The partnership that is developing and will operate Connecticut Studios is pushing to complete all requirements so they can close the financial transactions and begin construction of the state of the art motion picture studio in South Windsor. For the past several weeks the development team has been working with the Town staff to identify all outstanding issues and satisfy them in preparation for a financial closing and start of construction. A first step in the process will be to satisfy the conditions of the amended site plan that was approved in May of this year. The original site plan, approved in March of 2010, needed to be modified due to soil conditions, as recommended by our soil engineer Langan Engineering. The change required the rearrangement of the buildings on the site. The plan still includes 4 buildings, with two sound stages each, accompanying production office space and a mill building. Connecticut Studios has completed the design work for the studio campus, an internal road system and the installation of utilities. The project will be constructed in two phases so that some of the soils can be compacted so.that they will not sink under the weight of the concrete studio buildings, per Langan's specifications. Phase I will include the first two sound stage buildings and a newly added construction/security office. The construction/security office was added to satisfy a requirement made by the Town. While investigating the process to apply for building permits for the first two studio buildings, studio officials learned that initiating construction of the studio itself would not satisfy a key clause in its land transfer agreement with the Town of South Windsor. In the fall of 2009, the Town transferred 23 acres the Town had been given by the State of Connecticut. The former State land was surplus land acquired but not used in the construction of Interstate 291. Using power granted to it through special legislation, the Town transferred this land, that it is prohibited from selling, to aid the economic develop of Connecticut Studios and the 1-291 project area. The transfer of land was conditional that construction of at least one building on the former Town property would be initiated within three years, that deadline is October 26 of this year. As the development team began identifying outstanding issues it became clear that none of the studio buildings could satisfy the condition. The studio campus will be built on a 28-acre parcel that includes 11 acres of the former Town land but there will be no buildings on these 11 acres it being mostly used for roads and infrastructure. The remainder of former Town property with proposed access from Ellington Road and CT Route 5 was seen as more advantageous for the hotel, retail and restaurant which support the studio business. These uses will come after the construction of the studio is underway but not in time to satisfy the Town's condition. "We would prefer it if the studio buildings simply met the requirement, but when we found that it didn't we incorporated the construction and security office into Phase I and with plans to build it on the former Town land" said Anthony DelVicario, the Connecticut Studio's Principal coordinating all the construction activity. The 600 square foot office building will be a permanent structure to accommodate security and construction needs during the development process. "it is an absolutely necessary building and without out it, we would have to bring in trailers to meet the need. This is a much more aesthetically pleasing approach and also allows us to meet the Town's requirement in advance of construction on the hotel, which will follow the start of construction of the studio within a few months" explained DelVicario. The inclusion of the new building is part of an overall strategy to close the deal and begin construction. The project must complete the following steps to conclude its local regulatory conditions to meet the requirements of the financial closing and start construction. 1. This week Connecticut Studios will submit a site plan amendment to include the new construction/security office as part of the Connecticut Studios site plan. 2. Sub-Division Approval. The Town and private land where the studio complex will be located will be sub-divided into three lots: the hotel site; the retail and restaurant site and the studio campus. The Town's Planning and Zoning Commission must first approve a text amendment that Connecticut Studios submitted in July. This will be considered on September 11 and would allow for a 3-acre minimum lot size. Oncexthis is approved, Connecticut Studios will submit its sub-division plan for approval, another important requirement of the financial closing. This process can be completed by the end of September. 3. On September 6', the Design Review Committee will meet to consider approval of architectural changes to the Studio buildings, having changed from steel to concrete structures, and the newly added security and construction office building, which adopts a traditional New England architecture. 4. On September 4t", the Water Pollution Control Authority will consider approval to add the new office building to the sanitary sewer system. 5. Final mylars (site plans to be filed on the land records)will be submitted and any other outstanding conditions met. Once these final conditions are met, Connecticut Studios will be able to submit its detailed construction documents and take out building permits for the first two studio buildings and the construction/security office. The above items are required to meet underwriting requirements for the financing of the project. Stormwater runoff from Ellington Road and the new office building area flows to the west to an energy dissipater and subsequent water quality swale for on-site management and treatment. The stormwater eventually exits the site along the southwestern property line. As indicated in the previously submitted Stormwater Management Report dated August 2011,this property line is labeled as Design Point 4(DP4).
