Replace item C with the following: "Create a Route 5 Transition Zone north of the Scantic River to the East Windsor Town Line." • Page 60 Replace entire Section C, Create a Rural Transition Zone, with the following: "C. Create a Route 5 Transition Zone The very northern stretch of U.S. Route 5,between the Scantic River and the East Windsor : Town Line, is zoned A-20 Single-Family Residential,Rural Residential, General Commercial, and Industrial. Land uses in the area include single-family residential, commercial, industrial and agriculture. To the north in East Windsor are commercial, residential, agriculture and industrial uses. To the south is the Scantic River and its extensive flood plain, which will remain rural in nature. Also to the south is an extensive commercial and industrial area. The road serving this neighborhood is a four lane highway with a median divider. As an alternate to 1-91,it handles some 19,000 vehicles each day, which is not particularly conducive to a single- family residential neighborhood. The volume of truck traffic is also increasing, in part due to the development in South Windsor of large distribution and logistics centers, e.g., FedEx Ground, Aldi,Nutmeg Recyclers, PPW, R&L, and J&J's Tri-State Delivery, all of which utilize this stretch of highway for movements to and from the north. The provisions of the General Commercial,Design Commercial or Restricted Commercial zones would not be suitable in this area. Instead a new transition zone, possibly an overlay zone, should be established which allows office and indoor recreational uses, but does not allow gas stations or fast food restaurants with drive thru service. Uses in the new zone should not generate large volumes of traffic. Ultimately, landowners should be consulted to understand their intentions prior to creating the new zoning requirements." • G:\jobs\3300\Docs\Applications\3300 POCD Text Amendment 3-19-2014.doc The undersigned hereby agree to be co-applicants to the Paul &Judith Tellier,et.al. application for an amendment to the South Windsor Plan of Conservation and Development, and further agree to authorize Peter R. This amendment will allow for a transition zone in the northern section of Route 5. This will allow for businesses(office buildings and indoor recreational facilities)to be allowed on this section of roadway. Route 5 is a 4 lane divided highway with a lot of traffic. This road should allow those residential individuals that want to live here to remain to do so but, also allow them to do something with their land to have their own businesses.. On a motion made by John Mitchell and seconded by Joseph Kennedy, the Commission unanimously resolved: 1) To encourage the Planning&Zoning Commission to amend its Plan of Conservation and Development and zoning regulations to allow for office and indoor recreation uses on both sides of John Fitch Boulevard between the Scantic River and the East Windsor Town Line; 2) To recognize that this area has economic development potential; 3) To acknowledge that this area has been greatly impacted by the large and increasing numbers of vehicles which traverse this four lane divided highway, which now total 19,000 on any given weekday. It clearly is an alternate route to 1-91; 4) To acknowledge that the thousands of trucks traveling along this road every day no longer make it well suited for single family residential uses. This is a quality of life issue; 5) To limit the types of commercial uses in the area, for example,to disallow gas stations and fast food restaurants which would be incompatible with the remaining residences; 6) To recognize that recent attempts by residents in this area to sell their homes has been discouraging at best; 7) To recognize that area homeowners are and have been reluctant to invest in their homes, given the absence of families who would want to live there. Over time, this could lead to blighting conditions; 8) To recognize that the Town elected to place its "Welcome to South Windsor" sign at the intersection of Routes 5 and 194, rather than placing it on Route.5 at the East Windsor Town Line; and 9) To acknowledge that this area not only has two residential zones(A-20 &RR),but also areas zoned industrial and general commercial. We have concluded an office and indoor recreational overlay zone ° would be more appropriate for this area rather than expanding the existing industrial or general commercial zones. Sincerely .e r 1 Lo ise Neary, Chairperson Economic Development Commiss' n April 22, 2014 South Windsor Planning &Zoning Commission South Windsor Town Hall 1540 Sullivan Avenue South Windsor, CT 06074 Dear Members of the P &Z. I am writing in opposition to the proposed "Route #5 Transition Zone Text Amendment"to the POCD. Having followed the lengthy and exhaustive process that produced the final Plan of Conservation and Development, I would be concerned with its alteration by passage of this proposal. One of the qualities overwhelmingly supported by residents of South Windsor, is the preservation of the rural heritage of the community. It is precisely the residential and rural aspect of the portion of Route #5 in question, that would be threatened by passage of this amendment. Though Route #5 is a busy thoroughfare, the current residential structures provide interest and visual relief from a potential stretch of commercial development. I would also note that any development on the west side of Route#5 will be clearly visible from the northern end of the Historic District and will impact the character of some of the most unique and valuable structures in the District. I urge the Commission to deny this proposal.
