Based on the information provided, the internal connection is considered an access of convenience. Consequently, the two developments are considered as separate and independent. Further, neither appears to meet the square footage or parking space thresholds(i.e., 100,000 square feet or more of gross floor area,or 200 or more parking spaces)that would trigger regulation by this office as a major traffic generator. Consequently,no action is required by this office at this time regarding the proposed Sullivan Place Centers development. However,an encroachment permit will be required from the Department's District I Permit Office(Attn: Ms.Kelti McKeon at(860)258-4541)located at 1107 Cromwell Avenue;Rocky Hill.CT 06067 for proposed driveway to Route 194 and any other work in the state highway right of way. If the proposed development plan or site access changes, this office should be given the opportunity to comment. Sincerely, r J ?. David A. Sawicki Executive Director Copy to: Lieutenant Richard A. Drainage Report Summary 8/02/13 This report has been prepared for analysis of the performance of the proposed detention basins associated with the above referenced development. Sullivan Place Centers is proposed to be a combination Office and Retail development on the south side of Sullivan Avenue across from Hillside Avenue. The total parcel area is 17.6 acres, of which 10.6 acres are regulated inland wetlands as mapped by Highland Soils of Storrs, Connecticut. This drainage analysis has been performed utilizing the Rational Methodology with Hydraflow software by Intelisolve. The results are attached. Two storm water detention areas are proposed for this development. Detention Area #1, being the largest of the two, is intended to collect most of the site runoff, and the resultant discharge is to be routed through Detention Area #2. The ultimate discharge is to be towards the southwest corner of the property. The analysis has been performed for the 2, 10, 25, 50, & 100 year storm events. The summary of flows are as follows: Year Storm Pre-Development Flow Post-Development Flow 2 year 0.88 cfs 0.24 cfs 10 year 1.41 cfs 0.46 cfs 25 year 1.71 cfs 0.56 cfs 50 year 1.91 cfs 0.63 cfs 100 year 2.08 cfs 0.71 cfs 401 High Street,East Hartford, Ct. 06118 Tel. &Fax (860)904-2813 Mobile(860)268-6375 E-mail: RJACE52@yahoo.com Robert J. MEMORANDUM To: Michele Lipe,Town Planner From: Jeffrey Doolittle, Town Engineer Date: 9/6/13 RE: Application 13-35P—Sullivan Place Centers Lot 39 Sullivan Ave. Engineering has reviewed the site plan received on 8/14/13 for the above site and has the following comments: The first seven comments are the same, or as amended, from the comments in my 1/16/13 memo for the Application 13-01 P access and clearing plan. 1. The Anti tracking apron shown is a temporary apron until the main access drive is established and it should then be moved to the main entrance drive. This needs to be noted on the plans. 2. Who will clean out the end of the pipes crossing Sullivan Avenue, the proposed special structure and the proposed plunge pool and sediment forebay? This needs to be included in the site stormwater maintenance plan. 3. Provide elevations of the top and bottom of the proposed wall along the south east side of the driveway and details for this wall and any other proposed walls. Details are needed for where the twin 36 inch pipes come through the wall. Any wall over 42 inches tall may need an engineered plan and building permit. 4. There should be a guide rail and possibly a 4 foot chain link fence between the proposed driveway and wall to prevent vehicles and pedestrians from going over this wall. 5. The sanitary sewer pipes need to be revised per the WPCA approval conditions for Phase 1 of this site plan. 6. It would be helpful to obtain one or more street number addresses for this site and the buildings and show these on the plans. 7. A permit is needed from ConnDOT for the proposed entrance driveway, any temporary driveway and the proposed twin 36 inch storm drainage pipes. 8. Details need to be provided for the proposed sanitary pump chamber and piping for Building #3, including the daily and peak flow volumes. The pump chamber location needs to be shown on the plan. 9. WPCA approval is needed for Phase 2 including Building 3 and the associated sewer pump system. 1 10.A report should be provided demonstrating that eastbound trucks on Sullivan Avenue can turn right into the site entrance within the entrance lane and not encroaching on the exit lanes. 11.Show the new traffic patterns on 855 Sullivan Avenue to go with the interconnection with this site. 12.The drainage pipe material needs to be included. 13.Label rip rap at all the drainage outlets. Include a detail and sizing for all the riprap drainage outlets. The Town's detail for an Energy Dissipater can be used. 14.The proposed catch basins PCB-20, 21 and 22 that discharge to detention area #2, appear different than other catch basins. If these catch basins are not standard catch basins then they should be labeled and a detail provided. 15.The sedimentation structures need to meet the current requirements of the CT DEEP Storm water Quality Manual. The proposed sedimentation structures are not effective and I do not think they meet the current requirements. These should be changed to hydrodynamic separators with newer technology. 16.The detail for the proposed special structure should have a 2 foot sump to catch sediment and debris. 17.There is no natural gas service to this property. If propane or oil is to be used, the storage tank locations should be shown on the plan. 18.Show all the underground utilities on the site, including electric, phone and cable. 19.Any available soils information for this site should be included on the plans. 20. 1 suggest the Bituminous cross section for the driveway and parking lots be revised to include 6 inches of compacted gravel subbase (meeting ConnDOT Form 816 M.02.06 gradation B) under 6 inches of compacted processed aggregate base (meeting ConnDOT Form 816 M.05.01) under 4 inches of bituminous concrete in 2 lifts. 21.The Drainage Report shows the Post-Development Flows on the first page that are the flows from the det-2 discharge hydrograph plots. The total Post Discharge hydrograph plots show higher peak discharge flows than those on the det-2 hydrograph plots. The difference between the det-2 discharge and the total Post Discharge should be described in the report text. Drainage Report Summary 8/02/13 Rev. 9-13-13 This report has been prepared for analysis of the performance of the proposed detention basins associated with the above referenced development. The summary of total flows are as follows: Year Storm Pre-Development Flow Post-Development Flow (Hydrograph 15) (Hydrograph 14) 2 year 1.79 cfs 1.09 cfs 10 year 2.83 cfs 1.66 cfs 25 year 3.48 cfs 1.91 cfs 50 year 3.91 cfs 2.08 cfs 100 year 4.19 cfs 2.27 cfs 401 High Street, East Hartford, Ct. 06118 Tel. &Fax(860) 904-2813 Mobile (860)268-6375 E-mail: RTACE52@yahoo.com Page 1 of 1 Lipe, Michele From: Reed, Matt Sent: Tuesday, September 24, 2013 12:01 PM To: Lipe, Michele Subject: Sidewalk 9/24/2013 11:54 AM I think ideally any sidewalk is a good addition. If he goes to the eastern end of his property it will just end and leave a good sized gap before Geissler's plaza. I think encouraging pedestrians to cross at the Hillside intersection is troublesome because of turning traffic: Allowing a mid-block crossing, while not ideal, at least gives the pedestrian a clearer picture of only two directions of traffic as opposed to the addition of left and right turning cars that you would get at Hillside. So while I would like to see as much sidewalk installed as possible, I think his existing plan is workable. Is there any plan for a crosswalk to be painted at his new light? I see the control button there, but no Xwalk. Matthew D. Attached is a revised layout for the 5 tables. They would like to keep it on the west side. I moved the tables closer to the building so that sightline will not be an issue. The fence will be 4' high open wrought iron style. Cars can easily be seen through this style of fencing.
