Please be advised that the Public Hearing of the Planning & Zoning Commission in
the above referenced matter has been scheduled for Tuesday, May 14, 2013 at 7:30
PM in the Council Chambers of the South Windsor Town Hall, 1540 Sullivan
Avenue. Someone must be present at the hearing to represent the application.
One sign advertising the hearing must be posted on the property for ten (10)
consecutive days prior to the hearing and must be clearly visible from a town street.
The sign must be posted on John Fitch Boulevard by Friday, May 3, 2013.

Planning Department Report
1. Request for Special Exception to Article 7.13 of the zoning regulations to operate a
wrestling training fitness facility in the existing building at 1257 John Fitch
Boulevard, Bays 4 and 5, I zone.
2. The existing building is approximately 24,600 sf. The wrestling facility will occupy
about 3,600 sq ft. There are currently two other uses in the building: the dynamic
personal training facility operates 3,600 sf and the Musante Motor Sports operates in
the remainder of the space.
3. The facility will have business hours Monday—Friday 6:00 Pm— 1 OPm and on
Saturdays from 2 Pm— 10 PM. There are no changes proposed to the interior of the
building.
4. Special exception criteria for indoor recreational use include:
• The proposal is consistent with the goals and objectives of the Plan of
Conservation and Development.
• The application has met the requirements of the zoning regulations.
• The land is physically suited to the proposed use.
• Minimal, if any, adverse environmental impacts are created.
• No traffic or other hazards will be created.
• The impacts on the capacity of the present and proposed utilities, street, drainage
systems, sidewalks, and other elements of the infrastructure will be minimal.
• There will be minimal or no adverse effects on existing uses in the area.
• Surrounding property values will be conserved.
• The character of the neighborhood will be maintained or minimally disrupted.
• The general welfare of the community will be served.
• There is a balance between neighborhood acceptance and community needs.
• Historic factors are adequately protected; or due consideration to preservation of
historic factors has been demonstrated.
• The overall physical appearance of the proposed development is compatible with
surrounding development and the Commission's goals for the
neighborhood/corridor.

• The architectural design is aesthetically pleasing and blends well into the
surrounding area.
The Commission may impose additional conditions in accordance with these
regulations in order to ensure that all applicable criteria enumerated above and/or
within a particular use category are satisfied.
5. The parking requirement for indoor recreational use is one space per 250 sq ft, or 15
spaces. The applicant has 32 spaces and 2 handicap space dedicated for the
recreational uses in the front parking area. There is additional parking available on
the southerly side of the site and typically the classes take place after the industrial
users have left for the day.
6. The site is served by public water and sewer.
7. If this application is approved, the Planning Dept requests no additional approval
modifications.

2013 meeting approved your request for a Special Exception to Section 7.13 Indoor
Recreation-to operate a wrestling facility at 1257 John Fitch Boulevard, Bays 4 and 5, I
zone.
This approval is subject to the following modifications:
1. All free standing signs and/or building signs require the issuance of a sign permit
before they are erected.
2. A building permit is required for any interior renovations.
The attached Special Exception form must be completed and filed in the Town Clerk's
office. The special exception will take effect upon filing.
