This allowed them to keep their skills sharp. In an effort to keep this facility available, and make it sustainable, Mr. Mannarino and Mr. Barnowski, decided to take the next step and make the facility open to others seeking off-season training during the winter months. The center is a private center, who's main focus is to place athletes into colleges and professional ranks. Todd along with Bryan, a former Red Sox baseball player, intend to provide coaching services for the baseball training. The facility will be located within 3 of the available units (8, 9 and 10), approx. 9020 sf. Mr. Barnowski has been teaching and coaching for the past 10 years. Personal training services will be available to clients, provided in a strength training area (approx. 2000 sf). Mr. Barnowski will facilitate the training of clients in areas provided with pitching/catching lanes and batting practice areas. The baseball training at All Pro Elite Training Center expect to provide their services throughout the off-season,traditionally November through end of March. Hours for these services are typically Monday through Friday after 3:00 pm by appointment only. The lessons and training sessions are on a one on one basis. Personal strength training will be available Monday through Friday, which is one on one and by appointment only. Some weekend training will occur during the winter months also. The business is seasonal and not active during the other months of the year training and lessons occur on the baseball field. The strength training area will be open year round. Again, that is one on one training. Anticipated staffing include up to 3 personal trainers/coaches, in addition to the applicants, Mr. Mannarino and Mr. Barnowski. The existing industrial complex provides 33 parking spaces available to all tenants. When the development was approved, the number of spaces was determined by the number of employees (using 22 employees total for the development) and required 20 spaces. The parking lot was approved for 33 spaces. Using current zoning regulations a total of 49 parking spaces would be required based upon the indoor recreation and remaining industrial/manufacturing use(based upon employees). Plans reflect new striping to provide an additional 11 spaces, providing a total of 44 spaces. As the bulk of the indoor recreation use is anticipated after 3:00 pm., we feel the parking lot will be sufficient to provide parking for all uses as other tenants close typically by 5:00 pm and are closed on the weekends leaving all 44 parking spaces available for our use. All Pro Elite Training Center will provide instruction in a safe environment during the off-season, allowing athletes to remain active and competitive throughout the year. Narrative Statement SOUTHVViND 0,111 ElEpT, All Pro Elite Training Center -a 701 Nutmeg Road North-Suite 9 All Pro Elite Training Center is seeking to provide athletes a venue to train during the off season. The idea for this development began simply with a father providing a space for his son to workout and develop baseball skills in the off-season. Todd Mannarino located and rented a vacant space available in a local industrial complex. With some investment on equipment, this space evolved into a place where his son and others on his baseball team were able to train together during the winter months only. This allowed them to keep their skills sharp. In an effort to keep this facility available, and make it sustainable, Mr. Mannarino and Mr. Barnowski, decided to take the next step and make the facility open to others seeking off-season training during the winter months. . The facility is intended for one-on-one training opportunity to a limited membership only situation. The baseball training at All Pro Elite Training Center expect to provide their services throughout the off-season, traditionally November through end of March. Hours for these services are typically Monday through Friday after 3:00 pm by appointment only. The lessons and training sessions are on a one on one basis. Personal strength training will be available year-round, Monday through Friday, which is also a one on one and by appointment only circumstance. Weekend training will occur during the winter months also. As stated previously the baseball training component of the business is seasonal only, while the strength training area will be open year round. Again, in all instances this will be one on one training. Tj2a- maximum occupancy will not exceed 35 people. The parking lot was approved for 33 spaces which requirements we believe are grandfathered or a nonconforming use, so we believe that we are within the requirements of zoning with respect to parking. Even so, there are plans for new striping to provide an additional 11 spaces, providing a total of 44 spaces. As the bulk of the indoor recreation use is anticipated after 3:00 pm., we feel the parking lot will be more than sufficient to provide parking for all uses as other tenants close typically by 5:00 pm and are closed on the weekends leaving all 44 parking spaces available for our use. It should be noted that there are already approximately 10 other fitness facilities located throughout the Town, all of which are located within industrial zone. All Pro Elite Training Center will provide instruction in a safe environment during the off-season, allowing athletes to remain active and competitive throughout the year. The training facility is located within an existing industrial building rental unit. No additional structural or mechanical work is required. All equipment used in the training including floor covering is all movable and removable.A small nonstructural wall petition within the existing office area contains no Page 1 of 2 r r mechanical systems. No site work of any kind is required, although as stated above additional line painting may be applied to increase the number of parking spaces in the parking area. As an allowable use under the special exception provisions of the zoning regulations of the Town, which has been allowed in other industrial complexes throughout the Town,we feel that the proposed activity is consistent with the goals and objectives of the Plan of Conservation and Development. We have prepared our application to meet the requirements of the zoning regulations, which has been designed and signed off by Professional Engineer Karen Isherwood. The land upon which the existing industrial building is located is physically suited to the proposed use. No environmental impact is anticipated from the proposed use. There will be minimal traffic generated from the use and no traffic hazards are anticipated. We also anticipate no impacts on the existing utilities, street, drainage systems and sidewalks or other elements of infrastructure currently existing, and we anticipate no further additions to such facilities. The proposed use is one that is consistent with other industrial zoned areas and is completely contained within the building intended for such use.As a result there will be no negative impact on property values. The character of the, neighborhood will not be adversely affected by this use as it is consistent with the inclusion of similar uses throughout the industrial zones of the community. As stated above the general welfare of the community will be served by providing a high quality training and fitness facility to assist athletes from the community in holding their athletic skills. Again this proposed activity is one its consistently allowed throughout the industrial zoned properties within the community and has been accepted there as well as at this site. There are no historical factors associated with the proposed activity or the area surrounding the facility. Again the proposed activity will be within an existing industrial rental complex and will retain the appearance as an industrial endeavor from the exterior of the building. Because this was an existing industrial warehouse and office, being rented by the applicant there was no architectural services required.
