The property's underlying zoning district is `Rural Residential'. The property is in the Office Conversion Overlay zone. The proposed use of the existing house will be an office for a real estate agency. In order to comply with the Town's off-street parking and vehicular access requirements, the existing driveway will be widened and a new paved parking lot consisting of nine parking stalls will be constructed behind the building. The parking lot will be illuminated with a 12' high light standard with a top mounted lamp conforming to the Town's site lighting requirements (dark-sky compliant). According to the Office Conversion Overlay Zone (OCO)requirements, Section 5.3.3 A. (Special Exception Uses) of the Town's Zoning Regulations, a special exception of an existing structure into a professional office may be granted subject to a public hearing, submission of a general plan of development, and conformance with the following eight (8) conditions. 1. The building shall have been constructed at least 50 years prior to the date of application for approval. The existing home is 51 years old,and was erected in 1963. 2. The lot has frontage of not less than 150 feet. The lot's frontage is 126.25 feet, however, is now conforming by virtue of a variance to this zoning requirement granted by the Zoning Board of Appeals. 3. An adequate line of sight entering and exiting the site is provided based on CT DOT : standards. The required sight line for left and right turning passenger cars is 445 feet for a 40 mile per hour design speed. Sight distance exceeds 590 feet to the east and more than 1,000 feet to the west. • 4. Side and rear yards shall contain landscaped buffers of 10 feet in width. The existing treeline will be maintained a minimum of 10 feet from the east property line. : Additionally, within this area, the applicant will be installing a row of 10 mountain laurels to supplement existing vegetation on the east side of the new paved parking lot. On the west side, the existing vegetation will be preserved within 10 feet of the Property line. The existing landscaping in the rear-yard will remain, and far exceeds the 10 fL requirement. 5. Any addition to the structure shall not be greater than 100% of the floor area of the existing first floor. No building additions are proposed. 6. Uses shall be restricted to professional offices, such as real estate agents. All uses shall operate during typical office and personal service hours. A real estate agency office is proposed. Office hours will generally be during typical office hours for a real estate agency.Agents may periodically schedule off-hour appointments at the convenience of clients. 7. Maximum impervious coverage shall be 40%. Proposed impervious coverage is 22%. 8. Whereever existing structures on a lot have historic or architecturally redeeming features, efforts shall be made to preserve and/or enhance those features. Architectural features to : the existing house will remain unchanged. • It is our opinion that this proposed site development is in general compliance with the Special Exception review criteria outlined in the Town of South Windsor's Zoning Regulations. e TOWN OF SOUTH WINDSOR CHECKLIST REQUIRED INFORMATION SITE PLANS APPLICANT ' ` /M A Y E D G C PROJECT NAME Pzo Fe SS I DY1a 1 ® F C- 1 C'- ELU I Lb 1 M G This checklist must be signed by plan preparer (P.E./L.S.) declaring that all required information is provided. The exterior to the building will essentially remain unchanged. In order to comply with Town zoning regulations and also to effectively serve vehicular traffic, the paved driveway will be widened and a 9 stall paved parking lot will be constructed. Approximately 6,900 square feet of impervious surface will be added to the 1 acre property. The property slopes down from north to south, with topographical relief on the order of nine feet.Nearly all stormwater runoff from the property sheet flows overland to the south, and discharges onto Deming Street. There is no subsurface storm sewer system in front of the property in the street. The site fronts the north side of Deming Street and is approximately 650 feet west of the Hale Road intersection in Manchester. Refer to the site vicinity map provided as Appendix A. Approach The stormwater system was designed so that a net reduction of stormwater volume running off from the developed portions of the site into Deming Street will be less as compared to pre-developed(existing) conditions, from the developed portions of the site. This reduction applies to the total amount of runoff associated with a 100-year storm event. In order to accomplish the reduction, a subsurface infiltration system consisting of 5 Stormtech chambers is proposed. The system will capture nearly all the runoff from the proposed parking lot north of the building. The total storage capacity of the infiltration system exceeds the projected addition of runoff from the property following a 100-year storm event. See Table 1 on the following page. Refer to Appendix B for the hydraulic computations. Hydraflow stormwater modeling computer software was used as application. Drainage area maps are included as Appendix C. The United States Department of Agriculture National Resources Conservation Service's mapping indicates that the natural underlying soils in the vicinity of the proposed infiltration system is `Haven&Enfield 3-8% slopes' soils. The description of this soil is included as Appendix D. The description indicates that at a depth of 24-60", the soil is a very gravelly sand to gravelly fine sand, and has a typical capacity to transmit water at a rate of 0.57— 1.98 inches per hour. If accurate, this indicates that the stormtech chambers will be able to drain empty between storm events. Prior to construction, it will be required to perform a test pit in the area in order to confirm. Lipe,AICP Director of Planning Date: 10/2/2014 Re: Application#14-49P, REMAX/EDGE Professional office Planning Department Review Comments 1. Zoning data table for the lot frontage should reflect variance information granting the reduced frontage(Attorney Cummings has the information) 2. Any new lighting must be shown on the plans and an isometric drawing demonstrating light levels. Staff would recommend that some lighting be added to the rear parking area for safety of employees and customers. 3. Is there a dumpster proposed? The owner will be responsible to provide for commercial refuse pickup. 4. The regulations require a 10 buffer strip along the property boundary. How is this requirement being met? 5. The new tree line should be accurately reflected on the plans. 6. Is it the applicant's intent to use the existing garage? If not, staff would recommend that part of the driveway be turned into a grassed area. 7. The applicant should coordinate with the Building Department and Fire Marshall Office regarding any code requirements that may be applicable resulting from the change of use from residential to commercial. t • Page 1 P.O.BOX 1167 425 SULLIVAN AVENUE LSOUTH H N E:86 CT .8755 6074 PHONE:860.291.8755 FAX 860.291.8757 -I lie wwwAssignprofessionaWnacom CIVIL&TRAFFIC ENGINEERS!PLANNERS/SURVEYORS/GIS ANALYSTS/LANDSCAPE ARCHITECTS L&Rhoda old • October 2,2014 RE: RE/MAX EDGE Planning&Zoning Application 736 Deming Street Dear Town of South Windsor: In accordance with the Rules&Regulations of the South Windsor Planning&Zoning Commission, you are hereby notified that an application has been filed on the • property located at 736 Deming Street, abutting your property, and is subject to a hearing by the Planning&Zoning Commission. The dumpster pad would have to be moved to construct the reserve parking spaces and the reserve space in the south west corner would be very tight. The dumpster pad should be shown and built in a location where it does not interfere with future expansion of the parking area. Reserve parking spaces should be shown so they can easily be paved and can be used as part of the parking area. 2. The storm water drainage system should be flipped so the proposed catch basin is in or next to the paved parking lot and the infiltration chambers run south under the lawn. This would make it easier for water to get to the catch basin in the winter and allow the parking lot to drain better. 3. 1 did not see the calculations for sizing the subsurface storm water infiltration system in the drainage report. These need to be submitted. 4. the detail for the dumpster pad should show an 8 inch thick reinforced concrete slab. Please contact me if you have any questions. 1 Appl #14-49P, REMAX/EDGE Professional Office Public Hearing 10-14-14 Planning Department Report 1. Request for a Special Exception to section 5.3, Office Conversion Overlay, and site plan approval for the conversion of an existing home to professional offices at 736 Deming Street, RR zone. The applicant intends to use the offices for real estate office. 2. The Office Conversion Overlay regulation allows for the conversions of existing structures in residential zones to professional offices and to facilitate the preservation of historic structures, where deemed appropriate by the Planning and Zoning Commission, taking into consideration such factors as proximity to commercial uses or zones, traffic volumes, amount of commercial traffic, and the suitability of the land for office conversion. Such uses will be allowed only when the Commission has determined that: • traffic impacts will not be detrimental to the residential character of the neighborhood; • there will be minimal adverse effects on existing residential uses in the area; • surrounding property values will be conserved and the character of the neighborhood will not be unduly disrupted; • impacts will not be detrimental to the capacity of present and proposed utilities, streets, drainage systems, sidewalks, and other infrastructure; • the land is physically suited to the proposed use and minimal adverse environmental impacts are created 3. The specific criteria for office conversions include: • The building shall have been constructed at least 50 years prior to the date of application for approval, or 1964. This house was 1963 • The lot has an area of not less than 30,000 square feet. • The lot has frontage of not less than 150 feet; this lot was created by variance • An adequate line of sight entering and exiting the site is provided • Side and rear yards shall contain landscaped buffers of ten feet in width. • Maximum impervious coverage shall be 40%. 1 3. The applicant has submitted a narrative for the business. The specific hours and days of the week that the business was mentioned during the hearing? Will there be any employees? 4. The site changes proposed include the enlarging the entrance drive, the addition of a parking lot to accommodate the 7 spaces required and walkways to accommodate handicap accessibility. Required parking for this use is 10 spaces; three spaces are shown as reserve. 5. Some vegetation has been proposed along the easterly line; however none is shown along the westerly property line. Although some vegetation exists, staff would recommend that additional landscaping or consideration of decorative fencing bee added to screen any car lights from shining into the abutter's property. 6. A free-standing sign is proposed along the property frontage. The regulations allow 24 sf, 5 ft in height. They are proposing a 20 sf sign. The lighting proposed includes on residential style fixture, 12 feet in height. We would request that the light be placed on a timer. 7. There are no regulated wetlands and the applicant is disturbing less than 20,000 sf; therefore no IWA/CC approval was required. 8. The existing house is serviced by sanitary sewers and well. WPCA approval was granted on Oct 7 for the change of use to a commercial use. Sherry McGann, Environmental Health Officer, has provided information of the well testing that will be required by Department of Public Health. 9. There is a dumpster pad shown on a concrete pad and screened. The applicant will be required to arrange for private trash disposal. 10.If this application is approved, the planning department has no modifications to request. 2 SOWN Sf4 5 To ap Sou ?d&u&ot • 1540 SULLIVAN AVENUE• SOUTH WINDSOR, CT 06074 JO30R•Go TELEPHONE(860) 644-2511 CERTIFIED MAIL 70111570 0000 63371082 October 16, 2014 Mr. Andrew Krar Design Professionals, Inc. 21 Jeffrey Drive South Windsor, CT 06074 Dear Mr. Krar: Re: Appl. 14-49P,RE/MAX EDGE Professional Office Special Exception/Site Plan of Development, 736 Deming Street We are pleased to advise you that the Planning & Zoning Commission voted on October 14, 2014 to approve with modifications the above referenced application for a Special Exception to Section 5.3, Office Conversion Overlay, and a Site Plan of Development. Reason for relocation, owner felt too close to building for proper growth of tree and future interference with post light. Also future growth of tree root system would detrimentally affect the side walk. #2 eliminate sign plantings and substitute for additional foundation plantings. Reason for change, after purchasing ornamental grasses, owner felt they would interfere with signage and opted for a clean look and low maintenance of having lawn right up to stone sign post.
