July 24, 2012 Mr. Patrick Kennedy, Chair Planning and Zoning Commission c/o Planning Department South Windsor Town Hall 1540 Sullivan Avenue South Windsor, CT 06074 Dear Mr. Kennedy, I am writing in opposition to application 28-12, Nutmeg Village, which will have its only means of ingress and egress on Pleasant Valley Road, directly across the street from the home of Ms. Alicia Baver. Ms. Baver has owned and maintained her architecturally significant house, built in 1925, for over 30 years. It is a Craftsman style home and has been recommended for the National Register of Historic Places. I mention this because I am sure members of the Commission can appreciate the disruption that the number of cars entering and leaving Nutmeg Village, a minimum of 155 per day, will cause and that no homeowner would look forward to. I would also like to remind Commissioners that there has been considerable opposition to this application over the life of its revisions, not only from the industry owners and residents of Hilton Drive, but from those concerned about additional traffic and the effect this development would have on the school population. As I have stated,my concern is the protection of the value of 389 Pleasant Valley Road. I request that, should this application be approved, every consideration be given to mitigating the impact of the flow of traffic and the additional lighting that has been suggested for the project. The zone change/general plan of development for the multi-family development was approved on 2/14/12. Two specific concerns mentioned at that time included: Potential effect on drainage on nearby properties must be addressed and Emergency access from the development shall be provided on the site plan. This site plan appears to conform to the approved general plan. 3. Special exception review criteria include: The proposal is consistent with the goals and objectives of the Plan of Conservation and Development. • The application has met the requirements of the zoning regulations. • The land is physically suited to the proposed use. • Minimal, if any, adverse environmental impacts are created. • No traffic or other hazards will be created. • The impacts on the capacity of the present and proposed utilities, street, drainage systems, sidewalks, and other elements of the infrastructure will be minimal. • There will be minimal or no adverse effects on existing uses in the area. • Surrounding property values will be conserved. • The character of the neighborhood will be maintained or minimally disrupted. • The general welfare of the community will be served. • There is a balance between neighborhood acceptance and community needs. • Historic factors are adequately protected; or due consideration to preservation of historic factors has been demonstrated. • The overall physical appearance of the proposed development is compatible with surrounding development and the Commission's goals for the neighborhood/corridor. • The architectural design is aesthetically pleasing and blends well into the surrounding area. The Commission may impose additional conditions in accordance with these regulations in order to ensure that all applicable criteria enumerated above and/or within a particular use category are satisfied. 4. For the multi-family development, the impervious coverage allowed is 60%, 13.5% proposed. The buildable acreage for this site is 35.3 acres. The proposed density is 4.38 units per acre, the allowed density is 4.5 units/acre. 5. The number of parking spaces required is 2 spaces per unit, or 310 spaces. Multi-family developments are required to provide at least 600 square feet of developed recreation area per unit; 93,000 square feet (or 2.18 ac) of developed recreation area is required for this development. 4ce f ; this requirement is accomplished by the provision of the 2.91 acres of land that has been designated as open space. 7. That area has been provided with two recreation areas, a community clubhouse and a walking trail around the interior of the site. The trail will be stone dust material. 8. All the roadways will be privately owned. An emergency exit, has been provided out to South Satellite Road. 9. There are significant wetlands areas around the property. The applicant is proposing some work within the wetland areas. The landscaping plan calls for street trees along the primary access road and the applicant has provided typical plans for the different unit types. 14. The landscaping plan has incorporated the buffering between this development and the surrounding residential and industrial areas. Cross sections, showing the buffer growth at 5-years and maturity, as required have been provided. The applicant has provided a copy of a draft easement to be executed for the maintenance of the buffer along the easterly property boundary that is on the adjacent property. It should be noted that much of the existing vegetation falls outside of the buffer easement. We would request t = r that additional buffer trees be added to the plans along this boundary' 154A note has been placed on the plans indicating that staff and the landscape architect will evaluate after tree clearing has occurred, and during months without vegetation on the trees, to determine if more buffer plantings are required to meet the intent of the buffer. 15. The Architectural and Design Review Board reviewed this on 6/19/12. —The Board concurred that, he buffer treatment should be re ewed once construction occurs for its-effectiveness and suggested so e treatment other than grass be utilized between the separate driveways. wry, they were satisfied with the proposal as presented. h 16. The lot sizes in this subdivision range from approx. 1.4 acres to 3.5 acres. 17. Sidewalks have been proposed along the frontage of the subdivision. 18. There is no requirement for open space in an industrial subdivision. However, there is a buffer required along the residentially zoned property to the south and east. The required buffer is 50 feet from the property line. The site is currently a treed site with primarily deciduous growth. The applicant has submitted a buffer-planting plan. The'focuses of the plantings tb date are to enhance the ey9ting deciduous tr s with under story-plantings in the area of the-di4u .bance for the utiliti sand emergency access ve. This g Y , may require theme applicant to select-fvely cut some-of the tre 1s the buffer to provide for areas for the and story to grow. 19. The applicant is requesting a waiver to Section C.2.c.3 of the subdivision regulations which requires street trees to be installed because of the location of the existing power lines. 20. Water and sewer are available to the site. Site plan approval is required on all industrial lots prior to use or construction on the lot. WPCA approval will be required at that time. If approved, the Planning Department has no additional modifications to request. i f yJ July 10,2012 Frank&Jeannine LaCapra 442 Pleasant Valley Road South Windsor, CT As per our conversation 7/09/12 Horseshoe Lane Associates LLC asked for permission and you granted Horseshoe Lane Associates LLC or its successor's permission to enter the rear of your property in order to dredge the pond and brook areas to remove the silt. The existing single family residence at 388 Pleasant Valley Road will remain on its own conforming lot(Parcel A). The applicant is proposing an exceptional residential common interest ownership community, i.e., "planned community", primarily designed to attract and retain Metro Hartford's young middle class workforce, as well as industrial building lots to complete the South Satellite Road industrial area. The total combined area of this mixed use development is approximately 61 acres. Nutmeg Village will have fifteen detached single family homes (capes, ranches and colonials), one of each style situated at the development's entrance on Pepin Place, and another twelve on a cul- de-sac street, Shepard Way,in the easterly portion of the property. Twelve attached duplex homes will also be located on Shepard Way. The central and westerly areas of Nutmeg Village will contain 128 attached townhouse residences, four or six homes to a building. The entire development will thus transition from single-family to multi-family, with increasing densities, going from east to west(i.e., away from existing abutting residential areas), and will have a total of 155 units. All streets will be private and maintained by the Nutmeg Village association. All residences will have, as standard amenities, granite countertops in the kitchen, tile floors in the bathrooms, an exterior deck, an energy star rating, an attached garage, and a private driveway in : front of the garage. Exterior design features include clapboard and shingle siding, arched eyebrow windows, steep pitched roofs, architectural trim and columns. All single family homes will offer an attached two car garage. All other homes will have an attached one car garage. The ranch style (one floor living) single-family residences will offer two bedrooms, and the other single-family homes will have two or three bedrooms(buyer's choice). Single-family residences will have a variety of sizes and sale prices. The ranch style will have approximately 1,420 square feet. The cape will have approximately 1,364 square feet, and the colonial will have approximately 1,504 square feet. Single family homes will have a building height(zoning definition)ranging from 16 feet to 26 feet. All duplex units will have approximately 1,474 square feet and two or three bedrooms (buyer's choice), and a height of approximately 26 feet. All 82 interior townhouse units and 28 townhouse end units will have two floors of living space over a basement and garage, 1,174 square feet of living space, 1 1/2 bathrooms, two bedrooms and a maximum building height of 30 • G:\jobs\1308\docs\Applications 2012\1308 Site Plan Narrative 5-21-12.doc : feet, six inches, which is well below that which is allowed in the Multi-Family Zone. Eighteen of the two-story end units will have approximately 1,479 sq. ft., two bedrooms and 2 1/2 bathrooms. Anticipated sales prices are$189,900 for the 82 interior townhouse units, $199,900 for 28 of the townhouse end units, $219,900 for the 18 two-story end unit townhouses, $234,900 for the duplex units, $259,900 for the Cape style single-family home, $274,900 for the Colonial style single : family home, and$289,900 for the ranch style single family home. Accordingly, some 110(70%) of the Nutmeg Village residences will be attractively priced at under$200,000.00. This should bode well for the goal of retaining and attracting young middle class professionals for employers in South Windsor and surrounding communities. • The applicant has been planning for this new and innovative residential community for approximately three and one-half years. Part of this process was to assemble a team of leading consulting firms. These firms and their respective assignments are: 1)Willard&Alexander(legal); 2) Design Professionals, Inc. (civil&traffic engineering, land planning, land surveying, landscape architecture and assistance in fiscal and school impact analyses); 3) Capital Studio Architects (architecture); 4) Connecticut Planning&Development/Donald Poland(fiscal& school impact analyses); 5) GEI Consultants(environmental studies); 6)Highland Soils (soil scientist); 7) William Moorhead(botanist); and 8) Shipman&Goodwin(initial legal analyses). Team members and the applicant have conferred with numerous Town and regional officials during this planning period. An earlier application by Horseshoe Lane Associates, known as Nutmeg Commons&Nutmeg Estates, had proposed a 202 unit residential condominium entirely on a 55.47 acre tract fronting on South Satellite Road, and with access only from South Satellite Road through an industrial area. At several public hearings, industrial neighbors expressed strong concerns. That application was ultimately denied by the Planning &Zoning Commission on May 11,2010. The strong message to the applicant and his design team was to abandon any notion of access from South Satellite Road, and to investigate access from the south(through properties owned by others)to Pleasant Valley Road. • In the intervening 19 month period, the applicant and his consultants worked to overcome the objections to the original proposal. The first major task was to analyze the feasibility of an access drive from Pleasant Valley Road to serve a new residential community. The team immediately focused on a 4.75 acre undeveloped parcel owned by a local firm, the J.E. Shepard Company. It was the only option. Unfortunately, that parcel had considerably less frontage on a public street than required for a Multi-Family zone change. Regardless, the design team then proceeded to develop a conceptual layout for a new residential community which had its sole access point at Pleasant Valley Road and which incorporated all of the Shepard property, and only a portion of the i original property owned by M. G. Realty. Perhaps equally as important, was the retention of industrial zoning on the south side of South Satellite Road, and no vehicular or pedestrian access thereto. : The second important task was to meet with the two industrial neighbors on South Satellite Road who had objected to our original application and had been represented by legal counsel, for without their consent, the applicant had determined he would not proceed with another application. The industrial neighbors (Unitex and Connecticut Packaging Materials) graciously agreed to host such a meeting in Hartford in August of 2010, at Day Pitney's offices, and were favorably disposed toward the new concept plan. They particularly liked that the opposite side of Sluth • salon • rssionais i G:\jobs\1308\dots\Applications 2012\1308 Site Plan Narrative 5-27-12.doc : Satellite Road from their operations would remain industrial and contain six proposed industrial building lots, and that access to the residential community would be via Pleasant Valley Road. The next task was to secure approval from J.E. Shepard to flag the site's wetlands and to prepare boundary and topographic surveys. With that completed, an advanced concept layout was prepared and shown to the Planning&Zoning Commission's Chairman and Vice-Chairman at an informal meeting. They then recommended that the 60 acre mixed use schematic plan be informally presented to the entire Commission, which occurred in January of 2011. The plan depicted a new public entrance road from Pleasant Valley, terminating at a cul-de-sac,which gave the development the required 200 feet of road frontage. Off the cul-de-sac was a proposed six unit multi-family building. A new private roadway then proceeded back into the development. The residential layout had some similar characteristics with the original development, albeit with considerably fewer residences (158, down from 202). While all sitting commissioners expressed that they favored the new conceptual industrial and residential plan, concerns were made with respect to the proposed Town road, need for a bus shelter, traffic, desire to show more surface parking, and that they preferred a clubhouse and recreation area at the beginning of the development rather than a six unit residential building. Of note is that the meeting was also attended by representatives from Unitex and Connecticut Packaging Materials, who expressed their support for the new plan. That was also favorably received by the Commissioners. Subsequent to that meeting, there were numerous sessions with Town staff(planning, wetlands, engineering, sewer, fire, police and building),to be sure we identified any major concerns and that they were approving of the proposed street and building layout. During that process, some Town staff also expressed concern about the proposed public street. The applicant and design team then focused on two issues: 1) The proposed public street; and 2) Ambiguous language in the zoning regulations with respect to the definition of basement, and the absence of any definitions for habitable space and story. The latter matter was first addressed with a zoning amendment application, the language of which was modified and approved by the Commission. The former matter was also addressed with a zoning amendment application, which, if approved, would have allowed reduced street frontage in the MF zone if the development were set way back from the public street. The matter became moot when an abutter and the Nutmeg Village developer agreed to initial terms on adding the property at 388 Pleasant Valley Road to the development, which, in conjunction with the Shepard property, would provide the 200 feet of required frontage, and the entire Nutmeg Village development could be served by private roads. The amendment was then withdrawn before commission action, even though it may have had sufficient support for approval. • The design before the Commission with the zone change and general development application embraced a number of changes of note from the layout discussed informally in January of 2011. First is that the total number of homes was 155, or three fewer from the January plan, and 47 fewer than the May,2010 plan. Second is that a bus shelter had been added. Third is that the entrance drive had been adjusted horizontally and vertically to maximize sight line at Pleasant Valley Road. Fourth is that with the addition of the Eggleston property (single-family home and acreage),the applicant had 200 feet of frontage, and placed three single-family homes(one of each style)at the beginning of the development. Fifth is that the house at 388 Pleasant Valley Road would remain on a reconfigured conforming lot, separate from Nutmeg Village, and with a new improved driveway access over to our new street,Pepin Place, which eliminates the old driveway curb cut on Pleasant % Valley Road in furtherance of access management principles. Sixth is that the prior six Uft multi- . • esign • rofessioneb • G:\jobs\l308\docs\Applications 201 2\1 308 Site Plan Narrative 5-21-12.doc : family dwelling at the beginning of the development was eliminated, in favor of a recreation area and a 1,120 square feet clubhouse with associated parking. Seventh was that an active recreation area was eliminated in one section at the north side of Nutmeg Village in favor of preserving a : woodland area. Eighth is that more of the six unit multi-family buildings with the stepped down end units were added in order to facilitate more handicap accessible units, as may be required. Ninth is that the duplex building design had been improved. Tenth is that a strip of property to the east of our entrance drive at 438 Pleasant Valley Road(Taylor)was added to the zone change, in order to reduce the Industrial Zone buffer on that neighbor's lot from a full 100 feet(50 for I, 50 for A-20), down to the 25 feet associated with the MF zone (I Zone no longer in play there). It also eliminated the necessity for a buffer on a part of a lot in front of 438 Pleasant Valley Road(new home is presently under construction on that lot). Eleventh was that the public cul-de-sac street was eliminated, and was replaced with a boulevard entrance, and all proposed streets will be private. Twelfth was that we added more surface parking spaces throughout the development, in : order to supplement garage and driveway parking. And the final modification at that time was to add a phasing plan(4 phases). We believe these changes made this a better plan from that informally presented to the Commission and staff in early 2011. On February 14, 2012 the Planning& Zoning Commission approved the zone change and general plan of development application for Nutmeg Village. That was followed by a State Traffic Commission"administrative decision" approval issued on April 16, 2012. • The zoning regulations provide for a two-application approval process. The first application is for the zone change and general plan of development only for the residential development(even : though the industrial zone for the six proposed lots will remain). The second application(subject) is for a site plan of development and a special exception for the Nutmeg Village residential community, along with a resubdivision application in order to create the six industrial building lots,to create the Nutmeg Village parcel, and to create the new conforming lot for the existing house westerly of the new entrance road. In order to understand the potential fiscal and school impacts of Nutmeg Village and of the : adjoining six lot industrial park, the applicant engaged Connecticut Planning&Development, LLC % and Design Professionals, Inc. to undertake a study of all of South Windsor's existing non age- restricted planned residential communities,to project public school enrollment at the subject site, : and to look at taxes and fees with respect to this residential development, the six lot industrial park, and development if the site were to remain in the industrial zone and built out with manufacturing, warehousing and other allowed industrial uses. The results of this study were submitted as part of the zone change/general plan application process, and are hereby incorporated into this application by reference. • The landscape architectural design of Nutmeg Village has been undertaken to ensure appropriate buffer treatments on the parcel's periphery, much of which will incorporate existing trees and shrubs to be complemented by interplanted nursery stock to fill in any gaps in key areas. Water quality basins will incorporate plantings to not only clean stormwater runoff, but to add to the site's beauty. Many acres of the property will remain undisturbed habitat. The entrance drive will have a low level masonry entrance sign(maximum of six feet in height) located in a center median landscaped with perennials, as well as evergreen and flowering shrubs for a beautiful boulevard effect.Nearly a mile of walking/jogging trails are provided. Two active recreation lawn areas, one behind the clubhouse and a larger field at the end of Shepard Way, are depicted on the site plan. % Exterior lighting systems will be of residential scale and will have full cut off luminaire uch that e G:\jobs\1308\docs\Applications 2012\1308 Site Plan Narrative 5-21-12.doc fft : light will not emit off-site and to ensure dark sky compliance.A landscaped area adjacent to the entrance drive with a vehicular pull-off is being provided for a central mail delivery system. Sidewalks are provided on one side of all streets. The total length of the streets in Nutmeg Village : is approximately 3,100 lineal feet, all of which will be 24 feet in width and private(owned by the Nutmeg Village planned community association). The applicant is donating to the Town a 15 feet wide strip of land along the entire Pleasant Valley Road frontage of the proposed Nutmeg Village : planned community and also along the frontage of the remaining house lot at 388 Pleasant Valley Road. This will serve to expand the Town's street right of way. Parking will far exceed that which is required(310 required/388 proposed). These include 170 spaces within garages, 170 spaces in driveways, and 48 spaces in small parking areas spread throughout the development, including at the clubhouse and at the two outdoor active recreation areas. : The stormwater conveyance system consists of a mostly piped system leading to one of three detention basins; two smaller basins for the area near the clubhouse and south of the brook, and a larger one north of the brook. All detention basins will discharge to the brook near the southeastern corner of the large parcel, near where the natural drainage currently leaves the site, and will achieve a reduction in peak discharges from existing conditions. The engineered site plan also incorporates three other distinct stormwater design features. The first are raingardens, which will facilitate surface water recharge into existing wetlands and will serve to enhance water : quality. The second is a curtain drain along the easterly property line, essentially from the primary detention basin northerly to the area easterly of the proposed single-family residences on Shepard : Way. This will not only serve to drain the area in the vicinity of the proposed residences, allowing for basements, but will also aid in reducing groundwater levels for adjoining lots on Hilton Drive which have had chronic drainage issues for years (groundwater and surface water). The third is our drainage and grading design which will reduce surface water flows to the adjoining Hilton Drive neighborhood, and thus diminishes the potential for recurring surface drainage ponding on those lots. The existing utilities have sufficient capacity to support the development. Sanitary sewers for the : area south of the brook will gravity flow to the existing sewer in Pleasant Valley Road. The remainder of the development will gravity flow to a pump station near the brook, which will then pump the effluent a short distance to the gravity flow system near the clubhouse. The six industrial lots will afford gravity flow laterals to the existing system in South Satellite Road, and will connect to other utilities in the street. Gas,telecommunications, data and public water will be able to serve the Nutmeg Village residential site from South Satellite Road and/or Pleasant Valley Road, as determined by the respective utility companies. : The proposed Pepin Place crossing of the watercourse on the property will be achieved through installation of an open bottom arched design prefabricated concrete bridge, which will have minimal impact on the brook(as opposed to,for example, a culvert system). Design Professionals, Inc. has prepared a comprehensive traffic impact analysis of the subject development and of the surrounding street network, including numerous intersections, the most important of which is the signalized intersection of Route 5 and Pleasant Valley Road. This analysis concludes that the proposed development and projected vehicular traffic will not adversely impact the operations of the street network, and that the street network has the capacity to readily accommodate all site-generated traffic.Nutmeg Village will not congest the Alic • G:\jobs\1308\docs\Applications 2012\1308 Site Plan Narrative 5-21-12.doc : roadways. This site is uniquely positioned such that all vehicles will ingress and egress via collector streets (Pleasant Valley Road and Routes 5 and 30)and not through adjoining residential neighborhoods, such as the Hilton Drive area immediately to the east. The State Traffic Commission, the Connecticut Department of Transportation, and the local traffic authority have concurred that no offsite improvements will be required to accommodate this development. The subject 49.547 acre residential parcel is in fact a transitional parcel, situated between a large residential area to the northeast, east, south and west(although the residential area to the south and west is technically in the industrial zone), and an industrial area to the north, west and southwest. The South Windsor Plan of Conservation and Development states—"Wherever residential uses abut industrial and commercial uses, incompatibilities tend to occur. To mitigate this effect, transitional uses are encouraged along zone boundaries. Zone changes to expand industrial/commercial areas, or zone changes to expand residential areas, would occur primarily in the transition areas along existing zone boundaries."Nutmeg Village is a transitional residential use along the zone boundaries separating single-family residential and industrial uses. We are proposing a transition within the development, starting with single-family residences adjoining the abutting single family residences on adjoining properties, then moving into duplexes, and then finally multi-family uses farthest away from the existing neighborhoods. Accordingly, the proposed development is consistent with the goals, objectives and recommendations of the community's Plan of Conservation&Development. In its February 14, 2012 approval, the Planning&Zoning Commission concluded that the Nutmeg Village zone change was in conformance with said plan. With respect to the special exception, the proposed development is consistent with the goals and objectives of the Multi-Family zoning district, and of the zoning regulations in general, all of which was previously addressed in the public hearings for the zone change and general plan of development. In addition to that discussed above, and that which will be presented in other documents and at the public hearing, we offer the following comments: 1)The concentration of recent residential development patterns favoring McMansions (large and expensive single family homes)and age-restricted communities has had an appreciable adverse impact on our young workforce and their unmet housing needs. It has contributed to the graying of our workforce and communities. This development will begin to address that problem within South Windsor and the region, and will aid in attracting and retaining younger households. 2) The subject property, containing 38 acres of uplands (non-wetlands), free of federal flood plain, and gently sloping, is physically suited for the proposed residential development. 3)The applicant and design team have conferred with our environmental consultants, as well as local and state experts. The resulting development will thus not have an adverse impact on the environment beyond that normally associated with land development. Measures have been taken to preserve habitat, and undisturbed natural areas in bulk. We have also designed our stormwater runoff and erosion control systems to preserve water quality, e.g., we have utilized water quality basins, raingardens, and swales. Environmental impacts are being held to a minimum. Total proposed wetlands impact is 1,900 square feet(.04 acre),proposed tributary stream alteration is 70 lineal feet for the stream crossing at Pepin Place(although an arched bridge is being installed to keep that disturbance negligible), and we are proposing measures to stabilize 125 lineal feet of the stream embankment to curtail erosion. The applicant's environmental consultants have identified a prior agricultural area which has some evidence of agricultural chemicals in the soil, and that area, in latter phases of the development's construction schedule, will be mitigated to achieve residential soil standards. There is some evidence of a very small tiger beetle colony on the site along an old cartpath, and the applicant's environmental consultants have been working with the State DEEP to relocat this sign • G:\jobs\1308\docs\Applications 2012\1308 Site Plan Narrative 5-21-12.doc • species of special concern, if necessary. The area of the tiger beetle colony is also in the area : scheduled for the latter phases of the development. The applicant's consultants have also identify- three locations within a central wetlands which contain Barra 's sedge, an endangered plant : species, but those areas are not being disturbed, and indeed virtually all of the property's wetlands (18.9 % of the tract)will remain in open space. 4) The site will be appropriately served by public sewers, public water, storm drainage, natural gas, power, cable and other utility services which cave capacity to support the development, from either Pleasant Valley Road and/or South Satellite Road. 5) Given that traffic will be separate from the adjoining neighborhood, and our traffic engineer has concluded this development will not adversely impact area traffic operations (STC has concurred), and that the subject development has been well planned and meets or exceeds the setback and buffering provisions of the zoning regulations,we believe Nutmeg Village will not : impact the surrounding area. 6)We believe industrial development of the subject property(MF- AA zone)would have had an adverse impact on the surrounding residential area and potentially on adjoining residential property values, however, that impact has been mitigated with the Nutmeg Village proposal. Our effort to redesign the site to retain an industrial area along the south side of South Satellite Road, including required buffer areas on those lots, should also serve to preserve, protect and grow that street's industrial uses. 7) We are unaware of any historic factors affecting this application. 8)We are anticipating that the neighborhood will prefer our proposal over that of industrial developmentlzoning, and that the unmet housing needs of the young workforce within our Town and the region justify this application. 9) The Nutmeg Village design, employing aesthetically pleasing architecture, landscape architecture, site planning and engineering, will : blend in well with the surrounding neighborhood. The applicant is proposing 15 construction phases for Nutmeg Village's 155 residences (see phasing plan within the site plan package), with an anticipated commencement in the latter part of 2012, and completion in or around 2016. The six industrial frontage lots along South Satellite Road are expected to be marketed and developed over a longer term(on average one or fewer lots per year). In conclusion,Nutmeg Village is an appropriately designed and well suited location for a 155 unit planned residential community addressing the housing needs of South Windsor's and Metro Hartford's young middle class professional workforce. Impacts on the surrounding neighborhood are negligible. They are far better than the impacts from industrial development, had the zone remain unchanged. No appreciable traffic congestion will result from this proposal, and state regulators and the local traffic authority have concurred. The economic benefits to the Town are considerable, and the study prepared by our team of consultants has this well documented. We thank you for your consideration of this application. • G:\jobs\1308\docs\Applications 2012\1308 Site Plan Narrative 5-21-12.doc Nil-15 VTAK 3 . Certificate No. 958 issued on August 15, 1989 allowed for 500,000 square feet of light industrial use on multiple individual lots. The certificate requirements were not satisfied and the certificate ultimately expired. A number of the individual lots were subsequently developed with light industrial land uses. However, the overall development was never fully built. The current Nutmeg Village proposal will develop several of the remaining lots for 292,276 square feet(140 condominium units)of residential use, 15 single family homes, and 86,000 square feet of light industrial land use. It has been determined that the current proposal will not substantially affect state highway traffic operations in the area. Lieutenant Richard A. At this time, individual connections to each residential unit are not depicted on the plans. It is our intention to approach this issue with the Water Pollution Control Authority(WPCA). Should the WPCA require individual connections, the changes to the plans will be made. 23. The sanitary sewer collection system has been designed in conformance with the following requirements set forth in the Town of South Windsor Public Improvement Specifications: • All building sewers will be 6" PVC SDR 35 with minimum 2% slope and 3' cover. • With the exception of the first three units, all buildings with basements, will be provided with sanitary service to such basements. 0 All sanitary sewer mains will be 8" PVC SDR 35 with minimum 0.5% slope. : • Assuming that all units have three bedrooms, the anticipated design flow will be 0.43 cubic feet per second (Assuming 4.0 peaking factor& 150 gpd per bedroom). An 8" sewer flowing full yields a carrying velocity of 3.2 ft/s. : Design of the sanitary sewer pump station has not been completed. It is expected that plans : will be prepared by Blake Equipment. 24. At this time, the bridge design is not complete and is shown on the plans for illustrative purposes. : 25. Guard rails have been added to the plot plans (sheet CP-1). However, it is anticipated that the extents and connection points of the guardrails with the bridge parapets, will likely be changed following completion of the bridge design. • 26. The increase of runoff from the Pleasant Valley Road watershed was due to additional runoff created by the proposed site driveway. The plans depicted the first 60 feet of the driveway as sloped toward Pleasant Valley Road. The profile of the driveway has been adjusted so that the high point of the driveway is less than 15' from Pleasant Valley Road. Although there will be a slight increase contributing to the Town road, it will be negligible. • It is expected that no detrimental impacts to downstream resources will occur as a result of : the proposed development. Although peak runoff volumes will result, peak rates of discharge will be less than what currently exists. 27. At this time, the applicant is unsure whether permission to work on the pond has been granted. A comprehensive plan will be provided in the future. However, it is expected that the work will begin after the majority of the development has been constructed. The work will include dredging the pond to remove a substantial amount of sediment deposits clearly visible throughout. : • 28. Town Planner Town of South Windsor 1540 Sullivan Avenue South Windsor, CT 06074 Dear Michele: I have reviewed the plans for the proposed NUTMEG VILLAGE development. I am not satisfied with the single point of access to the development. It is my opinion that there must be an alternate route of access to the development. Ideally,-the development would be accessible by at least two access roads at all times. However, I would settle for at least one full time access road and one "emergency" access roadway that could be easily opened and have a suitable surface for alternate vehicle accessibility during"emergency"conditions. This past year's storms demonstrated how easily a neighborhood can become isolated and inaccessible for emergency traffic. For the safety and security of the development's residents, it is in everyone's best interest to provide alternate access to the site. I would recommend that the alternate access road be constructed as soon as practicable but not later than a point in time in which the construction of homes is substantially complete. (GEI) is providing the letter report as requested by Design Professionals, Inc. (DPI)to summarize the results of our groundwater analysis of the drainage features as part of the proposed Nutmeg Village Development(Site). Project Description Nutmeg Village Development is proposed on an approximately 62-acre property on the east side of Route 5 near Satellite Road. This letter report focuses on the drainage features below and around Shepard Way, located in the southeast portion of the Site. The drainage features include a passive underdrain beneath Shepard Way,passive footer drains that span from Lot 16 to Lot 19 and from Lot 34-35 to Lot 36-37, and a drainage basin referred to as Pond No. 1 in the southeastern corner of the Site. Groundwater Evaluation We evaluated the potential wetland impact of the underdrain, footer drains, and drainage basin under and around the proposed Shepard Way in the proposed Nutmeg Village Development. Our analysis considers the horizontal distance between the point of drawdown and the undisturbed water table, referred to as the radius of influence. The location and depths of the drainage features vary, so each feature was considered independently. However, some aspects of the analyses stayed the same such as the method of analysis and the soil parameters. The radius of influence of drainage features is most commonly calculated for mechanically pumped wells and is typically considered a function of pumping capacity. The underdrain, footer drains, and drainage basin proposed for Nutmeg Village are passive features that will drain due to gravity. Because of the unusual circumstances of www.geiconsultants.com GEI Consultants,Inc. 455 Winding Brook Drive,Suite 201,Glastonbury,Connecticut 06033 860.368.5300 fax:860.368.5307 Mr. Robert Urso Groundwater Evaluation July 9, 2012 Page 2 of 4 this analysis,we used two methods to calculate the radius of influence. The first method is prescribed by the Federal Highway Administration(FHWA)for blanket drains. The FHWA method is a function of the change in head, or the difference between the seasonal high water table and the elevation of the drain. A blanket drain, which is a passive system, is most similar to the drainage systems near Shepard Way. The second method is an empirical formula used to determine the approximate radius of influence for a pumped well. This method is a function of the change in head and the permeability of the surrounding soil. As previously stated, the drainage features near Shepard Way are passive systems that will not be pumped. Pumping a system increases the drawdown capacity and the radius of influence. The radius of influence found through this method is an extremely conservative, upper bound estimate. For the underdrain and footer drain analyses, we considered the change in head to be the difference between the seasonal high water elevation at the location of the drain or the nearest wetland, whichever was higher, and the invert of the pipe. By using the invert of the pipe,we are assuming that the pipe is dry and the water table is at or below the bottom of the pipe. This is a conservative assumption because at times of high rainfall or a seasonal high water table,we anticipate the pipe will be wet and the change in head will be smaller. For the drainage basin analysis,we considered the change in head to be the difference between the seasonal high water table at the nearest wetland and the outlet of the drainage basin. This difference is 7.7 feet. This comparison is conservative because the true water table in the wetland is more likely below the wetland surface. It is unlikely that a difference in water table of 7.7 feet would exist across a horizontal distance of only 20 feet. The Test Pits provided by DPI indicated that the subsurface stratigraphy is loose sand with trace silt and gravel. We estimate that the permeability of this material is 1 x 10-3 cm/s based on published values. Results We evaluated the drainage features described above and compiled them into the summary table below. As previously mentioned, we believe the FHWA method provides a reliable estimate for the radius of influence. The alternate method, described in Construction Dewatering: A Guide to the Theory and Practice, by J.M. Powers assumes the system is pumped and provides a conservative, upper bound estimate. The underdrain and footer drains should not have an impact on the central wetlands north of Shepard Way or the marked wetlands to the south of Shepard Way. The radius of influence of Pond No. 1 exceeds the maximum allowable radius of influence. Pond No. 1 has the potential to dehydrate the surrounding wetlands. Recommendations It is our opinion that discharge of groundwater from the underdrains and footer drains evaluated in this report will have no impact to the surrounding wetlands. No additional analysis or mitigation is recommended. The analysis shows that a theoretical impact at the southern wetland may occur from Pond No. 1,with a difference in water table of approximately 7.7 feet between the wetland and the outlet. Within expected groundwater gradients, there would be no impact to the pond. We recommend that a standpipe or piezometer be installed at the southern wetland to measure the true water table. If the water table is at least 3 feet below ground surface, no further action is recommended. If the surface of the wetland represents the true water table, monitoring of the wetland will be warranted. If there are impacts to the southern wetland than compensating for the impacts will be required. We understand that provisions for compensating wetland are in place in the event this later scenario requires. Two possible sources of groundwater should be con- sidered: (a) gravity drainage, as shown in Figure 15; and, (b) artesian flow, as illustrated in Figure 22a. For the case of gravity drainage, the average inflow rate, qg, can be estimated by means of a flow net analysis (11) , or by the use of Figure 36, which was prepared to facilitate approximate computations of this type (12,75). In either case, the first step will be the deter- mination of the "radius of influence" or drawdown influence distance, which can be estimated, for practical purposes, by means of the expres- sion (75) Li = 3.8 (H - Ho) , (8) where Li is the influence distance (feet) and (H - Ho) is the amount of drawdown (feet) . See Figure 36. Once the value of Li has been determined, Figure 36 can be used to determine the total quantity of upward flow, q2, into the drainage blanket. The average inflow rate can then be computed from the relation- ship _ q2 qg - 0.5W (9) where qg is the design inflow rate from gravity drainage (cubic feet/ day/square foot of drainage layer), q2 is the total upward flow into one half of the drainage blanket (cubic feet/day/linear foot of road- way), and W is the width of the drainage layer (feet) . Although the solution given in Figure 36 is based upon a symmetrical configuration of gravity flow, very little error is introduced if the flow conditions are not exactly symmetrical because of roadway cross slope, variation in depth of the impervious boundary, etc. Under these conditions, the use of average values of H, Ho and Li in Figure 36 will be satisfactory. Example No. 3 - The Gravity Flow of Groundwater Into a Pavement Drainage Layer. Consider the flow situation shown in Figure 34. The native soil is a silty sand with a measured coefficient of permeability, k, of 0.34 fpd. The average drawdown, determined from Figure 34, is (H - Ho) = (25.0 - 20.0) = 5.0' . Thus, the influence distance can be determined from Equation (8). as Li = 3.8(5) = 19.0' . Entering Figure 36 with (Li + 0.5W)/Ho = (19.0 + 22)/20 = 2.05, and W/Ho = 44/20 = 2.23, it is found that k(H - Ho)/ 2q2 = 0.74. Therefore, q2 - 0.34(5)/2(0.74) = 1.15 cfd/f. Finally, the average inflow rate from the gravity flow of ground- water can be calculated from Equation (9) as qg = g2/0.5W = 1.15/22 = 0.052 cfd/sf. 66 Reference 2 Construction Dewatering A GUIDE TO THEORY AND PRACTICE J. The plans need to be labeled to show pavement width, curb location and type, sidewalk width and material. 2. What is the purpose of the pulloff/tum-around area at the end of Pepin Place? This needs to be labeled and the rectangular box between the sidewalk and road needs to be labeled. 3. There should be a bus shelter at or near Pleasant Valley Road. 4. The clubhouse is shown in Phase 15. This needs to be included in an earlier phase so the clubhouse is completed before 50%of the residential units are done. 5. The proposed sidewalk all along side Pepin Place should be moved away from the road so there is at least a 4 foot snow shelf between them, except across the bridge. This provides a needed separation between pedestrians and vehicles for safety. 6. Sidewalks need to be continuous through driveways per Town Standards. 7. Show a secondary/emergency access drive to South Satellite Road. 8. Except for P.C. and P.T. stations, the horizontal road geometry is not described. Show the curve information, and cul-de-sac geometry. 9. All buildings need to have driveways that are at least 20 feet long between the sidewalk and garage/building so cars do not have to park on the sidewalks. 10. Street lights, street name signs, traffic control signs and stop bars need to be shown. 11. The Town standards call for angle points instead of vertical curves where the algebraic difference in tangent grades is 3% or less. 12. As shown for the first 3 buildings, it does not appear that the sewers are intended to serve the basement levels in this development. 13. Foundation drains and roof leaders are not shown for all buildings. Foundations drains need to be shown with elevations to determine if check valves are needed. I 1 think each building needs its own foundation drain that is tied into an accessible common storm drain in the road or behind the units or daylights in the back. 14. Many of the buildings will need to have sump pumps because the basements are into the high groundwater table. These should be shown on the plans. 15. Only garage floor elevations are show for the multi-unit townhouses. First floor and basement(or slab)elevations should also be shown for use in reviewing sewer connections and foundation drains. 16. The detention basins will be excavated below the estimated high ground water elevations as indicated by the test pit logs and will hold water up to 9' deep below the outlet elevation. The side slopes for basins 1 and 3 scale at 4:1 except at the inlet and the slopes of basin 2 scale at 3:1. These slopes should be noted as the maximum slopes. 17. The trash rack for the detention basin outlet structure with 4"x8" openings will not protect the 3"orifice. A much larger trash rack with much smaller openings is needed, which should be inspected and cleaned on a regular basis. 18. Provide a riprap overflow at the outlet location from detention basin 1 next to the receiving stream so this will still discharge if the trash rack or orifice clogs. 19. The profiles that show all underground utilities need to be checked for conflicts. 20. This site has a high groundwater table and should be raised more to get the buildings, roads and utilities higher and out of the groundwater as much as possible. 21. It appears that the underground utilities will be in the high groundwater table in many places. There should be underdrains along both sides of the roads to collect water and prevent it from degrading the road base and/or following other underground utility trenches and causing problems at low spots. 22. Provide individual sanitary sewer laterals to all units. 23. Provide the estimated sewer flows and velocities used to size the sanitary sewers, pump station and force main. More detail is needed on the pump station, and this must include provisions for emergency back-up power. 24. The stations and offsets for the bridge ends are not shown for orient the bridge with the steam and road. The bridge footing elevations are not shown to match the bridge with the road and stream elevations. A large scale topographic plan and profile should be shown for the bridge. A bridge design will be needed for approval prior to construction. 25. Guard rails need to be shown for the bridge and the bridge approaches. A parapet, railing or fence also needs to be shown for the bridge. 2 s 26. Storm Drainage report comments: a. Why is there an increase in stormwater flow and volume to Pleasant Valley Road? b. What will be the impacts of the increased stormwater volume on the downstream pipes and channels and what is proposed to insure these remain stable? c. We are still reviewing the storm drainage report and will have more questions and comments about this 27. There should be more notes on the plans related to cleaning out the existing pond. For example, how deep will this be made and how will the banks be stabilized and when will this be done? 28. Pleasant Valley Road width scales 26'. Widening this road in front of this development to provide room for bypass areas should be considered. 3 Page 1 of 1 Lipe, Michele From: Peter DeMallie [PDeMallie@designprofessionalsinc.com] Sent: Thursday, April 26, 2012 11:43 AM To: James.Jurczyk@ct.gov Cc: Andrew Krar; 'Benjamin Wheeler, R.L.A.; Lawrence R.Geissler,Jr., L.S.; Bob Urso; Bond, Richard; Lipe, Michele; Doolittle, Jeffrey; Ralph Alexander, Esq. From:Michele R. Lipe, Town Planner Date: 6/27/2012 Re: Application #12-28P, Nutmeg Village Special Exception/Site Plan and Industrial Subdivision Planning Department review comments General Comments 1. A secondary means of access for emergency vehicles must be provided to South Satellite Road or Nutmeg Road. 2. Landscaping: A table of landscape material and quantities to be used for each typical building should be provided. 3. What treatment will be used between in the strip between driveways? Is it intended to be planted or some pavers used? 4. Buffer areas • Development must be fully screened on all sides, including open space sides. The 25-foot buffer required must be part of the lot of the development or under the developer's control (via easement). A copy of the easement must be provided for review and approval. • The survey shows that there are numerous encroachments by adjoining property onto the subject site, such as a playscape, shed, lawn areas, and debris dumping. As these encroachments occur within the required buffer area, the applicant will need to reclaim these areas for buffer planting and these items must be shown to be removed from the property. • Buffer must meet 5-year and maturity visibility screening requirements in all buffer areas. Required buffer cross sections have been provided; however there is concern that once development occurs, that additional screening may 1540 Sullivan Avenue,South Windsor,CT 06074 PH 860-644-2511,ext.252 Fax 860-644-7280 e-mail michele.lipe(a)southwindsor.orci 0 Page 1 be necessary. Of particular concern are the areas that are adjacent to the industrial lots. Consideration for interplanting and establishment of an evergreen buffer should be considered at this time. 5. Bus shelter must be provided along the Pleasant Valley Road frontage and out of the easement area. 6. The lighting level provided seems low and uneven. There are several spots that will be left as dark spots along the road way. 7. The westerly property boundary has the 25' buffer line incorrectly labeled as a side yard. 8. Any work on trees within the proposed ROW is the responsibility of the developer and must be completed before the town accepts the deed for the ROW. 9. The sidewalk along the curve of the road must be off-site from the road by four feet for safety reasons General notes: Project Phasing - It will be the recommendation of staff that the clubhouse be completed and a certificate of occupancy granted at the time that 50% of the units have received their CO's. Industrial Subdivision Comments Sidewalks - There are no sidewalks shown along the frontage. Subdivision regulations section 4.13.6, Circulation System Design, includes a provision that the Commission may require sidewalks on existing street frontage, depending on pedestrian circulation patterns and existing site conditions. We note that employees do currently work down the street from the bus stop. In general spend a lot more time walking during the day, and will walk in the streets unless an alternative is provided. Staff recommend that sidewalks be installed along the applicant's South Satellite frontage, unless the applicant has an acceptable alternative. Landscaping — Street trees must be provided along the South Satellite frontage in accordance with the subdivision regulations. • Page 2 Folger, Jeffrey From: Liz Pendleton [rpendleton01 @snet.net] Sent: Tuesday, July 17, 2012 10:58 AM To: Folger, Jeffrey Subject: Nutmeg Village Dear Mr. Folger, Please forward my letter onto the Inland Wetlands Commission Members. I would like to voice my opposition on the approval of Nutmeg Village based on the following: 1. The destruction of the Natural Habitat for many different kinds of Animals, including their shelter, food and water. 2. The pollution of ground water that will drain into the stream and eventually end up in the Podunk River, killing the fish and wildlife that use the river. 3. The detention basins that will harbor more bugs and mosquitoes and are a threat to any children in the area including the families in Pleasant Valley Estates. 4. The stress on the infrastructure...Roads, Schools, Town Services i.e. Fire, Police, Sanitation Noise and increased traffic. 5. Most importantly the DECREASE OF PROPERTY VALUES of the homes in Pleasant Valley Estates! There are plenty of Condos and Townhouses in Town already, we DON'T NEED anymore! This development will ONLY BENEFIT ONE PERSON and not the town, neighbors or business's. 7/17/2012 Page 2of2 PLEASE DON'T APPROVE THIS DEVELOPMENT! Thank - You Elizabeth E.
