Please be advised that the Public Hearing of the Planning & Zoning Commission in
the above referenced matter has been scheduled for Tuesday, April 24, 2012 at 7:30
PM in the Council Chambers of the South Windsor Town Hall, 1540 Sullivan
Avenue. Someone must be present at the hearing to represent the application.
Two signs advertising the hearing must be posted on the property for ten (10)
consecutive days prior to the hearing and must be clearly visible from a Town street.
One sign must be posted on Oakland Road, and one sign must be posted on Felt
Road by Friday, April 13, 2012.

Subject: Permission for U-Haul rental services

As a South Windsor resident, I had been watching this closed property for the past five years and
decided to reopen its doors as a convenience store business last year. The primary intention has
always been to serve the needs of the town residents by making improvements to the property
and providing additional services that are nonexistent otherwise. Although the timing in
launching this business was highly unfavorable, due to financial hardships from these strenuous
economic times along with the pre-established pessimism from the community, due to past issues
years ago, we took the opportunity and challenges of owning and operating this business.
Because it has become increasingly difficult to make good returns and a strong source of income
from this store, we would like to add U-Haul rental services to our property in order to make our
overall business more profitable. We would like to have three trucks and two trailers parked at
our location for the rentals (parking plans are enclosed). In addition, the majority of the residents
in the immediate neighborhoods are in favor of us opening the U-Haul rental business, as we
have attained confirmations from those in this area(petition is enclosed). We are requesting that
the Town of South Windsor kindly permit us to sustain this U-Haul rental business which will
not only significantly benefit the community but will also enhance the prospects of Oakland
Express doing better business.

Planning Department Report
1. Appl. 12-19P, Oakland Express — request for a 2 year temporary and
conditional permit (Section 2.13.a) to allow U-Haul Rentals from
property located at 249 Oakland Road, RC zone
2. The applicant is seeking approval to store three trucks up to 14 feet in
length as well as two trailers. This type of use would typically be
found in a general commercial or industrial zone.
3. The site plan shows the location that the trucks would be parked when
not in use. Staff has concern with the location of the one truck that is
close to the entrance off of Oakland Road and should be moved away
from the entrance.
4. The wording of the T & C permit regulation is that, "Temporary and
conditional permits may be granted by the Commission for a period
not to exceed 2 years. Such approval may be given after a public
hearing if, in the judgment of the Commission, the public
convenience and welfare will be substantially served, and the
appropriate use of neighboring property will not be substantially or
permanently injured, and traffic and other hazards will not result from
such use."
5. Any signage proposed — temporary or permanent requires-approval
from the town.
6. We had worked with the new owner originally when he was first
opening up and he submitted a parking and landscaping plan to be
completed 11/2011. To date, the evergreen trees have not been
planted. We would request the PZC to require that planting if this
approval is granted.

Hello Michele,
I have spoken the Wentworth Park Association Board about the Planning and zoning request from the
convenience store. (My company TruNorth REM Ilc, manages the properties)
The Association does not have a problem with the rental of U-Haul s,since everyone is trying to survive
in this economy, but the issues below they would like to see addressed before signing off on the
approval.
1. Landscaping near dumpsters (Does seem to meet the South Windsor standards) (see attached
picture)
2. Supplies—( plywood,cardboard,fencing,trash etc)that is being stored on the back side of the
building. Four of our condos have to look out at this. (see attached picture)
3. Trash from the convenience store keeps blowing into the retention pond (see attached picture)
4. We think a 8ft vinyl white fence should be installed along the property line so the offices do not
have to look out at the trucks. We would rather see vinyl and not wood because the
maintenance keep up issue with wood (see attached site plan)
Please consider adding a 8ft vinyl fence that would help rectify the listed issues. The office condo's
house four small business that pay taxes and help the South Windsor economy. Having to look out at
trucks and storage materials takes away from the value of the office space.
The association has no problem with the trucks as long as a fence is added.

Dear Mr. Sharaf:
We are pleased to advise you that the Planning & Zoning Commission voted on April 24,
2012, to approve the above referenced temporary and conditional permit to allow Appl. # 12-
19P, Oakland Express — request for a 2 year temporary and conditional permit (Section
2.13.a) to allow U-Haul Rentals from property located at 249 Oakland Road, RC zone. This
approval is subject to the following modifications:
1. This approval is for the rental of U-Haul trucks and trailers—a maximum of three
trucks and two trailers are allowed on site at any one time. All trailers and/or
trucks should be parked away the access drive.
2. The previously approved landscaping plan must be implemented by the end of
this planting season(by June 30, 2012).
3. This two-year temporary and conditional permit for this use will expire on April
24, 2014 and will have to be renewed at that time if this use is to continue.
