This approval is for the constriction of a driveway on property located at 100 Bidwell Road, I zone,as shown on plans prepared.by Design Professionals dated 9/30/2011, as revised. This approval is subject to the following modifications: 1. Prior to commencement of any site work, a meeting must be held with Town Staff. 2. An as built plan is required prior to issuance of a Certificate of Occupancy per Section 8.1.11 of the Zoning Regulations. 3. This application is subject to the conditions of approval of the Inland Wetlands Agency/Conservation Commission, including bonds in the amount of$1000. 4. All bonds must be in one of the forms described in the enclosed Bond Policy. 5. We have no issue with the planned Route 5 entrance to their facility. My one concern is their new planned sign and its possible repercussions. Doug Nation told me he planned to put a large,digital/video sign at the new entrance, which 1 also think is great. My worry, however, is that people heading north on Route 5 will see that sign and, with no way to get to the Route 5 entrance driving north, will do a U-Turn at the turn in for Bidwell Road, and head back south on Route 5 towards the big sign (not realizing that they can also reach Nomads by heading down Bidwell). I have been working here over 25 years and can attest that we have seen many serious accidents at the Route 5/Bidwell Rd intersection over the years. One recent one took out the phone pole on our front lawn. It is currently very difficult, especially at peak traffic times,to go left and head north on Route 5 out of Bidwell. The added complication of people doing U-Turns here would be dangerous in my view. I strongly recommend a "No U-Turn"sign at this intersection-I truly believe it would prevent accidents and save lives. The entrance that they are proposing will be between two existing streets and in very close proximity to both of them, Bidwell to the north and Colony Road to the south. As you know,Bidwell is commercial while Colony is not. I would think that the DOT would have concerns over this as well as the potential for U turns northbound o Route 5 at Bidwell just to travel south on Route 5 to get to their proposed entrance. I would also suggest that the Town check to see the accident history at Bidwell and Route 5 since Nomads moved in. The other concern is the constant problem we have with traffic in their parking lot. When this application was initially approved we spent a great deal of time discussing traffic in the lot during the evening hours. This continues to be a problem. There are cars that rev their engines and race across the lot from the building entrance side toward Route 5 during the late evening hours.Other cars simply squeal around the lot and exit at high rates of speed onto Bidwell to leave. At least with them exiting onto Bidwell they are confronted with turns in the road before entering onto Route 5.With a straight shot onto Route 5 they can only go one direction because there is a median there, and that is south toward Colony Road where they can either continue straight or make yet another, although illegal, U turn to go north on Route 5. Bottom line, they already have an entrance to their business on Bidwell, which has been sufficient for any other business that occupied that location in the past. The rationale that they presented for yet another driveway off of Route 5 does not make sense especially since they also claim that most of their business is through events which one would think would include directions if necessary. I'd also have to question if this is simply an effort to change their business address from 100 Bidwell to John Fitch Blvd.,considering the fact that their own website map shows where Bidwell is,but doesn't label it. Let me know if you have any questions. Comments are listed by number below followed by our response in bold. 1. Why is the radius coming into this driveway so large (70 ft)? This is larger than the radius on most other roads off of Route 5 and will encourage high speed maneuvers and possibly large trucks turning into this driveway. There is a deceleration lane provided for vehicles to slow down before turning into this driveway. The radius should be reduced to 40 feet at most. The 70 foot radius was designed to accommodate a large truck travelling at 15 miles per hour. Nomads expects numerous large buses (Greyhound type)to use the driveway. Our office will • consult with ConnDOT to see If a reduced radius will be allowed. • 2. The storm drainage statement should include a calculation of any extra runoff from the proposed driveway. ® Approximately 7,000 additional square feet of paved surface Is proposed. Nearly all of this new ® pavement will replace what Is now grass. The additional storm runoff associated with the new driveway was estimated. The computations will be Included In the revised storm drainage astatement. The Increased discharges are as follows: • • • • • • • • • • • • Nomads Adventure Quest-DPI#2081 • October 24,2011 • • Page 2 • • 2-year storm event: 0.35 ft3/second 5-year storm event: 0.41 ft3/second 10-year storm event: 0.46 ft3/second 25-year storm event: 0.53 ft3/second 50-year storm event: 0.57 ft3/second 100-year storm event: 0.62 ft3/second 3. Summary Nomad Adventure Quest is proposing to construct a paved driveway at their 100 Bidwell Road facility. The driveway will serve ingress traffic that enters their site from southbound Route 5 (John Fitch Boulevard). In order to provide safe mobility to the new driveway,a deceleration lane is proposed as a widened cross section to Route 5.Refer to the Driveway Plans for proposed layout. Under existing conditions runoff from southbound Route 5 sheet flows off the pavement and migrates overland onto private property. The surficial characteristics of the ground accommodating the overland flow can best be described as a sparse grass cover. The flow enters into one of three areas as follows: • Existing detention basin located north of proposed driveway • Existing detention basin located south of proposed driveway • Double grate catchbasin owned by the Town of South Windsor The north detention basin is hydraulically connected to the south detention basin by a 24" culvert.Ultimately, the detention basins drain into the double grate catchbasin, and flow subsequently is directed north. Under proposed conditions, the storm drainage patterns described above will remain relatively the same. The Route 5 widening and proposed driveway will introduce approximately 7,000 square feet of impervious area.Refer to the Drainage Area Map included as Appendix C. As part of this storm drainage summary,an excerpt from a U.S. Geological Survey map and a FEMA flood insurance rate map is included as Appendices A and B respectively.
