As I understand it he wants to route the access to the south of his barn rather than between his house and the north side of the barn. I would prefer to see a swap of only a strip of land that would accommodate the farm road needed to this. The Mannarino land is prime land with an area of blueberries and an area of Christmas trees likely worth several thousand dollars. With the proposed swap there would be a cost saving since the remediation of the supposed contamination would not be done. The proposed swap may be equal in terms of acreage, but does not appear to be equal in terms of value even with the transmission line encumbrance. This land is across the street from the proposed park and would be accessible for supporting use. While the proposed land to be given to the town abuts some subdivision open space, it appears the land appears to have significant wetlands and a steep slope. While the Town wants to preserve wetlands they are not usually purchased. There is no direct access to this land from Barber Hill Road other than through abutting town owned open space. Give consideration to allowing John Dzen to harvest the Christmas trees on the parcel that is to come to the town. I would hope the Town Council would also wave competitive bidding and allow John to lease any abutting land town land for farming. - I see no reason that with flexibility of John Dzen and the Town that both parties cannot come to an agreement that that will mutually benefit both.
