In order to gain a proper understanding of the KF Plant operation, plans for the future, and our reclamation plan, it is first necessary to explain some history at this site. BACKGROUND As a result of a search of historical data we are aware that excavation and brick manufacture has been occurring at this site for almost 100 years. For many years this work was conducted without any regulatory requirements or restrictions- it was pre-regulation. The geology of the property and much of the surrounding area is relatively level property with sedimentary material including a deposit of about ten (10) feet of sand on top of a significant deposit of clay. The fine clay captures water. The area was a glacial lake and this unique feature has been studied on site by students and professors of local colleges. In the past the sand was removed for sale, generally by East Hartford Sand and Gravel, and Redland removed the clay for brick manufacturing. (Note that Redland does not use the sand in the body of the brick although we may use it for coatings on the surface of the brick.) Two large clay pits were developed as a result of prior excavation for brick manufacture. Water enters the site and fills these clay pits from wetland areas to the south, from two drainages off of Strong Road and from ground water infiltration. (Redland recently gave the Town of South Windsor an easement to allow water to drain from Strong Road in one of these drainages onto the Redland property as part of the Strong Road improvements.) The water filled clay pits are now ponds and have been in place since at least the 1940's based on historical overhead photos. This off site water flows into the south pond, exits the south pond through a concrete pipe into the north pond, and leaves the north pond through another concrete pipe into Bancroft Brook to the northeast of the property, and eventually flows to the Connecticut River. When the Kelsey-Ferguson Brick Plant was purchased by Steetley Brick, prior to Redland ownership, clay material was excavated from the south pond with a dragline as wet material and mixed with shale mined and hauled from a shale pit in Suffield. The shale material was depleted and that quarry was reclaimed and closed. Steetley elected to open a new clay pit on site and mine dry material to have better moisture control, a more consistent raw material mix and better overall quality control in the brick manufacturing process. 1 1 In the new clay pit, water entered the pit as a result of precipitation and groundwater runoff and Redland pumped the water out and into the south pond. The south and north ponds served as sediment ponds for the pumped water as well as the sediment laden water entering the ponds from off site. In the early 1990's, Redland created a vegetated swale to pump this water into to remove much of the sediment from the water prior to it entering the south pond. This swale and process was under the approval of the Connecticut Department of Energy and Environmental Protection (DEEP). After about fifteen (15) years of using the vegetated Swale, in 2007, the DEEP informed Redland that since water entered and left the ponds all of it satisfied the definition of and was now considered "waters of the state". The water removed from the clay pit was considered "process water". Regulations required all process related water entering "waters of the state" to be treated prior to that entry. As a result the ponds would no longer be able to be considered sediment ponds and all sediment would have to be removed from the water prior to it entering the ponds. 5 YEAR PROJECTIONS While it is reasonable for the Town of South Windsor to ask Redland what our projections are for the next five years, at this time this is unknown. What is known is that Redland must have a source of clay for brick manufacture or brick manufacturing will cease at this location. Given this fact, Redland is interested in whatever help the Town of South Windsor can provide for us so that we can continue to be a viable and profitable manufacturing source in this Town. Listed below are several scenarios that could occur: 1. Redland does not find a means of addressing the issues of the DEEP related to removing water from the clay pit, the clay is covered with water, Redland is unable to mine clay, manufacturing at the site ceases, and Redland reclaims the area. Please understand that this scenario is unacceptable to Redland, but is listed simply because is it a possible option. 2. Redland purchases additional property nearby, applies for the appropriate permits, supplies clay for brick manufacture from that site to the plant, and continues to manufacture brick on site. At the point where it is determined that we will no longer mine the pit on site, reclamation will occur and our Earth Removal permit for the current pit will be closed. 3. Redland finds an economically feasible way to remove water from the clay pit, applies for and is granted a National Pollutant Discharge Elimination System (NPDES) permit from the DEEP and continues to mine from the same clay pit. From test drilling we know that there is clay at least one hundred feet (100') deep on the property. 2 w v 4. Redland purchases clay from another source. If Redland went in this direction and it was determined we would no longer mine the current pit, we would reclaim around the current pit. RECLAMATION PLAN The reclamation plan has been approved by the Planning Commission on each of the last two earth removal permit renewals. There will be three ponds on the property. We will allow the drainages that convey the water to the two existing ponds to remain in place and continue to convey that water. The banks on those drainages are already stabilized and planted. The existing clay pit will be filled with water up to the ground water levels. Slopes on the pit leading to the water level are 2:1. Four inches of topsoil will be spread on the area around the ponds to the water's edge. Redland will plant appropriate grasses, as recommended by Town staff, such as fescue, rye as a cover crop, and legumes (crown vetch, lespedeza). Redland will not plant wetland vegetation but fully expects some wetland vegetation to grow around the ponds naturally as early as the first growing season after reclamation has occurred. Within two years of no disturbance of the ground by mining, it is expected that some native tree species will begin to take over the area. There are fish in the existing ponds (largemouth bass, catfish, and bluegills) as well as turtles, frogs, toads, snakes, muskrats, beavers, ducks and geese. Ducks and geese have already begun to inhabit the water in the clay pit and it is anticipated that all of these animals other than possibly the fish will move into the clay pit naturally. The clay pit will become a natural water source for all wildlife in the area. 3 pW N sit - C r . • • wo 1540 SULLIVAN AVENUE•SOUTH WINDSOR,CT 06074 OR-z0`' TELEPHONE(860)644-2511 Certified 970081300000145787359 f October 6,2011 Redland Brick,Inc. The existing permit expired on February 5, 2013, but Redland has been meeting and actively discussing the permit renewal with the town since prior to permit expiration. The location of this earth removal operation is at 1440 John Fitch Boulevard, east of the brick plant. For this application, we are requesting to continue mining clay in the same location currently permitted. The acreage currently permitted includes the areas identified as Phase 1 through Phase 4, Phase 6, and Phase 7 along with areas adjacent which were formerly mined by Redland Brick. The reclamation plan and 5 year projections for the site are attached. The geology of the area includes a deposit of sand on top of a deposit of clay. East Hartford Sand and Gravel under separate permitting has been removing the sand so Redland can access the clay. Redland Brick mining operation includes removing any remaining sand or overburden and either stockpiling it elsewhere on Redland Brick's property or using for reclamation. The clay is loosened with a farm type disk, allowed to air dry, pushed to a side of the quarry, loaded into trucks, and hauled to a storage area. The storage area can be either to an enclosed storage shed or an outside stockpile during warm months of the year. The mining operation is weather dependent and is restricted to material to supply the plant for the entire year. It is critical that at least this much acreage is permitted to allow for sufficient air drying time. No wetlands will be disturbed by continued mining activity. Redland Brick views itself as a steward of the environment and a good neighbor. Redland formerly designated approximately 5 acres of their property in a Conservation Easement with the Town. 1:\R\REDLB-REDLAND BRICK,INC\REDLAND BRICK,KF PLANT,1440 JOHN FITCH BOULEVARD,SOUTH WINDSOR,CT 06074\RED2004CE\WP\Applicalim\Eanh Removal Applicatim.do HRl GGGl YLG, ATTACHMENT B DRAWINGS J:\R\REDLB-REDLAND BRICK,INC\REDLAND BRICK,KF PLANT,1440 JOHN FITCH BOULEVARD,SOUTH WINDSOR,CT O6074\RED2004CE\WP\Application\Emh Removal Application.d— HR Drawing List Drawing Title Title Sheet C 1.0 Overall Existing Conditions Plan C1.1 Existing Conditions Plan TP-5 Excavation Plan- Phase 6 & 7 MRUZEDLB-REMAND BRICK,INCREDLAND BRICK,KF PLANT,1440 JOHN FITCH BOULEVARD,SOUTH WINDSOR,CT 060741RED2004CE\WPWpplicatim\Ea ii Removal Applicatioo.docx HR ATTACHMENT C RECLAMATION PLAN J:\R\REDLB-REDLAND BRICK,INCIREDLAND BRICK,KF PLANT,1440 JOHN FITCH BOULEVARD,SOUTH WINDSOR,CT 06074\RED2004CE\WP\Applicalion\Eanh Removal Applicalion.docz HR (/JX7GGGIi7 nG, REDLAND BRICK INC.- KF PLANT EARTH REMOVAL PERMIT FIVE (5) YEAR PROJECTIONS- RECLAMATION PLAN Listed below are our plans for the next five years as well as our reclamation plan for the clay pit when mining is completed. The monitoring and preparation of this report was performed according to our executed proposal dated August 9, 2013. The purpose of this vibration monitoring was to document vibration levels at or near the property boundary during actual or simulated mining operations and to compare these recorded levels with published data for vibration levels that could cause damage to structures. The information and conclusions contained in this report are subject to the limitations included in Appendix A. BACKGROUND GZA understands that at least one property owner adjacent to the Redland Brick property is concerned about the level of vibrations caused by the mining activities. Northern Construction Services provides the equipment and operators for the earthwork operations at the clay mine owned by Redland Brick Inc. We understand that Redland Brick is in the process of renewing its mining permit for this site. FIELD MONITORING GZA coordinated our work with you and Mr. Ed Cunningham, Plant Manager for Redland Brick Inc. Your operators provided the equipment and typical operations during the monitoring on August 14, 2013. The equipment being used to load and haul clay included a Komatsu D65PX Bulldozer and a Volvo BM A30, 20 ton capacity, off-road dump truck. GZA used an Instantel BlastMate III Multi-channel Seismograph, Serial #BA8684, to measure vibrations during the operation of the mining equipment. Two methods were used An Equal Opportunity EnzployerMIF/U/H Vibration Monitoring—Redland Brick Inc. October 18,2013 File No. 05.0045211.00 Page 2 to monitor the vibrations: Trigger Level readings and Timed Interval (Histogram) readings. For the Trigger Level method, a minimum vibrations level of 0.02 in/sec was set on the seismograph. When the vibration levels reached the minimum trigger level from equipment operations, the triggering event and 3 seconds of data were recorded. an Vibrations below the minimum threshold level of 0.02 in/sec were not recorded during this method. For the Timed Interval (Histogram), the seismograph was set to record for three seconds every one minute regardless of the vibration level. A minimum trigger level was not used during the Timed Interval method. Vibration data presented in this report represents the Peak Vector Sum measured in inches per second. The sensor records peak particle velocities in three principal directions and the seismograph then mathematically sums these vectors and reports the Peak Vector Sum. The data obtained from the seismograph is presented in Appendix B. Various locations were monitored for different equipment. The Komatsu bulldozer was monitored during tracking and blading operations and the loaded dump truck was monitored during hauling operations. The equipment did not operate at the same time. The attached Vibration Monitoring Location Plan, Figure 1, identifies the approximate location of the six monitoring locations with respect to the haul road, existing drainage ditch, and nearby property boundaries. Current haul roads, the seismograph locations, and the existing structure locations are approximate. The seismograph locations and the current haul road configuration were not surveyed for this investigation. Monitor locations 1 through 3 and 6 were along the southern property boundary and locations 4 and 5 were set up approximately 10 feet from the operating bulldozer and truck, respectively. A summary of the maximum recorded peak vector sums for the various conditions monitored are presented in the following table. Table 1 —Summary of Peak Vector Sums (PVS) Location Approximate Max. This vibration level is 6 to 25 times lower than the vibration limits that may cause damage Vibration Monitoring—Redland Brick Inc. October 18,2013 File No.05.0045211.00 Page 3 to structures based on the following criteria. The United States Bureau of Mines' (USBM) recommended safe levels of vibrations for residential structures to be 0.2 to 2.0 inches per second, depending on the frequency of the vibration. For the frequencies recorded during our monitoring, the safe vibration limits range from 0.5 to 2.0 inches per second. The USMB limits are plotted on the Event Reports presented in Appendix B. The PVS values recorded at or near Redland Brick's property boundary were approximately 50 to 150 feet from the source of the vibrations. It should be noted that the nearest habitable structure is an additional 150 to 200 feet from the closest planned mining operation and vibration levels decrease rapidly with distance. Published da& would indicate that the mining generated vibrations at distances from 200 to 350 feet from the source would be in the"slightly perceptible"to"imperceptible range. G Vibrations below the minimum threshold level of 0.02 in/sec were not recorded during this method. For the Timed Interval (Histogram), the seismograph was set to record for three seconds every one minute regardless of the vibration level A minimum trigger level was not used during the Timed Interval method. Table 1 —Summary of Peak Vector Sums PVS Location Approximate Max. This vibration level is 6 to 25 times lower than the vibration limits that may cause damage Vibration Monitoring—Redland Brick Inc. October 18,2013 File No.05.0045211.00 Page 3 to structures based on the following criteria. The United States Bureau of Mines' (USBW recommended safe levels of vibrations for residential structures to be 0.2 to 2.0 inches per second, depending on the frequency of the vibration. For the frequencies recorded during our monitoring, the safe vibration limits range from 0.5 to 2.0 inches per second. The USMB limits are plotted on the Event Reports presented in Appendix B. Gzk The PVS values recorded at or near Redland Brick's property boundary were approximately 50 to 150 feet from the source of the vibrations. It should be noted that the nearest habitable structure is an additional 150 to 200 feet from the closest planned mining operation and vibration levels decrease rapidly with distance. Published date would indicate that the mining generated vibrations at distances from 200 to 350 feet from the source would be in the"slightly perceptible"to"imperceptible"range. (GZA)prepared this report on behalf of, and for the exclusive use of our Client for the stated purpose(s) and location(s) identified in the Proposal for Services and/or Report. Use of this report, in whole or in part, at other locations, or for other purposes, may lead to inappropriate conclusions; and we do not accept any responsibility for the consequences of such use(s). Further, reliance by any party not expressly identified in the agreement, for any use, without our prior written permission, shall be at that parry's sole risk, and without any liability to GZA. Standard of Care 2. GZA's findings and conclusions are based on the work conducted as part of the Scope of Services set forth in Proposal for Services and/or Report, and reflect our professional judgment. These findings and conclusions must be considered not as scientific or engineering certainties, but rather as our professional opinions concerning the limited data gathered during the course of our work. If conditions other than those described in this report are found at the subject location(s),or the design has been altered in any way, GZA shall be so notified and afforded the opportunity to revise the report,as appropriate,to reflect the unanticipated changed conditions. 3. GZA's services were performed using the degree of skill and care ordinarily exercised by qualified professionals performing the same type of services, at the same time, under similar conditions, at the same or a similar property. No warranty, expressed or implied,is made. Subsurface Conditions 4. The generalized soil profile(s) provided in our Report are based on widely-spaced subsurface explorations and are intended only to convey trends in subsurface conditions. The boundaries between strata are approximate and idealized, and were based on our assessment of subsurface conditions. The composition of strata, and the transitions between strata, may be more variable and more complex than indicated. For more specific information on soil conditions at a specific location refer to the exploration logs. 5. In preparing this report, GZA relied on certain information provided by the Client, state and local officials, and other parties referenced therein which were made available to GZA at the time of our evaluation. GZA did not attempt to independently verify the accuracy or completeness of all information reviewed or received during the course of this evaluation. 6. Water level readings have been made in test holes(as described in the Report)and monitoring wells at the specified times and under the stated conditions. These data have been reviewed and interpretations have been made in this Report. Fluctuations in the level of the groundwater however occur due to temporal or spatial variations in areal recharge rates, soil heterogeneities, the presence of subsurface utilities, and/or natural or artificially induced perturbations. The - water table encountered in the course of the work may differ from that indicated in the Report. April 2012 PAGE 1 7. GZA's services did not include an assessment of the presence of oil or hazardous materials at the property. Consequently, we did not consider the potential impacts (if any)that contaminants in soil or groundwater may have on construction activities,or the use of structures on the property. r 8. Recommendations for foundation drainage, waterproofing, and moisture control address the conventional geotechnical engineering aspects of seepage control. These recommendations may not preclude an environment that allows the infestation of mold or other biological pollutants. Compliance with Codes and Regulations 9. We used reasonable care in identifying and interpreting applicable codes and regulations. These codes and regulations are subject to various, and possibly contradictory, interpretations. Compliance with codes and regulations by other parties is beyond our control. Cost Estimates 10. Unless otherwise stated, our cost estimates are only for comparative and general planning purposes. These estimates may involve approximate quantity evaluations. Note that these quantity estimates are not intended to be sufficiently accurate to develop construction bids,or to predict the actual cost of work addressed in this Report. Further, since we have no control over either when the work will take place or the labor and material costs required to plan and execute the anticipated work, our cost estimates were made by relying on our experience, the experience of others, and other sources of readily available information. Actual costs may vary over time and could be significantly more, or legg t1l Qtatarrl in tha Rannrt mr Additional Services 11. GZA recommends that we be retained to provide services during any future: site observations, design, implementation activities, construction and/or property development/redevelopment. This will allow us the opportunity to: i) observe conditions and compliance with our design concepts and opinions; ii) allow for changes in the event that conditions are other than anticipated; iii) provide modifications to our design; and iv) assess the consequences of changes in technologies and/or regulations.
