Request for site plan approval to construct a 2600 sq ft credit union at 512 and 530 Buckland Road, GD zone. Combined lot size is 2.62 acres minimum lot size allowed is 3 acres and maximum impervious coverage allowed with combined lots is 65%, 18.3% proposed. Frontage is 359 feet; minimum required is 200 feet. Front yard setback is 66 feet, minimum of 65 feet allowed. 2. The subject site will be accessed through the existing entrance to 480 Buckland Road, Dr. Grillo's Dentist office in accordance with the Town access management program. This site plan also shows an access easement for potential interconnection. If this application is approved, the applicant will be required to file an access management easement on the land records. With any proposed development that occurs directly north of this site; the possibility of interconnection will be evaluated. 3. The parking requirement for the proposed use is 15 spaces; 24 spaces are provided. None of the parking is located between the building and Buckland Road, thereby fully embracing the Gateway Zone concepts of pedestrian-orientation and the building as the principal feature of the site rather than the parking lot. 4. A sidewalk is shown along Buckland Road as required. There is a sidewalk connection shown between the Buckland Road sidewalk and the credit union. Architectural and Design Review Committee reviewed this proposal on September 20. ADRC recommend that a darker shade of yellow be considered for the primary part of the building: 5. The mechanical equipment is proposed on the north side of the building and will be enclosed by a four foot fence and landscaped to screen the area. Proposed lighting is full cut off fixtures, high poles, and will match the lighting that was used on the adjacent property. ISM 6. Parking lot landscaping requirements have been met with ????% landscaping in the parking area. 7. There are regulated wetlands on the site. The applicant received approval from IWA/CC on Sept 19th with a $5,000 erosion & sediment control bond, and a $5,000 bond for the stormwater structures. 8. Public water and sewer will be provided. Water Pollution Control Authority approval is required. 9. The Fire Marshal has reviewed the plan and has no issues with the site layout. 1 10.Lt Bond of the police services has reviewed the traffic study and had the following comments: "I have reviewed the data submitted. I would concur that the levels of service for the surrounding area intersections (both signalized and otherwise) will not be adversely impacted. I would expect users of the shared dentist/credit union drive to experience a slightly lower level of service than was previously the case when the same drive served only the dentist. DeMallie President & Principal Design Professionals, Inc. t 425 Sullivan Avenue South Windsor, CT 06074-1167 Re: Site Traffic Evaluation Study Proposed American Eagle Federal Credit Union 512 & 530 Buckland Road South Windsor, Connecticut Dear Mr. DeMallie: Reference is made to the proposal to develop a 2,600 square foot credit union with three drive-through stations on the two parcels of land located just north of the existing dental office at no. 498 on the east side of Buckland Road, in the Town of South Windsor, Connecticut. Introduction The development proposal is for the new credit union and the existing dental office to share the existing site drive now serving the dental office, which will provide the sole, two-way access/egress drive for both developments. Therefore no new curb cut is planned for the subject development. This common site drive is located about 700 feet south of Route 30 (Ellington and Oakland Roads) at its intersection with Route 194 (Sullivan Avenue). A total of 24 parking spaces is proposed for the credit union operation. Please refer to the maps labeled Exhibit 1 of the Appendix which locate this site with respect to the surrounding roadway network. Plans are to operate the credit union from 7:00 am for the drive-through and from 8:30 am for the building on Mondays through Saturdays, to 4:30 pm on Monday, Tuesday, Wednesday and Friday, to 6:00 pm on Thursday, and to 12:00 noon on Saturday. The existing dental office, which will share the same site drive, operates from 9:00 am to 6:00 pm on Mondays, 8:00 am to 6:00 pm on Tuesdays and Wednesdays, 7:30 am to 3:00 pm on Thursdays, is closed on Fridays, and from 9:00 am to 12:30 pm on Saturdays. Please refer to Exhibit 2 of the Appendix which shows a copy of the proposed site plan. PO Box 820 . Old Saybrook,CT 06475 a Phone/Fax: 860-395-4404 •JimBubaris@hotmail.com • 2 Roadway and traffic Network Buckland Road is a bi-directional town road running north/south with two lanes of travel in each direction, and a pavement width of 52 feet in the vicinity of the site. Average daily traffic volumes are about 16,000 two-way vehicles daily, posted speed limit is 40 miles per hour, and 85th percentile speeds are about 45 miles per hour. The three defined study intersections for the subject development include the subject site drive, and the immediate intersection to the north and south of the development as follows: Buckland Road at CVS site drive and Crandall & Daughter site drive: This is a four-way, unsignalized intersection with Buckland Road running north/south, the CVS site drive as the west leg, and the Crandall & Daughter shop site drive as the east leg. The Buckland Road northbound approach is three lanes wide with one dedicated left-turn lane, one through lane, and one combination through/right lane. The Buckland Road southbound approach is two lanes wide with one combination left/through lane and one combination through/right lane. The CVS site drive eastbound approach is one lane wide for right-turn out only controlled by a Stop sign. The Crandall site drive westbound approach is one lane wide. Buckland Road at SNET site drive and Dental Office/Credit Union site drive: This is a four-way, unsignalized intersection with Buckland Road running north/south, the SNET equipment building site drive as the west leg, and the Dental Office/Credit Union site drive as the east leg. The Buckland Road northbound approach is two lanes wide with one combination left/through lane and one combination through/right lane. The Buckland Road southbound approach is two lanes wide with one combination left/through lane and one combination through/right lane. The SNET site drive eastbound approach is one lane wide. The Dental Office/Credit Union site drive westbound approach is one lane wide controlled by a Stop sign. Buckland Road at Terry Office Park site drive: This is a three-way, signalized intersection with Buckland Road running north/south and the Terry Office Park site drive as the west leg. The Buckland Road northbound approach is three lanes wide with one dedicated left-turn lane and two through lanes. The Buckland Road southbound approach is two lanes wide with one through lane and one combination through/right lane. The Terry Office Park site drive eastbound approach is two lanes wide, with one dedicated left-turn lane and one dedicated right-turn lane. The traffic signal at this intersection provides three vehicular phases: the first phase is an advance phase to move all the Buckland Road northbound movements with a protected left-turn into the site drive. The second phase moves the Buckland Road northbound and 3 southbound approaches. The third phase moves the Terry Office Park outbound ` movements. This traffic signal is part of an interconnected, closed-loop system <. running along all of Buckland Road. The subject facility will be served by the same site drive that now serves what will be the abutting dental office to the south. This site drive has one outbound f (westbound) lane controlled by a Stop sign. This site drive is located about 370 feet south of the CVS site drive located to the north, and about 430 feet north of - the Terry Office Park site drive to the south. Available sight lines to and from the Dental Office/Credit Union site drive are estimated at 700 feet to and from each direction. For estimated 85th percentile approaching travel speeds of 45 miles per hour in each direction, Connecticut Department of Transportation (ConnDOT) guidelines recommend minimum sight distances of 530 feet. Therefore, available sight lines far exceed the recommended ConnDOT minimum. A review of available traffic crash experience for Buckland Road for the most recent available three-year period, as made available by ConnDOT from information submitted by the Town's Police Department as is required for all cities and towns in Connecticut, shows NO accidents at this site drive for the three-year period which included 2008 through 2010. Therefore, there does not appear to be a geometric and or traffic control deficiency at this intersection which may require correction, or in our opinion, may be exacerbated by the proposed credit union use of this site drive. Existing and Background Traffic Volumes . For purposes of the analyses that follow, manual turning movement counts were conducted at the three study intersections defined above during representative peak periods (i.e., weekday from 7 to 9 am, weekday from 4 to 6 pm, and Saturday from 10 am to 12 noon in late July/early August to estimate peak hour traffic volumes and traffic distributions, and to evaluate roadway and traffic control conditions. Please refer to Exhibits 3 through 5 of the Appendix which graphically summarize the 2012 existing weekday am commuter, weekday pm commuter and Saturday midday retail peak hour traffic volumes for the subject study area derived from the foregoing traffic counting exercise. Please refer to Exhibits 6 through 8 of the Appendix which graphically summarize the 2013 background (no-build) weekday am commuter, weekday pm commuter and Saturday retail peak hour traffic volumes for the subject intersection for next year when it is anticipated that the subject facility will be open for use. Exhibits 6 through 8 of background conditions were developed by expanding Exhibits 3 through 5 of existing conditions by a factor of 1.02 to represent normal background growth for this area (i.e., 2 percent per year). 4 t Site-Generated Traffic Site-generated trip generation estimates were made for the proposed development utilizing the data source that is available to the profession for this purpose entitled Trip Generation, 8th edition, 2008, by the Institute of Transportation Engineers (ITE). This document provides trip generation estimates for various land uses based on their size. Please refer to Exhibit 9 of the Appendix that provides the trip generation calculations for the proposed bank with drive-through operation based on its building area of 2,600 square feet. Please refer to Table A on the next page of this study which summarizes the estimated trip generation for the proposed development. A review of Table A shows that the proposed credit union, which will essentially operate as would a bank, is expected to generate about 22 trips during the weekday am commuter peak hour, about 48 trips during the weekday pm commuter peak hour, and about 49 trips during the Saturday retail peak hour. A trip is defined as a one-way vehicular movement traveling either to or from the development. The foregoing trip generation estimates represent a relatively low trip generation potential, wherein less than one trip will be generated every minute or two during the three defined study peaks. It is estimated that, given the relative location of the site with respect to the surrounding roadway network and population centers, site-generated traffic will be oriented about 70 percent to and from the south, and 30 percent to and from the north, of the site. Please refer to Exhibits 10 through 12 of the Appendix that provide graphical summarizes of the peak site-generated traffic volumes for the.proposed development, including the weekday am commuter peak, the weekday pm commuter peak, and the Saturday retail peak. These peak hour traffic volumes were developed by utilizing the trip generation estimates from Exhibit 9 of the Appendix and Table A, and distributing these through the defined study area based on the assumed 70/30 south/north distribution set forth above. Traffic Operations Analysis The following traffic operation scenarios were evaluated: • 2012 Existing AM, PM and Saturday Peak analyses, representing the existing condition with no improvements and no new development, are based on the peak hour traffic volumes shown as Exhibits 3 through 5 of the Appendix. • 2013 Background AM, PM and Saturday Peak analyses, representing the background, no-build condition with no improvements and no new development, are based on the peak hour traffic volumes shown as Exhibits 6 though 8 of the Appendix. Exhibits 13 through 15 were derived by combining the 2013 no-build peak hour traffic volumes from Exhibits 6 through 8 of the Appendix with the respective site-generated peak hour traffic volumes from Exhibits 10 through 12 of the Appendix. Intersection traffic operations analyses were performed for the study intersections utilizing the methodology described in the latest edition of Highway Capacity Manual, Special Report 209, Transportation Research Board, 1985, updated to 2003. Application of this methodology was facilitated by use of Synchro Analysis Software, developed by the Trafficware Corporation, Version 7, 2004. Operations analyses are utilized to determine a Level of Service (LOS) for a given intersection operating under either signalized or unsignalized control. In the case of signalized intersections similar to the Buckland Road at Terry Office Park intersection, Level of Service (LOS) is defined in terms of control delay, which is a measure of driver discomfort, frustration, increased fuel consumption, and lost of travel time. The delay experienced by a motorist is comprised of a number of factors that relate to control, geometric, traffic, and incidents. Total delay is the difference between the travel time actually experienced and the reference travel time that would result during base conditions in the absence of traffic control, geometric delay, any incidents, and any other vehicles. Specifically, LOS criteria for traffic signals are stated in terms of the average control delay per vehicle, typically for a 15-minute analysis period. Delay is a complex measure and depends on a number of variables, including the quality of progression, the cycle length, the green ratio, and the volume-to-capacity (v/c) ratio for the lane group. In the case of signalized intersections, the Level of Service for each approach is computed, and an overall Level of Service for the entire intersection is determined. In today's environment, Levels of Service C to D are considered acceptable, and Levels of Service A to B are seldom achieved at signalized intersections. Please refer to Exhibit 16 in the Appendix, which provides details on the definitions of Levels of Service for signalized intersections. In the case of unsignalized intersections similar to the Buckland Road at proposed shared site drive intersection, Level of Service (LOS) is defined in terms of the average control delay for the approach or movement evaluated. Control delay involves movements at slower speeds and stops on intersection approaches as vehicles move up in the queue or slow down upstream of an intersection. The delay experienced by a motorist is comprised of factors that relate to control, geometrics, traffic, and incidents. Total delay is the difference between the travel time actually e 6 experienced and the reference time that would result during base conditions in the absence of incident, control, traffic, or geometric delay. Control delay includes F initial deceleration delay, queue move-up time, stopped delay, and final acceleration delay. At two-way stop-controlled and all-way stop-controlled f, intersections, control delay is the total elapsed time from a vehicle joining the queue until its departure from the stopped position at the head of the queue. The control delay also includes the time required to decelerate to a stop and to accelerate to the free-flow speed. Level of Service for a one-way or two-way stop- controlled intersection is determined by the computed or measured control delay and is defined for each minor movement. LOS for a one-way or two-way stop- controlled intersection is not defined for the intersection as a whole. In today's environment, Levels of Service D to F are common and are often experienced on minor street approaches to major streets carrying relatively high traffic volumes. Please refer to Exhibit 17 in the Appendix, which provides details on the definitions of Levels of Service for unsignalized intersections. The results of the traffic operations analyses, which compare 2012 existing, 2013 background (no-build), and 2013 combined (build) conditions, are summarized in Table B on the next page of this study. The computer-generated worksheets for these operations analyses are included as Exhibits 18 through 23 of the Appendix (only in the full version of this study) as follows: • Exhibit 18 —2013 Background (no-build) Weekday AM Peak Hour Traffic • Exhibit 19 —2013 Background (no-build) Weekday PM Peak Hour Traffic • Exhibit 20 —2013 Background (no-build) Saturday Peak Hour Traffic • Exhibit 21 —2.013 Combined (build) Weekday AM Peak Hour • Exhibit 22 —2013 Combined (build) Weekday PM Peak Hour Traffic • Exhibit 23 —2013 Combined (build) Saturday Peak Hour Traffic Note that the existing analysis worksheets are NOT included since very similar to the background analyses. A review of the results of the traffic operational analyses summarized in Table B shows the following: • Buckland Road at CVS site drive and Crandall & Daughter site drive: A review of the traffic operations analysis summary shows that levels of service will not change as the result of the credit union and that levels of service are satisfactory. Level of services remains at LOS A (excellent) for Buckland Road, at LOS B (very good) for the CVS drive (since the left-turn out is prohibited), and at LOS E (practical capacity) for the Crandall site drive approach which processes very low traffic. Therefore, levels of service will remain at satisfactory levels and will only be slightly impacted by the addition of the traffic related to the proposed credit union. Conclusions It is the professional opinion of Bubaris Traffic Associates that the proposed credit union with drive-through operation, to be located north of and share the same site drive as the existing dental office on the east side of Buckland Road at nos. 498 and 512, should not adversely impact traffic operations on the surrounding roadway network in the year 2013 when development of the parcel as proposed is expected to be completed and occupied. The proposed development will consist of a total of 2,600 square feet of development, with three drive-up lanes, generating from 22 to 49 trips per hour during the weekday am, weekday pm, and Saturday peak hour periods, which are considered relatively low site-generated traffic volumes. Traffic operational analyses indicate that the proposed development will have a minimal impact on the satisfactory levels of service that exist within the immediate study area. Available sight lines to and from the proposed site drive location were found to be excellent given the speed of approaching traffic. A review of the traffic crash experience for the subject study intersection showed an excellent, non-existent condition with no reason to expect that the subject development's site traffic will exacerbate this very favorable condition. 8 Most importantly, due to the proposal to share an existing site drive, no additional conflict point will be introduced on Buckland Road, thereby fulfilling the spirit of the Town's access management regulation. Delay is a complex measure and depends on a number of variables, including the quality of progression, the cycle length, the green ratio, and the volume-to- capacity (v/c) ratio for the lane group. In the case of signalized intersections, the Level of Service for each approach is computed, and an overall Level of Service for the entire intersection is determined. Levels of Service (LOS) for signalized intersections are defined as.follows: LEVEL OF SERVICE CONTROL DELAY PER CONDITION VEHICLE SECONDS LOS A < 10 LOW DELAY LOS B > 10 TO 20 SHORT DELAY LOS C > 20 TO 35 AVERAGE DELAY LOS D > 35 TO 55 CONGESTION NOTICEABLE LOS E > 55 TO 80 LIMIT OF ACCEPTABLE DELAY LOS F > 80 UNACCEPTABLE In today's environment, Levels of Service C to D are considered acceptable, and Levels of Service A to B are seldomly achieved at signalized intersections. (1) HCM, Exhibit 16-2. EXHIBIT 17 LEVEL OF SERVICE CRITERIA UNSIGNALIZED INTERSECTIONS SOURCE: HIGHWAY CAPACITY MANUAL (HCM), 2000 TRANSPORTATION RESEARCH BOARD (1) Level of Service for unsignalized intersections similar to the study intersections is defined in terms of the average control delay for the approach or movement evaluated. Control.delay involves movements at slower speeds and stops on intersection approaches as vehicles move up in the queue or slow down upstream of an intersection. The delay experienced by a motorist is comprised of factors that relate to control, geometrics, traffic, and incidents. Total delay is the difference between the travel time actually experienced and the reference time that would result during base conditions in the absence of incident, control, traffic, or geometric delay. Control delay includes initial deceleration delay, queue move-up time, stopped delay, and final acceleration delay. At two-way stop-controlled and all-way stop-controlled intersections, control delay is the total elapsed time from a vehicle joining the queue until its departure from the stopped position at the head of the queue. The control delay also includes the time required to decelerate to a stop and to accelerate to the free-flow speed. Level of Service (LOS) for a two-way stop-controlled intersection is determined by the computed or measured control delay and is defined for each minor movement. LOS is not defined for the intersection as a whole. Level of Service (LOS)for an all-way stop-controlled intersection is determined by the computed or measured control delay and is defined for all movements. A LOS is then defined for the intersection as a whole. Levels of Service (LOS) for unsignalized intersections are defined as follows: LEVEL OF SERVICE AVERAGE CONTROL DELAY CONDITION PER VEHICLE SECONDS LOS A 0 TO 10 LITTLE OR NO DELAY LOS B > 10 TO 15 SHORT DELAY LOS C > 15 TO 25 AVERAGE DELAY LOS D > 25 TO 35 LONG-DELAY LOS E > 35 TO 50 VERY LONG DELAY LOS F > 50 EXTREME DELAY In today's environment, Levels of Service D to F are common and are often experienced on minor street approaches to major streets carrying relatively high traffic volumes. That change clarifies the intent of the paragraph however, I am concerned that the second sentence of paragraph 16B as revised still states "Failure to construct" That phrase appears to put the burden on my client to build someone else's driveway. I suggest that "Failure to construct" be changed to read "Failure to Allow..." That makes it clear that American Eagle has to allow the access easement from the north, but that the costs of connecting would actually be born by the developer of the northern parcel. The only thing that needs to be altered in the field is the height of the earthen berm north and south of the weir structure that acts as an outlet to the detention/water quality basin. Currently the top edge of the "V"notched weir is above the level of the existing berm. Storm water exiting the berm will by-pass a significant portion of the weir and flow over the top of the berm prematurely. The berm needs to be raised so that the top of the berm is level with the chamfered edge of the weir structure. The top soil material should be added from the structure to the corner of the parking lot to the north and from the structure south as shown on the included diagram.
