RE: PZC Site Plan Modification Application;Anixter 1315 John Fitch Boulevard
Anixter, Inc. is seeking a permit to construct a new parking lot, and restripe existing spaces to
provide additional parking at the existing commercial building located at 1315 John Fitch Boulevard.
As required,we have submitted the following material for review:
1 copy of the completed application
2 copies of the site plan checklist
3 sets of plans (for initial review, a total of 6 sets will be provided for commission
review)
2 copies of Drainage Calculations
ICE check for application fee ($160.00)
In summary, the 6.3 ac. Parcel is zoned Industrial with an existing 92,200t sf building, last permitted
for Nassau Furniture Co. in 1972 with a total of 89 parking spaces. Currently, the site only has
striped spaces along the north and east sides of the building. 8 spaces are striped along the north
side of the building, where 11 spaces were approved, and 33 spaces are striped (including 4
handicap spaces) along the east side of the building, adjacent to John Fitch Boulevard, where only
19 spaces were shown on the approved plan. The approved plan specified removal of pavement
which has not occurred.
Anixter, Inc. is a leading global supplier of communications and security products, electrical and
electronic wire and cable. The South Windsor facility will primarily supply wire and cable for the OEM
(original equipment manufacturers) market.Anixter is a distributor, not a manufacturer of wire and
cable products,At this location there is a `value add'component to the business whereby we stripe
and dye wire to the customers specification. Plans are to lease approximately 68,100 sf of the
building with interior improvements including the construction of approximately 9,000 sf of office
space for 35 employees. The remaining space will be used for distribution and Anixter expects to
have up to 35 employees within this area. Hours of operation are to be Monday through Friday from
6:00 am to 7:00 pm.There will be a single shift with no weekend hours.
The remaining portion of the building (approx. 24,100 sf)will remain as is, operating as a showroom
for Nassau Weekend Warehouse, open to the public Thursday through Sunday.
Ishurwre1 »kihril Etgineriing, l..lC.
A total of 89 spaces (10'x20')were approved for this building in 1972. Existing conditions on site vary
slightly from the approved plan and consequently, the impervious coverage for the site exceeds the
65% maximum (approx. 66.5% existing). This application seeks to relocate some of the parking
located to the rear of the building, nearest the warehouse, to the front-south side of the building.
New parking for 20 cars is proposed in this location. Landscaped islands have been incorporated
into the design and are sized to provide 6% landscaping for the proposed parking area. In addition,
plans also specify the removal of other areas of pavement throughout the site to bring the site into
compliance with respect to impervious cover. Improvements to the building exterior include the
addition of windows/doors along the existing southeast corner of the building.Additional architectural
treatments will be incorporated to enhance the aesthetics of the existing building.
Please review the attached information and let me know if you require any additional information.
Thank you.

Hydrographs (Rational Formula) A
Introduction: The applicant is seeking site plan approval to construct additional
bituminous parking areas, and remove other bituminous areas to provide adequate
parking for tenants at an existing commercial building.
Existing Conditions: The 6.3 acre site is an industrial lot containing an existing
92,200sf building and associated access driveways, parking spaces and utilities. Storm
water drains sheet flow from paved areas into existing catch basin structures, which
discharge into the town's drainage system located within Strong Road. A low area
existing south of the building which receives runoff from an existing lawn area.
Proposed Development: The proposed development of the site consists of the
construction of a 24' side access drive with parking for 20 vehicles. A small amount of
pavement is proposed to the rear(west)of the building to connect existing pavement to
an existing drive in door to the building.
Runoff from the proposed parking area will flow onto the vegetated side yard south of the
building which has been regraded to enlarge the retention area.
Erosion/Sedimentation Control Systems: An extensive erosion/sedimentation control
plan has been developed as part of the site design. These measures include the following:
1. Installation of silt fence down-slope of disturbed areas.
2. Installation of silt fence around stockpiled materials.
3. Seeding and mulching disturbed areas as soon as practical during
construction.
Drainage Design:
The drainage design of the site has been completed utilizing a number of computer
programs and generally accepted design methods. The runoff from the site under
developed conditions has been calculated using the Rational Method. Summary sheets,
Hydrographs and a topographic drainage area map (1"=40') are included in appendix A.
Conclusions: The larger retention area on-site is expected to mitigate any potential
storm-water quality impacts from the proposed development.

Re: 1315 John Fitch Boulevard;Anixter, Inc. Site Plan Modification
I am submitting(6)complete sets of plans revised to address town staff comments raised at our
meeting on March 4, 2014. Staff were represented by Walter Summers, Fire Marshall; Fred Shaw
from Public Works; Jeffrey Doolittle, P.E. Town Engineer; and Jeffrey Folger and Michele Lipe
from Planning. Revisions include:
1) Concrete pads have been added at the 2 existing doors located on the south of the
building that will remain.A bituminous sidewalk(4'wide) is specified to connect these
two doors(means of emergency egress)to the proposed parking lot. The third existing
door on the south side is to be removed. On the east side of the building, the second
proposed door is now depicted with a concrete sidewalk specified to connect to the
existing sidewalk. Use of doors located on the east side are: new door farthest south will
be the main entrance for office employees and/or visitors, second proposed entrance will
serve as a second emergency egress for the office space, and the third(existing)door will
serve as an emergency egress for the warehouse space.
2) (3)concrete bollards have been specified to protect the existing gas service at the south-
east corner of the building. A detail has been included on the plans.
3) Parking calculations eliminate the reference to a waiver and now reflect a request for a
"modification of minimum required parking spaces" (Section 6.4.9)to reduce the
requirement by 16 spaces. The applicant requires no more than 82 spaces for 70
employees, which is 16 fewer than zoning regulations would require. The application
provides no increase in building size and provides more parking than has existed for more
than 40 years. The application also specifies a reduction in pavement to bring the site into
compliance with respect to impervious cover.
4) A sanitary sewer manhole is specified as requested, to allow for monitoring of industrial
discharge. As discussed, discharge into the sewer from Anixter will be from bathroom
.e =
fixtures only, with no floor drains_ The question of water usage was originally raised to
determine if there was capacity to allow for sprinklers, which it appears to have.
5) The center landscaped island (adjacent to Strong Road)has been modified to eliminate
the Y paved channel. As requested, this area will now serve as a rain garden and will be
graded to receive surface runoff from the remaining, existing pavement. A yard drain has
been specified to provide relief during greater storm events.
6) Grading for the new parking area located on the south-east corner of the building has
been modified as requested to direct surface runoff from the existing low area on site,
westerly via a grass swale. A Swale has been specified with a minimum slope of 0.5% as
required.
7) he proposed parking area has been modified, as requested, in an effort to preserve an
existing 24" maple tree on site. As directed, the width of the proposed access drive has
been reduced(20'minimum) to provide greater separation from the tree to be saved.
8) The proposed dumpster is to be located on concrete inside of the enclosed loading dock
area.
9) Existing roof leaders were not found along the building exterior and are believed to tie in
from within the building and drain into existing storm structures. The owner represents
that previous issues with the roof leaders resulted from blockage of storm pipes, and that
the town of South Windsor had resolved the issue. We are aware of no current issues with
the existing roof leaders.
10)Specifications for lighting as well as text for the foot-candles have been made legible
(larger) as requested. In addition(3)building mounted lights have been added to the
eastern side of the building for a total of(5)proposed fixtures.
11)Modifications to the building for 14VAC will require units to be added to the roof, to be
set back from John Fitch Boulevard and is not expected to be visible.
12)The topsoil stock pile has been relocated due to the new grass swale, as requested.
Please review the plans and let me know if you have any questions. The applicant is anxious to
bring new business into South Windsor. We appreciate your assistance throughout the process
and look forward to our meeting before Planning&Zoning on March 25, 2014.
Thank you.

MEMORANDUM
To: Michele Lipe, Town Planner
From: Jeffrey Doolittle, Town Engineer
Date: 3/13/14
RE: Application 14-10P—Anixter, 1315 John Fitch Boulevard
Engineering has reviewed the site plan modification received on 13/11/14 for the
above site and has the following comments:
1. The grass swale to carry runoff from the additional parking area to the west is
good. However, a storage area needs to be included in or near this swale to the
west of the building to detain the increase in runoff for a 100 year storm. This
could be a small basin with a level spreader overflow or an outlet structure pipes
to the west.
2. An access easement to the Town is needed around the proposed sanitary
manhole near Strong Road for Town crews to sample and inspect the sewer
flows from this site if needed. This easement should be 20 feet wide and extend
at least 20 feet from the edge of the ROW for Strong Road so the San MH is in
about the middle of this easement area.
3. A couple of notes on Sheet C-2 overlap and are obscured near the edge of the
proposed rain garden. One or more of these notes need to be moved so they are
clear.
4. An application needs to be submitted to the WPCA for this site plan modification,
for their review and approval.
Please contact me if you have any questions.

Subject: Anixter revised plans

Hi,
We have reviewed the revised plans. Attached are comments from Jeff Doolittle.
My zoning concerns remain as follows: the parking breakdown and how the specific uses should be broken out;
interior landscape requirements must be demonstrated where parking spaces are proposed (any spaces in
addition to what was shown on the original site plan are subject to this regulation); the zoning data table reflects
+/-for 64.9% impervious coverage. It cannot exceed 65% and should reflect such. The lighting levels should be
revisited as they appear to be low.
Jeff Folger will be following up with some comments on the rain garden design.
Please make sure signs are posted by Saturday as we intend to have this on the March 25th agenda.
Thanks,
Michele

Re: 1315 John Fitch Boulevard;Anixter, Inc. Site Plan Modification
I am submitting (6) complete sets of plans revised to address town staff comments from Town
Engineer, Jeffrey Doolittle, in his memo dated 3/13/14. Revisions include:
1) An additional storage area has been provided as requested to detain the increase in runoff
for improvements located on the south side of the building. Two copies of the revised
Stormwater Management Plan are included for review.
2) An access easement has been provided, as requested, and is depicted on sheet C-1.
3) Sheet C-2 has been revised as requested, for clarity.
4) We understand that WPCA approval is required. An application has been submitted, and
we expect to be before the Commission at their next scheduled meeting.
Additional revisions were made to address comments raised via email from Planning staff
including:
1) The parking calculations have been modified and broken down by use for the
applicant, as requested. Calculations can be found on Sheet C-1.
2) Lighting has been reviewed and a new light pole is being proposed along the
southerly boundary, adjacent to the 6 proposed parking spaces.A 14'high pole
"The Archetype"-bylCini Lighting is specified T is is a full cutoff ixture.A copy— -of the specification sheet has been included with this packet for review.
3) Plant material within the rain garden has been modified, as discussed with Jeff
Folger.
4) Landscape area calculations have been included on the landscaping plan(C-3)
and depict 5.9%provided for the 20 relocated spaces, and 1.4%where one
parking space from the rear of the building is being located adjacent to the
existing unapproved spaces east of the building. Please note that this application
proposes a total of 4 more parking spaces than are available today. The goal of
this application was to provide a minimum of 40 spaces along the front of the
building for Anixter. They anticipate 3 5 office employees entering from the front
and need additional spaces available for visitors. As the site is currently over the
maximum impervious coverage limit(at 66.5%)the applicant will be removing an
equal amount of pavement they are proposing to compensate, as well as an
additional 4200 sf of pavement in areas west of the building, adjacent to Strong
Road, in order to bring the site into compliance. We understand that the existing
parking spaces along John Fitch Boulevard were never approved, however, the
applicant is hopeful that the town will consider the additional work and expense
involved with this proposal to be found acceptable. They would also be amenable r)
to providing additional plantings (shrubs and/or 5'x5' beds) along t e if_ c
desired.-
Please review the plans and let me know if you have any questions. The applicant is anxious to
bring new business into South Windsor.Again, we appreciate your continued assistance and
support throughout the process and look forward to our meeting before Planning &Zoning on
March 25, 2014.

Appendices:
Hydrographs (Rational Formula) A
Introduction: The applicant is seeking site plan approval to construct additional
bituminous parking areas, and remove other bituminous areas to provide adequate
parking for tenants at an existing commercial building_
Existing Conditions: The 6.3 acre site is an industrial lot containing an existing
92,200sf building and associated access driveways, parking spaces and utilities. Storm
water drains sheet flow from paved areas into existing catch basin structures, which
discharge into the town's drainage system located within Strong Road. A low area
existing south of the building receives runoff from the existing lawn area.
Proposed Development: The proposed development of the site consists of the
construction of a 22'w-ide access drive with parking for 20 vehicles. A small amount of
pavement is proposed to the rear(west)of the building to connect existing pavement to
an existing drive in door to the building.
Runoff from the proposed parking area will flow onto a vegetated swale located in the
side yard south of the building which directs runoff to a detention basin that will spill into
a proposed Swale discharging towards the westerly boundary.
Summary sheets,
Revised Hydrograpbs and a topographic drainage area map (1"=69) are included in
appendix A.
Conclusions: The retention area on-site is expected to mitigate any potential storm-water
quality impacts from the proposed development.

Appl. #14-10P, Anixter Plan Modification
3/25/14
Planning Department Report
1. Request for site plan modification to change the front fagade of the existing building
and add approximately 20 parking spaces on the southern side of existing building and
restripe to add additional spaces along the front of the building to accommodate a new
tenant, for property located at i5 John Fitch Boulevard (the existing Nassau
Building), I zone. 136
2. Building changes proposed include adding some entrance doors as well as windows and
banding along the southern portion of the building.
3. The existing driveways will continue to service the property. Maximum impervious
coverage allowed is 65%, 64.9% proposed. The applicant is proposing to remove
pavement in the rear of the existing parking area and is added some drainage structure
and a rain garden to help treat surface drainage as it is leaving the site.
4. The parking requirement for the office, manufacturing and warehouse use on this
property is 136 spaces. The applicant has provided for 116 spaces and has requested a
modification to the number of required parking spaces in accordance with Section
6.4.9. This allows the PZC to reduce the number required when demonstrated that:
• The increase in stormwater run-off rate shall be held to a minimum by reducing the
parking spaces, and/or
• The applicant demonstrates through actual experience that a lesser number of
parking spaces will suffice, and further that due to the nature of the building or
business, future owners/occupants of the building are also unlikely to need to
number of parking spaces required by the zoning regulations.
5. New landscaping is proposed along the Strong Road frontage as well as along the front
and southern side of the building. There are foundation plantings proposed along the
building. We have asked the applicant to break up the front parking area with a
landscape island to meet the interior landscape requirement for new parking areas since
this parking is being approved for the first time on this site. They would prefer not to.
6. New lighting will be added to the building in the area of the new front parking as well
-- as-alo-ng the-southerly area—Upoma recent site visit, it way-difficult-to-determine f-the
old lights in the front parking area were functional. We have asked the applicant to
verify the lighting levels along the front parking area and to add additional lighting if
found to be inadequate. Additionally, lighting plan must be submitted to demonstrate
compliance with zoning lighting levels at the property line.
7. There is no new signage proposed for the site.
i
8. There are no regulated wetlands affected with this application and erosion measures are
being shown on this site plan proposal.
9. Water and sewer currently serve the property. Water Pollution Control Authority
approval is not required.
10.The Fire Marshal has reviewed this proposal and is satisfied with the plan as presented.
11.If this application is approved, there are no planning modifications requested.
