RECONSTRUCTION OF AVERY STREET
SOUTH WINDSOR,CONNECTICUT
February 11,2015
MMI 42186-24
The Town of South Windsor has received federal funding to reconstruct Avery Street beginning just
south of the intersection with Gray Road and extending northerly to a point approximately 320 feet
north of Beelzebub Road,a total distance of approximately 2,150 feet. Improvements will also be made
at the Avery Street intersections with Gray Road (50 feet)and Kelly Road (50 feet)and at the offset
intersection with Woodland Drive(80 feet)and Beelzebub Road (650 feet).
This project is in the vicinity of two streams and their associated wetlands: Avery Brook and Dart Brook.
Avery Brook crosses Avery Street at Sta. 17+40 through a pair of 38"x 57"corrugated metal pipe (CMP)
arch culverts. Dart Brook runs south along the west side of Avery Street north of Beelzebub Road and
enters a 30"reinforced concrete pipe(RCP)through a concrete headwall. It is then conveyed within the
road drainage system east along Woodland Drive, then south in a 42" RCP,and is eventually discharged
through a concrete headwall where it continues south and joins Avery Brook at the downstream
discharge of the Avery Brook culvert crossing. These culverts will be replaced or modified as part of the
reconstruction of Avery Street. This work along with general roadway replacement falls within wetlands
flagged by Mr. Matt Sanford,Certified Soil Scientist,of Milone&MacBroom, Inc. (MMI).
The overall regulated activity for the project, subject to review, has been divided into four areas as
described below. These areas are shown on the attached plans.
Wetland Activity Area#1
This activity is associated with removal of the existing pair of 38"k 57"CMP arch culverts and replacing
them with a 65"x 40"and 73"x 45"reinforced concrete pipe (RCP)arch culverts. The new culverts will
be installed at a slightly greater skew to improve inlet hydraulics. The outlet side remains at
approximately the same location as the existing outlet. New concrete headwalls will be installed, and
the inlet and outlet sides will be protected with riprap. An existing 10-inch sanitary sewer main will be
replaced on the east side of the road to facilitate excavation for and installation of the concrete
headwall: The sewer main will be bypassed while the headwall is installed. A water handling plan is
included in the attached plans to manage the flow during construction.
Area of Wetland and Watercourse Disturbance=0.04 ac. (1,907 s.f.)
Lineal Feet of Proposed Stream Alteration=45 I.f.

RECONSTRUCTION OF AVERY STREET,SOUTH WINDSOR,CONNECTICUT PAGE 2
Wetland Activity Area#2
This activity is associated with relocating the Dart Brook inlet on the west side of Avery Street to the
north approximately 80 feet. The existing endwall will be removed, and the existing 30-inch RCP will be
plugged and the channel filled. The new Dart Brook inlet will be located at Sta. 30+45 L where the inlet
and pipe can be oriented perpendicular to the roadway. A new concrete endwall fitted with a trash rack
will be installed and the channel regraded. Riprap will be installed at the inlet to provide erosion
protection. Dart Brook is an intermittent stream and does dry up during the summer months.
Area of Wetland and Watercourse Disturbance=0.06 ac. (2,666 s.f.)
Lineal Feet of Proposed Stream Alteration= 383 I.f.
Upland Review Activity Area#1
This activity is associated with the activities within the 80-foot Upland Review Area adjacent to the new
Avery Brook culvert replacement. It includes impacts on the north and south sides of the crossing. The
primary activities in this area are roadway excavation, paving, trenching, sidewalks, and driveway repair.
Total Regulated Area Disturbance(within 80-foot upland review area)=1.01 ac. (43,892 s.f.)
Upland Review Activity Area#2
This activity is associated with the activities within the 80-foot Upland Review Area adjacent to the new
Dart Brook inlet at approximately Sta. 30+45 L. It includes impacts for the reconstruction of Avery Street
and the realignment of Beelzebub Road. Activities include roadway excavation, paving, trenching,
sidewalks,and driveway repair.
Total Regulated Area Disturbance (within 80-foot upland review area)=0.44 ac. (19,117 s.f.)
The work will not commence until receipt of regulatory approvals. The culvert replacement work will be
conducted during the low-flow summer months. Erosion controls will be installed in compliance with
state and local guidelines. These details are included on the site plans and are described within the
submitted water handling plan. Once the culverts have been installed, the work area will be paved, and
any disturbed areas will be stabilized with seed and/or riprap as necessary.
The following permits are either pending or will be required prior to construction:
• U.S.Army Corps of Engineers Category I Permit(pending)

1.0 INTRODUCTION
On November 16, 2012, Matthew Sanford, a professional wetland scientist and certified soil
scientist with Milone&MacBroom, Inc. (MMI), delineated wetlands and conducted a wetland
assessment along the Avery Street corridor from Kelly Road to just north of Beelzebub Road.
Inland wetlands and watercourses along this corridor were delineated in accordance with the
regulations of the Town of South Windsor, Connecticut, the State of Connecticut Inland
Wetlands and Watercourses Act(CGS 22a-36 through 45), the regulations of the U. S. Army
Corps of Engineers (USACE) "Wetlands Delineation Manual' dated 1987, and the "Interim
Regional Supplement to the Corps of Engineers Wetland Delineation Manual: Northcentral and
Northeast Region"dated October 2009. State-regulated wetland areas consist of any of the soil
types designated by the National Cooperative Soils Survey as poorly drained, very poorly
drained, alluvial, or floodplain. Regulated watercourses consist of rivers; streams;brooks;
waterways; lakes;ponds;marshes; swamps;bogs; and all other bodies of water, natural or
artificial, vernal or intermittent, public or private, not regulated pursuant to sections 22a-28 to
22a-35, inclusive(tidal wetlands). Federal jurisdictional wetlands were delineated using the
three-parameter approach, which consists of the presence of hydric soils, hydrology, and
hydrophytic vegetation.
Weather conditions were clear and dry. Site conditions were suitable for wetland delineation
work. Soils were examined using a spade and Dutch auger. Geospatial data was accessed via
the United States Department of Agriculture-Natural Resources Conservation Service(USDA-
NRCS)web soil survey mapping for the project site. The web soil survey mapping is appended.
The following soil units were mapped for the project site:
-4 Raypol series
-4 Ninigret and Tisbury complex
Haven and Enfield complex
- Wapping series
Cheshire series

1.1 Upland Soils
The upland soils are derived from both glaciofluvial and glacial till deposits consisting of both
stratified and unstratified sand and gravel. The parent material of these soils consists of schist,
granite, gneiss, red sandstone, shale, and conglomerate. Upland soils were not fully delineated in
the field.
The Ninigret and Tisbury series consists of very deep, moderately well drained soils formed in
loamy over sandy and gravelly glacial outwash. They are nearly level to strongly sloping soils
on glaciofluvial landforms, typically in slight depressions and broad drainageways. Slope ranges
from 0 to 15 percent. Saturated hydraulic conductivity is moderately high or high in the solum
and high or very high in the substratum. Land uses associated with these areas typically include
idle,wooded, or used for community development. Common trees are red,white, and black oak;
red and sugar maple; white pine; gray birch;white ash; and hemlock.
The Haven and Enfield complex series consists of very deep, well drained loamy soils formed
in a silty mantle overlying glacial outwash. They are nearly level to sloping soils on outwash
plains and terraces. Slope ranges from 0 to 15 percent. Permeability is moderate or moderately
rapid in the surface layer and subsoil and rapid or very rapid in the substratum. Land uses
associated with these areas typically include idle, wooded, or used for community development.
Common trees are red, white, and black oak;red and sugar maple; white pine; gray birch; white
ash; and hemlock.
The Cheshire series consists of very deep, well drained loamy soils formed in supraglacial till on
uplands. They are nearly level through very steep soils on till plains and hills. Slope ranges
from 0 to 60 percent. Saturated hydraulic conductivity is moderately high or high throughout.
Typically, this soil series is used for community development. Stony areas are mostly wooded.
SOIL SCIENTIST REPORT

MARCH 2O14 PAGE 2
Q`MTLONB&MACBRoow
Common trees are northern red, white, and black oak;hickory; ash; sugar and red maple; gray
birch; eastern white pine; and eastern hemlock.
The Wapping series consists of very deep, moderately well drained loamy soils formed in silty
mantled friable or firm till on uplands. They are nearly level to gently sloping soils on till plains,
low ridges, and hills, typically on lower slopes and in slight depressions. Slope ranges from 0 to
8 percent. Saturated hydraulic conductivity is moderately high or high in the surface layer and
subsoil and high or very high in the substratum. Some areas are wooded, and scattered areas are
used for community development. Common trees are red and white oak, white pine, hemlock,
black cherry, white ash, and red and sugar maple.
The Udorthent series consists of those soils that have been significantly disturbed by
anthropogenic activities, and these soils have either been cut and/or filled by more than 2 feet.
These soils typically lack a natural soil horizon profile and cannot be taxonomically classified
into one of the official soil series or complexes.
1.2 Wetland Soils and Ordinary High Watermark
The soil resource mapping does show bands of wetland soils within the project limits and, during
our investigations, several wetland soil pockets were found within the project area. The wetland
soils belong to the Saco series and Raypol series.
The Saco series consists of very deep, very poorly drained soils formed in silty alluvial deposits.
They are nearly level soils on floodplains, subject to frequent flooding. Slope ranges from 0 to 2
percent. Permeability is moderate in the silty layers and rapid or very rapid in the underlying
sandy materials. Most areas are in brushy woodland. Common trees are red maple, elm, willow,
pin oak,and alder. Fir and spruce are common in the northern areas.
The Raypol series consists of very deep, poorly drained soils formed in loamy over sandy and
gravelly outwash. They are nearly level to gently sloping soils in shallow drainageways and

low-lying positions on terraces and plains. Slope ranges from 0 to 5 percent. The soils have a
water table at or near the surface much of the year. Permeability of the Raypol soils is moderate

The wetland and watercourse boundaries are depicted on the project plans.
1.3 Wetland and Watercourse Classification
The wetland and watercourse resources along Avery Street are described herein using the U. S.
Fish and Wildlife Service's wetland classification system described in Classification of Wetlands
and Deepwater Habitats of the United States(Cowardin,et al., 1979). All of the wetlands
delineated along Avery Street belong to the palustrine ecological unit.
Avery Brook and Associated Forested Floodplain Wetlands
Avery Brook originates northwest of Avery Street and flows through a flood control dam and
outlet control structure. The brook flows under Avery Street via twin corrugated metal pipe
culverts. Avery Brook is flanked by forested floodplain wetlands both upstream and downstream
of Avery Street. The brook has a riffle/run geomorphology with a substrate consisting of stones,
cobbles,pebbles, and coarse sand.

Beelzebub Road. The watercourse
has a riffle run geomorphology
with a cobble,pebble, and coarse
sand substrate. The watercourse is
piped beneath Avery Street and
Woodland Drive and eventually
daylights behind residential
properties located on the south side
of Woodland Drive.

1.4 Evaluation of Wetland and Watercourse Functions
Wetlands and watercourses possess the capacity to perform a variety of ecological and societal
functions. These vary depending on the specific characteristics of the wetland and/or
watercourse being evaluated. The wetlands and watercourses along the project corridor were
evaluated in order to identify the functions that they provide.
The following tables provide a summary of the functions and values of the watercourses and
wetlands along the project corridor.
