Re: Narrative request
Dear Michele,
In answer to your request, through Phil Tartsinis, of us I'd like to briefly communicate
our plans related to opening our second child care center in Sullivan Place. We are very
excited about the opportunity to bring another option to the families in this outstanding
community.
My husband and I built our home here in South Windsor in 1978. We have raised two
daughters here who have raised their families here as well. Education was always
important to us and that in part was my motivation to open a child care learning center in
this town.
In the year 2000 I began operating my own home child care business. In the two years
that followed I received a wonderful write up in the Parent Planner as to the fact that I
brought in a full time experienced teacher to add to the children's learning experience.
That was pretty unprecedented in that I paid the teacher out of my earnings, from the
limited income that home care could generate.
My goal in the fall of 2001 was to open an official center close to home. It ended up
being one opened in February of 2002. Our success and growth was immediate. We had
to approach the landlord with a request of more space as we filled the center to its
maximum. In short we added onto the building three times over the first 2 - 5 years.
I am proud to say that we have had a very successful history in East Windsor and many
letters of commendation and appreciation. One of the events I'm most proud of is the
March of Dimes walk we sponsor each year. The Hartford Courant covers that annual
event and recently wrote about the money we've raised and placed pictures of the
participants in the walk.
I plan and hope to bring that experience and success to the town that I have lived in for so
many years. We will bring a couple of very experienced teachers to this center and are
poised for rapid growth with our unique"home away from home" atmosphere; one where
children, employees, parents and grandparents refer to me as Grammy and my husband
and partner Grampy. In fact those are our personal license plates!
Our hours of operation will be from 6:30am to 6:OOpm, Monday through Friday, 52
weeks a year. Our space will have an inviting playground for the children, divided by age
groups, and tucked to the rear of the building allowing for a more quiet and protected
experience. Emphasis will be on superb care, teachers, safety and environment.
We have gone to great length in selecting this location to assure families that we will
bring a center that is unique and interesting to the community. Part of this is that the
building will have easy egress for unloading & loading their children. Parking will be
plentiful under normal day to day, and special event activities e.g., graduation and parent
events. The school buses will have adequate space for drop-offs that will occur. The
location also provides for a quiet and serene setting in a professional town center like
atmosphere free of industrial traffic, noise and pollutants. The fact that the center will be
housed in the same building as the health care facility a couple of doors down
specializing in children's health will also provide parents with additional comfort. We
have met with the doctor and office manager recently and plan to establish a relationship
that will benefit both parties.
In closing I would like to say that we welcome all inquiries as they relate to our opening
and want to thank all that have shown an excitement our opening.
Thank you.
Respectfully,
Linda & Stan Jones

My name is Marjorie Glater
I live at 21 Hazel Street, South Windsor
I am here tonight as a representative of the Early Childhood
Community here in South Windsor. I am the co-owner of the
Mother Goose Children"s Center
We are a group of 7 Childcare Centers:
Mother Goose Children's Center
Our Savior Preschool Center
South Windsor Child Development Center
The Learning Center
Kindercare
Rising Stars
Foundations for Learning
And I am speaking tonight on behalf of all of these, as well as the
group of 23 licensed Childcare homes in Town.
My purpose to speak tonight is to question the need for, and
adherence to regulations of, another day care center in Town.
r
No need for an additional child care center:
• Every Center has had declining enrollment for at
least the past 3 years at least
• 2 Centers have closed and one Center had to sell due
to declining enrollment
• CREC Magnet Schools opening in Town and other
towns will continue to draw from this population
because care/education is free
• A census of the current public school population in
South Windsor has shown a steady decline indicating
that the number of families with young children has
decreased
• The expectation that the young child population will
continue to decline is evidenced by the plan to close
Wapping School
**To open in a General Commercial area, a Special
Exception is needed. Due to the above reasons, a
Special Exception is not warranted!
Reasons for refusal of the Special Exception required
• Town Zoning Regulations: Section 8.4 B (7):
- Special Exception Review Criteria: minimal or no adverse
effects on existing uses in the area
- The "use" being proposed is a day care center, the creation
of which will cause a drain on the population /business of
the other existing day cares in the area (i.e. the Town of
South Windsor)
• Town Zoning Regulations: Section 8.4 B (10):
- Special Exception Review Criteria: general welfare of the
community will be served
- Since this type of business is not needed in the area, the
community will not be served.
• Town Zoning Regulations: Section 8.4 B (5):
- Special Exception Review Criteria: No traffic or other
hazards will be created
- Busing for schools is specifically mentioned in the business
plan proposed. The entrance to Sullivan Place is directly
across from Hillside Drive and will cause a routing problem for
the bus company because of this. Busing is also not
guaranteed for any Center and must be applied for to the
Board of Education.
i
Concerns regarding opening a child care center at this
site (in a General Commercial area):
• Town Zoning Regulations: Section 7.4.1 (1):
- No safety hazard with respect to access into and out of the
site
- The proposed location is an extremely high traffic state
road. The high number of cars going in and out during
"drop-off" and "pick-up" times will cause undue traffic tie-
ups and the possibility of accidents (see also Section 8.4
B(5))
• Town Zoning Regulations: Section 7.4.1 (6):
- Reasonably free of industrial/commercial pollutants
- Reasonably free of excessive noise
- That area is surrounded by trucking companies and
industrial businesses and gas stations that will cause, and
continue to cause, all of the above
• State of CT Day Care Regulations 19a-79-7a:
- h1: Minimum of 75 sq. ft. per child outdoor space: is this
available on property?
- f1 (a): Minimum of 35 sq. ft. per child indoor space: is this
available?
- Have they already proposed to the Office of Early Childhood
with the amount of space they will have and the number of
children they are proposing?

Re: Unpermitted temporary sign
To whom it may concern:
Over an extended period of time, this office has observed the presence of
a temporary sign for your business within the above referenced property
that has been displayed without a permit. As we have discussed before,
the Town of South Windsor regulates the presence of temporary signs on
commercial property.
Table 6.5.8A of the Town of South Windsor Zoning Regulations limits
temporary signs to be displayed for 30 days from the opening date of a
new business or new business location, or for 15 days, 6 times in a
calendar year for special promotions or events.
Please remove the temporary sign from the site within ten (10) days to
avoid enforcement action from this office. If you have any questions,
please call me at (860) 644-2511, extension 251. Thank you for your
prompt attention to this request.
Sincerely,
62"'
