The condition of the existing septic system is unknown. Based upon the age, design, and location of the existing septic system (beneath the parking area), if the building is not going to be connected to the public sewer system prior to occupancy, the existing septic system must be evaluated by a Connecticut Licensed Septic Installer to ensure that it is functioning properly and is in good working condition. The evaluation report is to be submitted to the health department for review once completed. If the report is found to be satisfactory, the health department approval will be contingent upon the phase 2 connection to the public sewer system at a future date. Existing Conditions: The 1.57 acre site is located in the Industrial zone and has three buildings constructed in the 1960s with associated pavement and gravel on site. Building #357 is a residential house with a gravel driveway west of the house. Building#361 is a 5,000 sf building with a loading dock and is located behind (south) of the house with access from a bituminous driveway east of the house. Building#363 is another 5,000 sf vehicle repair garage located behind(south of) building#361 with a large area of pavement east of the building, and an access driveway that extends from the access for #361 driveway down a narrow and steep ramp. The site is narrow and slopes south- easterly with the majority of all storm water draining into wetlands and subsequently to The Podunk River located on adjacent property (N/F Botticello& Labelle). Proposed Development: The proposed development of the site consists of the construction of additional gravel areas for parking and storage of tractor trailers. The gravel areas are proposed on site and within a proposed lease area located on the adjacent parcel to the east(N/F Botticello &Labelle). Runoff from the gravel areas will enter into two water quality areas located outside of wetlands. Peak Runoff Control: No measures have been taken to address peak runoff control. Nonstructural Drainage Systems: The water quality area will provide a permanent pool to allow for settling and infiltration. Structural Drainage Systems: A Stormceptor 450i has been specified to treat runoff from a limited area of pavement(approximately 0.30 acres) down gradient from the truck repair facility (Building#363). Erosion/Sedimentation Control Systems: An erosion/sedimentation control plan has been developed as part of the site design. These measures include the following: 1. Installation of silt fence down-slope of disturbed areas. 2. Installation of silt fence around stockpiled materials. 3. Seeding and stabilization of disturbed areas as soon as practical during construction. 4. Maintenance of the above measures. Drainage Design: The drainage design of the site has been completed utilizing a number of computer programs and generally accepted design methods. The runoff from the site under developed conditions has been calculated using the Rational Method. Calculations are included in appendix A. Conclusions: As designed, the on-site water quality areas located south-east of the development will mitigate the potential storm-water quality impacts from the proposed development. The Stormceptor 450i will mitigate any storm-water quality impacts from operation of the truck repair facility. Engineering has reviewed the revised site plan received on 8/12/13 for the above site and most of my previous comments have been addressed. It appears the proposed use may not be suitable for this site as the storage area and storm water treatment swales and basins are off site. I have the following comments on the revised plans. 1. The grading for the large water quality basin and smaller northern WQ basin shows filling and grading within the 100 yr flood zone This plan does not comply with the Town regulations regarding the flood plain zone. All filling and grading for the WQ basins needs to be moved out of the 100 yr flood zone. 2. The two rip rap swales are very steep and will be difficult to stabilize in the sandy soils on site. These swales will need to be constructed with a layer of rip rap that is at least 12 inches thick, is sized for the expected storm water flows and slope of the swales. Each swale must have several flat pools to reduce the storm water velocity, prevent erosion and keep the swales stable. Each rip rap swale needs to extend to the bottom of the lower detention basin. 3. 1 did not find the detail for the proposed level spreader. 4. Maintenance access to the proposed water quality basins needs to extend around the basins to the outlet. 5. The slope to the west of the building No 363 is steeper and more area has been disturbed than is shown on the plans. This slope needs to be regraded and stabilized with topsoil and grass seed or stone or some other acceptable means. 6. The existing silt fence needs to be maintained and repaired where is has been knocked down by sediment or debris. 7. There are a lot of metal items, old vehicles and other debris by building 363 that needs to be removed from the site. 8. The existing utility pole on site by the proposed rip rap access to the WQ basins has a broken light that is not connected to any electrical wires that are visible. I suggest this pole be removed. It can be replaced with a new pole and light elsewhere if necessary. 9. The western driveway for the site is used to access the residential house but can not be used for truck traffic for buildings 361 or 363. Provide a barrier separating the proposed truck parking area to the south of the house from the residential parking and driveway south and west of the house. 10.Why is so wide a gravel fill area needed to the east of the existing driveway? The proposed area is as wide as a road. This not only disturbs a larger area but will be difficult to keep stable and maintain. 11.The proposed gravel area between building 361 and 363 has a steep slope between 10% and 17% that will lead to erosion during rain storms and normal use. This area should be paved from about elevation 62 to at least elevation 46 so it is stable and does not erode. The existing paved sloped driveway between these two buildings is in poor condition and should be regraded and repaved. 12. Provide a permanent drainage easement that will apply to both properties and be filed on the land records for the swales and water quality structures that are not on the property at 361-363 Pleasant Valley Road. The proposed Lease Agreement is not acceptable, in part because it has a finite time, can be cancelled by either party, and leaves the maintenance of the slopes and water quality structures solely up to the lessee (Amoun 361 LLC). If these water quality measures are not maintained or are removed, there are no storm water treatment measures for the property at 361, 363 Pleasant Valley Road. 13.The proposed Phase 2 sewer needs to connect to the approved sewer from building No 361 in a manhole that is downstream of the sewer connection between building No 361 and the proposed grease trap. 14.Calculations of expected sewer flows from building 363 and for the proposed pump system from that building must be submitted for review and approval. 15.The sanitary sewer connection to the building at 363 Pleasant Valley Road needs to be reviewed and approved by the WPCA. The inspection report revealed the following: 1. Septic system is functioning but is not necessarily sized to today's standards. It was reported that solids were infiltrating the leaching fields. The single compartment septic tank was reported to be structurally sound. 2. Need for Component Replacement and/or modification. The septic tank did not have a riser to grade or a cover. Per CT Public Health Code all existing septic tanks that exceed a depth of 12 inches below grade are required to be retrofitted with a riser at the time of the tank cleaning. Upon review of the report, the health department has determined that the existing system can be utilized; however, a riser to grade with a cover must be installed. Health department approval will be contingent upon the installation of the riser/cover and the phase 2 connection to the public sewer system at a future date. If the existing septic system fails prior to the planned connection, the building will be required to connect to the public sewer system. EW/dt cc: Town Planner Chief Building Official Appl #13-23P, AMOUN PITA Site Plan 9-24-13 Planning Department Report 1. This is a request for approval of a site plan modification for changes previously approved use of one of the existing industrial buildings for pita making operation, and the applicant is requesting a DMV general repairer's license for truck repairs to take place in the building at 363 Pleasant Valley Road (which is the rear building). This previous owner building had this use approved in the 70's. 2. With the original site plan, a lease agreement had executed to allow the business at 363 Pleasant Valley to continue utilizing the Botticello property,to the east, for truck storage. Since the time of the original approval, the property has changed hands and we have received a draft of the new lease giving this owner the rights to use additional land for a gravel parking area. We recommend the PZC require the execution of the lease prior to any more activity on site. In the event the lease is not executed, the applicant will need to address the encroachments of the access drive and provide parking for the vehicles that currently utilize that site on his existing site. 3. Maximum impervious coverage allowed is 65%, 64.6%proposed. The parking requirement has been broken down for the residence, office; manufacturing and vehicle repair uses on this property requiring 20 spaces. The applicant is providing 20 spaces (including 2 handicap spaces); however some of the spaces for 363 are in front of garage doors and should be relocated. P ^@-- Moot the Hiffi -a f •9 X-4Q"Yt. 4. We had requested that the applicant provide a separation from the two residential spaces and the large trailer parking area; however no separation has been shown on the plans. Our concern is that a circular drive has been created and there should be no trucks entering from the western most drive. Also, the trailer spots that are shown on the westerly side of the property, in between the house and first building, are not screened from the public way. Staff request that a barrier at the end of the trailer parking so that truck traffic is not entering from the western most drive. We would also request that the proposed 8 foot fence be relocated behind the house to separate the industrial use form the residential use on the property and provide for better screening of the outdoor storage. 5. Other changes involve the expansion of the gravel parking area along the entire easterly side of the drive on the adjacent property for additional truck parking. There is no landscaping treatment proposed to screen the outdoor storage. How are the trucks proposed to be stored off of the access drives going to be screened from the road? 6. There is no new lighting proposed; however a recent site visit indicates that new lighting has been added to the light pole along Pleasant Valley Road and does not i appear to be in conformance with the town lighting regulations.. The applicant should address this. 8. The applicant has recently taken out a new sign permit and has proposed to embellis the existing sign; however they still need to finish the required embellishments by adding the brick to the base as submitted on the approved sign design. 7. There are no regulated wetlands on the property; however some of the work proposed is within the 80 foot upland review area. The applicant received IWA/CC approval on September 18 with the several approval conditions including bonds in the $30,000 for establishment of the stormwater system $20,000 to ensure adequate erosion control is constructed and maintained through the construction process and $10,000 to ensure proper establishment of habitat plantings as mitigation. I have distributed a copy of the IWA/CC approval so you can see other conditions required, 8. Water and septic currently serve the industrial buildings. The middle building(the pita building) has approval to connect to town sewers; however the.rear building will remain on septic and will connect to sewers at a later time. Sherry McGann, the town sanitarian has reviewed the septic system analysis and has submitted the following comments: READ SHERRY'MEMO 9. The Fire Marshal has reviewed this proposal and does not have any concerns. 10.The temporary storage trailer unit on the westerly side of the building at 363 Pleasant Valley Road will have to be relocated out of the side setback. All dumpsters must be placed on a concrete pad and screened. Staff has no additional modifications to request. 2 10W N Sf4 o 1540 SULLIVAN AVENUE • SOUTH WINDSOR, CT 06074 OSORTO TELEPHONE (860) 644-2511 CERTIFIED MAIL 7011 1570 0000 6337 3994 September 30, 2013 Amoun 361 LLC c/o Karen Isherwood Isherwood Civil Engineering 58 Orway Drive South Windsor, CT 06074 Dear Ms Isherwood: Re: Appl. 13-23P,Amoun Pita Distribution Site Plan Modification and Amoun Road Service Department of Motor Vehicle License We are pleased to advise you that the Planning & Zoning Commission voted on September 24, 2013 to approve with modifications the above referenced application. All free standing signs and/or building signs require the issuance of a sign permit before they are erected. 11. If a State Traffic Commission certificate is required, no building permits will be issued until the certificate has been issued (per CGS §14-311). 12. Engineering comments dated 9/24/13 must be incorporated into the final plans. 13. At such time as the lease with the abutting property owner expires or is not renewed, the applicant will have to demonstrate compliance with the zoning requirements. Proof of lease must be presented to the Planning Department upon renewal. In the event the lease is terminated, the applicant must notify the Planning Department within 10 days and the site brought into compliance with current zoning regulations. 14. Any new lighting added to the site must be in conformance with the zoning requirements 15. The septic for 363 Pleasant Valley Road must be repaired as stated in the memo by Sherry McGann, Town Sanitarian. In the event the septic system for the building at 363 Pleasant Valley Road falls, the building will be required to be connected to public sewers and will be subject to WPCA approval. 16. Temporary storage trailer to the west of 363 PV Rd must be relocated out of the side set back. 17. All dumpster on site must be placed on a concrete pad and screened. 18. Parking spaces shown in front of the overhead doors must be relocated somewhere else on site. 19. All miscellaneous scrap material in front of 363 PV Rd (where parking is shown)must be removed from the site. 20. The residential parking area must be separated with a barrier from the truck parking area. 21. The sign embellishments submitted with the sign permit must be completed. Also, in the town engineer comments a drainage easement has been requested. • The tractor trailer parking is shown in an area that can not be accessed by the primary drive. (The western most drive is to be used only for access to the residential— backing in the property is permitted). All trucks must access the primary drive and any parking area should be adequately screened from the street. • Previously approved landscaping to be planted should be shown on the plans(and any other improvements that were approved.) • The existing sign for which a permit has been issued is not in compliance with the approved plan submitted. Any signs on the building must be permitted. • WPCA approval is required for the hook up at 363 Pleasant Valley Road. • Six sets of revised plans must be submitted to this department by August 9 so that we have adequate time to review changes. This item will scheduled on the August 20, 2013 meeting. Please let me know if you have any questions. Thanks, Michele 911ichere R. Engineering has reviewed the site plan received on 7/17/13 for the above site and has the following comments: 1. The 3 proposed water quality basins should be sized to treat the water quality flow from the entire drainage area to each basin. Water quality basins sized for only part of the drainage area would probably not be effective because they will provide less residence time for stormwater which will reduce the efficiency of assimilation of the pollutants in storm water. All the proposed water quality basins should be sized for the WQF from their respective drainage areas. 2. The proposed water quality basin to the NE should be moved up the slope so it is closer to the proposed swale and has a higher bottom elevation. 3. Connect the outlet from the water quality basin at the NE to the SE water quality basin via a swale or pipe so the final outlet from both basins is over the long level spreader in the SE basin. This would replace the proposed level spreader discharge from the NE basin. 4. The SE water quality basin should have a bottom that is about 6-8 feet wide for ease of construction and maintenance. 5. The small water quality basin to the south of the building (#363) should be regraded so it extends up to meet the swale to the west of this building. This basin would collect the water from the swale. 6. Provide an outlet structure in the small water quality basin to the south of the building (#363)with an outlet pipe at a low slope to the bottom of the slope to the south of this building. This would replace the proposed level spreader outlet from this basin and prevent erosion of the slope to the south of this building. 7. Provide a detail for the proposed level spreader. 8. The sanitary sewer connection to the building at 363 Pleasant Valley Road needs to be reviewed and approved by the WPCA. 9. Provide access to the proposed water quality basins for maintenance. 10.A maintenance plan for all the water quality structures needs to be included and state who is responsible for the maintenance of these basins. 11. Provide an easement for the swales and water quality structures that are not on the property at 361-363 Pleasant Valley Road. Please contact me if you have any questions.
