ENGINEERING A CONSTRUCTION MANAGEMENT 30 January,2001 Mr.C.Fredrick Shaw Superintendent Pollution Control Town of South Windsor 1540 Sullivan Avenue South Windsor,Cr 06074 Re: Carla's Pasta Facility WPCA Application Form Dear Mr.Shaw: Pursuant to our conversation regarding Carla's Pasta, below is a description of the Facility's general operations and anticipated wastewater discharge characteristics_ Project Description Carla's Pasta currently operates an existing facility in the Town of Manchester. Due to the growth of the business, the existing facility is insufficient to meet future demands, The proposed Carla's Pasta project consists of developing a 7.2-acre lot for a new 46,300 square foot food processing facility in South Windsor. The facility will manufacture various pasta products for the wholesale frozen food market. The pasta will be mixed, formed, blanched and frozen at the facility. In addition to the pasta dough manufacturing, minor amounts of various pasta fillings and sauces will also be produced at the facility. The site project drawings are attached,in addition to the revised cul-de-sac design showing the point of connection to the city sewer system. The facility will employ approximately 48 people over three shifts of operation. ill and 2nd shift will consist of production. 3 shift will consist of facility and equipment cleaning and sanitation. The facility will operate approximately 6 to 7 days/week,52 weeks/year. Process wastewater from the facility's operations will be generated during all three shifts. Doting the production period, Shifts 1 and 2,the majority of the wastewater will be generated from the pasta cooking operation. Various minor flows will also occur during general cleaning of the facility and filling/sauce,kitchens_ During the nightly cleaning and sanitation period,Shift 3,process wastewater will be generated from washdown of the facility and equipment Blowdown from the refrigeration and boiler systems will occur over all three shifts. Projected Pre-Treatment Requirements The existing facility discharges to the POTW system via an oil/grease interceptor. The new South Windsor facility is also currently designed such that all process wastewater will flow through a similar interceptor. Estimated Flow The existing Manchester facility currently discharges approximately 22,000 gallons/day(GPD). The new facility, due to process equipment expansion,is projected to discharge approximately 30,000 GPD. Domestic wastewater will be generated from the employee amenity areas, and generally will not exceed 15 gallons/day- employee,or 720 GPD,including employee handwashing requirements. Estimated Flow Characteristics In an effort to estimate the projected flow characteristics of the new facility,a sampling program was implemented at the existing Manchester Facility. Since the majority of the project improvements are expansion related,it is assumed that the flow volume will increase, while the effluent characteristics will remain similar in nature. 1391 MAiNSTRPST 136 S0LrrK MAIN STaMT SPRINGPIHLD,MASSACHUSEM 01103 SALT LAU CHY,UTAH 84101 413,787.1785 A FAX 413.787.1786 801.531.9585 .
