E Rhode Island • Narrative Statement Site Plan Application Scannell Properties#234, LLC Regional Distribution Center Sullivan Avenue Industrial Park 175 Sullivan Avenue (Lot No. 3) South Windsor, Connecticut DPI Proj.No. 3496 May 5,2015 Scannell Properties#234, LLC (Applicant) is an affiliate of Scannell Development Company, doing business as "Scannell Properties". Scannell Properties is a privately held real estate development and investment company that has delivered build-to-suit and speculative industrial and commercial developments across the U.S. and Canada since 1990. Headquartered in Indianapolis, Indiana, Scannell has four additional regional office locations in Alexandria, VA, Denver, CO, Minneapolis, MN, and in Oakland, CA. : Scannell is proposing to develop a 167,763 square feet regional distribution center with freezer and cooler components at 175 Sullivan Avenue, which is the subject of this application. Within the 37+/- acre Sullivan Avenue Industrial Park at the southeast corner of John Fitch Boulevard (U.S. Route 5)and Sullivan Avenue (State Route 194), the proposed distribution center would be erected on the easterly Lot No. 3, which is 13.85 acres in size. The Park's subdivision, approved earlier this year, also contains a westerly lot,No. 1,that is 6.6 acres in size and a central lot,No. 2, that is 16.42 acres in size on which a 292,000 square feet regional distribution center for an automotive parts distributor was recently approved. • The subject 13.85 acre parcel (Lot No. 3)has been zoned industrial for several decades, and the property comprising the Sullivan Avenue Industrial Park has been marketed for industrial development for many years. The community's Plan of Conservation&Development, adopted in 2013, encourages business development in business zones, including the Industrial Zoning District. • The subject site was primarily used as a golf driving range, which dates back to 1956, when it was the Long View Golf Driving Range operated by Abraham Patria. : The proposed regional distribution center on Lot No. 3, will be of a tilt concrete construction, and will include an office component(7,372 sq. ft.), and freezer and cold storage space. The building will be constructed to a maximum height of 40 feet to the top of panel in accordance with the Town regulations. The primary vehicular entrance for this building, and indeed for the entire industrial park, will be at the signalized intersection of Rye Street and Sullivan Avenue, essentially creating a fourth leg. It will allow all vehicular movements. This will necessitate adding a left turn lane on westbound Sullivan Avenue. This new entrance drive was previously approved by the Planning&Zoning Commission as part of the subdivision application, and as part of the site plan s ; • application for Lot No. 2. A secondary egress drive, allowing all vehicles to exit the site onto eastbound Sullivan Avenue, is proposed on Lot No. 3 and is in general accordance with the overall concept master plan previously reviewed and approved by the Town during the site plan approval process for Lot No. 2. The distribution center will be a low traffic volume generator that will be served by an internal private driveway constructed parallel with Sullivan Avenue, affording access to the signalized intersection for egress and ingress, and also to and from Route 5 via cross access : easements as such driveway is constructed. The building will have a circumferential driveway to accommodate emergency apparatus. The building entrance is centered along the east fagade, near the building's northeast corner, where there will be 71 parking spaces. The shipping and receiving areas are along the westerly fagade, along with trailer parking, and an additional 9 parking spaces at the dock office. A modification of minimum required parking spaces is requested to reduce the number of spaces to a number appropriate for the distribution center employees and visitors. The 80 proposed spaces will amply meet the facility's needs, as determined by the tenant's experience with similar facilities. Further, given that this building is being expressly designed for a : distribution center tenancy, and under a long term lease, additional parking is unnecessary and unlikely to be desired under a future occupancy scenario. By eliminating the construction of : unnecessary and unwarranted parking spaces,we are also holding the stormwater runoff rate to a minimum, and reducing non-point source pollution typically associated with parking lots. The engineered stormwater drainage system will attenuate stormwater discharge rates and achieve applicable water quality standards. A prominent feature of the Park is the 1.77 acre water quality basin along Route 5. Another 0.50 acre water quality basin is proposed on Lot No. 3 (at the northeast corner). The majority of Lot No. 3 will drain to the already approved bio-swale on Lot No. 2, and eventually to the basin on Lot No. 1. Another element is the creation of a 0.72 acre : wetlands area at the extreme southerly end of Lot No. 3, which will mitigate the impact on the Park's three isolated wetlands of low value, including two pockets near the railroad tracks. The northeast corner of this lot, as well as the areas easterly and southerly of the proposed building, and part of the roof, will drain to this new wetlands. Site lighting will meet the industry's dark sky compliance standards, and will ensure an adequate and evenly distributed lighting system, while avoiding off-site illumination. Of the site's luminaires, three of them will require a waiver up to the maximum allowable 35 feet height in order to achieve appropriate lighting standards (adequate and evenly distributed lighting) in the expansive shipping and receiving area to achieve maximum safety for the personnel and traffic : during shipping and receiving operations. No adverse impacts are anticipated with this waiver because the location of these fixtures is far away from other properties and streets, the site is flat, and there are no nearby residences, among other factors. In conclusion, with the proposal to develop a 167,763 square feet regional distribution center on Lot No. 3,this application marks the second development proposed in the Park, which will add appreciably to South Windsor's grand list, employment opportunities, and industrial base. The applicant and its design team appreciate the Commission's consideration of this application. The proposed development will include the construction of a 167,763 square foot industrial building to be utilized as a regional multi-state food distribution center. The building will be built in one phase and anticipated to be erected in 2015. This building will be accessed through a signalized driveway entrance on the abutting Lot 2 site, which is another distribution center presently under construction. Refer to the site plan drawings, entitled — "Sullivan Avenue Industrial Park, Regional Distribution Center, 175 Sullivan Avenue, South Windsor, Connecticut, prepared by Design Professionals, Inc., dated 515115", as amended, for information regarding the proposed property development. Pre-Development Site Conditions The surficial characteristics of the site can primarily be classified as farm fields, grass associated with an existing golf driving range, and wooded areas. The site topography consists of relatively flat (1% or less) in the majority of the site with the highest portion of the site at about elevation 82 along Sullivan Avenue. The central portion of the site is about elevation 78.4-79 (about 650' south of Sullivan Avenue) and then the site rises back up to about elevation 80 at the southerly property line (about 1,100' south of Sullivan Avenue). About 0.5 acres in the northwestern portion of the site drains to the catch basins located along Sullivan Avenue and eventually gets discharged to the Scantic River via a subsurface storm sewer system in Commerce Way. About 1 acre in the northeast corner of the site appears to drain to a depression area and is contained on the property where it appears to infiltrate back into the soils in that location. The remaining southerly portion of the site, representing about 85% of the tract area, discharges to Wetland Areas #2 and #3 in the central portion of the tract. This runoff appears to infiltrate back into the soils in this depression area and, during the larger storm events, may overtop an earthen berm along the eastern property line and flow into a ditch along the railroad tracks. It is expected that overtopping runoff from Wetland Area #3 ultimately discharges to the Connecticut River. In order to establish a hydrologic comparison between pre- and post-development conditions, an evaluation was performed to quantify the peak rate of stormwater discharge to each of the designated areas within and off the site. Methods outlined in the U.S.D.A. Natural Resources Conservation Service's Technical Release 55 (Urban Hydrology for Small Watersheds), were followed in predicting the peak rates of runoff 1 and volumes. Hydraflow Hydrographs (version 2012) computer modeling software was used as application. The peak rate of stormwater runoff discharging to each of the isolated wetland systems, and neighboring properties were determined for the 2-, 10-, 25-, and 100-year storm events. Post Development Site Conditions Scannell Properties #234, LLC proposes to develop the property by constructing a 167,763 square foot industrial building and associated site improvements including a fire tank with fire suppression apparatus, paved access drive around the entire building for fire protection, loading dock access on the west side of the building, parking areas on the north, northeast and southeast sides of the building, exit drive onto Sullivan Avenue, a water quality basin on the northeast corner of the site, utilities, landscaping and associated site improvements. Based on the size of the development and the flat site conditions, low impact development design criteria was incorporated as much as possible into the site design, including sheet flow with paved leakoffs in lieu of catch basins and point discharges, water quality basin and bio-swales for water quality, grass vegetated channels to promote infiltration and groundwater recharge similar to the existing conditions, direct "feed" to the wetland mitigation area to support wetland recreation, and riprap swales in steep areas to prevent erosion and sedimentation. Stormwater runoff from the majority of the roof of the building, the western portion of the paved multi-modal pathway, the northwestern access drive/parking area, the grassed vegetated swales on the north side of the building (west portion), and the loading dock areas will be directed to the bio-swale being constructed in conjunction with the industrial building construction on the property to the west. The roof will drain into roof scuppers and piped under the loading dock area directly to this bio-swale. Stormwater runoff from the paved multi-modal pathway will drain to the grassed vegetated swales on the north side of the building (east portion) and be piped into a new 0.5± acre water quality basin at the northeast corner of the building. The paved access drive and parking area at this location will also drain into this basin. The remaining grassed/paved areas along the southeast and southern side of the building and the southern portion of the building roof will be directed to drain into the grass vegetated swale and wetland mitigation area on the eastern and southern sides of the building. These areas are also connected to the water quality basin via the grass vegetated swale. During large storm events when the water quality basin, swale and wetland mitigation area fill up to elevation 79.5±, stormwater will overflow via a modified rip rap spillway, into another grass vegetated swale that directs this flow into the bio-swale on the property to the west. 2 The bio-swale was designed in conjunction with the adjacent building construction and discharges to the industrial park's main detention basin at the western corner of the industrial park. This basin has been designed to attenuate all storms from the build-out of the 3 lots in this industrial park, providing no increase in peak rate of stormwater runoff for the 2-, 10-, 25-and 100-year storm events. Water Quality The proposed water quality basin was designed to retain a minimum of 48::L inch depth permanent pool. Plantings inside the basin will be included to facilitate removal of nitrogen, metals, and other pollutants associated with pavement runoff. The permanent water pool will likely enhance pollutant removal through mechanisms such as sedimentation, biological uptake, microbial breakdown, gas exchange, volatilization, and decomposition. The Connecticut DEEP Stormwater Quality Manual recommends a minimum pond volume that is equal to or greater than the calculated water quality volume for the site. The proposed water quality basin volume (permanent pool volume) will meet or exceed the CT DEEP criteria. All point discharges into the water quality basin will include riprap aprons to provide further reduction of sediment deposition into the basin. The aprons will diminish possibilities of erosion by dissipating the energy associated with proposed discharges. Similar riprap aprons are provided at all outlets. Conclusion It is our opinion that the proposed stormwater management design as presented on the accompanying site plans, will not pose any significant detrimental impacts to the environment surrounding the site. In developed areas, all peak flows are being attenuated at substantially reduced levels in comparison with existing conditions. 3 Bub aris;fl Traffic A S S O C 7 A T E S Planning Engineering*Design To: Michele Upe, Director of Planning,Town of South Windsor 6Nait Michele.Lipe@southwindsor.org Phone: (860)644-2511,X252 From: James G. At full build-out the three-lot subdivision may include three buildings along the Sullivan Avenue frontage served by four site drives: one on John Fitch Boulevard (Route 5),and three along Sullivan Avenue. Reference is also made to the Full Build traffic analysis dated January 30, 2015 that was prepared for the previous master plan full build scenario that evaluated the traffic impact of the subject development consisting of a total of 518,870 square feet of building area served by 264 parking spaces. It was concluded in that traffic impact study that the subject development should not adversely impact traffic operations on the surrounding roadway network in the year 2018 when the subject development is expected to be fully developed. Building 1 has been approved by the Town and construction of same should begin very soon. Building 2 is now the current subject for approval before the Town and is slightly smaller and to be served by fewer parking spaces than for Building 2 as previously estimated. Reference is made to Revised Table A on the next page which summarizes the previous and current development proposals. A review of the table shows that Building 2 is now proposed to be 167,763 square feet in building area, or 8,637 square feet smaller than before, and will be served by 80 parking spaces, or 70 fewer spaces than before. Additionally, whereas the previous proposal included a right-tum in I right-tum out only site drive on Sullivan Avenue immediately in front of Building 2 on Lot 3, OSTA has requested that this site drive be configured as a right-tum outbound only drive, with the previous right- turn inbound movements relocated to the proposed main site drive to the west of this location. Therefore, as you and I discussed, a revised traffic study has NOT been prepared or submitted for the minor change in Building 2 from what was previously proposed since: (1) The current Building 2 development proposal is smaller than the prior proposal with a corresponding minor reduction in trip generation, and (2) The change in the east site drive configuration from the prior proposal to remove the eastbound right-turn inbound movement results in a minor shift of vehicles of only 13 to 49 vehicles per hour during the weekday am and pm peaks. At full build-out the three-lot subdivision may include three buildings along the Sullivan Avenue frontage served by four site drives: one on John Fitch Boulevard (Route 5), and three along Sullivan Avenue. The DEEP does not advise "after the fact" permits. In a case such as the Main Street situation, DEEP recommends issuing a cease and restore order, or a restore order. The Town has determined there is the potential of impact to a wetlands and can be required that it be remedied. A hearing can be requested to appeal the order. Mr. Folger stated that erosion controls have been installed and seem to be effective. The Commission was in agreement to have the restoration of the area done as soon as possible. Mr. Folger estimated repairs would take three to four weeks. The cease part of the order would reference ceasing the impact to the wetlands. Motion to: the Wetland Commission,to address the situation at East Windsor Hill and Main Street, crossing of the unnamed brook, states that a cease and correct order be issued to stop further impact to the wetlands and to correct the situation to prevent future impact. Respectfully submitted, Donna Thompson Recording Secretary MEMORANDUM To: Michele Lipe, Town Planner From: Jeffrey Doolittle, Town Engineer Date: 5/22/15 RE: Application 15-28P— Regional Distribution Center— 175 Sullivan Ave Engineering has reviewed plans received 5/5/15 for the above application and has the following comments: 1. The proposed exit driveway to east bound Sullivan Ave is shown intersecting this road at a very small angle (about 15 degrees) and looks like an entrance lane or ramp. This is Not a good design. Driveways should be designed to intersect roadways at as close to a 90 degree angle as possible, similar to an intersection. Designing a driveway to intersect a road at a small angle makes it difficult for a driver entering the road to see approaching traffic in the lane they are entering, because they must look back over their shoulder which is difficult. The drivers effective sight line is reduced if they can not easily look back over their shoulder. This driveway should be redesigned to connect with Sullivan Avenue at an angle as close to 90 degrees as possible, as is shown in the overall Concept Plan. 2. Eliminate the slight "S" curve in the propsed exit driveway and straighten out this driveway to Sullivan Avenue as this curve may be difficult for large trucks to maneuver. 3. Label all signs and lines (stop, lane, parking, etc) on the plans. 4. 1 suggest signs and/or a gate be installed at the beginning of the fire lane to the south of the parking area on the east side of the building. These will let drivers know it is a fire lane, not for through traffic, and not for parking. 5. Is a paved access drive to the fire tank needed? This is not shown. 6. the proposed berm in front of the building (along Sullivan Ave) needs to be longer and higher to provide any screening of this building. 7. The first rip rap channel from the parking lot to the water quality basin to the east of the building should be modified to start at the east end of the paved leak-off and go straight into this basin at an angle. This will work better than coming off the side of the leak-off and then turning 90 degrees into the basin. 8. The plans show roof drains and leaders from the west side of the building to the swale on Lot 2. No roof drains or leaders are shown on the east side of the building, so the only water going to the eastern water quality basin is from the eastern parking and part of the front parking lot. Is this correct? 9. Water will not flow much in the long flat swale heading south from the eastern water quality basin to the wetlands mitigation area. Water will back up in the wetlands mitigation area and the eastern swale and the eastern water quality basin because the only outlet from the wetlands mitigation area is a rip rap emergency spillway at elevation 79.5 and the long flat swale is shown at elevation 78.5. This may also cause part of the eastern parking area to flood. The elevations and channels in the eastern and southern drainage system need to be checked and revised or explained better. 10. Label the wetlands mitigation area to the south of the proposed building and show the grading and elevation contours for this area. 11.The sanitary sewer lateral from the building to the manhole in Sullivan Ave should have at least a 2% slope per Town standards, not 1% as shown. 12.Calculations and estimates of the wastewater flows expected from this building need to be provided. 13.An access easement to the Town of South Windsor is needed from the proposed sanitary manhole to Sullivan Avenue for inspection and maintenance 14.The electric, cable, telephone and gas utilities for this building need to be shown. 15.The detail sheets include details for an underdrain, and gravel road to outlet structure but these are not shown on the plans. Please explain. 16.The details for the rip rap swale and level spreader need to include 6 inches of gravel between the geotextile/filter fabric and rip rap. 17.This plan must be submitted to the WPCA for their review and approval to connect to the Town's sanitary sewer system. Daily(24 hour period)count of automobiles in and out of the facility is expected to be 55-60 total of which 35-40 autos will arrive at the site between 5:00 am-9:00 am and then depart from the facility between 2:30 pm—5:30 pm. Approximately 20 automobiles will arrive at the facility(for second shift operations)at approximately 4:00 pm and then depart from the facility between 12:00 am—2:00 am. The facility will receive approximately 20 trucks per day, generally between 5:30 am—12:00 pm. Approximately 10 trucks are to be dispatched daily between 4:00-5:00 am and will return to the facility generally by 6:00 pm daily. 3) Will refrigerator trucks be parked on-site overnight? If so,will they need to run 24/7 and will they generate noise? The intended user will operate a refrigerated fleet. Trucks are cooled before and during loading. The reefer units are set on an auto-cycle and shut off once the set temperature is achieved and only re-start when refrigeration is needed to maintain the set temperature, about 50%of the time. 4) Will the traffic lights on Sullivan Avenue be synchronized as a part of this project? The traffic signals on Sullivan Avenue are too far apart to synchronize, though ultimately this is ConnDOVs decision. Please call me if you should have any other comments.Thank you. Peter R. Request for site plan approval for a 167,763 sq ft distribution facility on L acres of property, located on the recently created Lot#3 of Sullivan Avenue Industrial Park, to be known as 175 Sullivan Avenue, I zone. 2. The maximum ' rvious co lowed is 6 o, 8% proposed. osed building height is 40 eet; 4 eet al wed. The bu' ' g setback b29 feet feet min' required. ' ' ' nlu_ 3. The site is entirely surrounded by industrially-zoned property. The applicant is meeting the required interior landscaping requirement of 10% through plantings and islands throughout the parking areas. A landscaped berm, 5-6 feet in height along Sullivan Ave, has been proposed to screen the parking and loading dock areas. Varieties of deciduous and evergreen plantings are proposed on the berm and will be similar in design to the adjacent site and are proposed as larger at planting as was required with Lot#2. A ten foot multi-use path approved with the subdivision is shown along the Sullivan Ave frontage. 4. The parking requirement based on the zoning regulations for the warehouse and office breakdown is 182 spaces. The plan shows 80 spaces and the developer is requesting a modification to the number of parking spaces (102 spaces) in accordance with Section 6.4.9. This allows the PZC to reduce the number required when demonstrated that: • The increase in stormwater run-off rate shall be held to a minimum by reducing the parking spaces, and/or • The applicant demonstrates through actual experience that a lesser number of parking spaces will suffice, and further that due to the nature of the building or business, future owners/occupants of the building are also unlikely to need to number of parking spaces required by the zoning regulations. The applicant has indicated that based on the tenant's experience, the 80 spaces meets their needs and reduces unnecessary increase in storm water run off. 5. The loading docks for this building are located on the westerly side of the building way facing the loading docks for building #l. The facilities hours will be: 3Pm on Sundays through 6 PM on Fridays with occasional hours on Saturdays. 6. An updated traffic report has been submitted for this project outlining the square footage reductions from the original report. At staff's request, the applicant did provide the following breakdown of vehicular usage on site: 1 • Daily (24 hour period) count of automobiles in and out of the facility is expected to be 55-60 total of which 35-40 autos will arrive at the site between 5:00 am - 9:00 am and then depart from the facility between 2:30 pm— 5:30 pm. Approximately 20 automobiles will arrive at the facility (for second shift operations) at approximately 4:00 pm and then depart from the facility between 12:00 am— 2:00 am. • The facility will receive approximately 20 trucks per day, generally between 5:30 am— 12:00 pm. Do these trucks stay on site or leave after emptied? • Approximately 10 trucks are to be dispatched daily between 4:00 - 5:00 am and will return to the facility generally by 6:00 pm daily. 7. Because the intended user of the site will have refrigeration trucks, we have asked the applicant to address any potential noise that may be generated by the trucks on site. As with any business in town, this business would be subject to the Town's Noise Ordinance. 8. This property is subject to the access management regulations and all easements were secured with the original subdivision approval. There is an internal access drive parallel to Sullivan Ave that will service this lot as well as a right only exit on the eastern end. 9. Office of State Traffic Administration approval is required; and OSTA has full jurisdiction over traffic signals and road improvements on State roads. 10.All proposed lighting has full cutoff fixtures and the pole height 25' poles as well as wall paks on the buildings. Similar to the adjacent building, the applicant has requested a waiver to be allowed to-h ve 3 (three) 35 foot high poles in the loading dock area. The Commission can greet this Wvaiver after finding that: , 1 • traffic or other hazards v,ill not be created; general property values will be conserved; :F • no adverse effects on existing uses M the area; general welfare of the community will,be served; no adverse environmental impacts willbe created; • topography of the land makes the property suitable for higher poles. 11.The applicans has provi a colo d-eleuatier fTi c n ef, have both a free standing and building gnage 12.Architectural and Design Review Committee reviewed the proposal on May 21, 2015. It was represented that there would be many similarities in materials and colors of the two distribution facilities. One difference is the type of lighting to be utilized on site. This site will have LED lighting and the adjacent site will not. The ADRC was satisfied with the proposal as presented. 13.The Fire Marshal has reviewed the plans and has requested that the plans be modified so that all egress doors lead to a public way via a paved sidewalk. 14.There are regulated wetlands on the site. IWA/CC approved this application May 20 with standard approval conditions and the following bonding requirements: A bond shall be collected in the amount of$20,000 placement and maintenance of erosion and 2 sediment controls, and $20,000 for installation of storm water systems. I wetlands mitigation bond was posted previously. 15.Public water and sewer are provided. Water Pollution Control Authority is required. If this application is approved, the planning department has no additional modifications to request. 3 041 N se', 0 x F' a 4 Tov ?d&U&01t we 1540 SULLIVAN AVENUE • SOUTH WINDSOR, CT 06074 IdsoR.co`'` TELEPHONE (860) 644-2511 Certified #70111570000063328475 May 27, 2015 Peter DeMallie Design Professionals, Inc. 21 Jeffrey Drive South Windsor, CT 06074 RE: Appl. #15-28P—Regional Distribution Center II, 175 Sullivan Avenue Dear Mr. DeMallie: At the May 20, 2015 regular meeting, the Inland Wetlands Agency/Conservation Commission approved Appl. #15-28P—Regional Distribution Center II - 175 Sullivan Ave., Lot#3 - IWA/Conservation Commission application for an industrial site plan. Buonanducci, representative for the Local Traffic Authority for the Town of South Windsor, concurred with the above recommendations on June 22, 2015. Page 3 of 4 Report of Findings Traffic Investigation Report No. 132-1501-01 Town of South Windsor Sullivan Avenue Industrial Park Description: Sullivan Avenue Industrial Park is a proposed 518,870 square foot mixed-use (warehouse/office) facility with 264 parking spaces, located on the south side of Route 194 (Sullivan Avenue) east of Route 5 (John Fitch Boulevard)in the Town of South Windsor. Access-On Route 194 as follows: • signalized full-access main driveway opposite Rye Street. • right-turn in-and-out west driveway. • right-out only east driveway. A right-turn in-and-out access driveway will also be provided on Route 5. Division of Traffic Engineering_ Concerns: Route 194 at Rye Street and Site Drive: The applicant proposes to convert the existing painted island on the east leg of Route 194 at its intersection with Rye Street to a left-turn lane onto the site driveway. The Department questioned if this proposal would impact the right-turning capability of the westbound WB-62 design vehicle from Route 194 into Rye Street. A Google image showed a truck utilizing the existing painted island to initiate-a right-turn maneuver. The applicant's engineer conducted a truck traffic study which documented the trucks in and out of Rye Street to be WB-50 design vehicle type and not WB-62 design vehicle. The engineer demonstrated that a WB-50 design vehicle would not encroach on the centerline of Rye Street turning from the adjacent lane to the curb. However, it should be noted that any westbound WB-62 design vehicle turning right from Route 194 onto Rye Street would be required to utilize the entire width of Rye Street in order to complete the maneuver since the existing width of the painted island will no longer be available. In a letter dated May 7, 2015, Chief Matthew Reed, the Local Traffic Authority for the Town of South Windsor stated, "We have no issue with the forthcoming loss of the existing median area on the east leg of Sullivan Avenue for the westbound right turn lane. We don't anticipate this change causing any problem as this area has not been the sight of any particular traffic concerns." Route 194 at the easterly Site Drive: The Department commented on the concern with the originally proposed right-turn in-and-out east access site driveway on Route 194 due to the proximity of the railroad tracks. It was determined that this site driveway should be limited to a right-turn out only in order to reduce the possibility of the westbound vehicles stopping to make an illegal left-turn maneuver into the site driveway and potentially creating a queue that could extend to the railroad tracks.
