Folger—Environmental Planner, Town of South Windsor Date: December 8, 2010 Re: Appl. #10-51P -Review of the proposed Medical Office Building site plan located at 1559 Sullivan Avenue. Plans dated 12/01/10. I have reviewed the proposed plan with the following initial comments: Catch basin erosion controls must be installed and shown on existing catch basins within the currently developed site where there is a potential for runoff to enter the existing stormwater system. The grading along the northern portion of the site extends to the northern property line. Erosion controls proposed along the northern property line consist of a line of silt fencing at the toe of the slope. In order to adequately protect the neighboring property, I recommend that hay bales be installed in addition to the proposed silt fencing. The size of the topsoil stockpiles shown on the plans do not represent the amount of surface area within the site that will be encumbered by the actual stock piles. Please show a realistic representation. Proposed catch basins should have trap hoods included to help to intercept floatables prior to the stormcepter and the sub-surface detention system. Item#13 on the"Erosion Control Notes"mentions that a physical barrier will be placed at the western end of the site where the proposed driveway will join the existing parking lot. Please place a graphical representation on the plans. This will alert the site contractor that there is a requirement to protect this area on the plans. A soils report and wetland report have yet to be submitted. It has been mentioned that the wetland area south of the cross country sewer line is a remnant wetland. This contention will be to be supported with factual evidence. cc. Hi Jeff, Just had a chance to look over the aerial image you sent of the proposed trail connections. I think when the first email came out I was thinking of a different part of the Priest property. Now that I see the overhead, I think this would be a great project! I was just using Google Earth to do some flyovers, and you can see the current trails there. I've hike most of these at some point. I also wanted to mention that I've been in contact with Northeast Utilities and have the name of a contact there that will be our POC for the Power Line Trails that we are interested in doing. I see this trail has some power line right of way included. They have actually given us a Case Number, which I was thinking might be useful when you work on this. I fully support this trail, and would be willing to come to any meetings to voice that support. Very truly yours, INLAND ,WETLANDS AGE,NCY/CONSERVATION COMMISSION I L(.rud7"- VLJ L Elizabeth Warren, Chairperson EW/dt cc: Director of Planning Chief Building Official HIGHLAND SOILS «C WETLAND REPORT PROPOSED MEDICAL OFFICE BUILDING 1559 SULLIVAN AVENUE, 29 COMMUNITY ROAD SOUTH WINDSOR, CONNECTICUT PREPARED BY JOHN P. IANNI PROFESSIONAL SOIL SCIENTIST DECEMBER 8,2010 P.O.Box 337,Storrs,Connecticut 06268 • (860)742-5868 INTRODUCTION A single-story Medical Office Building is proposed on a 1.79 acre site on the west side of Sullivan Avenue and Community Road, South Windsor, CT. The proposed building is to be served by public sewer and water. The site is located in the watershed of the Podunk River which is located to the west of the site. The inland wetland boundaries on the above-referenced property were field delineated on August 30,2010. The wetlands were field delineated in accordance with the standards of the National Cooperative Soil Survey and the definition of wetlands as found in the Connecticut General Statutes, Chapter 440, Section 22A-38. The prepared plans have been reviewed and the representation of the field delineated wetlands is substantially correct. EXISTING CONDITIONS The 1.79 acre site is a compilation of three properties with frontage on Sullivan Avenue and Community Road. The rear of the site abuts an existing commercial development with frontage and access on Ellington Road. An existing single-story wood frame house occupies the most northern of the three parcels comprising the site. The majority of the site is currently maintained as lawn with two small wooded areas along the southern and southeastern portions of the property. An existing hardwood forest is located along the northwestern limits of the site. An existing day care business utilizes portions of the lawn area for outdoor recreation. A small playscape was noted along the northwestern limits of the site. Other features on the site include a bituminous concrete path that leads from the existing house to the adjacent parking lot located just west of the site. A sanitary sewer manhole was found in the center of the site and old foundation ruins were also noted. WETLAND RESOURCES As part of the site investigation, an area of wetland soils was mapped in the western portion of the property. Wetland flags 41 through#9 demarcate the western limits of the wetlands. The boundary between the wetlands and adjacent uplands generally follow the limits of previously disturbed soils. For instance, wetland flags #1 through 44 follow an area of fill material that is currently used as a playscape for the adjacent day care facility. In this area the existing wetlands were partially excavated and fill material was deposited to create the playscape area. Naturally occurring upland soils were found in the vicinity of wetland flags 95 through#8 and fill material from the parking lot form the remaining upland boundary. Based on a review of older soil maps it appears that the wetland extended further to the west in the area of the existing commercial development. 2 Wetland flags 410 through#16 demarcate the eastern wetland boundaries. The majority of the boundary between the upland and wetland follow natural soils; however, the soils in the area immediately adjacent to the wetland have been disturbed by fill material Existing foundation remnants were found in close proximity to the wetland upland boundaries. Additionally, the construction of a sewer line also disturbed the wetland soils as did the construction of the bituminous path. Fill material was found throughout the mapped wetlands; the depth of the fill material ranged from less than an inch to a foot deep. WETLAND SOILS The soils in the wetland consist of loamy to silty wind blown deposits that overlay Glaciolacustrine deposits of silt and clay. The soils were originally mapped as belonging to the poorly drained Shaker Series. The moisture holding capacity of the soils is moderate to high and the presence of the lacustrine deposits lead to poor internal drainage. The topsoil layer was not high in organic matter; this leads me to believe this wetland area was only seasonally saturated in its original condition. The wetland has essentially been hydrologically isolated due to the existing development to the west. A small connection to undisturbed wetlands exists to the north of the property; however, the general direction of ground water flow would be from east to west. The delineation was conducted in August of 2010 and further data collection occurred in November of 2010. This has been a relatively dry period with little ground water recharge, thus it is difficult to determine the extent of ground water levels. Investigations of the immediately adjacent off-site wetland soils indicate a much higher degree of near surface saturation, so I conclude that the on-site wetland is more of a remnant rather than active feature. VEGETATION With the exception of a small area along the north property line, the entire wetland area is maintained with closely mowed turf grass species. The area is used as a play area for the adjacent daycare facility. A small area of woods extends onto the property and this area contains Red Maple trees and a variety of annual species that include a variety of grasses and sedges, and annual flowering plants such as New England Aster. WETLAND FUNCTIONS The functions and values of the wetlands will be described in a qualitative manner modeled after the method used by the US Army Corps of Engineers. The information is from The Highway Methodology Workbook Supplement. This publication uses a descriptive approach to assessing functional values, versus the CT D.E.P. approach, which uses a quantitative or numerical approach to ranking wetland functions and values. 3 Ground Water Recharge/Discharge -This function considers the potential for a wetland to serve as a ground water recharge and/or discharge area. It refers to the fundamental interaction between wetlands and aquifers, regardless of the size or importance of either. The wetlands are ground water discharge wetlands. The presence of low permeable Glaciolacustrine deposits limits the downward movement of water into the deeper soil profile. The watershed of the wetland is very limited and ground water inputs into the system are also limited. Floodflow Alteration-This function considers the effectiveness of the wetland in reducing flood damage by water retention for prolonged periods following precipitation events and the gradual release of flood waters. It adds to the stability of the wetland ecological system or its buffering characteristics and provides social or economic value relative to erosion and/or flood prone areas. There is no potential for this wetland function. The area does not pond or store surface water. Fish and Shellfish Habitat- This function considers the effectiveness of seasonal or permanent watercourses associated with wetland in question for fish and shellfish habitat. The on-site wetlands are not associated with fish habitat. Sediment/Toxicant/Pathogen Retention-This function reduces or prevents degradation of water quality. It relates to the effectiveness of the wetland as a trap for sediments, toxicants or pathogens in runoff water from surrounding uplands, or upstream eroding wetland areas. This function does not exist in the on-site wetlands. Nutrient Removal/Retention/Transformation-This function considers the effectiveness of the wetland as a trap for nutrients in runoff water from surrounding uplands or contiguous wetlands, and the ability of the wetlands to process these nutrients into other forms or trophic levels. One aspect of this function is to prevent ill effects of nutrients entering aquifers or surface waters such as ponds, lakes, streams, rivers or estuaries. The watershed above this wetland is very limited and only extends up to Sullivan Avenue. Additionally, the lack of wetland vegetation limits the effectiveness for this function. Production Export-This function relates to the effectiveness of the wetland to produce food or usable products for human, or other living organisms. The wetland area does not contain wetland plants and this function is not present. 4 Sediment/Shoreline Stabilization- This function evaluates the effectiveness of a wetland to stabilize stream banks and shorelines against erosion. The wetland is not associated with a stream or shoreline. This function is not present. Wildlife Habitat-This function considers the effectiveness of the wetland to provide habitat for various types and populations of animals typically associated with wetlands and wetland edge. Both resident and/or migrating species are considered. The wetland is maintained as a lawn and the lack of diverse vegetative communities excludes this wetland from this function. Recreation—(Consumptive and Non-Consumptive)This value considers the suitability of the wetland and associated watercourses to provide recreational opportunities such as hiking, canoeing, boating, fishing, hunting and other active or passive recreational activities. The wetland is not suitable for water based recreation. The children that attend the day care center enjoy this lawn area for some of their recreation time. Educational/Scientific Value - This function considers the suitability of the wetland as an "outdoor classroom" or for scientific research. The lack of native plants and other natural features exclude the wetlands for this value. Uniqueness/Heritage - This value considers the effectiveness of the wetland for special values such as archeological sites, rare and endangered species habitat or uniqueness for its location. The wetland does not exhibit any of the qualifiers for this wetland value. Visual Qualities/Aesthetics- This value relates to the visual qualities of the wetlands. The wetland is a soil based regulated area and has no surface indicators that would indicate that it is a wetland. Lawn areas generally do not have features that are normally associated with wetlands. Endangered Species Habitat—This value considers the suitability of the wetland to support threatened or endangered species. A search of the Natural Diversity Data Base maps indicates there are no known listings in the area. 5 In summary, the wetlands are a ground water discharge type wetlands with no other functions or values typically associated with wetlands. The wetlands are maintained as turf and are used for recreation by the adjacent day care center. The wetlands are classified as a regulated area by soils only and exhibit no other feature normally associated with wetlands. PROPOSED ACTIVITY The mapped wetlands exhibit no functional values and are proposed to be eliminated as part of the site development. The elimination of the on-site wetlands should have no impact on the adjacent off-site wetlands. PROPOSED MITIGATION When wetland areas are proposed to be encroached or otherwise disturbed, it is the intention to mitigate or otherwise off-set the loss of the wetlands through some form of mitigation. The hierarchy of mitigation techniques follows a protocol set by the Connecticut Department of Environmental Protection. The three-step process includes: restoration of previously disturbed areas, • enhancement of existing wetlands, and finally, • creation of wetlands Wetland creation is typically based on the functions and values of the wetlands being lost. This project provides some unique opportunities. The project location is in a highly developed area of town. The gateway zone of Buckland Road is to the south of the site, and Ellington Road and Sullivan Avenue (two major commercial roads)surround the site. One positive resource is the large area of dedicated open space just to the west of the site. Due to the limited area of the site, on- site mitigation was not considered to be a feasible alternative for mitigation. Two potential projects were considered for mitigation. Within the existing open space along the Podunk River, an area of invasive species (Phragmites or Giant Reed) was noted. An invasive species management plan was considered;however, control of the species is predicated on removal of all plants within the target area. The plant is a rapid colonizer and even a small patch can quickly regrow if left unmanaged. It was determined that complete eradication would not be possible and the opportunity for success would be greatly limited. With substantial input from town staff it was suggested that the Applicant consider the expansion of the trail system within the existing open space parcels that lie between the subject property and the open space parcels that extend along Ellington Road and Pierce Road. No organized trail system currently exists that would connect the Town-owned Pierson Farm Property to the existing parcels maintained by the South Windsor Land Trust. 6 A potential trail route has been scouted that would link the existing trail system through the Pierson Farm Property with a potential parking area within the existing commercial development just west of the subject site. The potential trail system would navigate through an upland area in the Pierson Farm Property and follow a low earthen dam that bisects a wooded wetland to a large upland island. From the upland island an elevated boardwalk would be constructed through a marsh area with a final connection near the existing"Skating Pond"within the South Windsor Land Trust Open Space. Approximately 2,000 feet of new trail will be created and a 300 to 400 foot long elevated boardwalk would be required to complete the connection to the existing trail. At the time this report was being written the final details of the trail and boardwalk are being finalized. More detailed information will be submitted as the information is gathered. CONCLUSION A Medical Office Building is being proposed on three parcels of land on Sullivan Avenue and Community Road. A remnant wetland with no functions or values, currently maintained as lawn, is proposed to be eliminated. The elimination of the wetland should have no impact on adjacent off-site wetlands. A trail, rather than a wetland recreation, is proposed to off-set the wetland disturbance. The trail system would include a large elevated boardwalk to connect the existing trail system within South Windsor Land Trust holdings to land of the Town of South Windsor, thus creating a connection from Ellington Road and Pierce Road to the former five corner area. 7 ifi ✓°i 4 ia3`u: ki' , ``''.t``i. c'.' ` fi*'F` ttl+fs3'{`«"+' !t' G}i t;i='4:` .T.°. 4 " 01, ,,'- :",'S_ )< _ F 4yt u' ti/ S1 k Pi kv aat'wi 'qc'" `§- a ,' • ,.+,aP xi# d C ''4t. y'^y= sit ;`!°skER. tti,',} wws` . Folger—Environmental Planner,Town of South Windsor Date: December 8,2010 Re: Appl. #10-51P-Review of the proposed Medical Office Building site plan located at 1559 Sullivan Avenue. Erosion controls proposed along the northern property line consist of a line of silt fencing at the toe of the slope. hi order to adequately protect the neighboring property,I recommend that hay bales be installed in addition to the proposed silt fencing. CC. This Engineering Summary Report is completed in accordance with the Town of South Windsor Regulations. Existing Site Conditions The existing site is presently a 1.6 acre lot located the western side of Sullivan Road. The property contains a 1 story wood frame house. The lot currently consists of some patches of woodland and for the most part has well maintained grass cover. The topography slopes down from Sullivan Avenue towards the commercial development located at the rear of the site. The existing site contains 2 separate soil classifications. Scitico, Shaker, and Maybid soils, nearly level, and Urban Land consists of areas consisting mostly of sites for buildings, paved roads, and parking lots. These two soil groups cover the site and are considered to be Soil type D. Currently, the surface runoff exits the site at four locations referred to as the Outlet Points. Outlet Point#1 sheet flows from the site along the southern property line. Outlet Point#2 sheet flows to the southwestern property line. Outlet Point #3 sheet flows to an existing catch basin located in the parking area along the western property line. Outlet Point #4 sheet flows to the I northwestern property line. Proposed Improvements I The proposed build out for the project proposes to the existing 1 story wood frame house and construct a new building. The building will be Medical Office of ±15,000 square feet, as well as associated parking and infrastructure improvements; including utilities, landscaping, site lighting and water quality. The project increases the total hard surface to approximately 0.72 acres. The increase in impervious area will cause an increase in the peak rate of runoff leaving the site from Outlet Point #3 (existing catch basin). Therefore, on-site stormwater detention will be required, including Water Quality (per State of Connecticut Department of Environmental Protection requirements) in the form of the removal of at least 80% of the Total Suspended Solids (TSS). Page 2 Proposed Medical Office Building _ South Windsor, Connecticut _ Submitted., November29,2010 Engineering Summary Report Site Drainage Design The proposed on-site stormwater collection system will collect runoff from portions of the proposed site and route it to one of nine (9) catch basins. The stormwater collection system will be routed to an underground detention system located in the rear parking area. This system will consist of forty nine (49) StormTech MC-3500 chambers and an outlet control structure. The detention system will connect to an existing catch basin located in the parking area along the western edge of the property. The internal stormwater collection system is designed to route the 10-year storm without overtopping any of the structures. See calculations located in Appendix A. The entire proposed stormwater system will be routed prior to entering the underground detention through one (1) water quality unit (Stormceptor) before being released into the existing state system. See Appendix A for a detailed Total Suspended Solids (TSS) summary. The proposed stormwater system as designed will show a decrease in the total flow that leaves the site from outlet points#1, #2 and #4. The proposed stormwater system is designed in consideration to: 1) meet all applicable design criteria set forth within the Town of South Windsor Regulations; 2) meet any additional design requirements set forth by the Town Engineer. Per Town of South Windsor Regulations, the report provides peak flow attenuation of the impacted areas for the 2, 10, 25 and 100-year storms. Water Quality & BMP Performance The proposed collection system will be routed through one (1) water quality unit (Stormceptor) before being entering the underground detention system then will outlet to the existing catch basin. The proposed Stormceptor was sized based on overall tributary area, percent imperviousness of that area, and water quality volume runoff. The criteria entered for design was a minimum of 80% removal of Total Suspended Solids, with those solids being of the "fine" variety. The Stormceptor Unit was placed in a location on the site to achieve maximum treatment efficiency. Model STC 900 unit will be utilized on the site. See Appendix A for a detailed Stormceptor Sizing CalculationsfFotal Suspended Solids summary. Method of Analysis The HydroCAD Storm water Modeling System computer program by Applied Microcomputer systems provides the analysis to design the storm sewer system. HydroCAD employs the TR- 55 curve number method to estimate the quantity and peak rates of runoff produced by each Page 3 Proposed Medical Office Building Submitted. November 29,2010 South Windsor, Connecticut Engineering Summary Report - sub catchment. The resulting flows are routed through the various storm system elements to the system's Outlet Points, typically where the storm water flows leave the subject property. Storm events were analyzed with Type III, 24-hour rainfall values and curve number/cover types as selected from the SCS TR-55 Manual. Also, the minimum Time of Concentration used is 0.10 hours (6 Minutes) as specified in the SCS TR-55 Manual. Runoff rates selected from the 2004 Connecticut Storm water Quality Manual for Hartford County are listed below: Design Rainfall Amounts: 2 year 3.2 in 10 year 4.7 in 25 year 5.5 in 100 year 6.9 in Detailed Runoff Summary Flow Rate Attenuation Outlet Point#1 -Sheet Flow Offsite Outlet Point#2 -Sheet Flow Offsits to Southern Property Line to Southwestern Property Line Storm: Pre Post Dif.
