The following is a storm water management analysis for the proposed site development of
GDS ESTIMATING located at Governors Highway, South Windsor, Connecticut. The object of
the storm water study is to show that the proposed onsite peak runoff will not exceed the existing
peak runoff.
The drainage design for this analysis was completed by utilizing a computer program and
generally accepted design methods. The runoff from the site under existing and developed
conditions was developed utilizing Haestad Methods PondPack Version 8 computer program.
The flood routing and basin modeling was also completed utilizing Haestad Methods PondPack
Version 8 Detention Pond Modeling computer program.
The detention pond was designed to contain the 100 year storm event within the basin for the
site, and to discharge at a rate that would create a peak runoff from the site that will be equal to
or less than the existing peak rate of runoff for the entire site. Peak runoff for all storms up to
thel00-year storm will be discharged through a 3 inch diameter and a 12 inch diameter orifices in
the detention pond outlet structure at an elevations of 7525 feet for the 3 inch and 75.92 feet for
the 12 inch. Runoff in excess of the 100-year storm will be discharged the emergency overflow
through a rectangular weir at the top of the outlet structure at an elevation of 77.90. The
maximum 100 year discharge from the detention basin will be 2.61 CFS with a maximum
elevation of 77.85 feet:
Existing peak discharge for the site=2.77 CFS (for a 100 year storm)
The proposed site development discharge =2.61 CFS (for a 100 year storm)from the Detention
Pond.
Net decrease of 0.18 CFS from the existing 100 year storm runoff.

Re: Appl. 13-06P Review of the proposed GDS Estimating site plan. Plans dated
02/20/13
The project is to create a building lot, an industrial building, storage area, and parking lot
on 2.1 acres. Proposed disturbance within the URA is estimated at 14,374 sgft.
Site: The site is located in the Bancroft Brook watershed. The original site is comprised
10 acres. A 2.1 acre lot will be subdivided from the 10 acres. Currently the vegetation on
the site is an early to mid successional old field with red maple saplings being the
dominant plant species on the site. The site was cleared in the late 80s as part of work
associated with an earlier subdivision approval. The site is flat with very little change in
elevation. Minor grading and clearing were done in the 1980's as well as eliminating a
drainage ditch that was present at the time.
Wetlands:
The wetlands adjacent to the site would be characterized as a forested wetland. Wetland
flagging shown on the plan appears to be accurate. The understory is moderate with
sweet pepperbush and blueberry present. The soils are homogeneous medium grain sands
with very little moisture holding capacity. The hydrology has been altered in the general
area that has resulted in a reduction of the groundwater table in a number of areas within
the site and on adjacent parcels. Main functions of this wetland are groundwater recharge
and wildlife habitat.
Stormwater:
Stormwater is proposed to be managed by a combination of sheet flow and
catchbasin/pipe conveyance to a perimeter drainage swale located along the eastern and
northern property boundary. The northern drainage reaches the swale via sheet flow.
Southern drainage enters a catchbasin and is piped to the swale through a hydrodynamic
separator into the swale. The swale has an outlet structure that meters accumulated runoff
slowly to the Town drainage system in Governor's Highway.
Impacts: The soils listed on the site report are Windsor(WvA) 0 to 3% slopes and
Ninagret (NnA) 0 to 3% slopes. These soils have an erosion potential listed as low.
Perimeter controls appear to be adequate to contain sediments from construction
activities.
The level of the bottom of the stoimwater basin approaches the elevation of the adjacent
watercourse, so water levels should be adequate to maintain wetland vegetation. The
structure should provide adequate water quality renovation.

Subject: App 13-06P-GDS Estimating, Governors Highway
Jeff,
Engineering has reviewed the site plan for GDS Estimating on Governors Highway and has the following
comments that may relate to the IWA/CC
1. The soil scientist who delineated the wetlands needs to be identified.
2. Only one driveway is allowed per Town standards on Governors Highway. The second driveway
should be removed.
3. Show spot elevations on the eastern edge of the driveway to the east of the building.
4. Show spot elevations for the bottom and along the top eastern side of the drainage swale. The top
of the outlet structure should be at least 1 foot below the top of the Swale all around.
5. Include an emergency overflow spillway from the swale to a nearby natural drainage channel or
wetlands in the event the outlet structure clogs. A drainage easement is needed if this emergency
spillway path is toward abutting private property to the east or north.
6. Provide specific details for the construction of the proposed outlet structure.
7. The Erosion and Sedimentation Control Plan should state that the drainage swale shall be built
and stabilized prior to other site work.
Please contact Bobb or myself if you have any questions.
Thank You
