallets and baled cardboard may be stored outside periodically. These items will
be removed from the site on a regular schedule.
Snow Removal & Storage
Snow shall be shoveled and plowed from sidewalks, driveways and parking areas as soon as
' practical during and after winter storms and stormed in snow storage areas on site where
practical.
Utilities
Sanitary Sewer System
III On-Site Collection Sewer: The property owner will annual) inspect the manholes within the on-
