RE: The Residences at Evergreen Walk&Commercial Development
Stormwater Management Summary
Tamarack Avenue,South Windsor, Connecticut
F&O Project No. 2000-481.A92,2000-481.A15
Dear Ms.Lipe:
Fuss &O'Neill previously prepared a master plan which included a Stormwater Management
Report to evaluate the adequacy of the proposed stormwater management system at the Town
Square at Evergreen Walk development behind the Promenade Shops at Evergreen Walk on
Tamarack Avenue in South Windsor,Connecticut. This master plan and Stormwater Management
Report was previously approved by The Town of South Windsor for the development in 2011. In
September 2013,Fuss& O'Neill prepared a Stormwater Management Summary for The Haven at
Evergreen Walk along with the Cambria Suites hotel unit which refined the original plan and
associated stormwater management report.
The design for Town Square has been modified while the design for the Cambria Suites hotel unit
remains as depicted in the previously approved Stormwater Management Summary. We have
prepared this narrative to serve as a supplement to the Stormwater Management Report(2011) and
Stormwater Management Summary(September 2013).
The Residences at Evergreen Walk is the proposed development for Unit 7B,while the commercial
146 Hartford Road development is proposed for Units 7D and 7E. Unit 7B is a 10.59 acre unit which will contain nine
Manchester,CT
06040 residential buildings. Units 7D and 7E are 1.50 acres and 0.86 acres,respectively. As a result of
t 860.646.2469 this modification, the layout of the buildings, parking areas, clubhouse, and Town Square green has
800.286.2469 been updated. With the exception of these revised features and revisions to the plans, the
f 860.533.5143 remainder of the proposed development and engineering of the development is consistent with the
www.fando.com previous applications. Construction of the 2.76 acre unit 7A Cambria Suites hotel is anticipated to
Connecticut commence in the Spring of 2015. There have been no changes between the proposed hotel in the
Massachusetts September 2013 application and this current application.

The following sections of the report and appendices have been updated to reflect the designs for
The Residences at Evergreen Walk and the commercial development:
• Peak Flows
• Drainage analysis of the proposed conditions
• Storm Sewer Sizing
• RipRap Apron/Plunge Pool Calculations
• Water Quality Volume and TSS Removal Calculations
The drainage analysis of existing conditions for the Site,as well as the remainder of the other
sections of the previously approved stormwater management report and summary, have not
changed as a result of the updated plans for the project, and have not been included with this
summary. To demonstrate that the proposed modifications will perform consistent with the
previously approved stormwater management design, hydrologic and hydraulic analyses were
performed.
Proposed Conditions
The Development project has been updated from a master plan design to the proposed
developments including The Residences at Evergreen Walk and Cambria Suites. There is a modest
change in the impervious area between the master plan proposed conditions and the proposed
developments. The master plan included approximately 18.5 acres of impervious area, while the
proposed developments include 19.4 acres of impervious area. The overall watershed areas
contributing to the detention basins and drainage outfalls have not changed.
As a result of the proposed development and stormwater management design, peak flows
discharging from the both the existing Detention Basin 1 and the proposed Detention Basin 2
decrease from existing conditions, and are below the peak flow discharge approved in the State
Traffic Commission Drainage Report, prepared by Fuss and O'Neill, revised dated July 27,2007
(STC Drainage Report),which is the master stormwater plan for the entire Evergreen Walk LLC
property.
For the peak flows that discharge from Detention Basin 2 and the outfall design point, level
spreaders provided for the building roof runoff on the northern portion of the Residences at
Evergreen Walk reduce the peak flow rate discharging toward the outfall design point at Detention
Basin 2. In addition,Detention Basin 2 was modeled without Detention Basin 2a (future basin).
Detention Basin 2a will be constructed as part of the future development of Unit 7C,as it is not
required at this time to mitigate stormwater peak flows from the proposed improvements.

Modeling indicates consistency with the original stormwater management report and STC Drainage
Report, but for brevity we have only included the master summary of the analysis and not the
modeling results in this report. These calculations can be provided upon request.
Design of the stormwater management pipe network has been updated to reflect the new site
improvements. The StormCAD output indicates that all of the proposed pipes will have adequate
capacity to not only manage the Town of South Windsor's 10-year design storm but also the 25-
year design storm. The majority of the proposed building roofs are included in the catchment areas
for their respective discharge locations, with the exception of the building roofs that discharge

directly to level spreaders. These include Buildings 7,8,and 9. The updated calculations are
provided in Appendix B.
Post Construction Water Quality
Stormwater Best Management Practices (BMPs) and Low Impact Development(LID) design
techniques will protect wetlands and watercourses following construction and have been
implemented in the updated design. LID elements that have been incorporated into design and are
consistent or unchanged with the previously approved application include:
0 A pavement sweeping program
• Deep catch basin sumps
0 Rain gardens
• Discharge forebays/stilling basin
0 Level spreaders
• Water Quality Swale
• Detention basins with wetland microtopography and plantings
These elements will combine to form a stormwater treatment train. Stormwater runoff collected in
the rain gardens, catch basin and piping system will flow into stilling basins/pre-formed scour holes
or level spreaders. The stilling basin has been sized to reduce energy from the site discharges and
protect soils from scour. Some infiltration from the stilling basins/level spreaders into surrounding
soils will occur, but is not accounted for in the calculation. A calculation for sizing the pre-formed
scour hole/stilling basin is presented in Appendix C.
The water quality flow rate/volume and TSS removal for the site were calculated and addressed
using a treatment train approach. The updated calculations are presented in Appendix D. The
stilling basin/forebay and rain gardens will remove sediment from the first-flush of runoff(1-inch
of rainfall) prior to discharging stormwater into the rain gardens and detention basins. The rain
gardens and the water quality Swale will increase soil and vegetation contact time, and will remove
nutrients that may be present in runoff. The calculations demonstrate the project meets the state
and federal regulatory goal of the stormwater management system, which is to remove 80%of total
suspended solids (TSS) from runoff,as well as provide adequate storage of the full water quality
volume.
Design measures and analyses incorporate commonly accepted BMPs and elements of LID,and are
consistent with methods and guidelines set forth by the CT DEEP Stormwater Quality Manual,
Connecticut's and federal stormwater regulations and the Town of South Windsor.

Summary
Peak runoff rates leaving the proposed developed site will decrease compared to existing condition
flows, and are below the previously approved STC full-build design flows. Water quality
improvement will be achieved by Best Management Practices. These BMPs are designed to remove
80%of Total Suspended Solids that may be present in runoff from the site and are also consistent
with the previously approved design. The stormwater management system design meets the
requirements of the Town of South Windsor Improvement Specifications, the Connecticut
Stormwater Quality Manual and Connecticut and federal stormwater regulations.

Subject: Projects
Michele,
1) Met with Valerie Hodder from CT Water and Andy Krar from DPI on the Sullivan/John Fitch
development this morning. All parties have come to an understanding on how to supply water to
all three lots. DPI also understands the implications of certain sprinkler designs on the site
layout i.e., fire pumps and water tanks.
2) I reviewing the commercial development for Evergreen Walk, I would be looking for the
parking lot to tie into the North access road for the apartments instead of the dead end as shown.
This would provide two access points to the development and free up access for the hydrant
located on the access drive.

MEMORANDUM
To: Michele Lipe, Director of Planning
From: Jeffrey Doolittle, Town Engineer
Date: 1/26/15
RE: Application 15-05P—Commercial Development at Evergreen Walk
Engineering has reviewed the site plan modification for the above application and
has the following preliminary comments:
1. There needs to be a paved connection (2 lanes wide) between the residential and
proposed commercial development, at least for emergency vehicle access.
2. Provide a sidewalk from the commercial development to the residential
development.
3. There should be accessible ramps everywhere sidewalks end at driveways or
parking lots.
4. Where will dumpsters be located on the commercial parcel?
5. This site design is fairly flat, all 4 buildings are at the same elevation and there is
not a lot of slope in the driveways and parking lots. Having more variations in
elevation through this site might reduce the retaining wall heights needed.
6. Include a 4 ft high fence and possibly a guiderail on top of the wall next to the
sidewalk at the southern end of the commercial site.
7. There needs to be a guiderail and possibly a 4 ft high fence on top of the wall at
the end of the parking spaces and driveway at the northern end of this site.
8. Provide more elevations for the top and bottom of the eastern section of the
northern wall. Correct the TW and BW elevations shown by the second parking
space from the eastern end of this wall.
9. To keep the existing evergreen walk storm drain system working, the main
drainage connection from the existing evergreen walk storm drains through the
new storm drains in the commercial property and the residential property needs to
be made as soon as possible when construction begins on the residential or
commercial sites. Temporary drainage pipes or swales may be needed.
10.The proposed sanitary sewers laterals for the commercial buildings should all
have a slope of at least 2%. Lowering the invert elevation of the proposed SMH
193 and eliminating the drop in this manhole will increase the slopes.
11. Provide expected sanitary sewer flows from the commercial buildings to verify
sewer pipe sizes, slopes and minimum velocities are acceptable.
1
12.A sewer header pipe inside/under each building needs to be at least 6 inch
diameter.
13. No trees or other large shrubs are to be planted over the proposed sanitary sewer
lines or other utilities. The landscape plan shows at least 8 large trees over utility
pipes. Revise the landscape plan accordingly
14.WPCA review and approval of this modified site plan is required.
15.All catch basin grates need to be the type that are bicycle friendly and should be
galvanized.
Please contact me if you have any questions.

approved as one project with a number of approval conditions that spelled out
specific thresholds that triggered specific improvements.
2. With the original approval, the applicant presented their proposal and schedule to

Now that the project is being broken down into three pieces, from the site plan
approval perspective, it is still incumbent on the applicant to demonstrate how the
2:1 ratio is being met and how the total project is being phased.
3. A revised "Table of Ratios and Uses", the construction timeline, and proposed
phasing narrative presented tonight for the Commission's consideration. If
approved, the Substitute Attachment A and Special Conditions would continue be a
part of the original 2011 approval.
4. The proposal for the Development Area Plan includes:
• 200 residential dwelling units totaling a net of 208,900 square feet;
• 105,453 square feet of commercial space including a 121 room hotel with a total
of 73,293 square feet.
5. The specific site changes to the site layout and architecture include: proposal for nine
apartment buildings, three stories in height and include some garages; the addition of
a 6,000 sf clubhouse with outdoor pool; and location of refuse containers, mailboxes
on the site. The applicant is also proposing to add two units that will be used for
marketing purposes only and will not count toward the residential unit count.
6. The commercial changes include the relocation of the office buildings to the front of
the site with access directly off of Tamarack Ave. All other elements of the plan are
in tact (lighting, landscaping, etc.) A detailed landscaping plan for the entire project
has been prepared calling out the specific species of trees and plants with sizes
proposed.
7. The ADRC reviewed the building changes on Thursday, January 15th and were very
pleased with the changes in the site design and architecture. They felt the apartment
layout was more conducive to a creating a community. It was understood, as with the
original approval in 2011 that the applicant would be returning for architectural
i
design of the office/commercial component as no tenants have been identified at this
time. The ADRC forwarded a favorable recommendation for the project.
8. The required parking for the development area of the apartment is 350 spaces, with
324 spaces being provided with 26 garage spaces. The parking for the other
commercial areas include 120 spaces for the hotel and 103 spaces for the other
commercial. Sheet G102 gives an overall breakdown of all the uses and the
applicable zoning requirements.
9. The Open Space requirement for the residential development is 750 sf for each
residential unit. It is the applicant's intent to meet this requirement by providing the
town green, a trail system (5 feet wide) adjacent to the residential area and extending
west and north on the site and open areas of green space around the site. We request
the applicant to breakdown the square footages of the various open space
v components on the zoning data table.
IO.Pedestrian access has been provided throughout the site with two connections being
made to the existing Shops. As previously discussed b the applicant, there are some
; g P • P Y Y Pp ,
road and signal improvements being incorporated into these plans as required by
their State approval. Crosswalks and the addition of a pedestrian phase to the
existing light at the Buckland Road and Tamarack Ave intersection has been
incorporated and will be completed prior to the occupancy of the apartments.
11.0ther specific concerns the PZC incorporated into the original approval involved
the completion of the inter connection with pedestrian access behind LA Fitness to
Tamarack Ave. including a sidewalk connection. We also asked them to incorporate
safety improvements for the pedestrian crossing at Tamarack Ave. and Evergreen
Way which was completed with the blinking light at that intersection in lieu of a
four-way stop sign. That blinking light and the associated sidewalk coming up
Tamarack Drive from the new development has been completed.
12.There are regulated wetlands on the site. IWA/CC approved the site plan
modifications with conditions on 1/21/15 and required the following bonds:
• Apartment Development(Appl 15-05P) Bonds shall be collected in the amount of$50,000
to ensure proper placement and maintenance of erosion and sediment controls; $50,000 for
installation of the stormwater structures; $24,000 for placement of wetland plantings, with a
five year inspection and maintenance program to ensure establishment of the wetland
plantings and maintenance of invasives.
• Commercial development(Appl 15-06P) Bonds shall be collected in the amount of$20,000
to ensure proper placement and maintenance of erosion and sediment controls; $10,000 for
installation of the stormwater structures.
13.Public water and sewer are available. WPCA approval has been granted to subject to
review of the final plans.
14.The Fire Marshal is satisfied with the layout of the roadways.

Report of Findings
Town of South Windsor
Evergreen Walk-Buckland Road
Traffic Investigation Report No. 132-0706-01
Description:
Evergreen Walk is currently certified for a total 1,239,000 square-foot gross floor area mixed-use
commercial development with 5,243 parking spaces. The developer is proposing to expand and change
the use of previously approved square footage for a total of 1,789,000 square feet with 6999 parking
spaces. The following is a breakdown of previously approved and currently proposed land uses:
Land Use Approved(sq-ft) Proposed(sq-ft)
Retail 384,000 734,000
Residential 0 300,000
Indoor Recreation 75000 75,000
Hotel 130:000 130,000
Office 650,000 550,000
Total 1,239,000 1,789,000
Access to the development will remain at four previously approved drives; three signalized drives
on Buckland Road and one unsignalized drive on Deming Street. The intersection of Buckland Road at
the southern site drive and the drive to Lowe's and Target will be modified as part of the proposed
expansion. The northbound approach of Buckland Road will be widened from four lanes to five lanes in
order to provide a double-left into the site drive. The southbound approach will remain as three lanes, but
the lanes will be shifted to maintain alignment for the through movement. All roadway widening will be
done on the west side of Buckland Road along the development's frontage. The other three drives will
remain as existing.
Generated Traffic:
The revised site is expected to generate a total of 1154 trips during the a.m. peak hour (840
entering, 314 exiting), 3380 trips during the p.m. peak hour (1429 entering, 1951 exiting) and 3361
trips during the Saturday peak hour(1771 entering, 1590 exiting). This represents an overall decrease
of 187 trips during the a.m.peak hour, an overall increase of 1356 trips during the p.m.peak hour and
an overall increase of 1437 trips during the Saturday peak hour from the previously approved
volumes. The Bureau of Policy and Planning has reviewed and approved these volumes.
Department of Transportation's Recommendations:
Buckland Street at the I-84 Eastbound Ramer
During the initial STC certification for Evergreen Walk in 2002, the developer proposed an
additional lane on the I-84 eastbound off-ramp to provide three lanes onto Buckland Street
northbound. At that time, it was felt that the overall capacity of the intersection could be improved by
revising the lane configuration on Buckland Street to provide a three lane northbound approach, and
that the additional lane for the off-ramp was not necessary.
Report of Findings
Town of South Windsor
Evergreen Walk-Buckland Road
Traffic Investigation Report No. 132-0706-01
Page 2
At this time, projected volumes indicate that additional capacity is again needed at this
intersection, and it is felt that an additional lane for the I-84 eastbound off-ramp should now be
provided. A preliminary design has been developed which realigns both the on and off-ramps and
widens Buckland Street. The revised intersection will provide the necessary roadway curvature to
allow for three lanes from the off-ramp to continue onto Buckland Street northbound and for a
channelized right-turn lane from the off-ramp onto Buckland Street souhbound. This preliminary
design has been agreed upon by the Town of Manchester, the Department of Transportation and the
developer. The existing traffic signal will also be revised based on the new geometry of the
intersection.
In conjunction with the additional lane on the off-ramp, overhead guide signs will be installed
to guide motorists to their desired lane. The exact location and specifications of the signs will be
determined during the encroachment permit process.
Developer's Recommendations:
Buckland Road at the southern site drive and the drive to Lowe's and Target:
In order to accommodate the additional site traffic generated by the revised development, the
developer proposes to widen Buckland Road to provide the following lane-use for the northbound
approach:
• A right-turn lane
• Two through lanes
• Two left-turn lanes
The existing traffic signal will also be revised based on the new geometry of the intersection.
Town of Manchester Concerns:
The Town of Manchester has expressed concerns regarding traffic operations along Buckland
Street, specifically from the I-84 eastbound off-ramp northerly to the town line. They are concerned
about the additional lane from the I-84 eastbound off-ramp allowing more vehicles off the ramp only to
cause delays downstream on Buckland Street. There is a federally funded project currently in
construction to upgrade the traffic signals and provide a closed loop traffic signal system in the Buckland
Hills area. The intersections along Buckland Street are included in this project. When the intersection of
Buckland Street at the I-84 eastbound ramps is revised as part of this development, the new traffic signal
will be coordinated into the new closed loop system. Also, force-off vehicle detection will be provided
on Buckland Street northbound to help prevent vehicles from queuing from the off-ramp through the
Buckland Street intersection when traffic is heavy on Buckland Street. The off-ramp is one-mile long, so
queues on the ramp are not expected to reach I-84.
The Town of Manchester has also expressed several concerns about several details relating to the
preliminary design of the intersection of Buckland Street at the I-84 eastbound ramps. Discussions have
taken place between the town, the Department of Transportation and the developer's consultant, and it has

been mutually agreed that these concerns will be addressed during the town's local approval process of
the traffic signal and intersection design.
Conclusion:
The above described improvements are expected to mitigate the traffic generated by the revised
site. A bond in the amount of$2,500,000 will be required to cover the cost of the improvements to the
state highway system. Additional bonds will be required to be posted with the towns of South Windsor
and Manchester to cover the cost of improvements on town-owned roadways.

Traffic Investigation Report No. 132-1110-02
Evergreen Walk- Buckland Road
Town of South Windsor
Description:
Evergreen Walk is a mixed-use commercial development located on Buckland Road in the town
of South Windsor. The development was originally certified in 2001 for a total of 1,239,000 square-
feet of building area with 5,243 parking spaces. All conditions of the original approval have been
completed; however, not all of the approved square footage has been constructed. On May 6,2008
under Traffic Investigation Report(TIR)No. 132-0706-01 the development was approved for an
expansion and change in use for a total of 1,789,000 square-feet with 6999 parking spaces. No part of
the expansion has been built, and the approval has been extended twice with the latest extension set to
expire May 5, 2012.
The owner is now planning to build part of the development, known as the Town Square, which
will consist of a portion of the not-yet-constructed square footage from the original approval plus a
portion of the square footage from the expansion approved under TIR No. 132-0706-01. The owner
is requesting permission to operate a portion of the square footage from the expansion without full
compliance with the conditions of TIR No. 132-0706-01. The following is a breakdown of previously
approved and currently proposed(Town Square) square footage of land uses and the new total that
will be allowed to be open without full compliance:

The offsite roadway improvements required under TIR No. 132-0706-01 are as follows:
1. That Buckland Road be widened at the intersection with the southern site drive and the drive
to Lowe's and Target to provide a right-turn lane, two through lanes and two left-turn lanes
on the northbound approach. This includes associated revisions to the existing traffic signal.
2. That the I-84 eastbound Exit 62 off-ramp at Buckland Street be widened to provide a four
lane approach to Buckland Street. In conjunction with this, the on and off-ramps would be
realigned,Buckland Street would be widened and the existing traffic signal would be revised.
Also, due to the additional lane for the ramp, overhead guide signs would be installed on the
I-84 eastbound Exit 62 off-ramp to guide motorists to their desired lane.

Report of Findings
Traffic Investigation Report No. 132-1110-02
Evergreen Walk-Buckland Road
Town of South Windsor
Page.2
The owner is requesting permission to open the Town Square portion of the expansion prior to
completing the roadway improvements described in No.2 above. The roadway improvements
described in No. 1 will be complete. The traffic generated by the Town Square portion of the
expansion represents approximately 65% of the previously approved site generated peak hour traffic.
The Bureau of Policy and Planning has reviewed and approved these volumes. The traffic being
added at the intersection of the I-84 eastbound Exit 62 off-ramp and Buckland Street should not
substantially affect the operation of the intersection. The town of Manchester was contacted and is in
agreement that the improvements described in No. 2 above will not be necessary under the partial
opening conditions. All required roadway improvements will be completed prior to completion of the
approved expansion.
