Introduction Metals Testing Company is proposing to construct a new manufacturing facility at 66 Kimberly Drive. The property is 2.11 acres and under existing conditions undeveloped and predominately wooded. The site is adjacent to Metal Testing's existing facility at 80 Kimberly Drive. The new building will be 12,842 square feet and structurally connected to their existing building at 80 Kimberly Drive via a hallway corridor. The new building will be served by paved parking and truck loading area. Thirteen parking stalls are proposed and a 24 feet wide driveway connecting to Kimberly Drive will provide for ingress and egress maneuvers. Kimberly Drive traverses east-west and connects to John Fitch Boulevard(Route 5)at its terminus. It is anticipated that all motorists exiting the site will turn left onto Kimberly Drive and travel east to Route 5. At the intersection turning left is prohibited. Therefore, vehicles must turn right and travel southbound. 2.Proiected Traffic Voldmes The Institute of Transportation Engineers (ITE)publishes trip generation data that has over the years been voluntarily submitted by various state and local governmental agencies, consulting firms, university and colleges, developers, etc. The compilation of the data is published in their Trip Generation report. This document provides traffic engineers and planning officials with a guide to help determine vehicular trip generation rates for numerous proposed building types and land uses. The seventh edition of Trip Generation was consulted during preparation of this traffic statement. Trip Generation uses statistical regression equations to compute 2-way, 24-hour traffic volumes and peak hour volumes produced by a given building type or land use. These traffic volumes are then split by ratios that represent entering and existing traffic. The new 12,842 square foot building will be used for manufacturing. Table 1 below summarizes the additional vehicular trips that can be expected following the opening of the new Metals Testing facility, during the peak morning and afternoon commuting hours. The Trip Generation computations are provided as Appendix A. TABLE 1 A.M.Weekday P.M.Weekday Building Area Peak Hour(vehicles) Peak Hour(vehicles) Use (Sq. Ft.) Enter Exit Total Enter Exit Total Manufacturing 12,842 7 4 11 5 5 10 The forecasted Trip Generation estimates above are likely conservative since at this time, officials at the Metals Testing Company estimate that the addition of only five(5) employees will result following the opening of their new facility. 3. Sieht Line Analysis The sight lines at the proposed driveway provided for motorists as they exit the site onto Kimberly Drive were reviewed. Looking right, sightline is approximately 275 feet. To the left, sightline is clear to John Fitch Boulevard at approximately 820 feet. Kimberly Drive does not have a posted speed limit. However, for the purpose of this analysis a 25 mile- per-hour design speed was assumed.AASHTO's Policy of Geometric Design of Highways and Streets offer guidelines for acceptable sightline distances for vehicles turning from a stopped condition onto a roadway. These guidelines were adhered to as part of this analysis. The analysis indicates that sight line distances will be adequate for vehicles making both left turning(looking right) and right turning(looking left) maneuvers to Kimberly Drive, from the new site driveway. Table 2 below provides a summary of the sight line analysis. TABLE 2 Intersection Sight Line Analysis (Vehicles turning onto Kimberly Drive from site driveway) Manuever Required Sight Line Provided Sight Line (Feet) (Feet) Turning Left 280 280 Turning Right 240 820+'" 4. Conclusion: Due to the insignificant projected volume of new site generated traffic as part of the new development, it is anticipated that a negligible impact to the surrounding roadway network will result as consequence. Furthermore, it is understood that since the time when overall planning for the industrial park in which this proposed development is located took place during the 1980s, it has been expected that the subject parcel would eventually be fully built to its capacity as permitted by the Town of South Windsor. Adequate sight lines will be provided for exiting motorists as they maneuver onto Kimberly Drive. 12 i S 12 S F Me-rALS less 4 G G k►Mbely Dlile -. Comments are listed by number below followed by our response in bold. • 1. Any concrete curb by the sidewalk or other places should be labeled on the plans. • • Concrete curbing will be clearly annotated on the final set of submitted plans. 2. The Stormceptor particle separator needs to be sized for the water quality flow per the CT DEP Stormwater Quality Guidelines. It is not clear if this was done. s Using the methodologies presented in Chapter 7 of the DEP manual, a WQF of 0.50 cfs was computed. This WQF was used as a site parameter input while using Stormceptor's computer software to determine the appropriate model. A printout of this additional analysis will be provided. 3. 1 suggest moving the yard drain basin that is shown to the north of the parking spaces, toward the building so it is not in the way of any future extension of the sidewalk or parking spaces. Catchbasin will be moved. • 4. The sanitary sewer lateral and water lines need to be separated by at least 10 feet per the State Health Code. The existing sanitary lateral and 6" fire service stub are approximately 7 feet apart. Site plans will be revised to increase the separation distance to achieve 10 feet, between the fire service and sanitary sewer within the site. r e e • s r w • f i r Metals Testing Company,Inc. -DPI#3064 • October 24,2011 • Page 2 r 5. What is the reason for the oil water separator and how was it sized? • The oil water separator will service proposed floor drains in the building. At this time, the required size is uncertain. Our office will coordinate with the WPCA and architect. • 6. An easement must be provided to the Town for access and monitoring of the sanitary sewer manhole in front of the building. I suggest this easement area be at least 20 feet wide by 20 feet long. Easement will be provided as described above. 7. WPCA review and approval is needed for this site plan. f We have submitted application to WPCA and expect to be heard during their next meeting on November 1, 2011. Should you have any questions or require any additional information. Please feel free to contact our office.
