Town Engineer South Windsor Town Hall 1540 Sullivan Avenue South Windsor,Connecticut 06074 Re: Carla's Pasta—Building Expansion Stormwater Management System Improvements Dear Mr. Doolittle, The Dennis Group, LLC (DGL) on behalf of the applicant, SURI Realty, LLC (the applicant), is proposing to construct an expansion to an existing building at the Carla's Pasta facility. The proposed building addition is approximately 22,251 SF(0.51 acres)and is located at 50 Talbot Lane, South Windsor,Connecticut. The project proposes to disturb 0.75 acres of a 7.23 acre parcel. The Carla's Pasta facility has an existing stormwater management system comprised of subsurface infiltration basins which DGL has analyzed for the proposed expansion. As part of the building addition, DGL has proposed to expand the existing subsurface infiltration basin to infiltrate the additional runoff created by the added roof area. Subsurface Infiltration System The existing subsurface infiltration basin is located near the southeast corner of the existing building and is mostly under the existing parking lot with only a small portion extending into a lawn area. The existing subsurface infiltration basin was originally designed to infiltrate one-inch of rainfall from the existing building. DGL is proposing to utilize the existing subsurface infiltration system and expand upon it in order to infiltrate the runoff from the proposed building addition. See the attached Subsurface Infiltration Calculations sheet for the sizing of the proposed subsurface infiltration system. The runoff from the proposed building addition will be directed to the subsurface infiltration system via drainage infrastructure and through a bypass control structure. The bypass control structure was designed with two outlets controlled by a weir; one outlet discharges to the subsurface infiltration basin and the other discharges to an existing drainage Swale located on the south side of the site. Runoff enters the structure through the drainage infrastructure and is directed towards subsurface infiltration basin via the weir partition inside the structure. Once the system reaches full capacity, the runoff will bypass the infiltration system and flow over the weir. The weir discharges to the outlet pipe which has been analyzed to convey discharge rates up to and including the 100- year storm event. Conclusion DGL is proposing to utilize and expand the existing subsurface infiltration system. The system was sized in order to infiltrate the one-inch rainfall over the existing and proposed building addition. Furthermore, DGL has proposed a bypass control structure as part of the drainage infrastructure improvements. The bypass structure utilizes an internal weir which directs stormwater to the subsurface infiltration system. Once the system reaches full capacity, the stormwater will bypass the subsurface infiltration system and be discharged to the existing site drainage Swale. The proposed drainage improvements will not have an adverse affect on the existing stormwater management system and will provide infiltration for the proposed building addition.
