S.Windsor,CT 06074 Re: Nomad's Outdoor Aerial Park;South Windsor Entertainment LLC,L008 Governor's Highway Contents: Completed PZC application for Site Plan/Special Exception Site Plan Checklist Narrative Statement Abutter Notification Letter List of abutting property owners 3 sets of plans (initial submission) 2 copies:Stormwater Management Plan Application fee(client check#55551 for$620.00) The application is being submitted with the intent to have a public hearing scheduled before the Planning&Zoning Commission at their December 10,2013 meeting.A total of 7 sets of plans will be submitted prior to the scheduled public hearing. Please review all material and let me know if you require any additional information.Thank you. Karen Isherwood, P.E., Principal cc:C. Doug Nation Narrative Statement Nomads Outdoor Aerial Park South Windsor Entertainment, LLC is proposing to build an Adventure Park attraction at their Governor's Highway site. The site contains a significant amount of wetlands and is unsuitable for industrial development. The exact property location is L008 Governor's Highway. The project includes the installation of 6 aerial forest adventure trails, including the installation of several zip lines. These 6 trails will be focused around the main pond at the site. All 6 trails will start from one central deck with a retractable stair/ladder system(lockable at night)which will prevent access to the courses. Each trail will end on the ground with a zip line which is great fun and prevents unauthorized access outside of operating hours. Long zip lines will also zigzag across the pond. Each aerial trail will consist of 13 platforms that are connected by an average of 14 elements (transitions) at varying heights and lengths. Some elements wffl be at a height of 12-15 ft. and some at 60 ft. Some will be 12'long and others 50'. We anticipate a total of 84 elements. Platform installation is accomplished using a proprietary friction lock and wrap system.Trees will not be drilled into. The typical platform size is between 5'x5 and 6'x6'. Materials used will be a combination of galvanized aircraft cable, cedar wood(Pressure treated only where needed), high tech rope and custom metal hardware. For zip lines, special compressed, swaged and hammered fire galvanized 12mm cable made in Germany will be used. The courses are to be built entirely in trees, utilizing the"Smart Belay" lifeline system. They intend to sell utime tickets"that allow customers to experience the Adventure Park for up to 3 hours (including of harnessing and safety training, etc.). Few elements of the attraction will be visible from Governor's Highway during the months when leaves are down. All zip lines and trails are self-guided experiences without a need for hand braking"or"catchers" at each platform. The passive gravity braking system used on the zip lines does not require any additional hardware or staff. Moreover, the Edelrid Smart Belay has an integrated zip line pulley, so there is no need for a separate pulley. All equipment, material and building standards adhere to the quality standards approved by ANSI, ACCT, and PRCA and all equipment comes with appropriate safety credentials. Nomads Outdoor Aerial Adventure Park at South Windsor will be a seasonal operation. It will be open from April 1 st through Thanksgiving weekend. It is their intention to create an outdoor alternative for their customers during the off season of Nomads Adventure Quest and Revolutions Bowling and Lounge.Their customers want to be outside during nicer weather. In addition, this facility will provide an additional revenue stream during their historically slowest season allowing them to maintain their employment levels across all seasons. Hours of operation during spring and fall will be Monday through Friday,2pm to dusk and Saturday and Sunday gam to dusk. Hours of operation during the summer will be Sunday through Saturday, garn to dusk. The hours of operation will also be dependent upon inclement weather: Reservations can also be made outside of normal operating hours for corporate groups and other team building functions. They anticipate a minimum of 3 employees during slower periods with a maximum of 6 during the height of business. At this time, the only structures to be constructed on site will be a 12'x16' Moer Shed for staff, ticket sales, etc. This structure will have a 4'overhang which will shelter vending machines. An 8'x12' lockable storage container will be used to securely store the harnesses and other equipment. Portable toilets will be used for restrooms. Electricity will be run to the site in order to provide minimal lighting and supply of electricity for vending machines, etc. In addition, there will be tents put up seasonally to provide shelter during inclement weather, and to facilitate any group events. A shuttle bus operating out of Revolutions will be used to provide transportation for customers to and from the site. This would be similar to the shuttle service that is used for the Senior Center. In addition,40 spaces will be provided at the site for patrons and group functions. Existing parking at Revolutions together with the 150 spaces reserved for their use on the adjacent property will be used to support the proposed venture.Staff will be parking at Revolutions. In conclusion, this development will be a green operation.Their main goats are to support the growth of South Windsor Entertainment while maintaining the beauty of the property it will be located on. They seek to create more jobs and continue to support the local economy. Nomads Outdoor Aerial Adventure Park at South Windsor will provide a safe and fun environment for the many families and outdoor enthusiasts in the area. Existing Conditions: The 19 acre site is an undeveloped industrial lot containing a significant amount of-wetlands and a pond. The site is essentially flat with slopes occurring only to the banks of the drainage channel to the pond which bisects the parcel from south-east to north-west. Storm water running from the eastern portion of the site, along with runoff from the adjacent property to the east drains north-westerly through the site, into the existing drainage channel and into a pond located on the property.Runoff then continues off--site until it eventually joins Stoughton Brook. Proposed Development: The proposed development ofthe site consists ofthe construction of a 12'xW wooden shed, a gravel access drive with parking for 38 vehicles, and 2 bituminous spaces for handicap parking. The site has been designed to keep all elevations the same, and allow runoff to continue to sheet flow overland, and discourage the concentration of flours. Runoff from the gravel parking area will flow over a 2'stone filter which will promote infiltration for stormwater into the sandy soil. Runoff iNill continue to drain as it does today, and will enter into the existing pond on site. Peak Runoff Control: No measures have been taken to address peak runoff control. Erosion/Sedimentation Control Systems: An extensive erosion/sedimentation control plan has been developed as part of the site design. These measures include the following: 1. Installation of silt fence down-slope of disturbed areas. 2. Installation of silt fence around stockpiled materials. 3. Seeding and mulching disturbed areas as soon as practical during construction. 4. Installation of construction entrance pad. Drainage Design: The drainage design of the site has been completed utilizing a number of computer programs and generally accepted design. methods. The runoff from the site under developed conditions has been calculated using the Rational Method. Kydrographs are included in appendix A along with a topographic drainage area map. Conclusions: The existing pond on-site is expected to mitigate any potential storm-water quality impacts from the proposed development. Applications for special exceptions may be approved if the Commission determines that: • The proposal is consistent with the goals and objectives of the Plan of Conservation and Development. • The application has met the requirements of the zoning regulations. • The land is physically suited to the proposed use. • Minimal, if any, adverse environmental impacts are created. • No traffic or other hazards will be created. • The impacts on the capacity of the present and proposed utilities, street, drainage systems, sidewalks, and other elements of the infrastructure will be minimal. • There will be minimal or no adverse effects on existing uses in the area. • Surrounding property values will be conserved. • The character of the neighborhood will be maintained or minimally disrupted. • The general welfare of the community will be served. • There is a balance between neighborhood acceptance and community needs. • His roc factors are adequately protected; or due consideration to preservation of histq v,factors has been demonstrated. • The overall physical appearance of the proposed development is compatible with surrounding development and the Commission's goals for the neighborhood/corridor. • The arab' `ectural design is aesthetically pleasing and blends well into the surrou ing area. 1 The Commission may impose additional conditions in accordance with these regulations in order to ensure that all applicable criteria enumerated above are satisfied. 4. This property is entirely surrounded by industrially zoned land. 5. The proposed activities include: aerial forest trails and zip lines. The applicant has provided a site layout and a narrative detailing various aspects of the outdoor uses and hours of operation. 6. This will be a seasonal operation running from Aril 1 st through Thanksgiving. The proposed hours of operation proposed are: during the spring and fall months M-F 2 PM to dusk and Sat and Sun 9 AM—dusk. During the summer months they propose M- Suis 9 AM— dusk. Any noise emanating from the site would have to comply with the town's noise ordinance. 7. The site plan shows the proposed structures and parking layout on site. The gravel access drive will have a one way circulation pattern around the site. Forty spaces have been shown for employee and customer parking. Lighting for the parking area has been provided. 0 ) 10, eet, - 8. It is the applicant's intent to have patrons park at the Revolutions site on Bidwell Road and there will be a shuttle service to transport folks to and from their property. Additional parking is available at property at 195 Governor's Highway for the use by Revolutions. 9. Sanitary facilities needs are being addressed with port-a-potties. A dumpster is shown on a concrete pad and screened. A gate has shown at the entrance to prohibit access after hours. 1 O.Any other outdoor activities would require addition approval from this Commission. 11.In reviewing the aerial, the western portion of this site has had a history of being used for trailer and equipment storage. This has been the subject of a zoning violation; and has not yet been fully resolved. Staff would recommend an approval condition that states that the remainder of the site has to be cleaned up (subject to the zoning officer approval) prior to the opening of the facility. If this application is approved, the Planning Dept requests no additional approval modifications. 2 SOWN SF4 ?d&U&Ot fi 4 w` 1540 SULLIVAN AVENUE• SOUTH WINDSOR, CT 06074 Sox-co TELEPHONE (860) 644-2511 CERTIFIED MAIL 7011 1570 0000 6337 4335 January 14, 2014 Mr. C.
