Town of South Windsor 1540 Sullivan Ave. South Windsor, CT 06074 RE: South Windsor Technologies Center DPI Proj.No. 99-1253 Patria&Schweir Road South Windsor,Connecticut Dear Marcia:. On behalf of my client, South Windsor Technologies Center,LLC, I hereby request conditional approval for the above-referenced 38-lot industrial subdivision. The original final approval of this application was granted by the PZC last year, and expires on Saturday,April 19, 2003. Subsequent to the Commission's approval, there was a lengthy approval process at the STC,which requires substantial improvements to Sullivan Avenue_ This was followed by an even longer application review period with the U.S.Army Corps of Engineers, which is now requiring a lengthy and expensive archaeological investigation of the entire site, and not just the areas in and around the two wetlands crossings. Your conditional approval process, which I have not previously utilized, gives an applicant up to three years to undertake the subdivision improvements prior to posting of the performance bond. It allows an applicant to record the approved subdivision mylar, but does not allow the sale of lots until the performance bond is posted and the PZC grants final subdivision approval. Essentially, the subdivision approval process becomes two-step,rather than the normal one step. Our analysis is as follows: 1_ Desired Terminal serviceability: We took as 2.0 for a fair condition after 20 years. 2. 'Traffic loading in equivalent 18-kip axle loads: We estimated there would be approximately 300 equivalent axle loads per day. The traffic generation was based on the traffic report that estimated that 1,740 vehicle trips per day would be generated. We estimated a mix of trucks with 150-200 trucks in various sizes_ 3. Regional Factor: We took a regional factor of 1.5 assuming roadbed subject to frost, but fairly dry. We believe that this is conservative in that the roadbed with the underdrains will be basically dry, especially during the winter months. 4. Soil support value: For a soil support value,we took a value of 5,which is conservative.A value of 3 would represent silty clay, with a value of 10 representing crushed rock. A value of 6-7 for the sandy subgrade would probably be justified_ 5. Using the above numbers,we calculated that the weighted structural number would be approximately 3.4. (See attached table). 6. The layer coefficients areas follows: Sub-base-0.11,base=0.14,and plant asphalt=0.44 7. The service number using the above coefficients and layer thicknesses would be equal to (3)(0.44)+(6)(0.14)+(8)(0.11)=3.04 Increasing the pavement thickness to 4"would yield (4)(0 A4)+(6)(0.14)+(8)(0.11)=3.48 r1 Based on the above, the asphalt thickness on the plans will be increased to 4"(2-2"lifts)_ Please review our analysis and assumptions, and feel free to call with any questions or comments. We have copied our supporting tables etc.for your use. Sincerely, Galen Semprebon,P.E. It appears that numerous truckloads of debris are being transported onto the site as there are several large stockpiles of debris on the site. The enormous piles of debris consist of brick, concrete (with rebar), wood, asphalt and metal. In addition, there are trucks, boats and cars being stored on the property. This situation violates South Windsor Zoning Regulation Section 4.1.1 Permitted Uses, which shows that junkyards are not a permitted use in the industrial zone; Section 2.18 Performance Standards, which states that all discharges of waste, and other substances shall be in compliance with Federal, State, and local laws and regulations; Section 7.6 Earth Filling which states that filling of more than 250 cubic yards of material is to be reviewed by the Planning & Zoning Commission and Section 2.11 Commercial and Industrial Storage and Display. The activity is not in conformance with the approved plan. You informed us that you were planning on crushing the debris on site and using it as a sub-base for the parking lot and roadway. Please be aware that reclaimed aggregate or recycled material is not acceptable for use as fill or as road sub base or base per Town of South Windsor standards and specifications. Please cease all operations on the site and remove all debris and material that has been transported and/or stockpiled onto this site. The trucks, boats and cars should also be removed from the property as soon as possible so that no further enforcement action is needed. Your cooperation is appreciated. I have reviewed the plans for the proposed development for the South Windsor Technology Center at the end of Patria Road, and have the following comments: Please call me (x 245) if you have any questions. A Facility Plan and Details need to be included for the proposed sanitary sewers and any ' proposed new or modified pump stations. This should include flows expected, pipe sizes, slopes, pump station details and other information needed to evaluate the sanitary sewers proposed on this site. Alternatives for the end location of the sanitary sewers need to be analyzed and evaluated. One is to run a gravity sewer line all the way to the existing Route 5 pump p station and modify this pump station as necessary to handle the flows. The second is to construct a new pump station on this site with a force main to the existing sewer main in Sullivan Avenue. Both of these alternatives need to be analyzed based on their life cycle costs. This includes capital costs as well as the present worth of operational and maintenance costs over a 20 year period. µ'1, ( G Referring to the Test Pit information shown on Sheet,2T. Because of the shallow ground water, underdrains need to be included on both sides of these roads to collect the ground water and protect the road base tructure. The underdrains will tie into the catch basins. here are a few locations where the shallow groundwater may be into the road base or subbase. This is most apparent, on Patria Road at Sta. 12+0 and Sta. 20+0. The shallow groundwater will adversely affect the road structure which is why underdrains are required. However, underdrains may lower the groundwater level which would adversely impact the adjacent wetlands. Therefore, I think these roads need to be raised (possibly a few feetl to get the base and subbase out of the groundwater, to protect the wetlands and t reduce the amount of cut necessary for these roads. 6._)The test pit information also appears to show that the bottom of the proposed detention basins will be below the groundwater elevation. If this is the case it needs to be shown ' on the plans. p :, -)1 = ..e .1 I appreciate that the road grading was stretched out so there are less short sections between changes in grade. There are a few areas remaining where there the distance between vertical cure needs to be lengthened to at least 100 feet. These are on Patria Road at Sta 2+P18191 and Schweir Road at Sta. ),+@U'and Sta. 2-15 - The Town Standard includes a minimum 100 foot tangent section on Vertical Curves. The proposed contours and existing contours need to be labeled more. The elevations proposed for the two detention basins are not clear. 4 the elevations of the inlets and outlets from the two proposed detention basins should be clearly shown on the plans. Additional details may be needed for the outlet structures. q sanitary o g tree 0.All easements that are required for sanita sewersS,orm aina utileties, , or other uses must be shown on thels. ; Anti-Tracking pads at least 50 feet long need to be shown on the Sediment and Erosion Control plans where the proposed extensions of Patria Road and Schweir Road begin. .The drainage report mentions grassed swales to drain water which collects by the D r existing cul-de-sac ends of Patna Road and Schweir Road. These need to be clearly shown on the plans. 31 Show the proposed location for Cape Cod Curb on the plans and a detail for this curb. The proposed sidewalks need to begin where the proposed extensions of Patria Road and Schweir Road begin. These should be clearly shown on the plot plans, the topographic plans and profile plans with a ram_ p to the road provided at the beginning of each sidewalk. " k atch basins should not be located in driveways. The Proposed CB1 needs to be moved to the tangent point of the radius of the pump station driveway. hat is the size and slope of the pipe crossing Patria Road at about Sta. 1+25? (1= .The storm drain trench detail needs to be modified slightly so the installation requirements for plastic pipe are clear. I will call the Engineer about this. 9 'have some questions on the drainage report. I will call the Engineer about these. Ir1wG -l /a-••whys;s / /• , P'w o Po 0 PLANNING DEPARTMENT TRANSMITTAL DATE: 41`)0a TO: 41 (,,A& ?K41-1 WE ARE SENDING YOU: 0 PZC initial plans 0 Drainage computations M PZC revised plans 0 Bond estimate request 0 PZC Final plans for filing 0 Bond reduction request 0 IWA/CC plans 0 Correspondence O Other Application# Project/Applicant ip THESE ITEMS ARE TRANSMITTED: For review and comment O For your files O For your use 0 As requested 0 Other °PLEASE RETURN/COMMENT BY: t;L// COMMENTS: Copy to: From: 1&&te 4, —Zwk Planning Department 8/98 RECEIVE® JAN 10 200, SOUTH ENGINEERING WINDSo R DEPT.
