Lipe, AICP Town Planner Town of South Windsor 1540 Sullivan Avenue South Windsor, CT 06074 RE: Little League Shack Dear Michelle: As the project to replace the concession facility at the South Windsor Little League Complex continues to move forward, I must acknowledge once again the appreciation of those associated with the South Windsor Little League for the cooperation and guidance provided by the Town's staff. In anticipation of the formal submission of the new facility plans to the Planning and Zoning Commission for approval at their November 26, 2013 meeting, I have prepared the following summary and narrative for administrative purposes. With the utilities to the building now shut off, approval secured from the Design Review Committee, and the demolition permit issued, the building is nearing a point of removal by JDC Construction. Similarly, Design Associates anticipates submission of all materials needed by the Commission to your office by November 15, 2013. These services have been provided to the Little League and the Town at no cost. Analyses of the existing site have revealed some unanticipated issues which are being resolved within the overall project plan. The replacement of the dated non-compliant septic system with a connection to the sanitary sewer system has been incorporated within the scope of the project. Additionally, while the new structure will essentially retain the existing footprint of the current facility, it will require removal and replacement of current footings which have been deemed deficient. The new two story structure will include ADA compliant restrooms, a code compliant concession area, an office area for the Little League, a press box servicing both Craig Pepin and Ayers Fields, and storage capability for both the Little League and South Windsor High School Softball equipment. Improvements to overall building security, exterior building lighting, and an overhang to provide shade and modest shelter during inclement weather are incorporated in the plan. The exterior will be composed of textured concrete block, similar to that at the Community Center/Pepin Field dugouts. The building trim is white vinyl material. The South Windsor Little League Complex includes Ayers Field, which is the high school varsity softball field, the Minor Field, which is the home field for junior varsity softball, Duprey Field, which is a full size (90 foot base path)baseball field, two Little League baseball fields, Pepin and Major B, two outdoor batting cages and the indoor batting cage facility for players age twelve and younger. The Craig Pepin Field is equipped with lighting. There is also low level lighting for the parking area and walkway to the Nevers Road parking area. Michelle R. Lipe Page 2 November 13, 2013 Several conditions pertaining to the use of the Complex were put in place upon introduction of a lighted field in 1999. With fourteen seasons of experience in place, and now properly appearing again before the Planning and Zoning Commission in conjunction with further municipal improvements, it is an appropriate time to revisit some of these items within the context of the approval process. For example, while a restriction to the number of games played under the lights has worked well, a prohibition from practicing or playing a tournament game within that overall limit seems unnecessary. As the Little League Tournament is run on a time sensitive schedule from late June to July, there is significant pressure to schedule and complete games within a narrow time frame which is often impeded by weather events. Removal of that prohibition would greatly enhance scheduling while, given the time of year, minimizing any potential issues. Similarly, closing the concession area(currently 9:00 p.m.)prior to the departure of players and attendees does not work well in practice. Experience indicates a simultaneous closing of the facility at 10:00 p.m. would be more reasonable and appropriate. There is also a prohibition from using a speaker system which seems inconsistent with permitted uses allowed at similar town facilities such as Rotary Field and Rye Street Park. In terms of even handedness, this should be reconsidered. It would be appreciated if the Planning and Zoning Commission could accommodate these items within the approval process of the current application. Thank Y you again for our time and consideration. Y g Sincerely, Al Maximino, President South Windsor Little League cc: R. Connection will run west from facility parallel to parking lot, then south between driveway and property line to Ayers Road terminus of sewer line, approximately at high school entrance driveway.
