Dear Michele,
We are in the process of planning for our Fourth of July tent sale for 2014. This
year we will be at 395 John Fitch Boulevard in the Town of South Windsor. I
have included in this package everything that I believe is necessary for the
purposes of applying for our permits. In this envelope I have included the
following:
• Completed Application for Zoning Permit Application
• Letter of Permission from Landowner
• Copy of Site Plan
• Copy of interior Tent Layout
• Copy of Flame Resistance Certificate
The set-up will be for the period from June 25 through July 5. The tent will be
put up a few days in advance and removed as soon as possible after July 5. Of
course, we have "No Smoking' signs placed at the entrance and will have an
ABC fire extinguisher as well as a Water only fire extinguisher. Due to the fact
that we have not had a tent set up here in the past we are not positive about the
amount of traffic in and out of the tent,but on average we believe there will be
about 2-3 cars at a time in the parking area and 5-10 people in the tent at any
given time.

Re: Appl. 14-29P,Keystone Novelties Distributors, LLC-request for a 2 year temporary and
conditional permit(Section 2.13.a)to allow for `tent' sale of fireworks from June 25 -July 5, 2014, on
property located at 395 John Fitch Boulevard, GC zone
Please be advised that the Public Hearing of the Planning & Zoning Commission in
the above referenced matter has been scheduled for Tuesday, May 27, 2014 at 7:30
PM in the Council Chambers of the South Windsor Town Hall, 1540 Sullivan
Avenue. Someone must be present at the hearing to represent the application.
To date we have not received the application fee in the amount of $140. Please
submit payment in the form of cash or check made out to the Town of South
Windsor as soon as possible so we may process your application.
Two signs advertising the hearing must be posted on the property for ten (10)
consecutive days prior to the hearing and must be clearly visible from a town street.
A signs must be posted on John Fitch Boulevard and Chapel Road by Friday, May
16, 2014. .
Signs can be obtained in the Planning Department, Monday through Friday, 8:00
a.m. - 4:30 p.m. If you have any questions regarding this letter, please call 860-644-
2511, Ext 253.

1. Appl. 14-29P, Keystone Novelties Distributors, LLC — request for a 2
year temporary and conditional permit (Section 2.13.a) to allow the
sale of fireworks from June 25 — July 5 on property located at 395
John Fitch Boulevard, GC zone
2. The applicant is proposing to erect a 20x40 tent. The tent will have 2
exits, and be posted with "No Smoking" signs. In addition, there will
be an ABC fire extinguisher and a water only fire extinguisher in the
tent.
3. The applicant is estimating 2-3 cars at a time in the parking area, and
5-10 people in the tent at any given time.
4. The wording of the T & C permit regulation is that, "Temporary and
conditional permits may be granted by the Commission for a period
not to exceed 2 years. Such approval may be given after a public
hearing if, in the judgment of the Commission, the public
convenience and welfare will be substantially served, and the
appropriate use of neighboring property will not be substantially or
permanently injured, and traffic and other hazards will not result from
such use." Renewals may be permitted without a public hearing.

Please be advised that the Planning and Zoning Commission at its May 27, 2014 meeting
approved the above-referenced request for a 2 year temporary and conditional permit (Section
2.13.a) to allow the sale of fireworks from June 25 — July 5, on property located at 395 John
Fitch Boulevard, GC zone. This approval is subject to the following terms and conditions:
1. The Temporary and Condition permit will expire on May 27, 2016 and must be renewed if
the use is going to continue.
2. This approval is for sale of fireworks at 395 John Fitch Boulevard from June 25—July 5,
2014. If the applicant decides to sell from this property next year,the dates must be
submitted to the Planning Department by May 31, 2014.
3. Building Department and Fire Marshal's office must be consulted and proper permits
obtained to for the outdoor storage tent.
4. If there are buildings, structures, signs or other items that require a building permit or other
Town approvals/permits, all such approvals or permits must be obtained prior to construction
or use of the site. All free standing signs and/or building signs require the issuance of a sign
permit before they are erected.
