Folger—Environmental Planner/Conservation Officer Date: July 12, 2012 Re: App. #12-31 W—Michaelson Site Plan Review—Plans dated 06/19/2012. I have reviewed the proposed plan with the following comments: 1. The current plan shows the house location within 1.7 feet of the wetland too the south and proposed grading within 3 feet of the same wetland. The applicant should consider relocating the house and corresponding grading farther to the north to maximize the separating distance from each of the adjacent wetland areas. I Based upon conversations with the design engineer the existence of Lot#1 is the result of a statutory split. Evidence of this needs to be demonstrated to the Planning Dept. prior to the approval of a building permit. CC. Town Engineer Town Planner MEMORANDUM To: South Windsor Inland Wetland/Conservation Commission. From: Jeffrey H. Folger—Environmental Planner/Conservation Officer Date: July 13, 2012 Re: Appl. #12-31 W Review of the proposed Michaelson house lot. Plans dated 06/19/12. The project is to create a 0.92 acre single-family lot from a 25.28 acre parcel. Proposed regulated activities include adding fill to create a raised area to accommodate the proposed house. Propose disturbance within the URA is estimated at 12,500 sgft. Site: The site is located in the Podunk River watershed. The overall parcel is comprised of 25.28 acres. A 0.92 acre house lot will be divided from it via a statutory split, meaning subdivision is not required. Currently the site is a shrub field/early to mid successional forest. A NU power line is located in the southern portion of the larger parcel. The larger parcel is a mosaic of wetlands and uplands. Groundwater is high on the site with little opportunity for infiltration. The topography is flat and undulating with many depressions occurring at irregular intervals throughout the site. These depressions typically hold water or are very slow to drain due to the high silt content in the soil. Upland areas within the subject parcel show signs of ponded water. This probably occurs during the winter when frost will create an impervious layer in the soil near the surface. Dominant vegetation would be red maple in the over story and highbush blueberry in the under story. Two wetland areas that occur on the house lot are part of larger wetland areas contained within the surrounding parcel; one along the southern property line and the second one in the north central portion of the lot. The southern wetland would be classified as a shrub/scrub wetland type on the property that changes as it heads to the south to become a wet meadow. Where it occurs on the subject parcel, it would be considered the transitional edge between the upland and the wetland. The second wetland would also be considered a shrub/scrub type that transitions to an emergent wetland type in the low areas. This wetland is the southern portion of a larger wetland that has standing water in it most of the year. The depressed portion of the wetland on the subject property has to potential of being a vernal pool during normal to wet rainfall years. Major functions of these wetlands would be nutrient and sediment trapping, wildlife habitat, and flood storage. HIGHLAND SO ILS «C ' si v✓ Jeff Forger July 14,2012 Wetland Agent Town of South Windsor 1540 Sullivan Avenue South Windsor,CT.06074 RE. BENMICIIAELSON L008PIERCEROAD SOUTH WINDSOR,CT Dear Jeff: The inland wetland boundaries on the above-referenced property were field delineated in September 2005. The wetlands were field delineated in accordance with the standards of the National Cooperative Soil Survey and the definition of wetlands as found in the Connecticut General Statutes,Chapter 440,Section 22A-38. I have reviewed the prepared plans and have found the representation of the field delineated wetlands to be substantially correct. The proposed project,as presented is for the creation of a building lot along the west side of Pierce Road just north of the existing overhead transmission lines. The property contains a mix Of wooded wetland and upland areas as well as a series of permanent open water bodies. The property lies in the watershed of the Podunk River. Two distinct parts of a large wetland area are within the project area. The fast wetland area lies to the west and north of the proposed lot and associated activity. This wetland contains a mix of wetland types as well as a diverse assemblage of vegetation. The main feature of the wetland is a shallow permanent water body with a mapped water elevation of 65.5 feet above sea level. In the late fall through early spring the pond area contains an open water surface. As the growing season commences the surface of the pond quickly closes in with a thick accumulation of shallow rooted and floating aquatic plants. The pond itself is ringed with a fifteen to twenty foot wide mat of floating Sphagnum Moss. Beyond the open area associated with the pond is a lightly wooded area with a diverse community of woody species that include Arrowwood,Poison Sumac; Silky Dogwood,Red Maple,Swamp Azalea and Winterberry. This wetland community transitions into the uplands which are dominated by Ash,Red Cedar,White Pine and Black Cherry. The upland species and wetland woody species form a nice natural barrier to the pond/marsh community. cAdocuments and settings\Wghland sops\let2012155final.doc 1 P.O.Box 337,Storrs,Connecticut 06268 • (860)742-5868 The outlet to the pond is via a sluggish drainage way that drains to the east toward a culvert in Pierce Road. There are some indicators that the drainage way has either been created by or maintained by human activity. Small spoils piles were noted along the edges of the drainage way. The drainage way is dominated by Red Maple in the canopy and Dogwood and Highbush Blueberry in the under story. The ground cover includes Sensitive Fern and Rice Cutgrass. A small breeding area of the Wood Frog was noted in a limited area of the drainage way near Pierce Road. Although the area contains an active outlet it was identified as a Vernal Pool in a study conducted by Dr.Frank Dirrgl. I conducted a spring survey of the area and confirmed that a portion of the wetland(wetland flag#242)serves as a breeding area for obligate amphibian species. The large pond area was also studied by Dr.Dirrgl and was concluded not to be Vernal Pool habitat due to the presence of a large population of Bull Frogs and Green Frogs. The two frog species predate on Wood Frog eggs and tadpoles. It appears that the presence of the predator species preclude the pond from being viable Vernal Pool habitat. It should be noted that the pond/marsh wetland is a very productive habitat for invertebrate as well as amphibian species. It is a unique habitat that is transitioning from an open water pond to a deep to shallow marsh. The area is teaming with a wide variety insects, birds and amphibians. The second area of the large wetland system is along the southern limits of the proposed lot. This area is buffered by a lightly wooded area of both wetland and upland woody vegetation. The main body of the wetland is mostly open and contains sedges and grass species. This area drains to the east to a culvert in Pierce Road. The initial instructions to the design engineer were to place the house and associated activity to the southern limits of the upland area along Pierce Road to avoid conflict with the Vernal Pool. Upon review of the initial plot plan it was determined that the house could shift to the north to provide a greater separating distance to the wetlands to the south. The southern wetlands did not have the same habitat value as the pond and its outlet. In my opinion a good balance has been reached in the placement of the house. No activity is within the critical 100 foot envelope around the veinal pool. In fact, the house and its clearing limits are over 150 feet to the Vernal Pool. A conservation easement has been suggested for the on-site wetlands. If you have any questions,or require additional information, please call meat(860)742- 5868. Ve tru yours, —John P.Ianni,M.S.
