5. A contact person shall be identified on the plans.
6. A conservation easement shall be placed on all wetland areas in the parcel designated as lot 4.

MEMORANDUM

From: Jeffrey Doolittle,Town Engineer

RE: Application 14-45P—TOSW 3 lot Subdivision, 765 Sullivan Ave
Engineering has reviewed the plan for the above application and has the following
comments:
1. Provide a 10 foot easement to the Town of south Windsor along the Sullivan
Avenue and West Road frontage of the entire parcel (all 3 lots) for future
pedestrian and bicycle paths.
Please contact me if you have any questions.
1
Town of South Windsor Subdivision 9-23-14
1. Request for 3 lot subdivision of an 11+ acre property located at the intersection
of West Road and Sullivan Ave., GC zone. All three lots would have frontage
on Sullivan Ave., however Lot#2 would also have access from West Road.
2. Minimum lot sizes in the GC zone are 30,000 sf with 150 feet of frontage when
the lots are located along Sullivan Ave. The proposed lots sizes are: 2.5 ac, 3 ac
and 5.5 acres.
3. It appears that all other bulk requirements can be met.
4. Access to lots 3 and 4 will be from a single driveway entrance from Sullivan
Ave that will coincide with the existing traffic light. A note has been provided
on the plan that requires access rights to be granted to lot 4 through lot 3. The
town attorney has suggested that we physically locate that easement on the final
plans. The potential buyer of lot 3 will be consulted in the placement of the
access and utility easement.
5. The subdivision is typically the time to discuss the requirement for sidewalks.
The town's sidewalk plan does show Sullivan Ave frontage as high priority, and
medium priority along the West Road frontage. Typically sidewalks would be
shown at the time of the subdivision approval. It would be the town's intent to
have the sidewalk shown and constructed at the time of the individual site
plans. The town may want to reserve a ten foot strip for the construction of
sidewalks as it may be necessary considering the proximity of the pavement on
Sullivan Ave.
6. Public water and sewers are currently available to service the site.
7. There are is no activity proposed on this site; IWA/CC approval was required
for creation of the lots. The Commission approved the application on
September 17 with the following conditions:
Conservation easement along the wetlands on Lot#4
Utility easement and access easement for Lot#4 over Lot#3 must he shown on
the plans and out of the area of the wetlands
8. There would be a 50 foot buffer requirement along the rear of lot#4; this land is
adjacent to existing town open space and any buffer requirement can be met by
the existing vegetation on site. The buffer line will be reflected on the final plot
plan.
9. Any proposed development would be subject to additional site plan approval by
the IWA as well as this Commission.
If this application is approved, the Planning Dept. requests no additional approval
modifications other than those already noted.

Subject: Need for a Multi Use Path from West Road to Troy Road Parallel to Sullivan Avenue
As a resident of Griffin Road I often see groups of bicyclists using this road for their cycling activities. As a
bicyclist myself I know they have probably travelled down West Road and ridden along Sullivan Avenue to Troy
Road to get to Griffin Road, and I know how dangerous that ride can be. If a 3 lot subdivision is to be created
along Sullivan Avenue between West Road and Troy Road this would appear to be the perfect time to include a
multi use path along this section of Sullivan Avenue, where both bicyclists and pedestrians can travel in safety
along this often used corridor. The need is definitely there, and any efforts to reduce the danger of riding on
Sullivan Avenue will be greatly appreciated by the South Windsor biking community.

To Michele and Lauren,
At tonight's Planning & Zoning Meeting, please consider including a provision for a multi use path
running parallel to the property at 765 Sullivan Ave that has a request for a three lot subdivision as well
as a crosswalk&push button signal at the Troy Rd. intersection. This segment of the Sullivan Ave.
between West Rd. and Troy Rd. is very popular bike route and is very difficult to safely cross for both
bicyclists and pedestrians due to the high high volume of traffic. Thank you!
Sincerely,

Many bicyclists must navigate the treacherous section of Sullivan Ave. and West Rd. on major and
popular biking routes around town and the region. A bike path from West Rd. to Troy Rd., paralleling
Sullivan Ave., would benefit many and alleviate the danger of this crossing. Please consider a paved or
packed bike path during any planning.

I think it would be good to suggest to P&Z the desirability to have the potential developer put in a
multi use path between West Road and Troy Road. Many of the bike routes presently have to go out into
Sullivan and cross over into the left turn lane to make that left turn into Troy Road.I would estimate that
on Tuesday night alone 50 or 60 riders follow this route. I think it would be a big safety improvement to
be able to go on a bike path from West Road to the signal light at Troy Road to cross and the ideal time
for it to be installed would be when the properties are being developed.
