PDS ENGINEERING & CONSTRUCTION, INC, 107 OLD WINDSOR ROAD BLOOMFIELD, CT 06002 `tiF°°CUUoECrt,, s FEBRUARY 20, 2013 v 0 fps V y o The following is a storm water management analysis for the proposed site development of GDS ESTIMATING located at Governors Highway, South Windsor, Connecticut. The object of the storm water study is to show that the proposed onsite peak runoff will not exceed the existing peak runoff. The drainage design for this analysis was completed by utilizing a computer program and generally accepted design methods. The runoff from the site under existing and developed conditions was developed utilizing Haestad Methods PondPack Version 8 computer program. The flood routing and basin modeling was also completed utilizing Haestad Methods PondPack Version 8 Detention Pond Modeling computer program. The detention pond was designed to contain the 100 year storm event within the basin for the site, and to discharge at a rate that would create a peak runoff from the site that will be equal to or less than the existing peak rate of runoff for the entire site. Peak runoff for all storms up to the 100-year storm will be discharged through a 3 inch diameter and a 12 inch diameter orifices in the detention pond outlet structure at an elevations of 75.25 feet for the 3 inch and 75.92 feet for the 12 inch. Runoff in excess of the 100-year storm will be discharged the emergency overflow through a rectangular weir at the top of the outlet structure at an elevation of 77.90. The maximum 100 year discharge from the detention basin will be 2.61 CFS with a maximum elevation of 77.85 feet. Existing peak discharge for the site=2.77 CFS (for a 100 year storm) The proposed site development discharge =2.61 CFS (for a 100 year storm) from the Detention Pond . Net decrease of 0.18 CFS from the existing 100 year storm runoff. i STORM DRAINAGE SIZING CALCULATIONS Scenario: 25 YR STORM ROOF Q CB 1 -Poll \ MCA O "RCP STORMCEPTOR \ I CB 2$ $ O• FE DETENTION FOND OUTLET STIR So \ EXIST CB . LADA, P .C . Land Development Consulting,Site Planning,Landscape Architects,Planners,Corridor Studies,Visual Assessment, Land Planners Environmental Impact Statements, Erosion Control Specialists, Streetscapes, Recreation, and Master Planning March 25, 2012 Christopher Eseppi, P.E. PDS Engineering and Construction, Inc. 107 Old Windsor Road Bloomfield, Ct. 06002 Re: Buffer Planting Plan GDS Estimating 470 Governor's Highway South Windsor, Ct. Dear Mr. Eseppi, At your request, my office LADA,P.C., Landscape Architects and Planners, has prepared a buffer planting plan for the eastern side of the property reference above. The property owned by your client is zoned I and abuts, along the eastern side, Rural Residential zoned land. Per the zoning regulations of the Town of South Windsor, a planted buffer is required between commercial and industrial zones and residential zones. Zoning regulation section 4.2.13 (buffers)refers to section 6.2.4. I believe the attached plans conform to section 6.2.4 in all regards. I have reviewed plans prepared in the past for the property, reviewed your present proposal to divide a lot fronting on Governors Highway and I have visited the site and have documented my visit with photographs. You propose to divide a lot from the property at a point about 445' from the eastern property line. Your plan shows a required buffer between the GDS property and the adjoining residential land to the east. The entirety of the site within 300'to 500', or more, of the eastern property line is thickly vegetated with deciduous plant material including a canopy of oak, maple and birch. The understory is a mix of rugosa rose, honeysuckle, witch hazel and saplings of the mature trees,_an occasional shadblow. Along the northern one third of the eastern property boundary there exists a partial evergreen screen which wraps around the northern side of the land. The screen is bisected by a ditch. Section 6.2.4 requires a 50'planted buffer area with screen trees required to be a minimum of T tall at planting and located in such a manner that activities on the commercial land will not be immediately apparent from the residential land within five years. The regulations indicate that areas, currently vegetated, can be supplemented to create the required buffer, point D of section 6.2.4. The plan I am presenting suggests retaining all existing vegetation over 6" in caliper. I would only suggest removal of smaller material if the small material would prohibit the installation of the new screen plants. I am attaching a plan which includes an air photo of the site and has photographs of the existing conditions inserted, plan titled Existing Conditions, 1of 2. This plan depicts the fact that the first 2/3rd of the required buffer, extending from the street, has little understory cover. The overstory is quite thick, however, limiting Offices in Simsbury, CT• Brewster, NY 104 West Street, Simsbury, CT 06070 (860)651-4971 • (845)278-7424• Fax(860)651-6153 E-mail: ladapc@snet.net light in the summer. The plan also depicts the existing evergreen screen which occupies the inner 1/3rd of the buffer. The proposed planting plan reacts to the existing conditions. I propose a staggered planting of evergreen trees, both White Pine and Red Spruce (native plants) along the first 2/3rd of the required buffer. These plants will be supplemented with forsythia and juniper. The shrubs should be planted toward the eastern edge of the buffer so that they will receive as much light as possible. In fact, all new screen material should be planted to gather as much sun light as possible. Areas of disturbance for access and planting should be minimized. All disturbed areas should be mulched with pine bark mulch. Due to the extensive overstory cover, grass seeding should not be undertaken since lawn seed will not last. The rear 1/3rd of the site is now partially screened. I am suggesting the installation of 17 additional pines to further enhance the existing buffer. These new plants should be located in the field and adjusted to reflect the exact location of the existing trees. The plants should be located on the berm adjacent to the ditch. The Planting Plan, sheet 2 of 2, reflects my recommendations. I believe the proposed plan meets the buffer requirements of the zoning regulations of the Town of South Windsor and is reflective of the existing conditions on the property. Request for approval of a resubdivision for a 1 lot xesubdivision and site plan of development for a 13,000 sq ft industrial building on property located on the northerly side of Governor's Highway, easterly of Nutmeg Road North (to be known as 470 Governor's Highway), I zone 2. The existing property is 38.6 acres, with over 2200 feet of frontage on Governor's Highway and 558 feet of frontage on Nutmeg Road North. This is the last major property on the north side of Governor's Highway and extends to the residential zone boundary on the east. 3. Minimum lot size required in this I zone is 30,000 sq ft. This new lot is proposed to be 2 acres. Minimum required frontage is 100 feet; 259 feet provided. 4. As a part of the subdivision approval, there is a required 50' buffer along the eastern property abutting the residential zone on Governor's Highway, and a buffer planting plan is included. Existing vegetation in the buffer area is sparse. The rear half of the buffer is constrained because it has a drainage swale in it. The proposed buffer is concentrated primarily toward the front of the site, where there are existing residences adjacent to the buffer. The majority of the buffer will consist of two types of evergreens, red spruce and white pines, and will include some interplanting of junipers and forsythia. The rear portion of the buffer will be interplanted with white pines. It is possible that the buffers will need to be supplemented when additional site plans are presented. 5. Sidewalks are not shown in conjunction with this development. Currently, there are no sidewalks in the immediate area. Subdivision regulations section 4.13.6, Circulation System Design, includes a provision that the Commission may require sidewalks on existing street frontage, depending on pedestrian circulation patterns and existing site conditions. The PZC should decide if sidewalks should be installed along the applicant's Governors Highway frontage,,a may consider only requiring sidewalks in front of this developed lot at this time. 6. A street tree easement, are shown in the front of the new lot along the property's existing Governor's Highway frontage, and Nutmeg Road North frontage. However, they are only proposing to plant street trees in front of the C a . C 1 new lot. Is it the applicant's intent to request a waiver for planting any additional trees? 7 - 'qi u,, 7. The proposed site plan is a proposal for 13,000 square feet and is shown in two phases. There will be a single access off of Governor's Highway for the site. The zoning data block breaks down the requirements for both phases. At full build, the maximum impervious coverage allowed is 65%, 48%proposed. Proposed building height is 20 feet; 40 feet allowed. Front yard setback is about 49 feet, 35 feet required. The parking requirement for this building is 31 spaces, 31 have been provided. 8. There are overhead doors included along the eastern side of the building. The closest residential property is approximately 400 feet away. There is no outdoor storage proposed on the site plan. 9 New site lighting will consist of full cutoff light poles in the parking area, 25 foot in height, as well as building mounted lighting. There is no signage proposed at this time 10. Architectural and Design Review Committee reviewed this site on March 21 They were satisfied with the proposal as presented. 11. There are regulated wetlands just north of the new lot being created. The applicant received IWA/CC approval with modifications on March 20, with a $5,000 bond for erosion & sediment control and a $10,000 bond for the installation of the stormwater system. 12. The site is served by public water and,.s r. Water Pollution Control Authority approval is required for seer onnection. 13 The Fire Marshal has reviewed the plan and has no comments. 14. If this application is approved, the planning department request the following modifications to the resubdivision plan: A 5 year cross-section and maturity cross-section of the buffer area must be provided._ 2 MEMORANDUM To: Michele Lipe,Town Planner From: Bobb Grillo, Project Engineer Jeff Doolittle,Town Engineer Date: 3/19/13 RE: Application 13-06P-GDS Estimating, Governor's Highway Engineering eerin has re viewed w e ed the site - Ian received 9 e ved on 2/21 9 /13 for p o the. above site and has the following comments: 1. The soil scientist who delineated the wetlands needs to be identified. 2. The Public Improvement Specifications allow only one driveway on a collector road such as Governors, Highway. Remove one of the driveways shown. 3. The sanitary sewer connection shows a new building sewer invert in the existing manhole over ten feet above the sewer main invert. The building lateral invert should be close to the sewer main elevation or with an outside drop manhole inlet, as approved by the WPCA. 4. The proposed building sewer lateral may need to come into the existing SMH at more of an angle to the existing sewer main. 5. Provide an easement to the Town of South Windsor from the road to and around the sewer manhole on site near the road to allow access for monitoring and inspection purposes. 6. The sewer pipe between the existing manhole and the new manhole should be described, including pipe type, size, length and slope. 7. If the sewer pipe to the existing manhole is installed after the lot pins are in place, the southwest comer pin will need to be reset by a surveyor. 8. The proposed sewer pipe from the building to the new manhole should have a 2% slope rather than the 1%slope shown. 9. The floor plan shows shop areas with garage doors, presumably for vehicles. Any floor drains should be connected to the sanitary sewer with an oil/water separator or as otherwise, as approved by the WPCA. 10.Additional proposed spot elevations should be show at the corners of the curb line for the island at the southwest comer of the building for positive drainage to CB-1. 11.No curb is labeled for the sidewalk in front of the building. Curbing should be shown or curb wheel stops should be show in the parking spaces. 12. Include a sidewalk along Governor's Highway per the Town standards. 13.Show spot elevations on the eastern edge of the driveway to the east of the building. 14.Show spot elevations for the bottom and along the top eastern ,side of the drainage swale. The top of the outlet structure should be at least 1 foot below the top of this swale all around. 15. Include an emergency overflow spillway from the swale to a nearby natural drainage channel or wetlands in the event the outlet structure clogs. A drainage easement is needed if this emergency drainage path is toward abutting private property to the east. 16.Provide specific details for the construction of the proposed outlet structure. 17.The Erosion and Sedimentation Control Plan should state that the Drainage Swale should be built and stabilized prior to other site work. The plans need to be signed and stamped by a CT L.S. and a CT P.E. in accordance with the regulations. 2. The sanitary sewer lateral from the new building will be difficult to construct into the existing manhole as shown. The proposed monitoring manhole can be moved over the existing sewer main and the building lateral can be run into this new manhole with an outside drop. This will shorten the pipe needed, a new connection will not be needed into the existing °manhole and no easement is needed for the new manhole because it will be in the Town's ROW. 3. The sanitary sewer connection must be reviewed and approved by the WPCA. 4. Include a sidewalk along Govemor's Highway per the Town standards. 5.
