Very truly yours, INLAND WETLANDS AGENCY/ 2E1i NS RVATION COMMISSION z,eth A. Warren, Chairperson EW:dr cc: Chief Building Official Town Engineer MEMORANDUM To: South Windsor Inland Wetland/Conservation Commission. From: Jeffrey H. Folger—Environmental Planner/Conservation Officer Date: September 23 2002 Re: Appl. 02-52P—Parksite Plunkett-Webster Industrial site plan. Plans dated 9/12/02 The project is to construct a 100,000 sqft industrial building, parking, and stormwater structures on 18.53 acres. The stormwater structure will have a portion of the area occurring with in the Upland Review Area(URA). Disturbance within the URA is estimated at 27,700 sqft or 0.62 acres. Direct impacts to wetlands is estimated at 435 sqft or 0.01 acre with 5 linear feet of stream alteration. Site: The parcel is located in the Bancroft Brook watershed. The total parcel area is 18.53 acres. The boundaries shown appear to be accurate. Numbered wetland flags are present in the field. The site is "L" shaped with one leg oriented north/south and the other leg oriented east/west. The north/south leg is proposed to be developed at this time. Ninety-five percent of this portion of the site is a cultivated agricultural field. The southern portion of contains the Bancroft Brook channel and a small riparian shrub area adjacent to it. Regulated areas on the site consist of the brook channel and a narrow wetland area adjacent to the channel. The channel is approximately tow to three feet wide with an average water depth of three to six inches at the time of site inspection (Sept 18, 19, 26). The channel banks are steep, showing signs of scour, or deliberate ditching. The riparian area averages ten to twenty feet in width and consists of a dense copse of black cherry saplings, silky dogwood, aspen, multiflora rose, and stag horn sumac. Wetland Functions: Major functions of the wetland would be stormwater flow conveyance, wildlife habitat, and groundwater recharge. The URA in this area is disturbed and contains a barn and cultivated fields. Impacts: Sedimentation: The upland soils on the site are mapped as Sudbery (SsA) 0-5% slopes and Ninigret (NnA) 0-5% slopes. The wetland soils are mapped as Walpole (WdA). All of these soils have an erosion potential listed as low. Due to the flat topography on the site and sandy composition of the soil, standard E&S controls as shown on the plans should be adequate to contain migrating sediments generated by construction activities associated with the project. Stormwater Quality: Stormwater quality is proposed to be addressed with the use of deep sump catchbasins and a planted biofilter detention basin. The design includes microtopography changes within the basin that would provide diversity in the plant community and storage for floatables entering the basin. A detailed inspection and maintenance schedule will insure will provide a means to insure that accumulated debris and sediments will be removed from the basin. Stormwater Quantity: The basin is designed to accommodate the 100-year storm event with storage capacity. Due to the high water table on the site infiltration is not feasible as an alternative that would reduce the amount of runoff entering the basin. Wildlife: There will probably be a net benefit to the wildlife on the site when compared with past uses. The large basin will provide a diverse wetland area where presently there is none. Mitigation: Wildlife shrub plantings are proposed to be planted along the top and sides of the basin. This will provide a more diverse plant community than what is presently occurring on the site. Portions of the site were used for farming, and the site contains an old barn in the vicinity of the southwest property corner. The site contains two sections of wetlands: one area, which runs through the eastern and southern sides of the parcel, and a second area of wetlands along the southeastern corner of the site. The entire site drains to Bancroft Brook. Proposed Development: The proposed development of the site includes the construction of an industrial warehouse and office building and associated bituminous parking and loading areas. The site will be serviced by public water and public sanitary sewer. The proposed storm drainage system for the development includes the installation of storm sewers within the paved areas and a Detention/Water Quality Basin to the south end of the parcel. Beneath a layer of topsoil that extends from 8"— 14"down from the ground surface, the soils on site consist of varying gradations of sands to at least 60". Therefore, efforts to promote infiltration of runoff from the building roof have been implemented. The western half of the building roof runoff(approximately 1.21 acres) will be connected to the storm drainage system by way of relatively flat perforated storm pipe. Significant infiltration can be expected during most times of the year when the groundwater table is lower than 3' below the ground surface. Due to concerns about infiltrating runoff in proximity to the building foundation, the eastern half of the building roof runoff will not be infiltrated. The Detention/Water Quality basin will provide full detention of storm flows for storms up to and including the 100-year design storm and maintaining a minimum of 1' of freeboard. Due to concerns previously expressed regarding Bancroft Brook, the discharge rates under developed conditions will be significantly reduced from present conditions. Under developed condition, the 100-year storm will discharge at a rate less than the 10-year storm under present conditions and the developed 10-year storm will discharge at a rate less than the 2-year storm under present conditions. Additionally, for water quality treatment of smaller and more frequent storm events, a 1.50" storm event will be fully retained. Off-Site Analysis: The entire site presently drains to points along Bancroft Brook. The entire developed portions of the site will drain to the Detention/Water Quality basin. Portions of the site not being developed will continue to drain to Bancroft Brook. The Detention/Water Quality basin will discharge to Bancroft Brook at the southeast corner of the site with peak flows significantly reduced from present conditions. Peak Runoff Control: The site has been designed to continue to discharge to Bancroft Brook with developed peak discharge rates significantly reduced as compared to existing peak discharge rates. Nonstructural Drainage Systems: The site presently drains to locations along Bancroft Brook. Undeveloped areas of the site will continue to drain to Bancroft Brook via overland flow as present. Riparian Buffers: There presently exists a tree line buffer along the southern and southeastern sides of the site which will not be disturbed under developed conditions. The northern and western sides of the site are presently open due to previous/current farming activities. Under developed conditions a landscaped buffer will be provided along the northern and western sides of the property. Erosion/Sedimentation Control Systems: An extensive erosion/sedimentation control plan has been developed as part of the subdivision design. These measures include the following: 1. Installation of silt fence down-slope of disturbed areas. 2. Installation of silt fence around stockpiled materials. 3. Installation of silt fence around catch basins. 4. Use of the Detention/Water Quality basin during construction as a sediment basin. 5. Seeding and mulching disturbed areas as soon as practical during construction. 6. Limiting the areas of disturbance during construction. 7. Installation of construction entrance pads, and sweeping of roadways as needed. 8. Maintenance of the above measures. Stormwater Runoff Quality: The Detention/Water Quality basin has been designed as a wet bottom basin with depths below the outlet elevation ranging from 1' to 4'to achieve long-term retention. Conveyance System: The on-site conveyance system consists of a piped stormwater system discharging to the Detention/Water Quality basin. The piped drainage system has been designed to accommodate the runoff from a 10-year design storm. The Detention/Water Quality basin has been designed to handle up to a 100-year design storm with full detention. Discharge at the Natural Location: The site presently discharges to Bancroft Brook. Undeveloped portions of the site will continue to drain to Bancroft Brook via overland flow. Developed portions of the site will drain to the Detention/Water Quality basin which discharges to Bancroft Brook near the southeast corner of the parcel. Maintenance and Operation: The following maintenance operations will be required to ensure the proper and efficient operation of the Storm Water System, and Detention/Water Quality Basin. The following maintenance schedule is intended to be a minimum guide, and additional inspections and maintenance measures may be required following large storm events that could cause the deposition of excess debris in the system. Pipe Outlet Locations: The pipe outlets and associated riprap shall be inspected annually and cleaned of silt and or debris. The riprap shall be re-shaped and replenished as required. Catch Basins: The catch basins within each lot shall be inspected annually. The sumps shall be cleaned when the depth of material within the sumps reaches 1'. Pavement Sweeping: The paved areas should be swepted a minimum of once a year; in the spring shortly after the end of the snow season. Basin & Basin Spillway: The Basin side slopes, and stone spillway shall be inspected twice yearly. All large woody growth that may affect the flow of water or the stability of the spillway shall be removed. The spillway shall also be . inspected after any flow passes through it. The riprap shall be re-arranged and added to as required to maintain the design as per the design plans. Topographic Contour Maps: Topographic contour maps have been provided showing the drainage areas for the site at a scale of 1"=100'. The maps showing the existing and developed conditions are included in the rear of this report. Floodplain Boundaries: There are no floodplain boundaries on the site. Drainage Design: The drainage design of the site has been completed utilizing a number of computer programs and generally accepted design methods. The runoff from the site under existing and developed conditions was developed utilizing the TR-55 computer program. The drainage piping on site was designed using the rational formula. The detention basin was sized using Hydroflow, a computer program by Hydrographs. The program allows for the development of hydrographs representing the developed flows into the basin, and the modeling of the basin with elevation/storage/discharge curves to represent the basin. The program then provides the routing of the hydrograph through the basin and provides peak discharge and storage information. Under existing and developed conditions, the site will continue to drain to points along Bancroft Brook. The TR-55 analysis for the existing discharge to Bancroft Brook is included in appendix A. A summary of the discharges is as follows: Existing_Conditions Storm Frequency(yr) Discharge (cfs) 2 5 10 11 25 15 50 18 100 22 The TR-55 analysis for the developed conditions is included in appendix B. The proposed detention basin has been designed to mitigate the increase in peak runoff, and discharge under developed conditions at peak rates less than under existing conditions. The detention basin reservoir report is included in appendix C. The routing of the storm flows for the 2-100 year design storms are included in appendix D. The Detention basin has been over sized to provide detention for a 50-year storm at levels approximately equal to a 2-year design storm. A summary of the existing and developed flows is as follows: Design Frequency (yr) Discharge (cfs) Discharge from Basin(cfs) Existing Developed (To Basin) 2 5 27 3.17 10 11 45 4.22 25 15 54 4.69 50 18 63 5.03 100 22 72 6.46 Water Quality Design: The water quality features of the proposed detention basin have been designed in accordance with the Town of South Windsor public improvement specifications for a stormwater pond/wetland area. In particular, the following have been- achieved: Minimum Treatment Volume: The volume of runoff from a 1.50"rainfall event was determined from the Hydroflow analysis, and found to be approximately 27,300 CF of runoff. The volume of retention in the basin below the outlet will be over 32,000 CF, thereby providing adequate volume of permanent pool retention for the runoff from the site. The Hydroflow calculations are included in appendix E. Surface Area Requirement: A minimum of 1% is required. The drainage area of 12.08 Acres would require a surface area of 5,262 S.F. The area provided is approximately 12,500 S.F. which is 2.4% Allocation of surface area and volume for treatment: The water quality basin has been designed with a number of zones in order to provide a variety of depth zones. The inlet to the basin will discharge to an area that will serve as a plunge pool and stilling area. The remainder of the basin provided a variety of zones ranging from hi-marsh and semi- wet,to low marsh, and deep water. Flow Path: The basin has an excellent flow path with a length to width ratio of approximately 8.75. Water Balance: Test pits have been dug on the site, and there is shallow groundwater over the entire site. The test pits were dug in September 2002, and groundwater was found in a number of the pits. On-Site Storm Sewer Calculations: The storm sewer calculations for the storm piping within the proposed roadway are included in appendix F. The storm sewer has been designed for a 10-year design storm utilizing the rational formula. Conclusions: The on-site stormwater system with the associated Detention/Water quality basin will mitigate any potential water quality and quantity impacts from the development of the site.
