The other two comments I had are: it appears the Folsom sign does not meet the sign requirements(too large); the storage on the site should be clear—where equipment will be stored versus materials. Please submit six sets of revised plans. Thank you, Michele .1Iichefe R. Lipe,AICP Town Planner Town of South Windsor 1540 Sullivan Ave. South Windsor, CT 06074 (860) 644-2511, ext. 252 1/14/2014 MEMORANDUM To: Michele Lipe, Town Planner Jeff Folger, Sr Environmental Planner From: Jeffrey Doolittle, Town Engineer Robert Grillo, Project Engineer Date: 1/14/14 RE: Application 14-02P— Folsom 595 Nutmeg Road N Engineering has reviewed the site plan received on 12/17/13 for the above site and has the following comments: 1. The drainage report states that the proposed peak discharge for the 2 year storm will exceed the existing discharge by 0.19 cfs, which is an increase of 56%. The report shows that only the lower 4" orifice of the detention basin outlet is used for the 2 year storm. A different lower orifice, such as a 3" diameter, should be checked to achieve a proposed discharge flow no greater than the existing flow. 2. The detail for the detention basin outlet structure should show the trash rack dimensions with openings smaller that the smaller outlet orifice. 3. The existing drainage structures and pipes should be checked to confirm that they are in good condition. 4. The plan shows the roof drains for the lot 1 building discharging to grade, which may create slippery ice conditions on the pavement near the garage doors. Consider piping the roof leaders to nearby catch basins or stilling basins. 5. Provide an outlet spillway or emergency overflow spillway for the overflow discharge from the 3 stilling basins to the brook. Include details for the spillways. 6. A detail should be added for the installation of the Stormceptor. 7. The plan needs to show separate areas for materials and equipment storage. Concrete bins should be considered to neatly separate and store materials on site. 8. Will the existing chain link fence remain or be removed? 9. 1 am concerned that some stored material will inadvertently find its way into the existing catch basins and the storm drain system on the west part of the site. Consider installing stone aprons around the catch basins or removing some basins to prevent material getting into the storm drainage system and the brook. 1 r 10.The Town must be able to access the existing Drainage Easement on the southern edge of the proposed Lot 2 to inspect and maintain the storm drainage pipe and outfall there. The proposed graded swale over this drainage easement area will limit access to the easement area and outfall and should not be included. This easement needs to be kept clear of any structures, dumpster pads, lights, filling or grading and plantings that may interfere with Town use of and access to this area, as stated in the easement. 11. Information should be provided for the building on lot 2, including the discharge of the roof drains. 12.The proposed pipe invert of the lateral sanitary sewer to the building on lot 2 should be shown at the manhole in the road. 13.An oil separator tank should be shown connecting floor drains from the garage area of the building on lot 1 to the sanitary sewer, as approved by the WPCA. 14.The detail for both the dumpster pad and concrete sidewalk call for Class C concrete. This should be changed to Class F concrete which Is the Town standard for concrete sidewalks and dumpster pads as it is stronger concrete and lasts longer. 15.An application must be made to the WPCA for their review and approval of the new sanitary sewer connection on both lots 1 and 2. Please contact either of us if you have any questions. 2 t0W N S£q x F 7 cps V&U&ot 1540 SULLIVAN AVENUE • SOUTH WINDSOR, CT 06074 ldsoa•co TELEPHONE (860) 644-2511 January 29, 2014 Andrew J. The reason for this request is that we believe that a Statutory Division is allowed for this property and a subdivision is not required. The original parcel was approximately 13 acres before Nutmeg Road North was built. See Warranty deed from Joseph Labutis to John B. and Gunilla D.Kehoe on March 6, 1931 and recorded in Volume 27 Page 310(Second Piece— 13 acres more or less),Warranty deed from Jahn B. Kehoe and Gunilla Kehoe to Louis T. Rioux on July 30, 1945 and recorded in Volume 37 Page 389(13 acres more or less)and a Warranty deed from Louis T.Rioux to Wilfred J.Gay on August 31, 1951 and recorded in Volume 42 Page 365. When Nutmeg Road was built the current parcel for 595 Nutmeg Road North was created. In a Warrantee deed from Ernestine M. Charbonneau to Waldo Bros. As the slope of the drainage basin increases, the selected C value should also increase. This is caused by the fact that as the slope of the drainage area increases, the velocity of overland and channel flow will increase allowingless opportunity PPo for water to infiltrate the ground surface. Thus, more of the rainfall will become runoff from the drainage area. In summary, it should be reiterated that in assigning a value to the runoff coefficient for use in the rational method, the engineer must rely heavily on experience and judgement. Industrial (1) Zone, with the following conditions: 1. The final approved copy of the entire set of plans and this letter reproduced thereon must be submitted to the Planning Department. This must be completed within 65 days of approval prior to any construction activity on the site. Plans submitted to Planning & Zoning Commission shall be considered having met this requirement. 2. The application shall indemnify and hold harmless the Town of South Windsor against any liability, which might result from the proposed operation or use. 3. The permit is valid for five years and shall expire on February 19, 2019. It is the Ian down er(s)/applicant(s) responsibility to track expiration dates and notify the Commission of a renewal request at least 65 days prior to expiration. 4. Bonds shall be collected in the amount of $5,000 to ensure adequate erosion and sediment controls are constructed and maintained through the construction process; and, $10,000 for the installation of the proposed stormwater structures. 5. The plan also to include the addition of a hydrodynamic separator on the catchbasin on Lot#2. 6. All approvals required must be obtained and submitted prior to any activity on the site. 7. A contact person shall be identified on the plans. Very truly yours, INLAND WETLANDS AGENCY/CONSERVATION COMMISSION Barbara Kelly,Vice Chairperson J cc: Town Planneri Chief Building Official v MEMORANDUM To: Michele Lipe,Town Planner Jeff Folger, Sr Environmental Planner From: Jeffrey Doolittle, Town Engineer Robert Grillo, Project Engineer Date: 2/25/14 RE: Application 14-02P— Folsom 595 Nutmeg Road N Engineering has reviewed the revised site plan received on 2/20/14 for the above site and has the following comments: 1. The lower outlet orifice in the detention basin outlet structure was changed to 3" diameter. The drainage report needs to be revised to provide the proposed peak discharge for the various storms using a 3" lower orifice. The proposed peak discharges shall be no greater than the existing discharges from the site. 2. The detail for the detention basin outlet structure (sheet D-1) should show the overall trash rack dimensions. 3. The plan shows the roof drains for the lot 1 building discharging to grade, which may create slippery ice conditions on the pavement near the garage doors. Consider piping the roof leaders to nearby catch basins or stilling basins. 4. Curb stops should be installed at the ends of the parking spaces before the flush sidewalk in front of the proposed building on Lot 2. 5. Install a 2 foot wide stone strip (2"-6" stone) as a level spreader/erosion control measure for stormwater flow on the north side of the paved parking areas on Lot 2 where there is no curb. 6. The detail for the rip rap swale outlet (sheet D-2) from the 3 stilling basins to the brook needs to show rip rap on filter fabric all the way up both sides of these swales, so the sides of these swales do not erode. 7. Show all the dimensions of the Infiltration Swale on sheet D-3. Label the depth of the topsoil in this swale. I suggest a 2 foot wide apron of 2"-6" stone be added on the side of the swale by the operations yard to catch any sediment and debris before it gets into this swale. 8. On Sheet LA-1 the 90' dimension (E-W) of the proposed building on Lot 1 does not agree with the scaled building dimension. 1 r 9. On Sheet GR-1 the note for the 2' Riprap Swale on Lot 2 does not appear to be needed. 10.The Town must be able to access the existing Drainage Easement on the southern edge of the proposed Lot 2 to inspect and maintain the storm drainage pipe and outFall there. This easement needs to be kept clear of any structures, dumpster pads, lights, filling or grading and plantings that may interfere with Town use of and access to this area, as stated in the easement. 11.An oil separator tank should be shown if there are any floor drains in the garage area of the building on lot 1 and be connected to the sanitary sewer, as approved by the WPCA. 12.An application must be made to the WPCA for their review and approval of the new sanitary sewer connection on both lots 1 and 2. Please contact either of us if you have any questions. 1 2 Appl #14-02P, Folsom Construction Site Plans 2/25/14 Planning Department Report 1. Request for approval of a site plan modification for Lot#1 to add a 18,014 sq ft industrial building; and a site plan of development for Lot #2 to add 8,425 sq ft industrial building and associated parking, on property located at 595 and 591 Nutmeg Road North, I zone .Z("3 &,- 2. This site is the former Waldo Brothers site and had an industrial building that collapsed during the winter of 2011. A lot has now cut out through the "free split" provision along Nutmeg Road North. The new lot is 1.4 acres and meets all the requirements for an industrial lot. The property will be 591 Nutmeg Road North. 3. The site plan modification proposal for 595 Nutmeg Road north includes the construction of a 15,000 square feet industrial building including approximately 4,000 sf of office space. There will continue to use be a single access off of Nutmeg Road North for the site. At full build, the maximum impervious coverage allowed is 65%, 34% proposed. Proposed building height is 2 stories feet; 40 feet allowed. Front yard setback is about 290+ feet, 35 feet required. The parking requirement for this building is 39 spaces, 21 have been provided with an additional 18 spaces shown in reserve. 4. There are overhead doors are shown along both the northerly and southerly side of the building. There are outdoor storage areas proposed on the site plan to the rear of the building for equipment storage as well as bins set up for material storage. In addition, the westerly part of the site will be cleared and will be used as an "operations yard' for the storage of construction materials, pipes, trailers, and material stockpiles. 5. It is the applicant's intent to screen materials to be used in site construction. The materials screened will not be sold from the site. A+-JA . ,t&u 14,- 6. The second site plan proposed is for a 8,425 sf industrial building with approximately 2400 sf of office space. There will be a single access off of Nutmeg Road North for the site. At full build, the maximum impervious coverage allowed is 65%, 35.4% proposed. Proposed building height is less that the 40 feet allowed. Front yard setback is about 80 feet, 35 feet required. The parking requirement for this building is 20 spaces, 20 spaces have been provided. 7. New site lighting will consist of full cutoff light poles in the parking area, 25 foot in height, as well as building mounted lighting. — ,j et*Zlr r(k_L 8. Signage proposed at either site must meet the zoning requirements for free standing signs and building signs in industrial zones. There is no signage proposed at this time for the second building. 9. Architectural and Design Review Committee reviewed this site on January 9. They were satisfied with the proposal as presented. 10. There are regulated wetlands that affect both lots. The applicant received IWA/CC approval with modifications on February 19, with a $5,000 bond for erosion & sediment control and a $10,000 bond for the installation of the stormwater system. 11. The site is served by public water and sewer. Water Pollution Control Authority approval is required for the sewer connections. 12. The Fire Marshal has reviewed the plan and has no comments. 13. As indicated by the applicant's representatives, the site is currently being used for storage of material as well as construction equipment. Typically a site would not be occupied and used until such time as an as-built is filed and a CO is granted for the building. If this application is approved, the planning department has no further modifications to request. v V 2 O*N Sf4 O 1540 SULLIVAN AVENUE • SOUTH WINDSOR, CT 06074 sox-co TELEPHONE (860) 644-2511 CERTIFIED MAIL7011 1570 000 6337 4441 February 28, 2014 Andrew J.
