DPI Proj.No. 3136.17 March 5, 2014 • • • Our client, Folsom Construction, LLC of South Windsor, has applied to the Planning&Zoning Commission for a two year Temporary & Conditional Permit. The purpose of this application is to allow Folsom Construction to temporarily operate a yard at 595 Nutmeg Road North in advance of securing an as-built survey and certificate of occupancy for that site. The yard will be in the area as depicted on the site plan, and the use of the yard will be consistent with the description on the site plan of development, and as described by Peter DeMallie of Design Professionals, Inc. at the PZC's meeting on the site plan application(2/25/14). Folsom Construction has outgrown its present building and yard at 138 Rye Street. They are temporarily using the 595 Nutmeg Road North site for storage of excess material, including topsoil, process, construction trailers, catch basins and even pipe for a large water main installation • project in Tolland, among other contracts. • The site plan for Folsom Construction has received the following approvals: IWA; PZC; ADRC; WPCA; EDC; and Town Council (tax abatement). The approval is for an 18,014 sq. ft. headquarters and operational building with 39 spaces (18 deferred) on a 7.98 acre lot. The yard is to the rear of the property. Folsom is not applying for a T&C Permit for the adjoining parcel at 591 Nutmeg Road North, which was also unanimously approved by the PZC on the evening of February 25, 2014 for an 8,425 sq. ft. building with 21 parking spaces. We propose that this T&C Permit, if approved by the PZC, become null and void upon issuance of the certificate of occupancy for the new building at 595 Nutmeg Road North. The Commission might want to observe that the site presently has an approved site plan of development for the Waldo Bros operation, which includes a large yard for the exterior storage of construction materials, and that the site is largely intact(paved driveway, etc.,), save for the building which was destroyed in February of 2011 (caved in due to heavy snow loads). This was • approximately one week from the collapse of the Ten Pin Bowl on U.S. Route 5. • • • • • • a • C:\Documents and Settings\laurenlzarambo\Local Settings\Temporary Internet Files\OLK2 D\31 36 PZC TC Narrative 2014-3-4(2).doc q0*N SfA w 1540 SULLIVAN AVENUE • SOUTH WINDSOR, CT 06074 rOsox•co`' TELEPHONE (860) 644-2511 February 26, 2014 Peter DeMallie Design Professionals, Inc. 425 Sullivan Avenue South Windsor, CT 06074 Dear Mr. DeMallie: Re: Appl. #14-11P, Folsom Construction Temporary and Conditional Permit, 595 Nutmeg Road North Please be advised that the Public Hearing of the Planning 8s Zoning Commission in the above referenced matter has been scheduled for Tuesday, March 11, 2014 at 7:30 PM in the Council Chambers of the South Windsor Town Hall, 1540 Sullivan Avenue.
