HomeMy WebLinkAbout210 Avery Street MEMORANDUM To: Chris Dougan, Chief Building Official Michele Lipe, Town Planner Cc: Pam Olivia, Zoning Enforcement Officer From: Jeffrey B. Doolittle, P.E., Town Engineer Date: 09/03/13 RE: 210 Avery St Last Friday, August 30, 2013, 1 received a call from Joe Citino who wanted to to get a Certificate of Occupancy for the house at 210 Avery Street. We discussed the work that needed to be done as previously stated in a letter dated May 21, 2007 from me to Joe Citino, and other correspondence. I told Joe that these issues need to be addressed before Engineering signs-off on a Certificate of Occupancy for this property. Joe said he would work on fixing-these issues over the-weekend. I met with Joe Citino this morning at 210 Avery Street to review work done to satisfy the outstanding drainage issues and incomplete as-built plan for this property. Joe just installed two (50 gallon)drywells in the back yard of this property, on the east side of the house. Two roof leaders from the north side of the house (by the garage) are tied into one drywell and two roof leaders (one from the south side and one from the east side)of the house are tied into the other drywell. The drywells and pipe from the roof leaders were visible as they had not been backfilled and buried completely. I told Joe to backfill around both drywells with stone up to the top of the drywells. The pipe from the roof leaders is solid pvc pipe and will be backfilled with suitable native material. He will restore the disturbed areas (around the drywells, over the pipe trenches and over tire ruts from equipment)with topsoil and spread grass seed. The surface runoff from the roof leaders on the north and east side of the house will be directed into these two drywells behind the house which will help the stormwater infiltrate into the ground. If stormwater fills the drywells it will overflow out of the top of them and over the lawn toward the back yard where it can spread out to infiltrate into the ground and/or run off into the abutting neighbors properties over a larger area. Joe also gave me a revised as-built plan that correctly shows the utilities to the house, a sump pump outlet and also shows the 2 drywells that have been installed and the roof leaders that are connected to these drywells. I told Joe the new drywells and revised as built satisfy the concerns expressed in previous correspondence. I hereby approve of the Certificate of Occupancy for the property at 210 Avery Street.
