Re: Drainage Statement
1496 John Fitch Boulevard
Dear Michelle:
J.R. Russo & Associates has prepared a site plan on behalf of 1496 Realty Associates LLC for
the construction of a new storage building on their property located at 1496 John Fitch
Boulevard (Rte. 5). The building will be located to the south of the existing building. Ground
cover in this area currently consists of a combination of asphalt, gravel and lawn. Runoff from
the site flows southerly and easterly into the existing drainage system in John Fitch Boulevard
(Rte. 5). The construction of the new building will not alter the existing drainage patterns at the
site.
In order to maintain the impervious coverage below the allowable maximum of 65%, some areas
of existing pavement and gravel will be removed to offset the pavement proposed in front of the
new building. As a result, the impervious area at the site will increase slightly (400 square feet)
from 64.2% to 64.7% coverage. In my professional opinion, this minor increase in impervious
area will result in a de-minimus increase to the peak rate of runoff leaving the site, and there will
be no impact to the downstream drainage system in Rte. 5. If there are any questions, or you
require further information, please call our office at(860) 623-0569.
Sincerely,

Planning Dept review comments:
1. The key map should reflect the proposed building.
2. Location of the proposed landscaping should be reviewed and modified as necessary to ensure
that plantings will not be planted over any utilities.
3. One area referenced as deferred parking(closest to the building) is actually utilized as parking
today on site.
4. The existing chain link fence should be relocated so that it is not on the rail ROW.
5. Is there any new landscaping proposed?
6. A cut sheet of the building mounted lights to be used on the new building should be provided.
These lights must be full cut off lights.
7. The exterior dumpster currently sits out in the parking area. It should be located on a concrete pad
and screened.
General Comments
There is a great deal of outdoor storage in the area of the new building and scattered throughout the
site. Please show the new areas of outdoor storage that are in compliance with Section 2.11
"Commercial and Industrial Storage and Display'
As a condition of approval, we will be requiring a new deed be field combining the properties (as
illustrated on the site plan)
The Building Department will be requesting information regarding the storage of materials proposed in
both buildings. They further request the applicant's architect address any separating issues that may
arise as the result of applying today's building/fire codes to what is stored within the buildings.

Michele,
I spoke with the owner about the storage of gasoline in the proposed building. There will only be one
car in each bay(15 total),and only gas that is in the cars will be stored in the building. The building is
proposed to be wood framed with metal siding. Please let me know if there are any building code
implications associated with this volume of storage. Thanks.

Re: Response to Comments
Appl# 13-04P
1496 John Fitch Boulevard
Dear Michele,
Attached please find six (6) revised sets of Site Plans for the above referenced project prepared
by J.R. Russo & Associates, LLC on behalf of 1496 Realty LLC. The plans have been modified
to address your comments dated February 13, 2013. A brief discussion of each of the comments
is provided below. The comments are referenced by number.
1. The Key Map has been revised to reflect the proposed building.
2. No landscaping, other than lawn area, is proposed. The seeding of lawn is not anticipated
to impact any underground utilities.
3. The plan has been revised to show striping of six additional parking spaces (3 near the
southwest corner of the building and 3 near the ramp at the northeast corner of the
building) which are not currently striped, but are being utilized. This has allowed a
reduction in the number of deferred spaces to 5. In addition, per our prior discussion, the
deferred parking spaces have been moved back away from the property line in order to
meet the 10 foot setback requirement.
4. The plan has been revised to note that the existing chain link fence will be removed and
relocated, in particular removed from the rail ROW and the State Highway ROW.
5. As discussed above, other than lawn,no additional landscaping is being proposed.
6. At this point in time, the building design is not far enough along to have determined the
specific light fixtures to be used. The applicant is aware that there is a requirement for
full cut-off fixtures, and is agreeable to a condition of approval requiring such fixtures
and submittal of the cut-sheets for the specific lights at the time of application for a
building permit.

February 13,2013
7. The plan has been revised to relocate the existing dumpster on the existing concrete pad
in the loading dock area. In addition, the plan has been revised to call for the installation
of privacy slats in the southern and western sections of the chain link fence to screen the
dumpster and entire area to the south of the building from the adjacent street.
General Comment:
1. The applicant intends to move some of the existing material currently stored in the
vicinity of the proposed building to the covered area at the rear of the building. He also
plans on continuing to have outdoor storage within the fenced in area to the south of the
existing building. In order to meet the requirements of Section 2.11,the plan calls for the
installation of privacy slats in the southern and western sections of the chain link fence to
screen the area from the adjacent roadway.
2. The applicant is aware of the requirement to combine the lots, and is agreeable to this as a
condition of approval.
3. As discussed over the phone, the 15 bays of the new building are intended for the storage
of 15 cars. There are no plans to store any additional gasoline within the building, other
than what is in the cars. Any additional building code issues will be addressed by the
architect at the time of application for a building permit.
I hope that this letter and the revised plans address your concerns. If there are any questions, or
you require further information, please call our office at(860) 623-0569.
