MEMORANDUM
To: Michele Lipe,Town Planner
From: Bobb-Grillo
Date: 2/20/13
RE: Application 13-05P—Amoun Pita & Distribution 361 Pleasant Valley Rd.
Engineering has reviewed the site plan received on 2/15/13 for the above site and
has the following comments:
1. The surveyor should stamp and sign the site plan.
2. As noted on the plan, the existing septic system should be removed and the
sanitary sewer connection to the house at 257 Pleasant Valley should be installed
prior to the sanitary sewer connection to the building at 361 Pleasant Valley
Road.
3. The Sanitary Lateral Trench Detail should be replaced with the Town's Typical
Building Sewer detail
4. The sanitary sewer connection to 361 Pleasant Valley Road needs to be
approved by the WPCA, including the design and size of the proposed grease
trap.
5. Additional clean outs should be located on the sewer pipe from the building to the
grease trap, on the outlet pipe from the grease trap and at the first bend of the
pipe connecting to the existing sewer outlet pipe from 361 Pleasant Valley Road.
6. The proposed sewer pipe from the building to the grease trap should have a 2%
slope rather than the 1% slope shown.
7. An explanation should be provided as to why a sewer pipe is shown extending to
the west exterior wall of 361 Pleasant Valley Road.
8. As shown, runoff from the proposed parking area east of 361 Pleasant Valley
Road will flow overland and down the steep embankment on the adjacent
Botticello property to the east. Drainage improvements should be proposed to
prevent adverse effects on the adjacent property.
Please contact me if you have any questions.
Appl #13-05P, AMOUN PITA Site Plan
2-26-13 - DRAFT
Planning Department Report
1. This is a request for approval of a site plan to utilize the 5,000 sq ft existing
industrial building, located at 361 Pleasant Valley Road, I zone. The owner of.
the Pita company, which occupied a small portion of this building, started
expanding the business and doing interior work without the appropriate permits.
2. Based on an inspection with the town zoning officer and health officer, it was
discovered that two mobile home trailers had been moved onto the site and
hooked up to the septic tank on site and had people living in them. The ZEO
issued violation notice for the removal of the two trailers as well as the
requirement of a site plan approval for the proposed use. To date the hook up to
the septic was disconnected, however the trailers still remain on the site. As we
have indicated to the applicant, we would request the PZC place a condition of
approval that no building permits be issued until the two trailers have been
removed from the site.
3. This is the first site plan that has been done for this property and the plan that
has been prepared addresses the zoning and parking requirements for the entire
property. The site plan prepared shows many areas of encroachment with
structures, parking and outdoor storage on the adjacent property. A note has
been added to the plans that the applicant is seeking a lease arrangement to
continue utilizing this property. To date a copy of that lease has not been
provided to staff. We recommend the PZC not act on this application until such
lease is put in place. In the event the lease is not executed, the applicant will
need to address the encroachments of the access drive and provide parking for
the vehicles that currently utilize that site. We would also look for a barrio to
be places between the properties.
4. Maximum impervious coverage allowed is 65%, 59.7% proposed. Lot size is
68,000 sf; minimum lot size allowed is 30,000 sf. Frontage is 149 feet;
minimum allowed is 100 feet.
5. There are currently three building on site- a residence and two industrial
buildings. The parking requirement for the residence, office and manufacturing
use on this property is 20 spaces. The applicant is providing 201 spaces
(including 1 handicap spaces). The applicant is proposing a four foot high
fence with screening along the northern parking area between the house and the
business.
i
6. The only new addition to the building will be a loading dock and that will be
the dock. The applicant recently painted the building and added a canopy at the
entrance. A building permit is required for the canopy structure and should be
submitted as soon as possible.
7. There is no new lighting proposed. The applicant has recently taken out a new
sign permit and has proposed to embellish the existing sign.
8. There are no regulated wetlands on the property, however part of the property is
within the 80 foot upland review area. There is no new work proposed in this
area, so no approval is needed.
9. Water and septic currently serve this building on the property. Water Pollution
Control Authority approval is required for the new sewer connection to this
building.
1 O.The Fire Marshal has reviewed this proposal and does not have any concerns.
1 Llf this application is approved, in addition to other modifications requested, the
planning department requests that no building permits be issued until the
existing zoning violation is addressed with the removal of the mobile home
trailers from the property.
