Introduction
The property that is the subject of this report is located in South Windsor on a
parcel of land with the Tax Assessors designation of Lot 007 Long Hill Road. A
location map is included in the appendix. The overall property is approximately
60 acres in size. A smaller parcel for a new school is proposed to be created by
subdivision of this parcel. The school site is located west of Long Hill Road,
south of Chapel Road and north of Connecticut Interstate 291. It is proposed to be
14.35 acres in size with 436.16' of frontage on Long Hill Road and 414.60' of
t ;
frontage on Chapel Road. The length of the property line along I-291 is proposed
to be approximately 630 feet. The focus of this report pertains to the 14.35 acre
school parcel and it will be referred to as "the site"in this report. No wetlands,
watercourses or vernal pools exist on this site. Therefore, the impacts of the
proposal will consider potential effects on these features on the remaining
adjacent land to the west.
z f The purpose of this report is two fold. The first is to describe the general site
environmental condition and features such as topography, vegetative cover,
upland and wetland soils, surface and ground water conditions, vernal pools as
well as the details of the site investigation. Many site visits were conducted to
document these features. Part of the site investigations included looking for the
potential presence of Barratt's sedge (Carex barrattii-Endangered)and Clustered
sedge (Carex cumulata- Threatened). These species are known to have colonies
in the general area. The site investigation also included investigating the potential
presence of habitat suitable for the Pine Barrens Tiger Beetle(Cicindela Formosa
generosa—Special concern species).
The second purpose of this report is to evaluate the potential impacts of the
proposed activities on wetland functions, vernal pools and groundwater
conditions. This will include the potential impacts of site grading, paving, erosion
and sedimentation, stormwater management and groundwater control on these
resources.

Site Environmental Conditions and Features
General
The site is bordered by two town roads and a state highway. Approximately two
thirds of the site is vegetated with mature tree growth and one third with early
succession growth over an old cleared field. This area is a mixture of grasses,
thick scrub shrub and small trees. Several old gullies are present on the western
portion of the site which probably was the result of erosion when the overgrown
field area was unstable. An area exists in the far westerly portion of the site
which appears to be an old excavation pit. Residential houses which front on
Chapel and Long Hill Roads border a portion of the northerly and easterly
boundaries.
Topography
The site has a significant amount of topographic relief in an easterly/westerly
direction with the steeper slopes being along the westerly side. The slope faces to
the west. The highest point of the site is in the easterly most point of the site on
Long Hill Road and is at elevation 139. The lowest point is the bottom of the old
excavation pit and is at elevation 73. The average slopes in the easterly two thirds
of the site range from 4 to 7%. The average slopes along the westerly side
generally range from 10 to 20%.
Two notable topographic features exist on the site. One is the presence of several
significant ravines on the steeper portions. These are presently stable but appear
to have been created by erosion in previous years. These most likely were created
when the site was not vegetated completely. The history of the site was not
researched but it may have used for agricultural purposes at some point. An old
foundation and concrete barn piers were noticed during site visits.
The other notable feature is what appears to be an old excavation pit located on
the westerly boundary of the site. It is approximately 60 to 150' wide, 300' long
and 10 feet deep. It has not been active for a number of years as large trees are
located in the bottom and along the sides.
Vegetation
The vegetation of the site is divided into two distinct areas. Approximately two
thirds of the site consists of mature canopy tree growth composed of mostly
medium to large trees. The dominant species are maple, oak and hickory. The
less dominant species include beech, pine, cottonwood, birch, elm, ash, sassafras,

cherry and iron wood. An extensive tree survey was conducted and is depicted on
the existing conditions map that is part of the site plans.
The other one third of the site is vegetated with species common in an early
succession/old field environment. This vegetation includes grasses, multi floral
rose, several maple saplings, and dense scrub shrub growth. The area is very
thick and overgrown with some sections being impenetrable. This area is located
in the southerly portion of the site and is bordered to the south by the I-291
corridor.
Surface and ground water conditions
The surface water of the site flows from east to west in a sheet flow and small
channel flow manner. No watercourses exist on the property but several medium
to large gulleys were observed on the western half of the site. These were most
likely the result of erosion when the site was cleared several years ago. They do
not appear to convey any significant amount of surface water currently based on
the onsite visits conducted during this spring and summer.
The direction of ground water flow under the site is presumed to be from east to
west. This is based on the topography. The site exhibits a typical topo drainage
sequence with the well drained soils on higher elevations of the site, moderately
well drained soils on a majority of the site and in the middle of the slope, and the
poorly drained soils offsite and at the bottom of the slope.
Ground water levels fluctuate seasonally. Groundwater depths on this site were
observed to be relatively shallow in the spring in the wetter areas. Groundwater
depths appear to be deeper in the dryer season.
Vernal pools
No vernal pools are located on the site. However, potential vernal pools exist to
the west on the remaining land. Vernal pool species were observed in some of
these pools during the spring. The closest of these potential pools is located
approximately 280 feet to the west of the proposed property line. A map is
included in the appendix depicting approximate locations of these. Additional
pools are potentially located farther west. These pools were not studied in detail.
No direct surface water connection is apparent in the field between the site and
any of the potential vernal pools. Runoff from the site flows down the steeper
slopes but then infiltrates near the toe of the slope. A significant area around the
vernal pools has a relatively flat topography isolating them from the site in terms

of surface runoff. These pools appear to be primarily supported by groundwater
with a small contribution of surface water from their immediate surroundings.
Floodplain
No areas of the site are designated as being within the 100 or 500 year floodplain
on the Flood Insurance Rate Map for this area.
State Listed Species
A request was made to the CT DEEP Natural Diversity Data Base for a Review of
State Listed species. A copy of their response is included in the appendix. Their
records indicate an extant population of a species of special concern was within
the vicinity of the project. This is the Pine Barrens tiger beetle. As stated in the
response letter this beetle occupies blowouts and sand plains of dry-xeric, loose
shifting sands, without water that are sparsely vegetated, such as Pine Barrens.
As also stated in the letter the project will not conflict with this species. Our
visits to the site confirm no suitable habitat exists on or in close proximity to it.
At the suggestion of the Senior Environmental Planner,Jeff Folger, the site was
also carefully surveyed for the possible presence of Barratt's sedge(Carex
barrattii-Endangered)and Clustered sedge(Carex cumulata-Threatened).
These species are known to have colonies in the general area. Neither of these
was found to be located on or in close proximity to the site.
Soils
General
All of the soils on the site are upland soils. A majority of them consist of glacial
moraine deposits. No wetland soils are present on the site. However, wetland
soils do exist approximately 70' west of and down gradient from the site. A
majority of the soils are undisturbed with the exception of the old excavation area
along the proposed westerly boundary line. Areas of previous erosion are also
present on the site in several areas.
Upland Soils
According to the NRCS Web Soil Survey approximately 80%of the soils of the
site consist of the Rainbow series. The Rainbow series are moderately well
drained loamy soils formed in silty mantled lodgement till. The soils are deep to
bedrock and moderately deep to a densic contact. They are nearly level to strongly
sloping soils on till plains, hills and dramlins. Saturated hydraulic conductivity is

moderately high or high in the surface layer and subsoil, and low to moderately
high in the dense substratum.
The NRCS mapping depicts the remainder of the site to consist of soils in the
Haven, Enfield and Windsor series. The Haven series are very deep, well drained
soils formed in loamy over sandy and gravelly outwash. They are nearly level
through moderately sloping soils on outwash plains, terraces, and water-sorted
moraine deposits. Saturated hydraulic conductivity is moderately high or high in
the mineral solum and very high in the substratum.
The Enfield series consists of very deep well drained loamy soils formed in a silty
mantle overlying glacial outwash. They are nearly level to sloping soils on
outwash plains and terraces. Saturated hydraulic conductivity is moderate or
moderately rapid in the surface layer and subsoil and rapid or very rapid in the
substratum.
The Windsor series consists of very deep excessively drained soils formed in
sandy outwash or aeolian deposits. They are nearly level through very steep soils
on glaciofluvial landforms. Saturated hydraulic conductivity is high or very high.
Detailed soil delineation of the entire site was not conducted however the soil
types observed in the field appeared to match the NRCS mapping quite well.
Wetland Soils
As previously mentioned no wetland soils exist on the site. The nearest wetland
area is approximately 70' west of the site. This wetland was flagged on April 28,
2011. The boundary was determined with the aid of a Dutch Hand Auger. Blue
flagging numbered 1 to 10 was used to demarcate the boundary. It is shown on
the existing conditions maps included with the application.
The NRCS Web Soil Survey depicts the wetland soil to be a Walpole sandy loam.
The Walpole Series consists of very deep, poorly drained sandy soils formed in
outwash and stratified drift. They are nearly level to gently sloping soils in low-
lying positions on terraces and plains. Saturated hydraulic conductivity is
moderately rapid in the surface layer and subsoil, and rapid or very rapid in the
substratum.
The soil profiles observed on the site did not exactly match the typical profile for
a Walpole soil. The surface horizons were observed to have a much thicker
organic horizon at the surface than typically found and mottling was not very

prominent in the subsoil. This may be due to the likelihood of excessive erosion
of the area up gradient of the wetland. This would coincide with the apparent
eroded swales on the site. The proximity of the I-291 corridor has also likely
altered the soil profile. Some professional judgment was needed to delineate the
boundary. Soils, vegetation, evidence of surface water in the form of drift lines,
and other topographic features were used to assist in the boundary determination.
The overall quality of this wetland area is limited by it's proximity to the
highway. This area is a remnant tip of a larger wetland system cut off to the south
and on the other side of the highway corridor. Previous disturbance on the site
has also reduced the overall quality. The area does retain some of its former
functions and values primarily by providing limited wildlife habitat and nutrient
retention and sediment trapping.
Potential Impacts
General
No direct impacts or losses to wetland resources are proposed in connection with
this project. In addition, no regulated activities are proposed. The only potential
impacts to wetland resources would be secondary impacts resulting from the
proposed activities up gradient to the resources. These potential impacts are
evaluated as follows.
Wetland Impacts
Potential impacts to the adjacent wetland area were evaluated for stotmwater
water runoff short term during construction and long term after construction.
Other impacts considered were potential changes in hydrology from the
stormwater management and groundwater control systems.
Upon evaluation of the proposed site plans, the proposed activities appear to
avoid any negative impacts to the adjacent wetland area. The erosion and
sedimentation control plan follows the state guidelines and careful
implementation will provide adequate protection of the wetland. Phasing of the
plan is an important element of the plan. A majority of the site does not drain
toward the adjacent wetland. The portion of the site that does is proposed to be in
a separate phase and done during the dry season. This area is also protected by a
permanent detention basin that can be utilized as a temporary sediment basin
during construction. Wood chips produced on the site will be used for E&S as
well.

The stormwater management system is designed to retain and filter out pollutants
by utilizing a sediment fore bay, detention basin and linear vegetated swales. The
i system also effectively maintains existing drainage patterns and spreads out the
flow to different locations through level spreaders. These measures will prevent
any negative impacts from sediments and pollutants on the wetland. In addition,
no diversion of surface water is proposed that would alter the wetland hydrology.
Another element of the site design considered involves control of groundwater in
the area of the athletic fields. Under drains are proposed in the fields due to the
seasonally high groundwater table in that area. However, due to the separating
distance between the under drains and the wetland, the groundwater hydrology of
the wetland will not be adversely affected. These under drains will only affect the
ground water underneath the athletic fields. Groundwater collected in the under
drains is proposed to drain through the storm drainage system and ultimately into
the wetland.
Vernal Pool Impacts
Potential impacts to nearby vernal pools were evaluated for stormwater water
runoff short term during construction and long term, post construction. These are
located to the west of the site in relatively flat areas. The nearest potential vernal
pool is located about 280' to the west of the proposed site. A map is included in
the appendix showing the location.
As previously mentioned, the site does not appear to direct surface water to any of
the vernal pools west of the site. Observations were made during the site visits to
determine if any apparent indications were present to conclude this. This
included looking for any channels or other means for surface water to reach the
pools. The field indications are the surface water from the site is retained in
shallow surface depressions located at the toe of the slope then infiltrated into the
ground. The surface water that drains to the pools does not come from the site.
Due to this condition, none of the activities proposed for the site will affect any
potential vernal pools to the west.
Summary
In summary,no wetlands, watercourses or vernal pools exist on the proposed
school site. Wetlands and vernal pools do exist to the west of the site. The
proposed activities will not adversely affect these offsite resources. In addition,

Regarding: CREC International Magnet Elementary School, South Windsor—Proposed Development
Dear Mr. Friend:
In response to your request for a Natural Diversity Data Base (NDDB) Review of State Listed
Species for the proposed development on CREC International Magnet Elementary School in South
Windsor, our records for this site indicate that there is one extant population of a species of special
concern within the vicinity of this project: pine barrens tiger beetle (Cicindela formosa generosa).
(RCSA See. 26-306) The pine barrens tiger beetle, also known as big sand, occupies blowouts and sand
plains of dry—xeric, loose shifting sands, without water that are sparsely vegetated, such as pine barrens.
Upon review of your application and the maps included with your application, the project appears to have
no conflict with this species. However, if any work is to be conducted in tiger beetle habitat as described
above, field surveys of the site should be performed by a qualified entomologist prior to the initiation of
such work. A report summarizing the results of such surveys should include (1) the survey date(s); (2)
descriptions of the habitat; (3) notes on the presence/absence of State-listed invertebrate species; (4)
detailed maps of the area surveyed including the location and extent of State-listed invertebrate species;
and (5) a statement/resume indicating the entomologist's qualifications. The report should be sent to
Jenny Dickson Oenny.dickson@ct.gov)for further review.
Natural Diversity Data Base information includes all information regarding critical biological
resources available to us at the time of the request. This information is a compilation of data collected
over the years by the Department of Energy & Environmental Protection's Natural History Survey and
cooperating units of DEEP, private conservation groups and the scientific community. This information
is not necessarily the result of comprehensive or site-specific field investigations. Consultations with the
Data Base should not be substituted for on-site surveys required for environmental assessments. Current
research projects and new contributors continue to identify additional populations of species and locations
of habitats of concern, as well as, enhance existing data. Such new information is incorporated into the
Data Base as it becomes available.
Please be advised that this is a preliminary review and not a final determination. A more detailed
review may be conducted as part of any subsequent environmental permit applications submitted to DEEP
for the proposed site.
Please be advised that the Wildlife Division has not made a field inspection of the proposed project
nor have we seen detailed timetables for work to be done. Should state permits be required or should
state involvement occur in some other fashion, specific restrictions or conditions relating to the species
discussed above may apply, In this situaApA),gdAijpgLl;vA]htion of the proposal by the DEEP Wildlife

Re: Appl. #11-29P - Review of the proposed CREC Magnet School site plan -Plans dated 09/06/11.
I have reviewed the proposed plan with the following initial comments:
1. The stormwater reports states that the proposed catchbasins on the site will be equipped with four-
foot sumps to provide storage for road sand used in the winter. The detail on the plans shows a
two-foot sump. Please change the detail on the plans to correspond with the engineers report.
2. Show the 80-foot upland review area associated with the flagged wetland on all sheets that show
the wetland.
3. The proposed retention basin bottoms must be comprised of topsoil with a high organic content.
An amendment of compost to bring the percentage of organics to 30%is required. This will
provide a medium to facilitate vigorous plant growth, retail soil moisture, while also enhancing the
basin's ability to adsorb metals present in runoff.
4. The E&S narrative states that the project will be accomplished in three phases. Tasks required in
each phase are listed. Will each phase be cleared and grubbed separately?
5. Please show proposed locations of topsoil stockpiles on the plans.
6. The planting of the bottoms of the retention basins are proposed to be accomplished using a seed
mix from Ernst seed farms, number 126. This mix contains a large percentage of grass species. I
would recommend using seed mix number 131. This mix contains a greater diversity of emergent
vegetation suitable for a wet environment.
7. The E&S narrative describes the use of diversion dikes and swales to protect the respective phases
from on site runoff. The proposed locations of these structures must be shown on the plans. They
can be altered in the field, but showing them on the plans will enable a prospective grading
contractor to more accurately bid the job by knowing what is expected of them.
8. What are the anticipated velocities of stormwater flows exiting the proposed level spreaders?
