Re: Site Improvements for the South Windsor Congregation of Jehovah's Witnesses
640 Burnham Street
The South Windsor Kingdom Hall was built in 1990. Although to date the building has served its
usefulness in a satisfactory manner, it has reached a point where upgrades to the building are
warranted so that it is more efficient regarding the consumption of utilities. For this reason the
owners of the site are planning to retrofit the existing building by pursuing improvements that
today are considered to be part of new"green technology". This clean energy project is being
pursued through a grant from the Connecticut Green Energy Fund.
One aspect of the proposed "Green project' entails the installation of a geothermal field and
geothermal heat pumps that will make use of the efficient heating and cooling technology
available today. This aspect of the project will require the installation of a geothermal loop field.
This will entail placing a High Density Polyethylene Pipe (HDPE) in an area approximately 180' x
120' in size. The HDPE pipe will be installed in a series of trenches dug about 6' or so below
existing grade. At this elevation the average ground temperature for our area is about 55
degrees throughout the year. By placing loops in a slinky fashion (See attached sample photo)
and connecting these pipes to proposed heat pumps inside the building, fluids flowing through the
HDPE loops will dissipate heat into or out of the building accordingly.
In order to install the required trenches for the loop system, it will be necessary to clear the
geothermal field of trees. Existing stumps will be dug out and disposed. To minimize impact to
the wetlands the proposed geothermal field will be placed outside of the established 80' buffer
line from the wetlands. A silt and erosion fence will be installed around the perimeter of the
proposed tree clearing limits required for the geothermal field.
A second aspect of new "green technology"that is also being considered for this project is the
installation of solar panels that will generate electrical power that will be tied in to the electrical
grid that currently serves this area of the Town. The solar panels will be laid out in a solar array
field approximately 110'x 130'. To minimize impacts to the wetlands the solar array field will be
installed no closer than 90 from the nearest wetlands. This aspect of the project will require that
the solar array field be ledged in three separate levels so that the panels can maximize exposure
to the sun. To achieve the three stepped ledges it will be necessary to bring in approximately
2,000 cubic yards of clean fill. Although the majority of the fill will be placed outside the 80'
wetlands buffer area, a portion of the fill for the solar array field at the northwesterly corner will
protrude into the buffer area by 15' or so. This will result in approximately 100 cubic yards of fill
being placed within the perimeter of the wetlands buffer line.
For safety reasons a six foot high chain link fence will be installed outside the perimeter of the
solar array field. Although all permanent installations for this aspect of the project will be outside
the wetlands, in order to minimize shadows extending over the solar panels it is recommended
that all tall trees located up to a distance of 160' from the southerly and westerly limits of the solar
array field be cut down. This requirement will necessitate protruding into the wetlands in an area
of approximately 60' x 300' for the purpose of hand cutting tall trees on the westerly side of the
field. To minimize impact to the wetlands this work will be done by hand and not with
mechanized machinery other than chain saws. The tree stumps of these trees will be left in
place. Also, to further minimize impact to the wetlands the silt and erosion fence surrounding the
solar array field will be installed around the limits of the fill area and not around the limits of trees
to be hand cut located in the wetlands.
The last segment of the project will entail the construction of a gravel parking lot within a
southerly portion of the geothermal field. Since all trees located within the perimeter of the
geothermal field will have been cleared from site, we are proposing to make use of a portion of
this area and install a gravel parking area that can accommodate overflow parking needs. This
parking lot will be accessed through a proposed driveway to be extended at the southwesterly
corner of the existing paved parking lot. In order to establish a reasonable slope of no greater
than 8%for the proposed driveway and extended lot, there will be a need to bring in an additional
2,000 cubic yards of clean fill. All fill will be placed outside the wetlands, however, there is an
area at the westerly side of the proposed parking lot where the fill will extend into the wetlands
buffer zone a distance of approximately 30'. This will result in approximately 500 cubic yards of
fill being placed within the perimeter of the wetlands buffer line.
As part of this project there will also be a pedestrian walkway and lighting installed to
accommodate the new overflow parking area. This portion of the project will be located well
outside the 80'wetlands buffer line.
Respectfully submitted,

RE: Environmental Design parameters of Ground Source Heat Pumps
for a ground horizontal closed loop system(GHEX)
To whom it may concern:
Where Ground source heat pumps are installed and connected together with a horizontal ground heat exchanger
(GHEX)setting, the maximum energy utilization efficiency is achieved, allowing for less energy use and a lower
environmental impact. The site design for any project is dependent on building loads, site resource, moisture
content and soil types. These systems are self-contained and electrically powered to take advantage of the earth's
relatively constant, moderate ground temperatures to provide heating and cooling.
Different formats of loop design are installed within the defined"geothermal loop field"by geo designers. The most
common loops are made of High Density Polyethylene(HDPE)with various pipe diameters ranging from 0.75"2'.
Configuration of the loop field is dependent on site resource, excavation costs, and thermal transfer of soils.Loop
configurations vary from single pipe to slinky design with both supply and return pipe. The slinky design is most
common when a large amount of pipe is needed for a limited site.Spacing of trenching is dependent on excavation
costs, thermal transfer and can be modified before or during excavation within the defined area.Boulders,
obstructions,or water content may generally help in the GHEX.These can either be modified or enhanced within
IGSHPA guidelines during installation.Trenches are typically dug six feet or more under a parking lot, detention
ponds,or grass landscape area. The benefits to locating a horizontal geo exchange system(GHEX)under
pervious conditions will increase the heat pump efficiency and overall HVAC performance.Soil moisture content
increases performance while lowering electric pump use.
When GHEX fields can be served with enhanced moist conditions and soil that has high water table or mottling, the
loops will not often'bottom'out with lower temperatures in the ground. The thermal transfer properties of water are
much greater than that of just soil conditions alone. If moist conditions can be guaranteed, then your loop fields can
even be smaller. But since it cannot be assumed, the GHEX system is to be sized to the average existing thermal
properties. This will also serve to insure against any long term thermal degradation of the soil conditions. The reuse
of existing excavated fill is more conducive to thermal transfer-especially if water can be served to the location.
Larger scale systems(10 tons or more)employ one or more'concrete control chambers'in the field to
connect loops to ball values and'step-up'manifolds within them. This reduces additional excavation
costs, ground impact and supply/return loops into the mechanical room.
'The loops are factory warranted for 50 years and have water with 20-25%propylene glycol pumped within a
closed system. This is to insure against any freezing. It is preferred to have all water as it has better thermal
conductivity than glycol. The loops are pressure tested three times to insure against any leaks. The risk of an
environmental hazard due to the propylene glycol leaking into the soil is minimal. The Food and Drug
Administration(FDA)has classified propylene glycol as"generally recognized as"safe","which means that it is
acceptable for use in flavorings, drugs, and cosmetics, and as a direct food additive. Propylene glycol is readily,
biodegradable in aerobic conditions. The ecological toxicity of biodegradation is less toxic than the product itself.
(See attached MSDS document)Above soil and ground can be returned to normal or enhanced environmental
conditions promoting biodiversity.
• Page 2 April 2,2011
The geothermal systems that are commonly installed in Connecticut always use propylene glycol in both vertical
and horizontal closed loop systems. These standards are practiced throughout the State of Connecticut and are
compliant to local codes. Under the Conneticut Clean Energy Fund(CCEF)guidelines, I inspect and audit
systems to be compliant. I will also be instructing all the State Building Inspectors in geothermal technology that is

CONCLUSIONS----
It is proposed to subdivide the property into three lots. Lot 1-has-no wetland
soils at all and is well away from the wetlands. - Lot 2 has a small area of wetland
soils on the lot.on-the wrist side. Lot 3 :is large and includes-mast of the area of-
wetland soils on the west side. Because the total area of the wetland soils-on the
property is-'quite large in-relation to the total
'area of upland soils, developsNent
of the upland soils will not•have°any' direct impacts dr indirect impacts to the -
motlands. Any increase of peak runoff will.not be significant in relation to the
normal variation of water table in the wetlands. The wetlands function as a large
detention basin and nutrient•t and will continue to function as such. Carefully .
planned conservation measures will be needed to,minimise•erosion and sedimentation .
into- the wetlands, However; with.good controls, a slight`ipailililt of sediment"will
not change the 'soil moisture regime of the wetlands nor the vegetation in the wet-
lands.
Because the upland area in lot 3.has an odd 'shape with the small area of wet- '
land soils penetrating into the uplands, .some encroacbment.may be necessary in future
site plan. However, this..intrusion of wetlands consists of the poorly drained Ramsey
soils which form.the-edge and transition described above. Encroachment-into.tbis
area Brill not have a significant impact to the remaining area of wetlands, especially
the main area that functions as a detention"basin.
Severs are available-to the property. Thus,-the land will serve only to support
structures and'driveways. There is no need for septic systems which are dependent
on -the soils to. ction. The sewers also eliminate the potential of texVoraty
pollution if a systeW fails. .Because the w6tlaud soils are high in organic matter
and support a very dense growth, -they will renovate surface runoff by absorbing .
nutrients, heavy metals, and any other normal material in surface xunoff fps
drivewaya, parking areas,. and lawn areas. • Fertilisers frog lawns is not a problem
because the soils are already fertile and support a very demo vegetation.Which,
will continue to absorb nutrients.. '
Under the present plan there is no proposed activity. in the wetlands, The
"wetlands will remain the same in•area, soils,.shape, and function. They will remain
and continue to function as in the past.. If there are any questions,.please do.not .

An anti-tracking pad must be shown and installed prior to entering the existing parking lot.
The perimeter erosion controls indicate that silt fence will be used to trap and contain sediments
generated from land grading activities. The sub-soil in this area of Town generally contains a
silty component comprised of red sandstone parent material. Fabric silt fence will not prevent
this material from entering the wetland area to the east. Please add haybales to the perimeter
erosion controls to contain this material.
The perimeter erosion control shown on the southern portion of the site is located within the
wood line. Please relocate the proposed line to the edge-of-clearing.

ON-SITE SOILS INVESTIGATION OP-PARCEL A FOR SOUTH WINDSOR CONGREGATION OF JEHOVAHIS
WITNESSES
I. have conducted-.an on=situ soils investigation of the. property .located can
Burnham Street in South Windsor, Connecticut. The principal purpose of this soils
'investigation was to locate and flag in the field all poorly drained and very poorly
drained soils or "wetlands" as defined under the Inlands Wetlands Act. The flags
were located by survey and plotted onto the topography and subdivision map. In this
soils investigation and report, the classifications of the soils, soil textures,
descriptive .terms, and drainage classifications follow the guidelines and criteria
of the National Cooperative Soil Survey.
FINDINGS---- "
The property lies on the sideslope of a drumlin consisting of' the red glacial
till derived from sandstone and basalt of Triassic age. The soils. are silty at the
top of the drumlin on the east side of the property and become sandy over the red
glacial till downslope to the west. On the west side of the property the soils are
nearly level and form the-..lowest area of a broad valley. These soils are wetlands
and consist of the Palms muds, 0 to i ercent slo es PmA Feats and mucks . shallow
.in the Hartford County Soil These soils consist of organic matter ranging
from 2.0 to 51 inches thick over a loamy mineral soil material. Near the flagged
wetland boundary there is a transition zone consisting of sandy alluvial soils to
the flags. These soils range from .very poorly drained to poorly drained. This
transition zone ranges from approximately five to twenty-five feet or more wide.
The soil in the transition .zone is generally a Rumney sandy- loam, 0 to 3 percent
slopes (Ell .
The Rumney soils on the property_have* formed as a result of sedimentation
from erosion of the upland soils.when the area was under agriculture. These areas
are on a slope and do not form the nearly level bottom of the main body of wetland
soils on the property. The organic soils are•the detention area in the wetlands.
The transition zone is poorly drained due to a combination of seepage and runoff from
the soils upslope and capillary action on the underlying water table. . There are

SOILS INVESTIGATION OF PARCEL A IN SOUTH WINDSOR---2 HTM 11/4/88
CONCLUSIONS—-
It is proposed to subdivide the property into three lots. Lot 1 has no wetland
soils at all and is well away from the wetlands. - Lot 2 has a small area of wetland
soils on the lot,on.the west side. Lot 3 is large and includes most of the area of
wetland soils on the west side. Because the total area of the wetland soils on the
property is quite large in relation to the total area of upland soils, development
of the upland soils will not -have° any direct impacts or indirect impacts to the
.wetlands. Any increase of peak runoff will. not be significant in relation to the
normal" variation of water table in the wetlands. The wetlands function as a large
detention basin and nutrient trap .and will continue to function as such. Carefully
planned conservation measures will be needed to minimize-erosion and sedimentation .
into the wetlands. However, with .good.,controls, a slight amount of sediment will
not -change the soil moisture regime of the wetlands nor the vegetation in the wet-
. l ands.
Because the upland area in lot 3. has an odd shape with the small area of wet-
land soils penetrating into the uplands, some encroachment.may be necessary in future
site plan. However, .this. intrusion of wetlands consists of the poorly drained Rumney
soils which form .the edge and transition described above. Encroachment into .this
area will not have a significant impact to the remaining area of wetlands, especially
the main area that functions as a detention basin.
Sewers are available-to the property. Thus, the land will serve only to support
structures and-driveways. There is no need for septic systems which are dependent
on the soils to- function. The sewers also eliminate the potential of temporary
pollution if a system fails. . Because the wetland soils are high in organic matter
and support a very dense growth, they will renovate surface runoff by absorbing .
nutrients-, heavy metals, and any other normal material in surface .runoff from
driveways, parking areas,. and lawn areas. . Fertilizers from lawns is not a problem
because the soils are already fertile and support a very dense vegetation which
will continue to absorb nutrients..
Under the present plan there is no proposed activity in the wetlands. The
-wetlands will remain the same in area, soils, shape, and function. They will remain
and continue to function as in the past.- If there are any questions,. please do not .
hesitate to contact me.
Respectfully submitted,
eyen T Moeller

WETLAND -SOIL DESCRIPTIONS----
PmA Palms muck, O. to 1 percent slopes (feats and mucks, shallow) .
This mapping unit consists of organic deposits less than 51 inches thick over
mineral soil .materials. The textures of the mineral soil ranges from sandy -loam to
silt loam. Generally the thickness of the muck is between 20 and 40 inches over
the mineral soil. The muck is .decomposed organic material which can no longer be
identified as to type of plant from which it was derived. The water -table- is at or
near the surface most of the year. It is often flooded during the winter and after
rainy periods. -The Palms series is classified as loamy, mixed, euic, mesic Terris
Medisaprists.
RuA Rumney sandy loam, 0 to 3 percent slopes.
.. These soils are poorly drained and normally occur on the floodplains of rivers
..and small streams. They consist -of 20 to 40 inches or more.of dark grayish brown
to black fine sandy loam ranging to' sandy loam over very dark grayish brown to gray
loamy- fine sand, medium sand, coarse -sand, or sand and gravel. Below 40 inches
thin lenses of silt loam, coarse silt, and very fine sandy loam occur in places.
There .is either a poorly developed B horizon (subsoil)' or none. Permeability is
moderately rapid but internal drainage is hampered by a high water .table. Most of
these soils flood or pond-annually in spring and during periods of heavy rainfall.
-These soils may also form in areas- subject to heavy sedimentation due to erosion.
The Rumney series is classified as coarse-loamy, mixed, acid, mesic Aeric Fluventic
Haplaquepts.

MEMORANDUM
To: South Windsor Inland Wetland/Conservation Commission.
From: Jeffrey H. Folger—Environmental Planner/Conservation Officer
Date: April 26,2011
Re: Appl. # 11-10P -Review of the proposed Jehovah's Witness Solar and Geothermal
installation—640 Burnham Street. Plans dated 02/15/11.
The project is to construct a solar power array and a geothermal heating system in the rear
of the existing house of worship. The facility would be constructed on the western
portion of the existing kingdom hall site. The project consists of clearing the existing
trees and grading the area to achieve a consistent slope and to maximize exposure to the
sun. Proposed disturbance within wetland areas would be approximately 18000 sgft or
.41 ac. Proposed disturbance within the URA(Upland Review Area)would be
approximately 18000sgft or.4l ac.
Site: The site is located in the Burnham Brook watershed. The total site(two parcels)is
comprised of approximately 13 acres. The site is mostly wooded with the Kingdom Hall
located at the eastern end. A portion of the site just west of the Kingdom Hall has been
cleared to allow for soil testing. The eastern portion of the site slopes moderately to the
west and flattens out at the midpoint and remains flat to the western property boundary.
The wetlands on the site comprise about 30%of the area located in the western portion.
The wetland type would be categorized as a wooded wetland with red maple as the
dominant over story tree species. The understory is sparse to moderate depending upon
the microtopography with spicebush and summersweet as dominant shrub species.
Microtopograhpy dictates the presence standing water or saturated soil in this very flat
area. Skunk cabbage and tussock sedge species present indicate a water table at or very
near the surface for most of the year. The standing water areas currently present, act as
vernal pools during wet years and provide habitat for amphibian breeding.
Major functions of the wetland are sediment and nutrient trapping, groundwater recharge,
stormwater attenuation, and wildlife habitat.
Impacts:
The site is comprised of silty loams with a red sandstone parent material. Erosion
potential is expected to be high due to the fine particle texture. Perimeter erosion
controls have been requested to include haybales to provide a more efficient medium to
contain the expected silty material.
Stormwater is planned to sheet flow through a planted grass buffer and understory
vegetation prior to entering the wetland. The proposed parking lot will be constructed
with a gravel surface to promote infiltration. Considering the small parking area, this
should be sufficient to adequately provide renovation to storm runoff.
The main activity proposed within the wetland area is the clearing of overstory trees to
facilitate direct sunlight to the photocell array. The clearing is proposed to be done
without bringing machinery into the wetlands. This will prevent any compaction of the
soil and avoid significantly impacting the wetland. The action of removing a relatively
small portion of the overstory will provide a benefit of releasing the understory plants that
are currently being depressed due to competition for sunlight. This will result in an
increase in plant diversity in this area which will improve the wildlife habitat function by
providing more opportunity for a more species to thrive in this area.
