Property identification. rr;t4C1 r PAGE 1 Date: September 9,2009 To: Zoning Board of Appeals From: Kitty Marra, President,Westgate Professional Center Condominium Association Re: Request for Sign Variance at 1350 Sullivan Avenue Background The Westgate Professional Center is a 27 year old complex of three office buildings located at the corner of Sullivan Avenue and Sand Hill Road. The driveway to this complex is on Sand Hill Road. The three buildings house 12 individual office condos owned by seven(7)separate owners. A variance was granted to Steven Hintz on this property back in 1999 to allow for the third sign in front of the 1330 building. In an effort to revitalize the look of our complex, in the last several years we have installed new roofs, windows, and gutters on all three buildings. We have repaved the parking lot and sided all three buildings. We are now in the final phase of refreshing the landscaping and updating and simplifying the signage. Until about a year ago,our complex had five signs on the property:the three hooded ones facing Sullivan in front of each building, one on the corner of Sand Hill with the complex name on it and then a directory sign inside the complex. When a careless driver slammed into the one on the corner and destroyed it,the association decided not to replace it in the interest of simplification. Instead, after conferring with town P&Z,we decided to update the directory sign by reinforcing it and wrapping it with a new material. This summer we were planning to"reinforce and wrap"the three signs facing Sullivan Avenue to match the directory sign and streamline the look of the complex. Unfortunately, during the permitting process,it came to our attention that the sign in front of 1350 Sullivan Avenue had never been approved. The Association is hereby requesting a Variance from the ZBA to permit a 24 sq.ft.sign on the property in front of 1350 Sullivan Avenue based on the following hardships: 1. The extremely wide frontage of this three building complex 2. Entrances to half the businesses are in the rear of the building 3. The extreme distance of this particular building to the driveway of the complex 4. The volume and speed of passing motorists The hardships on this property originate in the zoning ordinances which have admirably changed over the years. Our desire to improve the look of the existing signs stems from our mutual goal to (O simplify the signage and contribute to the improvement of the overall appearance in town of this ' very important corner 1. Strict application of the regulations would produce an UNDUE HARDSHIP to the owners. Half the entrances to the businesses are in the rear of the building and are not visible from the road. The sign in question has been in place for over 25 years. Removing it will cause a hardship for the current owners and occupants...will the public think we went out of business? The current owners of the condos in this building(1350)had every reason to assume that the property they were buying was approved and in compliance with town regulations. Both the businesses on this sign provide and important medical service to the community and have done so for quite a few years. The complex as a whole houses several medical specialists, and patients come from great distances to visit these professionals. By approving this request for a variance you will be helping us to showcase this large and significant piece of South Windsor's real estate. 2. The hardship is UNIQUE to this property as it is a large three building complex, with an entrance on a different street. It is not clear which businesses are in which building without three distinct signs. Motorists are travelling quickly along this stretch of road and a"missing" sign or two signs with all the current businesses will be confusing and be a safety concern. 3. Granting this variance will not adversely impact neighboring property. In fact,we believe it will have a positive impact in that it will be simpler, clearer and safer to locate the businesses housed in this complex. If we are denied this request,we have two choices:do nothing and retain the dated 80's look or put all the names currently on three signs on two signs. We believe the two sign option will contribute to an increase in motorist confusion along Sullivan Avenue and perhaps create a safety issue. By putting all the names on two signs, motorists will slow down to search and read, and this could contribute to traffic accidents. In summary,we propose that the unique nature of this property, with an entrance on a different street along with our concern for safety and clarification, warrants the approval of our request.
