This is a revised request for amendment to add provision to allow for Residential Care Homes to be allowed by Special exception in the A-40 and RR zones. The applicant had previously been in front of the Commission in August with his proposal, and has since withdrawn and resubmitted the new proposal in front of you. 2. As defined, RCH means " an institution having facilities and all necessary personnel to furnish food, shelter and laundry for two or more persons 55 years of age or older unrelated to the proprietor and in additions, to provide services of a personal nature may which do not requires the training or skills of a licensed nurse. Additional services of a personal nature may include assistance with bathing, help with dressing, preparation of special dies and supervision over medications which are self- administered." a-Kk 3. Tha*pphuas-also developed specific site criteria that would have to be addressed in a site plan at the time of the application. As the regulation is drafted, properties within the RR and A-40 zones would be eligible. 4. This regulation would allow for the conversion of a single family homes as well as for new construction with a maximum of 15 residents (Including staff). 5. Specific requirements for the site include: Minimum 80,OOOsf in size, 150 feet of frontage on a major road and 50 feet on a local road provided that there was a 300 foot setback for any structures. Other bulk r requirement include: 35%maximum impervious coverage and parking requirements include: 1 space for each employee, 1 space for each tenant and 1 guest space for each 4 tenants. The curt nt regulations allow for the developmeniq of Elderly Housing complexes, Senior residence developments as well as Assisted Living Facilitates, hospital, sanitariums and convalescent nursing homes. These latter uses require skilled nursing. This type of housing at this scale would be the first of its kind allowing the conversion of an existing home into a residential care home and would not include skilled nursing. 8. The Housing Element of the Town Plan of Conservation includes goals that are relevant to this application, including: • Develop housing to meet the needs of the entire community, including but not limited to: small families, large families, the elderly, single adult households, various income levels, and • Develop a full range of housing styles, types, sizes, densities, affordability, and forms of ownership in order to meet the housing needs of the community. 9. This use would be licensed by the Department of Health and would be subject to their requirements. The Fire Marshal and Building Inspector have indicated that any proposals would have to meet the minimum building and fire codes and would be addressed at the time of application. 1O.There should be no infrastructure impacts of associated with this amendment. 11.There should be no environmental impacts associated with this amendment. 12.There should be no significant traffic impacts associated with this amendment. At the time of the site plan application, the applicant would have to address anticipated traffic 13.The Capitol Region Council of Governments has reviewed this amendment as required. Additional services of a personal nature may include assistance with bathing, help with dressing,preparation of special diets and supervision over medications which are selfadministered. Room Requirements Single rooms must have a minimum of 150 square feet,excluding closets,toilet rooms, lockers or wardrobes and vestibule.Multiple bed rooms must have a minimum of 125 square feet per bed.A resident unit shall not exceeded 25 beds.No resident room shall be designed to permit more than two beds.Baths must have one separate shower or bathtub for every eight residents. One toilet may serve two resident rooms,but no more than four residents. Discharge policies must include.categories for the discharge of clients,which include but are not limited to change in resident's condition;routine discharge;emergency discharge; financial discharge;and premature discharge. Core services provided by RCHs include three meals a day;laundry; scheduled transportation; housekeeping;maintenance services including chore services for routine domestic tasks that the tenant is unable to perform;and social and recreational services.In addition,24 hour a day staffing personnel at the residence,sprinkler system,fire extinguishers&emergency call systems provided in each unit. For administering medication the RCH may contract with one or more home health care agencies,or other appropriately licensed health care providers to make available health services for tenants provided by such licensed persons or entities Residents of licensed RCHs may self-administer medications,and may request assistance from staff with opening containers or packages and replacing lids.Unlicensed personnel who administer medications must be certified. Prior to the administration of any medication by program staff members,the program staff members who are responsible for administering the medications shall first be trained by a registered pharmacist,physician,physician assistant,advanced practice RN or RN in the methods of administration of medications and shall have successfully completed a written examination and practicum administered by the Connecticut League For Nursing or other department-approved certifying organization. Menus shall be prepared,posted and filed and shall meet state department of health requirements for basic nutritional needs. Agreements are not required for RCHs. Staffing: There must be at least one attendant on duty at all times for every 25 residents. New staff must receive an initial orientation prior to being allowed to work independently including,but not limited to, safety and emergency procedures for staff and residents,the policies and procedures of the RCH,and resident rights. Continuing education for program staff shall be required for 1%of the total annual hours worked(to a maximum of 12 hours)per year. Undoubtedly, the design of these structures will result in a non-conforming appearance; the nature of the clientele unfortunately results in more frequent ambulance traffic and characteristic noise;-traffic flow due to staff and vehicles for transportation will be substantially more than a home. The need for this kind of operation perhaps is justifiable; however, it could be difficult to control what a developer does and therefore, when the project is completed, not be able to feel that we all are better for it happening. If this kind of operation is allowed, it should be in a transition area with a higher traffic flow and a generally commercial appearance.
