In March of 2008, this Church obtained approval form .the Planning and Zoning Commission for a parking lot expansion on their property (TOSW App 08-03P). The Town was in discussion with the Church during the review and approval of this plan because it was realized that some land would be needed from the Church to relocate the east end of Beelzebub Road. The Church was encouraged to submit a parking lot expansion plan for approval before the Town worked on the relocation of Beelzebub Road. The parking lot expansion was designed so it did not use Church land at the SW corner of Beelzebub Road and Avery Street. This approved expansion plan conforms with all the zoning requirements, but has not been built yet. The approved plan expires on 3-25-17 at which time the Church could request a 5 year extension. In 2014, the Town of South Windsor developed plans for the reconstruction of Avery Street that included the relocation of the east end of Beelzebub Road to line up with Woodland Drive, and the Church was made aware of these plans through public meetings. In 2015 the Town negotiated with the Avery Street Christian Reformed Church to obtain 11,875 square feet (0.27 acres) of land from the Church at the SW corner of Beelzebub Road and Avery Street. This land is necessary to relocate the eastern end of Beelzebub Road at Avery Street to line up with Woodland Drive. The acquisition of this land does not directly affect the approved parking lot expansion plan. However, the decrease in size of the remaining Church property results in an increase in impervious coverage to 50.33%for the approved parking lot expansion plan. This just exceeds the 50% maximum impervious coverage allowed. The Town is submitting this application for a variance on this property (in cooperation with the ASCRC) to allow 50.33% impervious coverage because the Town reduced the size of the Church property (to improve the intersection of Beelzebub Road and Avery Street), which puts their approved parking lot expansion plan in non-conformance.with Zoning requirements.
