Appl. 2766-12 Sign Pro Inc./Kyle Niles - request for a variance to Table 6.5.9A to allow a third sign on the Farmington Bank building on property located at 350 Buckland Road, Buckland Road Gateway Development zone. The applicant is proposing to add a third sign to the Farmington Bank building. This property is located in the Buckland Road Gateway zone and subject to the specific gateway sign regulations. The regulations currently allow businesses that front on two roads to have signage on both fronts (which the bank has already taken advantage of). An option available to them is to relocate one of these two signs to the other side of the building. The Zoning Board of Appeals should be aware that this is the first of two building that have been approved for the site. The second building approved, to the south of this building, will be two stories —retail on the first floor and office on the second floor and will have building signage on it as well. We have provided a copy of the key map from the approved site plan so the Board can see where the second building is planned. Please contact meat(860) 644-2511, ext. 252 if you have any questions. •Page 1 s arc r a'✓+ ' " a 14 Y o irY "i;✓".zuaY,er vAFe I u;"F+msarrs .r J ',,'",:,&sAvr' .J'` r °J Y i r` 1 t trly Y x% S x,. , s. Dear Zoning Board of Appeals, am requesting that you deny the application for a third sign on the Farmington Bank building. The regulations are very clear on the quantity of signs allowed in the Gateway zone and the applicant should be required to meet the regulations. The applicant has little at stake in this application but the ramifications for the town could be very large. If an additional sign is granted at this location, it will open the door for every location in the Gateway Zone to request an additional sign. I have been at enough Planning and Zoning meetings to realize that applicants often cite previous exceptions granted with the expectation that "if it was allowed at 350 Deming it should be allowed for this application as well". Increasing the signage in the Gateway Zone by 50% (2 to 3 signs) would cause this area to look more like the Berlin Turnpike and less like the supposedly "special" zone that the town has tried to create. The sightline from Buckland Road to the existing sign on the front (west side) of the building would be significantly improved if this building met the set back requirements of the Gateway Zone. Since this applicant received a 75% reduction in required setback, they have paid a signage visibility penalty. They got what they asked for, and now they have come back to ask for more. This location has already been granted significant variances from the town; I do not believe they should receive any further variances. The additional sign would be an eyesore from my home. I can see the red and green lights for the drive through window on the south side of this building all too well from my residence. There is no way to screen the building from the local residences. The town created the Gateway Zone without informing the local residents, I believe our input should be considered. In summary, I am requesting that you deny the application. This would set a very bad prescient for the Gateway Zone and would have a negative impact on the neighborhood. Thank-you for your consideration, Victoria Margiott RECEIVED Vincent and Anita Attianese DEC 0 5 2`J12 33 Sele Drive South Windsor, CT 06074 WAWBIO6ORRARMOUT. Subject: December06,2012 Public Hearing Dear Zoning Board of Appeals: We are submitting this letter with reference to Appl.2766-12—Sign Pro Inc./Kyle Niles—request for a variance to Table 6.5.9A to allow a third sign on the Farmington Bank building on property located at 350 Buckland Road, Buckland Gateway Development Zone. We are requesting that this application be denied since it does meet the requirements of the Gateway Zone. These Gateway requirements are specific as to the qty of signs that are permissible. This was to ensure that a specific look/style be established within the Gateway Zone. In addition, this will be visible from Sele Drive and thus does pose problems for us. From this perspective it is also violation the Gateway Zone requirements. We kindly request that the existing Gateway Zone regulations be upheld and this application be denied. This will also eliminate setting a future trend. Thank you for your consideration. Vince and Anita Attianese
