This is the only part of the plant cover that will obstruct sheet flow.
6.C.5 Shallow Concentrated Flow Travel Time
After a maximum of 91.4 m (300 ft), sheet flow usually becomes shallow concentrated flow.
The average velocity for this flow can be determined from equations 6.C.4 and 6.C.5, in which
average velocity is a function of watercourse slope and type of channel.
Unpaved V=4.9178(s)0S (V=16.1345(s)°') (6.C.4)
Paved V=6.1961(s)0S (V=20.3284(s)0-5) (6.C.5)
Where:V= average velocity,mIs(ft/s)
s =_slope of hydraulic grade line (watercourse slope),m/m_.(ft/ft)
These two equations are based on the solution of Manning's equation with different assumptions
for n (Manning's roughness coefficient) and.r (hydraulic radius, m-(ft)).- For unpaved_ areas, n is
0.05 and r.is 0.12 in(0.4 ft); for paved areas,n is 0.025 and r is 0.06 m(0.2 ft).
After determining average velocity,use equation 6.C.3 to estimate travel time, Tt for the shallow
concentrated flow segment.
February 2001 ConnDOT Drainage Manual
6.C-2 H drolog
6.C.4 Sheet-Flow Travel Time,Tt
Sheet flow is a shallow mass of runoff on a plane surface with the depth uniform across the
sloping surface. Typically flow depths will not exceed 30mm (1 in). Such flow occurs over
relatively short distances,rarely more than about 91.4m (300 ft),but most likely less than 46m
(150 ft). Sheet flow rates are commonly estimated using the NRCS TR-55 (1986) variation of the
kinematic wave equation:
Tt = 0.091(nL)o'$ T _ p2 0.007(nL)o.a
o.sS o 4 ( t— o.sS o a ) (6.C.2)
PZ
Where Tt = travel time,h
n = Manning's roughness coefficient(values of n can be obtained from Table C.1)
L = flow length, m (ft)
S = slope of the hydraulic grade line(land slope),m/m(ft/ft)
P2 = 2 year, 24 hour rainfall depth,mm(in)(See Table B-1.)
TR-55 recommends an upper limit of L=91.4m(300 ft)for using Equation 6.C.2, although others
have suggested that 91.4m (300 ft) is too long of a flow length for Connecticut so engineering
judgement should be used when selecting the flow length.
Travel time is the ratio of flow length to flow velocity:.
Tt=LL(3600V) (6.C3)
Where:Tt = travel time,h
L = flow length,m(ft)
V = average velocity,m/s(ft/s)
3600 = conversion factor from seconds to hours.
ConnDOT Drainage Manual February 2001
e '
Hydrology 6 9-5
The final element to be factored into the determination of runoff coefficients is the land slope.
As the slope of the drainage basin increases, the selected C value should also increase. This is
caused by the fact that as the slope of the drainage area increases, the velocity of overland and
channel flow will increase allowing less opportunity for water to infiltrate the ground surface. Thus,
more of the rainfall will become runoff from the drainage area.
In summary, it should be reiterated that in assigning a value to the runoff coefficient for use in
the rational method,the engineer must rely heavily on experience and judgement.

MODIFICATION OF DECLARATION OF EASEMENT
THIS MODIFICATION, entered into this day of , 2013, by and
between CASS ENTERPRISES, LLC ("Cass") and TREMONT REALTY, LLC
("Tremont").
WITNESSETH:
WHEREAS, a Declaration of Easement dated July 1, 1981 was recorded in
Volume 301 at Page 214 of the South Windsor Land Records ("Easement"); and
WHEREAS, at the time the Easement was created, South Windsor Associates
was the owner of 260 Ellington Road, South Windsor, Connecticut, which property is
now owned by Cass; and
WHEREAS, the property benefitted by the Easement is 262 Ellington Road,
South Windsor, Connecticut, which property is owned by Tremont; and
WHEREAS, Cass has requested a modification to the terms of the Easement;
and
WHEREAS, Tremont is in agreement with the modification; and
WHEREAS, Cass and Tremont desire to set forth the terms of the modification in
writing.
NOW, THEREFORE, in consideration of mutual covenants, Cass and Tremont
agree as follows:
1. The reference to the swale in the fourth line of the first paragraph of the
Easement is eliminated, because there is no swale in existence with respect to this
Easement.
2. Cass and Tremont agree that the storm water draining through the
Easement is being transported through a pipe. Therefore, the Easement is modified to
state that the storm water is being drained through a pipe located within the Easement.
3. Cass and Tremont agree that any maintenance, repair or replacement to
the pipe or the easement in which it is located is the responsibility of Tremont, its
successors and assigns, unless said maintenance, repair or replacement is
necessitated by action done by Cass. Specifically, but not limiting the foregoing, in the
event that Cass shall construct a building over the Easement, and if repairs need to be
done to the pipe located within the Easement, and the cost to do said repairs are
increased because of the location of the building constructed by Cass, then any
additional expenses caused to enable Tremont to construct, repair or replace the pipe
will be paid by Cass, provided that Tremont provides Cass with reasonable evidence of
the need to construct, repair or replace the pipe located within the Easement.

Re: Cass Enterprises, LLC
Dear Commission Members:
l am the owner of 262 Ellington Road, South Windsor, Connecticut. My property abuts
property owned by my neighbor Cass Enterprises, LLC whose address is 260 Ellington
Road, South Windsor, Connecticut. My property is benefitted by a drainage easement
which crosses the neighboring property owned by Cass Enterprises, LLC. It is my
understanding, based upon conversations with my neighbor, that he wishes to construct
an addition onto his building and the addition will be located in part over my existing
drainage easement.
Therefore, I want to go on record as stating that I give permission to my neighbor to
locate the new building over the existing drainage easement. I do not believe that the
construction of the building will in any way interfere with the usage of the drainage
easement.
I support my neighbor's expansion plans and I hope they are approved.

Appl #13-25P, OFS Site Plan Modification
1. The applicant is a proposing 2,400 sf facility located on the westerly side
of the property, adjacent to the existing building at 260 Ellington Road, I-
291 Corridor zone. This property is adjacent to the entrance to the CT
Studios site.
2. This lot pre-existed to the I-291 Zone and is currently non-conforming in
lot size. Parking requirements for the uses on the property are 17 spaces
—the applicant is showing 15 spaces with an additional 7 spaces in
reserve. The plan appears to meet all other requirements of the zone.
3. The storage unit is proposed along the westerly side of the building as
been placed in the side yard in an area that currently is encumbered by a
private drainage easement. This easement was required by this
Commission at the time of the original subdivision. At the request of
staff, the easement is being modified to reflect how the drainage is
currently handles and the responsibilities as it relates to the placement of
the structure within the easement.
4. The only utilities being brought to this building include gas and
electricity— so no WPCA approval is required.
5. The proposed building will be a pole barn—architectural have been
included. The landscaping proposal includes 10 viburnum shrubs—up to
3 feet in height at planting.
6. If this application is approved, the planning department has no
modifications to request.

Subject: App 13-25P OFS Corporation 260 Ellington Rd
Michelle,
I have reviewed the site plan modification proposed for OFS Corporation at 260 Ellington Road and have the
following comments.
1. The additional building will result in an increase in stormwater runoff from the added impervious surface.
This could be treated and infiltrated into the ground by slightly increasing the capacity of the realigned
swale next to the new building. I suggest this swale be made at least 1 foot deep and a little wider to
collect the roof runoff from the proposed building.
2. Show a proposed location for the construction entrance pad and details for this stone pad.
3. Move the temporary soil stockpile off the drainage easement and pipes.
4. Add a note that the contractor is to avoid disturbance to and work in the drainage easement so the existing
pipes and structures do not get damaged.
Thank You
