Shepard Company request for renewal of a 2 year temporary and conditional permit to allow 2 apartments on property located at 176 Windsorville Road. Michele, The private well on this property serves 6 buildings, and according to the health department records from 2010, there was a question as to whether or not the well would be classified as a Public Water System and fall under the state department of public health's jurisdiction and regulations. A"Community Water System" is a classification of a Public Water System that regularly serves at least twenty-five residents throughout the year. Based upon the information I received from Kip Shepard, the occupancy is below the state standard of twenty-five persons. I have informed him that in the event that the occupancy increases to over twenty-five, Mr. Shepard will be required to complete the appropriate paperwork to be submitted to the state department of public health. Mr. Shepard shall have the well water tested by a Connecticut certified laboratory and submit the results to the South Windsor Health Department. The water shall be tested annually. Let me know if you have any questions or require any additional information. Sherry APPLICATION #12-14P; SHEPARD TWO APARTMENTS T & C PERMIT RENEWAL PH 4/10/12 1 . Request for renewal of a temporary & conditional permit for two apartments located at 176 Windsorville Road, RR zone. The original approval was granted in January 1993. The building was constructed in 1911, and the subject building had been used for a variety of nonconforming uses in the past, including a boarding house, teen center, manufacturing and apartment, and studio. 2. The wording of the T & C permit regulation is that, "Temporary and conditional permits may be granted by the Commission for a period not to exceed two years. Such approval may be given after a Public Hearing if, in the judgment of the Commission, the public convenience and welfare will be substantially served, and the appropriate use of neighboring property will not be substantially or permanently injured, and traffic and other hazards will not result from such use." 3. The RR zone does allow for accessory apartments; however there is no provision for multiple apartments in separate buildings on a site. 4. This property is served by wells. The Environmental Health Officer has been in contact with the owner regarding the testing of the well on an annual basis. He has complied and the results lie bee-prsubmitted to the health deparment. will 5. There are no Engineering comments on this application. 6. If this application is approved, the Planning Department has no modifications to request.
