Sig ure of Owner of Property / Date 12-13-10 Signature of Aplicant 12-13-10 Date 9 WETLAND APPLICATION NARRATIVE FedEx Ground Distribution Center Project Narrative: The applicant is proposing the development of a distribution center for FedEx Ground on approximately 60 acres northeast of the intersection of Kennedy Road and Sullivan Avenue in South Windsor. The facility is planned to be constructed in two phases. The first phase will include an approximate 221,049 square foot distribution center surrounded by loading docks and tractor and trailer storage areas. In addition, there will be a 289 square foot security building and two employee parking lots to accommodate 344 cars. The second phase of the project will include an approximate 83,200 square foot addition to the distribution center, a 5,180 square foot maintenance garage, additional truck and trailer parking, and an additional 250 employee parking spaces. Upon completion, the proposed project will create approximately 24 acres of impervious area. The stormwater management system has been sized to accommodate full-buildout of the site, and it will be constructed during Phase 1. Phase 1 is anticipated to be complete within 2 years of receiving permits. Phase 2 is anticipated to be completed within a 5 year time frame. Five isolated wetlands have been delineated on the site. One of the wetlands to the east is associated with a manmade detention basin. A second wetland is partially located within an existing 27 acre cornfield at the site. The three remaining isolated wetlands are located in the woods on the northern portion of the parcel. More details regarding the wetlands are provided in the Wetland Functional Evaluation & Wetland Impact report submitted under separate cover. The proposed project will result in filling approximately 12,868 square feet of wetland. All of the fill will occur in the wetland which is currently maintained as cornfield. Approximately, 56,588 square feet of regulated upland associated with the wetland in the cornfield will also be disturbed. The only other work within the regulated area will involve approximately 6,391 square feet of disturbance required to create additional wetlands adjacent to the existing isolated wetland on the northern portion of the site. The fill material will be comprised of on-site material excavated for the construction of the basins or clean borrow gravel imported to the site. The project will include the creation and enhancement of existing wetlands to mitigate the required wetland fill described above. Approximately 3,284 square feet of new wetland will be created adjacent to the existing isolated wetland on the northern portion of the property by excavating the area approximately 1-foot and installing a mixture of compost and native topsoil to replicate the surface conditions of the adjacent wetland. Approximately 1,538 square feet of new wetland will also be created in the wooded area adjacent to the wetland in the cornfield on the eastern portion of the site. This newly created wetland, as well as the remaining portion of this same wetland within the cornfield (approximately 15,027 square feet) will be planted to create a wet meadow. Additional wetland creation will involve the construction of the six on-site wet ponds. These basins will be excavated into the existing water table at the site and outlets will be set inorder to maintain a permanent pool. Four of the six basins will be equipped with aquatic benches submerged with 18 inches of water and planted to provide a diversity of vegetation. The basins will provide stormwater conveyance, treatment and flood storage as part of the on-site stormwater management system. In total, the six wet ponds will create approximately 130,454 square feet (3.0 acres). The table below taken from the Wetland Functional Assessment and Impact Report summarizes the wetland disturbance and mitigation at the site. Gragnolati 45 North Street P.O. Box 3127 Windsor Locks, CT 06096-3127 Tel/Fax 860 623-2588 December 2010 File No. 10-013 FedEx Distribution Center 500 Sullivan Avenue South Windsor, Connecticut Page I December2010 INTRODUCTION As part of the application for the proposed FedEx distribution facility at 500 Sullivan Avenue in South Windsor, Connecticut, an ecological and wetland functional assessment was performed on the property. The+60.83 acre site is bound to the west by industrial property and then Kennedy Road, to the north by Troy Road and then residential properties, to the east by industrial/commercial buildings, and to the south by Sullivan Avenue, then industrial land. See Figure 1 (Site Locus) and Figures 2 & 3 (1990 and 2010 aerial photographs). Thirty(+30) acres of the approximately thirty eight (38) acres of the site in which the work is proposed has been and is presently used for row crop production, existing farm house and historical Quonset hut.. The rest is forested, which is harvested on a regular basis and is presently secondary growth. The entire parcel is + 60.8 acres in size. Five (5) separate wetlands areas were delineated on site. For the location of these wetland areas refer to Figure 4 and Site Plans by J.R. Russo &Associates LLC. Wetland 1 is in the northwestern portion of the site and Wetland 2 is to the northeast of the proposed facility. For the purposes of this functional assessment these two wetland areas have been lumped together as they both provide similar functions and values. Both occur within the forested portion of the property and are surrounded by secondary growth. Work proposed within the 80 ft. upland review areas of Wetland 1 consists of upland plantings in the adjacent cornfield, which will provide a vegetated buffer to the proposed facility. Wetland 2 will be enlarged by 3,284 SF, slightly more square footage than the area of Wetland 1 in an attempt to increase the period in which this area ponds water. See Figure 5 & 6 for pictures of these wetland areas. Wetland 3 is to the east of the proposed facility approximately 650 ft. north of Sullivan Avenue. This wetland area will be impacted by fill within the portion of the wetland that is presently used for the production of corn. To offset this fill activity the applicant proposes to plant the remaining hydric soils in the corn field with a wetland seed mix and hydrophytic vegetation. See Table 1 in the Table section of this report for a summary of wetland activity proposed on site. hi addition to the aforementioned mitigation, the proposal includes wet basins that will be constructed around the facility to aid in the treatment of stormwater runoff and promote groundwater recharge. All basins but Basins 3 & 5 will have aquatic benches around them that will be planted with aquatic vegetation. The aquatic benches will be approximately 18 inches below the water surfaces allowing for the planting and growth of hydrophytic vegetation. Wetlands 4 and 5 were not included in this evaluation as no work is proposed within the wetlands or their upland review areas. Wetland#4 is a forested wetland and#5 is the - northern portion of a manmade detention/retention pond. FedEx Distribution Center 500 Sullivan Avenue South Windsor, Connecticut Page 2 December 2010 Soils Wetlands were delineated on site in the spring of 2008 and reviewed in the summer and fall of 2010. The majority of the delineation was performed utilizing a spade and auger and in the difficult areas, such as the corn field, with the aid of a backhoe. Predominant soils within the areas delineated as wetlands are Walpole sandy loams. Walpole soils are very deep (>65 inches)poorly drained soils that form in water sorted glacial outwash and stratified drift. They have an apparent water table that is at or near the surface much of the year. Permeability of the Walpole soils is moderately rapid in the surface layer and subsoil and rapid or very rapid in the substratum. Upland soils on site are predominantly Ninigret and Tisbury soils. Ninigret and Tisbury soils are very deep, moderately well drained soils that formed in coarse-loamy and coarse- silty eolian deposits over sandy and gravelly glaciofluvial deposits derived from granite and/or schist and/or gneiss. They are nearly level soils on outwash plains and terraces. Saturated hydraulic conductivity is moderately high to high throughout. Depth to the seasonal water table is 18 to 30 inches. Work in the delineated areas consists solely of filling a portion of the existing corn field of Wetland#3 for a driveway and parking area around the facility. The rest of the cornfield that is classified as Connecticut wetlands will be planted with a wet seed mix and shrubbery. WETLAND EVALUATION As part of our evaluation, a functional assessment of the wetland was conducted. This evaluation includes wetland classification based on vegetative cover and an analysis of the overall functions of the wetland. All wetlands on site are considered Palustrine. Wetland Functional Assessment An evaluation of the wetlands current functions and values was conducted in the summer and fall of 2010. This assessment is based on a methodology developed by the US Army Corps of Engineers. This descriptive form of evaluation relies on best professional judgement; experience and the informal use of standardized evaluation procedures. The evaluation method chosen examines thirteen (13)potential wetland functions. Functions and values assigned to the wetlands are in Appendix A. A brief discussion of each function and value follows: FedEx Distribution Center 500 Sullivan Avenue South Windsor,Connecticut Page 3 December 2010 Groundwater Recharge/Discharge Due to the sandy nature of the soils on site there is the potential for groundwater recharge. The loss of pervious area will be mitigated for with the creation of the wet basins. The area is served by a municipal water supply. Flood Control All wetland areas on site are shallow, isolated and do not pond water to the extent they prevent flooding of the site or adjacent properties. Fish and Shellfish Habitat Not applicable. Wetlands on site are not associated with a watercourse or a permanent pond or water bodies. Sediment/Toxicant Retention Site is relatively flat so the potential for runoff is low. Applicant proposes a series of basins that will act to remove any sediment or nutrients that may be generated on site. Site is a distribution center for freight so the potential for generation of toxicants on property is very low. Nutrient Removal As stated previously the proposed facility is a distribution center for packages. The potential for the generation of sediments, nutrients and toxicants is very low. The stormwater system has provided for large basins to act as fore bays and water treatment structures. Hoods will be provided in strategic locations in the appropriate structures. Production Export The wetland areas lack sufficient size on property to be significant in production export. A portion of the delineated area is used in the production of row crops. Sediment/Shoreline Stabilization Not Applicable. No watercourses on property. FedEx Distribution Center 500 Sullivan Avenue South Windsor, Connecticut Page 4 December 2010 Recreation Site is private property thus any recreational use by outside parties is discouraged. Educational/Scientific Value Site has been altered by historic and current use and is presently used for agricultural production. Unigueness/Heritage Not applicable Visual Quality/Esthetics Not applicable Endangered Species Habitat A review"State and Federal Listed Species and Significant Natural Communities Map" dated December 2010 does not show the area of the proposed activity in an area of concern. The northeastern corner of the site, in which no activity is proposed, does fall within an area highlighted on the plan. A request form has been submitted to the CT. Natural Diversity Data Base for their review. See Figure 7 for a copy of the map. Wetland Impacts At this time the applicant proposes to construct a variety of mitigation areas to replace the area delineated as wetlands within the cornfield. These mitigation measures include the construction of wet basins with aquatic benches, planted upland buffer zones between the proposed work and the delineated wetlands, the enlargement of the isolated wetland to the north and the reseeding of the remainder of the wetland cornfield on the eastern side of the proposed facility. The proposal does not plan to negatively impact any wetlands within the wooded area. Alternatives During the design of the project the following alternatives were examined: • The entire project was shifted eastward to create more of a buffer between the isolated wetland to the west of the site. It was determined that this wetland had the greatest potential to be a vernal pool. Presently plowing for row crop FedEx Distribution Center 500 Sullivan Avenue South Windsor,Connecticut Page 5 December 2010 production occurs within 30 to 40 ft. of the edge of seasonally ponded water. Moving the entire facility to the east moved the proposed activity further from Wetland 1. The upland portion of the cornfield will be planted with shrubs and other vegetation to buffer the wetland from the proposed activity. In addition, since this entire facility is a secure facility, there will be a chain link fence around the entire facility preventing accidental encroachment into this buffer area. • Upon preliminary review by town staff and the project engineers, the emergency access road that was proposed in the southeastern portion of the site has been moved to the northwestern corner of the property with access from Troy Road. This change allowed for the extension of the landscaped berm to the east of the parking field and allowed for the movement of Basins # 3 & 4 out of an area delineated as wetlands within the cornfield. Summary Overall, the wetlands on site do provide wetland functions such as groundwater recharge. The proposal by the applicant will only alter the wetland that is presently used for the production of row crops. In the case of Wetlands 1 &2 the proposal calls for either an enhanced upland buffer zone or an enlargement in an effort to increase the length of its hydroperiod. The only fill proposed is within Wetland 3 which has been historically cleared and is used for the production of row crops. To mitigate for this disturbance hydrophytic vegetation will be planted in the remaining portion of the land used for agriculture and a shrub buffer will be planted along the wooded wetland portion. In addition six (6) basins, four (4)with aquatic benches, will be constructed around the facility to aid in groundwater recharge and to treat stormwater runoff from the facility. Based on my wetland functional assessment I am of the professional opinion that the proposed work will not have a negative impact on the wetlands on or off site.
